PFMC June 2021 Briefing Book online

The Briefing Book for the June 21-26 & 28-30, 2021 Council meeting has been posted to the Council’s website on the “ June 2021 briefing book” webpage.

The Briefing Book contains the meeting agenda, “situation summaries” (brief summaries that provide background for each agenda item), reports and materials for each agenda item, and public comment submitted to our e-portal. Advisory body and committee agendas and memos are also available.

Limiting Chinook Fishing in Low-Return Years to Help Killer Whales: What Do You Think?

June 3, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries is asking for public input on a Pacific Fishery Management Council recommendation to reduce impacts from fishing off the West Coast. The recommendation would be implemented if salmon numbers fall too low to provide enough prey for the 75 endangered Southern Resident killer whales.

NOAA Fisheries is proposing to adopt the Council’s recommendation, and conducted a consultation under the Endangered Species Act. This consultation ensured that the amended fisheries management plan does not jeopardize the continued existence of threatened or endangered species, or negatively impact designated critical habitat. It incorporated recent research that revealed new details of when and where the whales forage, and their preferred prey.

The Council created a workgroup of representatives from West Coast states, tribes, and NOAA Fisheries to examine the issue. The workgroup completed a risk assessment evaluating the impact of fisheries on West Coast Chinook salmon abundance and, in turn, on the Southern Residents, and developed recommendations.

Late last year the Council adopted the workgroup’s suggestions. They included limiting commercial and recreational fishing in certain places off California, Oregon, and Washington when estimated Chinook salmon numbers north of Cape Falcon, Oregon, fall below a certain level of abundance.

The workgroup recommended that level be set as the average of the seven lowest years of forecast salmon abundance off the northern Oregon and Washington coasts. This average is currently estimated at 966,000. Chinook numbers have remained above that level in recent years; 2007 was the last year when forecasts would have fallen below the threshold.

The Pacific Fishery Management Council’s (Pacific Council) Ad Hoc Southern Oregon/Northern California Coast (SONCC) Coho Workgroup will host an online meeting that is open to the public. The online meeting will be held Wednesday, July 7, 2021 from 9 a.m. – 5 p.m. Pacific Daylight Time or until business for the day has been completed.

June 2021 PFMC (online) meeting notice and agenda now available

May 24, 2021 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council (PFMC or Council) and its advisory bodies will meet June 21‐26 and 28‐30, 2021 by webinar only, to address issues related to groundfish, coastal pelagic species, highly migratory species, salmon, and administrative matters.

Please see the June 2021 Council meeting webpage for further updates and details regarding webinar participation; schedule of advisory body meetings, our E-Portal for submitting public comments, and public comment deadlines. There will be no meetings scheduled Sunday June 27th, however, the meeting will continue daily on Monday, June 28 at 8 a.m. through Wednesday June 30, 2021. Meetings of advisory bodies will also be conducted by online meetings based on the schedules in the agenda.

Instructions for how to connect to the online meetings will be posted on the Council’s June 2021 meeting webpage prior to the first day of the meeting.

Salmon Subcommittee of the Scientific and Statistical Committee to hold online meeting June 4, 2021

May 12, 2021 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council’s (Pacific Council) Scientific and Statistical Committee’s (SSC’s) Salmon Subcommittee will meet to review the SSC’s role in reviewing salmon forecast methodologies and other analyses informing Pacific Council decisions as specified in the Pacific Coast Salmon Fishery Management Plan and in Council Operating Procedure 15. The SSC Salmon Subcommittee may also discuss how best scientific information available determinations for salmon decision-making might be structured. The online meeting will be held Friday, June 4, 2021 from 9 a.m. – 1 p.m. Pacific Daylight Time.

PFMC Groundfish Management Team to hold online meeting June 10, 2021

May 7, 2021 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council (Pacific Council) will convene a webinar meeting of its Groundfish Management Team (GMT) to discuss items on the Pacific Council’s June 2021 meeting agenda.  This meeting is open to the public. The online meeting will be held on Thursday, June 10, 2021 from 9 a.m. to 12 p.m. Pacific Daylight Time.  The scheduled ending time for this GMT meeting is an estimate, the meeting will adjourn when business for the day is completed.

SSC’s Economics and Groundfish Subcommittees to hold online meeting May 26, 2021

The Pacific Fishery Management Council’s (Pacific Council) Scientific and Statistical Committee’s (SSC) Economics and Groundfish Subcommittees will hold a meeting to review a new Quota Share Owners’ Cost Survey to inform decisions on the west coast limited entry trawl catch shares program and to do some initial planning on an upcoming review of the limited entry fixed gear sablefish program.
