Feds allow pipeline construction in North Carolina to expand

July 26, 2018 — Federal regulators are allowing work on the 600-mile Atlantic Coast Pipeline to expand in North Carolina.

Federal Energy Regulatory Commission officials this week approved work to proceed without further steps to protect endangered species. The FERC order issued Tuesday said work could be stopped to protect the environment if ordered by a federal court.

Opponents are trying to force a stop to the $6 billion project after a federal appeals court in Virginia in May vacated a U.S. Fish and Wildlife service approval meant to protect threatened or endangered species.

The pipeline being developed by Dominion Energy, Duke Energy and Southern Company will carry fracked natural gas from West Virginia through Virginia to North Carolina.

Map Of Gulf Of Mexico Fisheries Prepares For Future Disasters

July 10, 2018 — A study seven years in the making by University of South Florida researchers has created a map of how many species live in the Gulf of Mexico. This will give experts an idea of how much damage would take place from a future oil spill.

The study took so long to complete because 12 separate expeditions were needed to cover the entire Gulf, including the waters off Mexico and Cuba. USF biologist and professor Steve Murawski said this information will be priceless.

“One of the criticisms of the Deepwater Horizon episode is before the spill, we had no environmental baseline for many of the things that are of interest and importance, and understanding the environment,” he said, “and now we have that baseline.”

Surprisingly, Murawski said researchers didn’t see a significant dropoff in the numbers of fish around the oil spill site, except for red snapper and hake.

USF-led study discovers what lives in the gulf after BP disaster

July 6, 2018 — Eight years ago, when the Deepwater Horizon rig exploded and sank off Louisiana, one of the big problems facing scientists trying to assess the damage caused by the oil spill was that no one knew much about what lives in the Gulf of Mexico.

That’s no longer a problem, according to the University of South Florida’s College of Marine Sciences.

Partially funded by money that BP had to pay in the wake of the 2010 disaster, USF scientists joined with colleagues from three other universities to put together the first-ever comprehensive look at what fish and other wildlife call the gulf their home.

Compiling the data for their study, just published in the scientific journal Marine and Coastal Fisheries, required 12 separate voyages over seven years on the USF research ship R/V Weatherbird II. That included two trips to Mexico and one to Cuba, according to lead research scientist Steve Murawski of USF.

During those voyages the scientists caught 15,000 fish of 166 species from 343 locations. They tested the specimens for oil residues and other pollutants. Overall, the degree of oil contamination of fish from the northern gulf continues to decline, the report said, but none of the areas assessed so far have been free of oil.

One surprise in their findings, Murawski said, was that the part of the gulf with the lowest diversity of fish species is the area of the gulf with the greatest number of offshore oil rigs.

“They’ve had 50 to 60 years of oil development there,” he said. “So that may be one of the at-risk areas” in case of a future oil spill. A disaster like Deepwater Horizon could more easily wipe out the fish living there to the point where they could not bounce back, he explained.

Suit: Offshore drilling done in absence of required report

June 22, 2018 — Three conservation groups said in a lawsuit filed Thursday that federal wildlife agencies have failed for years to complete required consultations and reporting on the effects that oil drilling in the Gulf of Mexico could have on endangered species.

The suit comes more than a decade since the last such report was done, and more than eight years since the huge 2010 BP oil spill, the groups said.

The Gulf Restoration Network, the Sierra Club and the Center for Biological Diversity released a copy of their lawsuit as it was being filed in U.S. District Court in Florida. Defendants named are the National Marine Fisheries Service and the U.S. Fish and Wildlife Service.

The suit says the Endangered Species Act requires those agencies since 2007 to consult with the agencies overseeing Gulf drilling and to publish an opinion on the possible effects of such drilling on endangered species, including various species of whales and sea turtles.

Such consultations and reporting haven’t been conducted since well before the 2010 explosion of the BP-operated Deepwater Horizon drilling rig, a disaster that spilled millions of gallons into the Gulf, the lawsuit says. It added that the result is that hundreds of offshore oil and gas projects have been approved based on outdated information.

The lawsuit seeks an order requiring completion of a consultation in 90 days.

After the Deepwater Horizon disaster, which also killed 11 rig workers, the Bureau of Ocean Energy Management, Regulation and Enforcement decided a new consultation was needed and asked the two agencies to begin work on one in 2010, the suit says.

Trump just erased an Obama-era policy to protect the oceans

June 21, 2018 — President Trump on Wednesday ended an eight-year-old policy to protect oceans, which was created as hundreds of millions of gallons of oil spilled into the Gulf of Mexico from a broken well, covering more than 65,000 square miles, killing untold numbers of wildlife and devastating fisheries in several Gulf Coast states.

President Barack Obama mentioned the Deepwater Horizon disaster, the largest and costliest oil spill in the nation’s history, in the second sentence of an executive order that detailed the first national ocean policy and called on federal agencies to work closely with states and local governments to manage the waters off their coasts.

“The Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis is a stark reminder of how vulnerable our marine environments are, and how much communities and the nation rely on healthy and resilient ocean and coastal ecosystems,” Obama’s July 2010 order said.

In contrast, Trump’s order does not mention the explosion that killed nearly a dozen workers and the spill of 210 million gallons of oil. The second sentence gives a nod to domestic energy production, the jobs it could provide and the financial rewards that can be reaped.

“Ocean industries employ millions of Americans and support a strong national economy. Domestic energy production from Federal waters strengthens the nation’s security and reduces reliance on imported energy,” his order reads.

Redfish suffer deformities, heart problems from oil – even tiny amounts

September 22, 2017 — Even in trace amounts, oil can warp the spines, disfigure the faces and weaken the hearts of redfish larvae. That makes it difficult for young fish to swim, eat and grow into the 40-pounders that excite anglers.

The first comprehensive study of oil spill effects on the popular sport fish found that “micro-droplets” of oil, such as those that disperse after larger spills, cause skull and jaw deformities and can twist backbones upward, producing fish with awkward J-shaped bodies. Exposure to small amounts of oil reduced the cardiac functions of redfish by 70 percent, according to the study published this month in the journal Science of the Total Environment.

“Certainly, oil spills kill,” said Alexis Khursigara, a marine scientist with the University of Texas and the study’s lead author. “But sometimes those that survive can have complex deformities that can result in a delayed death because they’re not swimming well or fast enough, or they have a hard time capturing prey.”

More than 1 million of the fish, known as red drum, were caught in Louisiana waters last year, making it the second largest recreational catch after spotted seatrout, commonly called speckled trout. Commercial fishing for redfish was banned in Louisiana in the late 1980s to keep the species from becoming extinct, amid the Cajun food craze that was popularized nationally by legendary New Orleans chef Paul Prudhomme’s blackened redfish dish. By 1988, only 2 percent of the fish were escaping capture to spawn offshore.

Sen. Cantwell Statement on House Budget Proposal to Open Arctic National Wildlife Refuge to Oil Drilling

July 19, 2017 — The following was released by the Office of Senator Marie Cantwell (D-WA):

Today, U.S. Senator Maria Cantwell (D-WA) responded to the House Republicans’ inclusion of provisions in their budget proposal for the coming year that would allow drilling in the Arctic National Wildlife Refuge. Cantwell released the following statement:

“I am disappointed, but not surprised, that the House Republican budget includes a proposal to drill in the Arctic National Wildlife Refuge.  We have seen this story before — every Republican Administration and every Republican-majority Congress has tried to turn over this iconic national wildlife refuge to the oil and gas industry. Fortunately, all previous proposals to destroy this pristine arctic ecosystem for the benefit of oil and gas companies have failed.  We need to protect the Arctic Refuge, not raid it for oil.

“If House Republicans insist on passing a partisan budget that includes drilling in the Arctic National Wildlife Refuge, I will do everything I can to ensure it meets the same fate in the Senate as their failed health care bill.”

Throughout her career in the Senate, Cantwell has been a leader in protecting the refuge from oil exploration and drilling. Since entering the Senate in 2001, she has cosponsored legislation multiple times to permanently protect the Arctic Refuge coastal plain as a wilderness area. In December of 2005, Cantwell led a historic filibuster that reversed a backdoor maneuver in the Senate to allow Wildlife Refuge drilling. In 2013, Cantwell and Senator Mark Kirk (R-IL) introduced legislation that would have designated 1.56 million acres of land in the Arctic National Wildlife Refuge as wilderness.

Oil impairs ability of coral reef fish to find homes and evade predators

July 18, 2017 — Just as one too many cocktails can lead a person to make bad choices, a few drops of oil can cause coral reef fish to make poor decisions, according to a paper published today in Nature Ecology & Evolution. A team of fisheries biologists led by Jacob Johansen and Andrew Esbaugh of The University of Texas Marine Science Institute have discovered that oil impacts the higher-order thinking of coral reef fish in a way that could prove dangerous for them—and for the coral reefs where they make their home.

Examining six different species of coral reef fish, Johansen and the team found that exposure to oil consistently affected behavior in ways that put the fish at risk.

During several weeks when coral reef fish go through their juvenile stages of development, they are especially vulnerable. Even in healthy populations of reef fish, typically less than 10 percent of embryos and larvae reach adulthood. Those who survive must learn to identify friend from foe and adopt protective behaviors, such as traveling in groups, minimizing movement in open waters and swimming away quickly from danger.

In experiments, the scientists found that juvenile fish exposed to oil struggled on all these counts.

“In several different experiments, the fish exposed to oil exhibited very risky behavior, even in the presence of a predator,” said Esbaugh, an assistant professor of marine science.

The scientists also found that oil exposure negatively affected the fishes’ growth, survival and settlement behaviors (their ability to find a suitable habitat).

Oil concentrations are found in oceans worldwide, but until now little has been known about the impact of oil exposure on coral reef fish. Earlier research that explored how oil affects the physiology of fishes has demonstrated developmental heart deformities and associated cardiac functions, but this is the first study to demonstrate that oil exposure affects behavior in a way that increases predation and reduces settlement success.

Oil spills disrupt entire food webs, new study shows

July 10, 2017 — New research suggests the ecological impact of an oil spill is comprehensive, yet environmental assessments are often too narrow in scope.

Too often, researchers argue, oil spill assessments focus exclusively on the species most obviously affected. But the latest study shows oil spills have unexpected — and indirect — impacts on species farther down the food chain.

In reassessing studies of food webs in the Gulf of Mexico in the wake of the 2010 Deepwater Horizon oil spill, researchers showed the loss of seabirds and marine mammals was linked with increases in forage fish populations.

The loss of predators, the new analysis showed, yielded increases in the abundance of menhaden, a group of forage fish species.

“Our discovery suggests that the structure of food webs change after an oil spill, which may be much more damaging to fish and other aquatic fauna than the direct impacts of the spilled oil itself,” researcher Jefferey Short said in a news release.

Short and his research partners published their findings this week in the journal Archives of Environmental Contamination and Toxicology.

Fishery Group Comes Out Against Seismic Surveys

June 23, 2017 — The New England Fishery Management Council is asking the Trump Administration to slow its push for offshore oil and gas developments on the East Coast.

An Executive Order signed in April urges oil exploration in the mid and south Atlantic. Currently, five companies are seeking permits to conduct what are called seismic surveys in these areas.

Those surveys fire powerful sound waves into the ocean floor. Then, surveyors listen to the echoes to detect oil reserves.

Scientists increasingly worry those sound waves disturb whales and fish. A study published this Wednesday in the journal Nature says the surveys kill off zooplankton, a cornerstone of the ocean food chain.

Thomas Nies is Executive Director of the New England Fishery Management Council. His organization has spoken out about the surveys, because of concerns they’ll affect fisheries here. “We’re concerned about seismic surveys. The council isn’t convinced that we have enough information on what their impacts are across a wide range of species.”
