Viewpoint: Why the fight for Washington’s net pens matter

July 24, 2025 — In January, a sweeping and controversial regulatory decision by the Washington State Board of Natural Resources stunned a unique and diverse coalition of pro-science advocates working to preserve native-species, net-pen aquaculture in Washington state.

The coalition opposing the ban included local aquaculture companies and members of the Northwest Aquaculture Alliance (NWAA), current fisheries scientists from institutions like the University of Washington, Washington State University, and the University of Idaho, as well as former NOAA and state agency scientists, local Tribes, and dozens of regional farmers and aquaculture workers. Together, they urged the Washington Department of Natural Resources (DNR) to pursue a science-based, transparent approach in addressing concerns regarding net-pen aquaculture.

Instead, the Washington DNR Board voted to adopt a rule permanently banning all net-pen farming of native fish species on state-managed aquatic lands. In response, NWAA has filed a legal challenge seeking to overturn the rule, asserting that DNR exceeded its statutory authority and conducted a procedurally flawed process lacking in scientific integrity and public accountability.

Northwest Aquaculture Alliance sues state of Washington over commercial net pen ban

March 13, 2025 — The Northwest Aquaculture Alliance (NWAA) has sued the U.S. state of Washington’s Department of Natural Resources over a recently finalized rule banning net pen aquaculture.

The lawsuit comes after the department approved a rule banning finfish farming in state waters, codifying a ban that had been implemented unilaterally by Commissioner of Public Lands Hilary Franz in 2022. A court ultimately ruled that the executive order had “no legal effect” and was simply the beginning of a rulemaking process. Following the court ruling, Franz worked to complete the rulemaking process to codify the ban, and in January 2025 the State Board of Natural Resources voted to finalize the rule.

Northwest Aquaculture Alliance campaigns against Washington net-pen ban

March 21, 2o23 — The Northwest Aquaculture Alliance (NWAA) has initiated a concerted campaign to battle the U.S. state of Washignton’s commercial finfish net-pen aquaculture ban.

The ban, issued November 2022, was made via an executive order issued by Washington Commissioner of Public Lands Hilary Franz. In previous comments, NWAA called that decision “unscientific.”

NOAA Biological Opinion Concludes Marine Finfish Aquaculture Has No Adverse Impact on Salmon, Orcas, and Other Native or Endangered Species in Puget Sound

March 1, 2022 — The following was released by the Northwest Aquaculture Alliance:

NOAA’s National Marine Fisheries Service has released a biological opinion regarding marine finfish aquaculture in Puget Sound, finding little to no negative impact on native species such as endangered salmon, Orcas, or their habitat.

The NOAA analysis was initiated in October of 2018 to analyze the effects of the United States Environmental Protection Agency’s (EPA) approval of the Washington Department of Ecology’s Sediment Management Standards regarding marine finfish rearing facilities.

In its analysis, NOAA found that EPA’s approval:

  • Is “not likely to jeopardize the continued existence” of Puget Sound (PS) and/or Georgia Basin (GB) species, including Chinook salmon, PS steelhead, Hood Canal summer-run chum, PS/GB yelloweye rockfish, or PS/GB bocaccio.
  • Is “not likely to result in the destruction or adverse modification of the designated critical habitats for any of the listed species.”

In response to this opinion, the Northwest Aquaculture Alliance (NWAA), which advocates for the sustainable production of aquatic foods in the Pacific region, is calling on regulators and policymakers to follow the science in making key decisions regarding marine aquaculture in Washington waters.

“After years of meticulous research and study, the scientists at NOAA have concluded, with full scientific certainty, that net-pen aquaculture in Puget Sound is safe for the environment and safe for the endangered species that live in these waters,” said Jim Parsons, NWAA President. Parsons is also CEO of Jamestown Seafood.

“This study, along with the recent unanimous Washington Supreme Court decision upholding Cooke Aquaculture Pacific’s permit to raise native steelhead in Puget Sound, finally puts to rest one of the biggest myths of all: that fish farming has a negative impact on endangered Chinook salmon and Orcas,” Parsons said.  “As aquatic farmers, we depend on a healthy ecosystem to grow a range of aquatic food products–from steelhead trout to black cod to oysters, clams, mussels, and sea vegetables—instead of importing these foods. Sustainable aquaculture not only produces the nutritious, affordable food our world needs, but it also benefits working families in our rural communities.”

Parsons added: “Given the current world situation, it’s time for Washington to lead the way in delivering fresh, locally produced, seafood to consumers throughout the Pacific Northwest and the United States. We encourage our leaders to rely on science rather than politics or claims made by certain anti-aquaculture activist groups in making key decisions about the future of aquatic farming and the Blue Economy in Washington.”

NWAA fires back at Patagonia’s anti net-pen aquaculture video

October 27, 2020 — The Northwest Aquaculture Alliance (NWAA) has pushed back against a video by clothing company Patagonia titled “Take Back Puget Sound,” which focuses on net-pen aquaculture.

The new video focuses specially on Washington state, and opens with footage of a net-pen collapse suffered by Cooke Aquaculture, with speakers involved calling net-pen aquaculture “a dirty industry.”

Northwest Aquaculture Alliance elects new officers

August 27, 2020 — The Northwest Aquaculture Alliance (NWAA) has announced the election of two new officers who will serve in leadership roles for the organization.

Cooke Aquaculture Pacific General Manager Jim Parsons has been elected to the role of president of the NWAA, and Jamestown Seafood CEO Kurt Grinnell has been elected to serve as the vice president. The NWAA is an advocate for aquaculture in the northwest region of the United States, and parts of Canada.

NWAA’s Hugh Mitchell: Aquaculture is being unfairly demonized

February 14, 2019 — Aquaculture is being unfairly demonized, and that’s not good for industry or the planet, according to Hugh Mitchell, a newly appointed board member of the Northwest Aquaculture Alliance.

Mitchell, a fish health expert and co-owner the Kirkland, Washington, U.S.A.-based fish health supply distributor and consultancy company Aquatactics, said he joined the board of the organization formerly known as the Washington Fish Growers Association to help fight the stigma surrounding aquaculture, which he said is particularly virulent in the U.S. Pacific Northwest.

“The message [regarding aquaculture] right now is wrong,” Mitchell told SeafoodSource. “I think aquaculture is the key to saving the aquatic ecosystems. It’s not a threat by any means.”

Mitchell, a veterinarian with a bachelor’s degree in marine biology and a master’s degree in aquatic ecology, has been working in the field for 30 years. He said he looked forward to trying to make a difference in his role as a board member for the Northwest Aquaculture Alliance (NWAA). Founded in 2009, the NWAA is a trade association that recently went through a rebranding and now represents regional fish famers and aquaculture across the U.S. states of Washington, Oregon, Idaho, as well as the province of British Columbia, Canada.

NWAA Board President John Dentler said that Mitchell’s appointment to the board is “an endorsement of our mission to bring a science-based discussion to the important conversation about aquaculture that is happening here and around the world.”
