Northeast shrimp: Surveys canceled over covid,
with no sign yet of recovery

October 13, 2020 — In Maine and New England, northern shrimp (Pandalus borealis) used to be a regional and seasonal staple. But, for seven consecutive years, the fishery has been shuttered. The last year there was a commercial season was in 2013, and at that time, dealers paid fishermen an average of $1.81 a pound.

Dustin Leaning, a fishery management plan coordinator for the Atlantic States, says “the Gulf of Maine stock remains depleted, and as of yet, has not shown a positive response to the commercial fishing moratorium. Reducing fishing mortality has historically been fishery managers’ most effective tool in rebuilding a stock that has reached low levels of biomass.”

The moratorium on fishing in Maine is in place until 2021.

“They’re resilient,” says Maggie Hunter, Maine’s head shrimp biologist. “They’ve recovered from collapses before (early 1950s, late 1970s), but we’ve never documented one in the Gulf of Maine lasting this long before.”

A 2019 Gulf of Maine survey by the Northern Shrimp Technical Committee revealed indices of abundance, biomass and spawning stock biomass at new time-series lows, and recruitment the third-lowest in the time series (1984-2019). Warming waters, like those in the Gulf of Maine, are also detrimental to shrimp populations. 

A Maine-New Hampshire inshore survey, along with spring and summer shrimp surveys, were all canceled this year because of covid-19 concerns.

Maine: It’s shrimp season, but without the shrimp

December 27, 2017 — PORT CLYDE, Maine — Sitting between Glen Libby’s desk at Port Clyde Fresh Catch and the armchair where his brother’s old dog, Red, likes to nap are two boxes full of “The Original Maine Shrimp Cookbook.” This slim spiral-bound volume includes contributions from various members of the brothers’ immediate family, whose shrimping history dates back nearly four decades in this coastal town about two hours northeast of Portland.

Libby loves the small, delicate Northern shrimp, known fondly here as Maine shrimp, and so do customers at his processing and distribution plant. He bought $700 worth of the books to sell.

“I have sold two,” Libby said.

He is unlikely to sell many more. Not long after the cookbook was published in 2009, its central ingredient began vanishing from Maine’s waters. In 2014, regulators closed the shrimp fishery (the term that encompasses both the fishing grounds and those who work there). The hope was that the struggling species would replenish itself if left undisturbed.

So far, according to scientists who survey the Gulf of Maine annually, it has not. Their most recent data show Northern shrimp numbers at a historic low for the 34 years in which they have been counting the crustacean, Pandalus borealis. Egg production is down. Survival rates for larvae are poor.

Moratorium on Northern Shrimp Commercial Fishing Maintained for 2018 Season

November 30, 2017 — PORTLAND, Maine — In response to the depleted condition of the northern shrimp resource, the Atlantic States Marine Fisheries Commission’s Northern Shrimp Section extended the moratorium on commercial fishing for the 2018 fishing season. The Section also approved a 13.3 metric ton (mt) research set aside (RSA) and tasked the Technical Committee to develop the RSA program design and report back to the Section for final approval by December 14.

Industry members continued to express concern about the economic impacts of the fishery closure, especially in light of a lack of positive signals in terms of stock rebuilding. Based on these concerns, the Section agreed to include in future discussions the possibility of opening a directed fishery if improvements in stock condition (e.g., strong recruitment or biomass indices) are not realized.

The 2017 Stock Status Report for Gulf of Maine (GOM) Northern Shrimp indicates abundance and biomass indices for 2012–2017 are the lowest on record of the 34 year time series, with 2017 being the lowest observed. Recruitment since 2011 has been poor and includes the four smallest year classes on record. The recruitment index in 2017 (2016 year class) was the second lowest observed. Current harvestable biomass is mainly comprised of females from the weak 2013 year class and some small, early-maturing females from the below-average 2015 year class.

Recruitment of northern shrimp is related to both spawning biomass and ocean temperatures, with higher spawning biomass and colder temperatures producing stronger recruitment. Ocean temperatures in western Gulf of Maine shrimp habitat have increased over the past decade and reached unprecedented highs within the past several years. While 2014 and 2015 temperatures were cooler, 2016 and 2017 temperatures were again high, and temperature is predicted to continue rising as a result of climate change. This suggests an increasingly inhospitable environment for northern shrimp and the need for strong conservation efforts to help restore and maintain the stock. The Northern Shrimp Technical Committee considers the stock to be in poor condition with limited prospects for the near future. November 11th, 2016 — The following was released by Atlantic States Marine Fisheries Commission: 

In response to the depleted condition of the northern shrimp resource, the Atlantic States Marine Fisheries Commission’s Northern Shrimp Section extended the moratorium on commercial fishing for the 2017 fishing season. The Section also approved a 53 metric ton (mt) research set aside (RSA) to allow for the continued collection of much needed biological data.

The 2016 Stock Status Report for Gulf of Maine (GOM) Northern Shrimp indicates abundance and biomass indices for 2012–2016 are the lowest on record of the thirty-three year time series. Recruitment indices for the 2010–2015 year classes are also poor and include the three smallest year classes on record. As a result, the 2012–2016 indices of harvestable biomass are the lowest on record. Current harvestable biomass is almost entirely composed of the 2013 year class. 

“By increasing the 2017 RSA, which is above last year’s 22 mt quota and that recommended by the Technical Committee for 2017 (13.6 mt), the Section sought to strike a balance between providing limited fishing opportunities to the industry while collecting valuable data to allow for the continued monitoring of the northern shrimp resource,” stated Section Chair Dennis Abbott of New Hampshire.

To maintain the time series of data collected from northern shrimp commercial fishery catches, a cooperative winter sampling program was approved with a 53 mt RSA quota. This program allows for the continued collection of biological data (e.g. size composition, egg hatch timing) from GOM northern shrimp fishery catches in the absence of a directed fishery.  The RSA will include the participation of 10 trawlers (8 Maine trawlers, 1 Massachusetts trawler, and 1 New Hampshire trawler) and 5 trap fishermen, fishing for 8 weeks from mid-January to mid-March. The trawlers will have a maximum trip limit of 1,200 pounds per trip, with 1 trip per week, while the trappers will have a maximum possession limit of 500 pounds per week, with a 40 trap limit per vessel. Preference will be given to individuals in the lottery with double Nordmore grates and having history prior to the June 7, 2011 control date.

Maine Shrimp Hitting Market Thanks to Spawning Study

PORTLAND, Maine — January 29, 2016 — Despite a moratorium on the northern Maine shrimp fishing season for the third consecutive year, a few wholesale buyers, restaurants, and markets could have some Maine shrimp on their hands — and plates — this winter, due to a scientific study currently underway throughout the state.

Fisheries regulators have closed the northern Gulf of Maine shrimp fishery every year since 2014, saying the shrimp population has dipped to an unsustainable low level.

Northern Maine shrimp is now considered by the regulatory committee to be “collapsed,” and a 2015 report indicated that from 2012 through 2015, the Maine shrimp population was the lowest on record during the 32 years that scientists have collected data.

However, this week, some Maine fishermen have been harvesting Maine shrimp from traps and trawlers as part of a sampling project being conducted by the Atlantic States Marine Fisheries Commission’s Northern Shrimp Technical Committee— a regulatory panel that manages the fishery — as well as other agencies including the Maine Department of Marine Resources and the School of Marine Science at the University of Maine in Orono.

Regulators to decide whether to keep Maine shrimp ban

December 7, 2015 — PORTSMOUTH, New Hampshire – Fishing regulators are ready to decide if a moratorium on fishing for Maine shrimp will be extended into next year.

Fishermen haven’t been able to catch the shrimp since 2013. The Atlantic States Marine Fisheries Commission’s Northern Shrimp Section is scheduled to meet on Monday in Portsmouth to decide if that will continue.

The commission’s Northern Shrimp Technical Committee says prospects for shrimp recovery are poor for the near future. It is asking the Northern Shrimp Section to extend the moratorium.

Panel says moratorium on Maine shrimp fishing should stay

November 24, 2015 — PORTLAND, Maine (AP) — A key panel says Maine shrimp are still depleted and fishing regulators’ moratorium on fishing for them should remain in effect in 2016.

Fishermen haven’t been able to catch the shrimp since 2013. They were previously sought by commercial fishermen from Maine, New Hampshire and Massachusetts and were a popular winter item at fish markets.

The interstate Atlantic States Marine Fisheries Commission’s Northern Shrimp Technical Committee says prospects for shrimp recovery is poor for the near future. The committee is asking the Northern Shrimp Section to extend the moratorium at a Dec. 7 meeting in Portsmouth, New Hampshire.

Warming Waters Have Been Biggest Detriment to Gulf of Maine Shrimp Stocks

November 17, 2015 — Soon, a decision will be formed as to whether or not to open the Gulf of Maine’s shrimp fishery.

The decision to open or keep closed the fishery will soon be unveiled, as a technical committee will meet this week to make its decision on the stock.

Margaret Hunter, marine resources scientist at the Department of Marine Resources in Boothbay Harbor, said the long process of whether or not to open the fishery is nearing a decision.

The northern shrimp fishery, which includes the Gulf of Maine, is managed by the Atlantic States Marine Fisheries Commission (ASMFC). Decisions for the Gulf of Maine shrimp fishery are made ASMFC’s Northern Shrimp Section, which is comprised of commissioners from Maine, New Hampshire and Massachusetts.

Hunter currently sits on the Northern Shrimp Technical Committee along with scientists from New Hampshire, Massachusetts and Maine.

Each fall, the TC presents an annual assessment and from that, makes recommendations for the upcoming season. Hunter said in an email that the TC is currently compiling its 2015 report and that the TC will have a webinar Thursday, Nov. 19 to craft its recommendation for the upcoming season.

“I cannot tell you what our recommendation will be yet; in 2013 and 2014 we recommended no fishery,” she said in an email. “We hope to have our document finalized and out to the public around Nov. 25.”

ASMFC Northern Shrimp Section and Advisory Panel to Meet December 7, 2015

November 12, 2015 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s Northern Shrimp Section and Advisory Panel will meet on December 7, 2015 at the Urban Forestry Center, 45 Elwyn Road, Portsmouth, New Hampshire.

The Advisory Panel will meet in the morning from 9:30 – 11:30 a.m. to review the 2015 Stock Status Report and develop  recommendations for the 2016 fishing season for Section consideration. The Section will meet in the afternoon from 1 – 4 p.m. to set specifications for the 2016 fishing season after reviewing the 2015 Stock Status Report, as well as the recommendations of the Northern Shrimp Technical Committee and Advisory Panel. The Section also will receive an update from Maine on the development of its proposal to address over-capacity in the fishery.
