The Pacific Fishery Management Council’s (Pacific Council) Salmon Technical Team (STT) and Scientific and Statistical Committee’s Salmon Subcommittee (SSCSC) will hold a joint meeting via webinar on Wednesday, January 22, 2020, which is open to the public.  The webinar will begin at 10:30 a.m. and will continue until 12 p.m., or when business for the day has been completed.

REMINDER: Ad Hoc Southern Resident Killer Whale Workgroup to meet January 8-9, 2020

January 7, 2020 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council’s (Pacific Council) Ad Hoc Southern Resident Killer Whale (SRKW) Workgroup (Workgroup) will hold a two-day meeting that is open to the public.  The meeting will begin Wednesday, January 8, 2020, at 10 a.m. Pacific Standard Time and recess at 5 p.m.  It will continue at 9 a.m. Thursday, January 9, and will end at 2 p.m. The meeting times are an estimate; the meetings will adjourn when business for the day is complete.

West Coast fisheries took steps to protect whales, turtles in 2019

January 6, 2020 — West Coast fisheries cleaned up their act in 2019, with new rules to promote sustainable fishing practices and new alliances to protect ecological and economic interests.

The changes include approval of new gear that reduces unwanted catch, safeguards for delicate bottom habitat, and guidelines for managing whole ocean ecosystems, instead of handling species separately.

Those regulations reflect input from regulators, conservationists and fishermen and represent unprecedented compromises among groups that often have been at odds.

In September, the Pacific Fisheries Management Council approved new “deep set buoy” gear for swordfish, to avoid snaring turtles, marine mammals and other unintended catch. Swordfish have typically been caught using vast drift gillnets set overnight, which often ensnare other fish species, sharks, and marine mammals. The new method allows fishermen to drop hooks into deeper waters where swordfish forage during the day, catching the prized fish without ensnaring other animals.

Then, in November, the body voted to uphold an existing ban on longline fisheries on the open ocean off the West Coast. That fishery had been closed to West Coast fishermen since 1989 because of the high numbers of non-target fish and other animals that were caught.

The Pacific Fishery Management Council (Council) and The Nature Conservancy are co-sponsoring a two-day workshop: Developing Future Scenarios for Climate Change in the California Current Ecosystem, which is open to the public.  The workshop will be held on Wednesday, January 22 and Thursday, January 23, 2020, from 8 a.m. until the completion of business on each day.

New regulations to expand protections for seafloor habitats, reopen fishing grounds off US West Coast

December 5, 2019 — New regulations for essential fish habitat off the West Coast of the United States that go into effect in 2020 will extend protections for deep-sea habitats and corals while reopening fishing grounds where fish populations have rebounded.

The new rules were finalized by the US National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (known as NOAA Fisheries) last month, and will go into effect on January 1, 2020. The updated regulations were recommended to NOAA by the Pacific Fishery Management Council and enjoy broad support from the fishing industry and environmentalists alike. The changes will be implemented via an amendment to the Fishery Management Plan for groundfish off the US West Coast.

The Pacific Fishery Management Council is responsible for minimizing impacts of human activities on essential fish habitat (EFH), which are habitats deemed vital to maintaining sustainable fisheries. In 2005, the Council established area closures in groundfish habitat that limited the use of bottom trawling and other types of fishing gear that come into contact with the ocean floor.

According to NOAA Fisheries, groundfish fisheries contribute $569 million to household incomes in West Coast communities, from the state of Washington down to Southern California. About 3,000 square miles that had been closed to bottom trawling for groundfish will be reopened when the changes take effect, including 2,000 square miles of a Rockfish Conservation Area off the coasts of California and Oregon that have been off-limits to bottom trawling since 2002.

PFMC: Reminder – Groundfish Stock Assessment Process Review Webinar to be Held 12/13/2019

December 2, 2019 — The following was released by the Pacific Fishery Management Council:

Participants in the Pacific Fishery Management Council’s (Pacific Council’s) 2019 groundfish stock assessment process will hold a meeting via webinar to review and evaluate the 2019 stock assessment review (STAR) process.  The webinar will be held on Friday, December 13, 2019 from 8:30 a.m. to 5 p.m. (Pacific Standard Time) or until business for the day has been completed.  The goal of the webinar is to solicit process improvements to recommend for future groundfish stock assessments and STAR panel reviews.  Process recommendations will be provided to the Pacific Council at their March 2020 meeting in Rohnert Park, California.
