Seafood industry reacts to BOEM offshore call areas in Oregon

February 28, 2022 — The following was released by the West Coast Seafood Processors Association:

Offshore wind energy is coming to Oregon, according to the Bureau of Ocean Energy Management, but the seafood industry says it’s an oncoming windstorm.

BOEM plans to announce Friday, Feb. 25, 2022, three proposed “call areas” off Oregon. BOEM identifies these ocean areas with high wind potential as places companies might want to develop to harness the energy of offshore wind. These massive areas, covering 2,181 square miles, already are utilized by the fishermen to harvest nutritious, sustainable seafood proteins.

As part of its process, BOEM will solicit interest from wind energy developers before doing a basic environmental assessment of the areas. Comprehensive environmental studies will be completed later, after leases are already issued and enormous investments are already made.

“The effect of offshore wind development on fisheries, the habitat and the California Current is unknown. Placing giant turbines and anchors in a current system that is largely free-flowing and structure-free could cause irreparable harm to seabirds, marine mammals, fisheries management regimes and more,” Southern Oregon Ocean Resource Coalition (SOORC) Chair Susan Chambers said. “Robust environmental analyses need to be completed before areas are identified and leased, not after. Our productive California Current must be protected.

One area, known to commercial fishermen as “the mud hole” is known to be a highly productive shrimp bed, as well as a key area for sole harvested by groundfish fishermen. It is also recognized as an important feeding area for seabirds.

Fishermen already are questioning the value of placing turbines in areas off Morro Bay and Humboldt Bay, Calif. The early environmental analyses and area identification memos of those areas included very little socio-economic data regarding the potential effects on the seafood industry and no consideration of the cumulative impacts of potential additional wind farms off the U.S. West Coast.

“These turbines are going to blow me off the water,” Fishermen’s Marketing Association President Travis Hunter said. Hunter and his family have fished for years off southern Oregon and northern California and in the Humboldt Wind Energy Area. “These areas will displace hard-working fishermen.”

The seafood industry recognizes the value in renewable energy, but at what cost? Fishermen and processors have their roots in coastal communities. Displacing them in favor of large out-of-town – and frequently out-of-country – companies is a net loss.

“Developers are largely funded by foreign companies. Most of the profits, at Oregon taxpayers’ expense, will be funneled overseas. This is not ‘the Oregon way,’” Shrimp Producers Marketing Cooperative Secretary Nick Edwards said.

The future of several Oregon commercial fisheries, processors, fishery-related businesses, and the economic development coastal communities derive from those industries, hang in the balance.

“This is what results from government agency lip service versus authentic engagement,” said Heather Mann, Director of the Midwater Trawlers Cooperative. She was speaking in response to last night’s revelation that the Bureau of Energy and Management’s Oregon (BOEM) call areas for offshore wind energy development cover more than 2,000 square miles of productive fishing grounds in Southern Oregon. “BOEM has essentially chosen prime fishing areas for turbines threatening not just Oregon harvesting and processing jobs, but food security as well.”

Fishing groups all along the West Coast have been pleading with BOEM to have a seat at the table, not be a mime in the check-the-box outreach that often happens with government agencies.

“The importance of where these gigantic, floating wind farms are placed cannot be under-emphasized. If we do not get this decision absolutely correct, the fallout could have a dire domino economic effect on all Oregon commercial fisheries, including the vitally important Oregon Dungeness crab fishery,” Oregon Dungeness Crab Commission Executive Director Hugh Link said.

OREGON: Factors converge to make crab scarce on the North Coast

August 3, 2021 — It’s one of the most popular seafood items on the North Coast and a valuable local fishery, but Dungeness crab has never been harder to find, or more expensive.

At restaurants, portions may be smaller, prices are steep and crab may be off the menu completely this summer.

Seafood distributors, sellers and processors point to a number of factors that converged to create a perfect storm: the coronavirus pandemic, labor shortages, product shortages, supply chain issues and market demands. All have contributed to drive prices up from the usual $25 or so per pound to as much as $52.

“There’s a lot of theories and a lot of possibilities and a lot of reasons for things and it’s kind of, ‘Take your pick,’” said Tim Novotny, a spokesman for the Oregon Dungeness Crab Commission.

Health & Economy: The Eat Oregon Seafood Initiative

July 14, 2020 — The #EatOregonSeafood initiative is intended to give the coastal seafood economies a boost as they recover from restaurant closures and other issues related to COVID-19.   

A rich source of lean protein, Omega-3 fatty acids, vitamins B-12 and D, iron, and minerals like zinc and iodine, the U.S. Food and Drug Administration recommends that non-vegetarian adults consume two, four-ounce servings of seafood per week.   

Amanda J. Gladics, Assistant Professor of Practice at Coastal Fisheries Extension at Oregon State University, says that just about “any seafood is good for you.”  

In addition to the health benefits of seafood, choosing Oregon-caught seafood supports small businesses and the regional economy. Additionally, many Oregon coast fishers use sustainable fishing methods.

U.S. Coast Guard will help researchers track whales along the West Coast

October 24, 2018 — The Oregon crab industry is putting up money to launch a new research study on where whales swim and feed along the Pacific Coast. The study stems from growing concern West Coast-wide about whales getting tangled in fishing gear.

Many of the confirmed entanglements in the last few years involved whales snagging crab pot lines.

The Oregon Dungeness Crab Commission voted unanimously Tuesday to underwrite the first year of a three-year aerial survey of humpbacks, gray whales and blue whales off the coast. Oregon State University researcher Leigh Torres said the Marine Mammal Institute, which she leads, and the state Department of Fish and Wildlife hope to win a federal grant to cover years two and three.

“One of the best known ways to reduce whale entanglements is to reduce the overlap between where fishing gear is and where whales are,” Torres said. “In the state of Oregon, we have pretty good information about where the fishing gear is, but not that great information about whale distribution in our waters. So that is really the knowledge gap that this project wants to fill.”

Torres said the best way to track whales is typically from the air.

“But hiring a plane to fly regular surveys monthly over a long period can be quite costly,” Torres said in an interview Tuesday. “So we were trying to brainstorm about ways to do that more cost effectively. And we had the idea to reach out to the U.S. Coast Guard.”

Torres said she was uncertain if the Coast Guard would let whale spotters ride along on routine helicopter patrols twice per month. She was delighted when her request was greeted positively.

Fishin’ Company leading MSC certification effort for Oregon’s Dungeness crab fishery

March 14, 2018 — An agreement between the Oregon Dungeness Crab Commission and The Fishin’ Company will pave the way for the Dungeness crab fishery in Oregon to seek Marine Stewardship Council certification.

The memorandum of agreement signed on 7 March will see The Fishin’ Company, a Munhall, Pennsylvania, U.S.A.-based  company that is a major buyer of the crab, provide financial resources and personnel to work alongside the fishery as it enters the MSC pre-assessment process.

“The Oregon Dungeness crab fishery is committed to a sustainable fishery through proven methods of management,” The Fishin’ Company Director of Sustainability Justin Baugh said. “They are focused on continuous improvement through science-based research and we believe the ODCC should be recognized for this and are excited to place our support behind them.”

Oregon: Price talks delay crab season

January 17, 2018 — Crab boats loaded with pots sat at the docks all weekend while fishermen and processors remained in a gridlock over prices.

The commercial Dungeness crab season was set to open Monday in most of Oregon and Washington state, but price negotiations and ocean conditions are keeping boats at home. The fishery is off to one of the latest starts that fishery managers can remember in over a decade.

The season traditionally opens Dec. 1, but was pushed back because crabs did not have shells full of meat.

At one point major processors had offered crabbers $2.30 a pound — not nearly enough to convince them to go out, local crabbers said. The price inched up during the state-sponsored negotiation period in Oregon, but by the time those negotiations ended the processors’ price still remained under last season’s average starting price of $2.89 per pound.

Processors had extended an offer to Coos Bay and Newport crabbers for around $2.75 per pound since crab meat there had already hit the required limit, but argued that crab off Astoria still had not filled out to the required 23 percent meat recovery. The last test in the area had the crab at 22.8 percent, according to John Corbin, chairman of the Oregon Dungeness Crab Commission. A local boat went out over the weekend to catch more crab for another meat test which revealed they are now at 24.6 percent meat recovery.

Corbin and others planned to go back to the processors Monday afternoon to try to negotiate a price for the whole area. However, fishery managers and crabbers said that with rough ocean conditions expected to follow a warm and sunny weekend, few boats would likely venture out even if they did settle on a price. Bar crossing restrictions were in place Saturday and Sunday on the Columbia River.

If price negotiations had gone differently from the start, fishermen could have set gear out over the weekend and started pulling it Monday, Corbin said. Sea swell and wind are expected to pick up later Monday, settle a bit on Tuesday and then roar back up again on Wednesday.

“Now it creates a different set of challenges,” he said.

The late start has been a blow to the local economy. Crews who spent months preparing pots and loading boats have yet to be paid and restaurants hoping to offer locally caught crab are still waiting. Fish processors are on standby. Fishermen who switch over to fish halibut or cod in Alaska are looking at a smaller and smaller window of opportunity to make some money crabbing.

In Washington’s Pacific County, fuel sales during the commercial crab season and the Buoy 10 summer sport fishing season make up the bulk of the tiny Port of Chinook’s revenue.
