Notice to Offshore Fishing Fleet East of NC and VA

November 4, 2019 – The following was released by the South Atlantic Fishery Management Council:

This fall and winter, Avangrid Renewables will continue to study the Kitty Hawk Offshore Wind Lease Area (OCS-A 0508) by conducting High-Resolution Geophysical Surveys to characterize the seabed within the lease area and cable corridor to the northwest. The survey will commence November 1 and is expected to run through January 30, 2020, weather dependent.

Fishermen fishing or transiting northeast of Oregon Inlet, NC, and southeast of Virginia Beach, VA are encouraged to note the survey area locations, activities, and timing. From November 1 through November 15, the M/V Gerry Bordelon will be towing survey equipment up to 1,000′ astern, with limited maneuverability. Mariners are asked to maintain a 1 nautical mile closest point of approach, and fishermen are requested to move any fixed fishing gear out of the area during this period.

Coast Guard finds federal fisheries violations aboard 5 recreational fishing vessels

July 17, 2019 — PORTSMOUTH, Va. — The following was released by the U.S. Coast Guard, along with a correction from a previous release:

Correction: the vessels found to be in violation by not having their Federal Fisheries Permit were recreational and not commercial fishing vessels.

The crew of Coast Guard Cutter Rollin Fritch found five recreational vessels fishing for highly migratory species without Federal Fisheries Permits, a violation discovered during the routine boarding process over the weekend near Oregon Inlet, N.C. 

Recreational fishing in federal waters without the appropriate permit violates the Magnuson-Stevens Act.  Fishermen found in violation of this act can be subject to fines up $3,750.

“Applying for and maintaining a Federal Fisheries Permit and abiding by appropriate catch limits facilitates NOAA’s ability to regulate overfishing keeping the species healthy,” said Lt. Brittany Fifer, Commanding Officer of the Coast Guard Cutter Rollin Fitch. “The Federal Fisheries Permit program levels the playing field for all fisherman.”

Congressman Walter Jones Opposes More Federal Restrictions on ENC Waters

The following was released by the office of Congressman Walter Jones (NC-3):

April 11, 2016 — Washington, D.C. – Last week, Congressman Walter B. Jones (NC-3) joined Dare and Carteret counties in opposing the National Oceanic and Atmospheric Administration’s (NOAA) proposed expansion of the Monitor Sanctuary off the Eastern North Carolina coast.  The existing sanctuary protects the remains of the USS Monitor, a Civil War ironclad that sank in December 1862.  In January, NOAA published proposals to significantly expand the Monitor Sanctuary.   Dare and Carteret counties subsequently passed public resolutions opposing expansion due to concerns they may be used in the future to restrict public access to large areas of federal waters off the North Carolina coast.

“There is no need for new designations or access restrictions for fishermen and boaters that may flow from them in the future,” said Congressman Jones.

Congressman Jones has long been an advocate for Eastern North Carolina fishermen by fighting against overreaching government regulations on recreational and commercial fishing.  He has also secured much-needed money for dredging at Morehead City Harbor, and Oregon, Hatteras, and New River Inlets, in addition to fighting the Obama administration’s assault on fishing access through unilateral marine monument designation.
