Observer Letter to NOAA Administrators

June 30, 2020 — Recently, Fishing Partnership Support Services reached out to federal administrators in regards to the ongoing COVID-19 pandemic and federal at-sea observers. The following is an excerpt from a letter addressed to Michael Pentony, Regional Administrator for NMFS,  and Dr. John Hare, Science and Research Director for the Northeast Fisheries Science Center.

Fishing Partnership Support Services (FPSS) is a non-profit organization dedicated to improving the health and safety of commercial fishing families throughout the Northeast. Given the state of the COVID-19 pandemic and the guidance of the Centers for Disease Control and Prevention (CDC), we are gravely concerned by your decision to reintroduce observers to fishing vessels at this time. For the safety of our fishermen and observers, as well as their families, we ask you to change course and extend the waiver until you can work with the fishing community and public health officials: 1) to analyze the risk of the observer program to safety at sea, and 2) to develop effective protocols that minimize transmission of Covid-19.

The CDC has been clear that older adults and people with underlying medical conditions are at highest risk of developing a severe illness from COVID-19. “Severe illness means that the person with COVID-19 may require hospitalization, intensive care, or a ventilator to help them breathe, or they may even die.”

MAFMC Wary of NOAA’s Plan to Resume Observer Coverage on July 1

June 24, 2020 — Dr. Jon Hare, the science and research director of the Northeast Fisheries Science Center (NEFSC) released an update on plans to resume observer coverage on July 1.

In a letter, Hare broke down how the NEFSC is preparing “for a safe and efficient redeployment” of observers and at-sea monitors on fishing vessels in the Greater Atlantic Region.

Northeast observer coverage resumes July 1; councils express worry

June 24, 2020 — NMFS will resume its usual at-sea observe coverage in the Northeast July 1, after a three-month hiatus when the agency waived requirements because of the covid-19 pandemic.

Dr. Jon Hare, science and research director for the Northeast Fisheries Science Center, confirmed Monday that the agency and its observer providers will move ahead with the resumption, in the planning stages since May 29.

“The Northeast Fisheries Science Center’s Fisheries Sampling Branch has been working through internal protocols and processes to ensure shoreside components of the program can operate,” Hare wrote in a letter to fishermen and other stakeholders. “They are also coordinating with observer providers to develop deployment plans that support the health and safety of observers, fishermen, and others in the fishing industry, in light of the covid-19 virus.”

But the Mid-Atlantic and New England fishery management councils reacted with dismay, reflecting worries in the industry that the observer program is being set back in motion before it is safe to do so.

“The council believes that deploying observers on fishing vessels at this time poses an unnecessary risk to the health and safety of fishermen and observers,” Mid-Atlantic council chairman Michael Luisi wrote in a June 23 letter to Hare and NMFS Northeast regional director Michael Pentony.

Low-Cost Technology Helps Connect Fishermen and Students to Science

June 23, 2020 — The following was released by NOAA Fisheries:

Northeast Fisheries Science Center oceanographer Jim Manning has spent more than 35 years studying the ocean. He has sought ways to test ocean circulation models with direct observations and helped others use the data collected for a variety of needs.

Collaborations and partnerships have developed along the way. One of his earliest collaborative projects is the Environmental Monitors on Lobster Traps, or eMOLT. The program was initiated by Manning and the Northeast Fisheries Science Center in 1995, when he handed a fisherman a temperature probe. Since 2001, when it officially began, and to this day about 50 lobstermen have been installing temperature sensors on their traps. The program is now administered by the Gulf of Maine Lobster Foundation.

Through the years, eMOLT has expanded to include other gear types like trawls, scallop dredges, and longlines. It remains devoted to monitoring the physical environment of the Gulf of Maine and Southern New England shelf. More than 100 fishermen along the New England coast have worked with Manning and his colleagues in the center’s Oceans and Climate Branch. Together they have developed low-cost strategies to measure physical conditions, primarily bottom temperature, of interest to them and their livelihoods.

“Our primary goal is to supply fishermen with the latest in low-cost instrumentation so they can maintain continuous time series of physical variables throughout their fishing grounds,” Manning said of eMOLT.

NOAA Fisheries ending Northeast observer waivers, preparing to restart program

June 23, 2020 — NOAA Fisheries and the Northeast Fisheries Science Center’s (NEFSC) Fisheries Sampling Branch is preparing for a 1 July restart of the Northeast Observer Program.

NOAA Fisheries first announced on 20 March that it was waiving observer requirements in light of the challenges posed by the COVID-19 outbreak. That initial waiver was extended on 29 May, with a planned restart date of 1 July.

NEFMC June 23-25, 2020 – By Webinar – Listen Live, View Documents

June 17, 2020 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council will hold a three-day meeting by webinar from Tuesday through Thursday, June 23-25, 2020.  The public is invited to listen live and provide input during designated opportunities for public comment.  The Council still cannot hold an in-person meeting due to travel restrictions and public safety guidelines associated with the ongoing COVID-19 pandemic.

START TIME:  The webinar will be activated at 8:00 a.m. each day.  However, please note that the meeting will begin at 9:00 a.m. on Tuesday and 8:30 a.m. on Wednesday and Thursday.  The webinar will end shortly after the Council adjourns each day.

WEBINAR REGISTRATION:  Online access to the meeting is available at Listen Live.  There is no charge to access the meeting through this webinar.

Measuring Atlantic Bluefin Tuna with a Drone

June 10, 2020 — This novel use of drones is a promising way to remotely monitor these hard-to-see fish

Researchers have used an unmanned aerial system (or drone) to gather data on schooling juvenile Atlantic bluefin tuna in the Gulf of Maine.

This pilot study tested whether a drone could keep up with the tuna while also taking photographs that captured physical details of this fast-moving fish. The drone was equipped with a high-resolution digital still image camera. Results show that drones can capture images of both individual fish and schools. They may be a useful tool for remotely monitoring behavior and body conditions of the elusive fish.

Individual fish lengths and widths, and the distance between fish near the sea surface, were measured to less than a centimeter of precision. We used an APH-22, a battery-powered, six-rotor drone. The pilot study was conducted in the Atlantic bluefin tuna’s foraging grounds northeast of Cape Cod in the southern Gulf of Maine.

“Multi-rotor unmanned aerial systems won’t replace shipboard surveys or the reliance on manned aircraft to cover a large area,” said Mike Jech, an acoustics researcher at the Northeast Fisheries Science Center in Woods Hole, Massachusetts and lead author of the study. “They have a limited flight range due to battery power and can only collect data in bursts. Despite some limitations, they will be invaluable for collecting remote high-resolution images that can provide data at the accuracy and precision needed by managers for growth and ecosystem models of Atlantic bluefin tuna.”

Lobsters and Sea Scallops Moving Out of Southern N.E.

June 5, 2020 — Researchers have projected significant changes in the habitat of commercially important American lobster and sea scallops along the Northeast continental shelf. They used a suite of models to estimate how species will react as waters warm. The researchers suggest that American lobster will move further offshore and sea scallops will shift to the north in the coming decades.

The study’s findings were published recently in Diversity and Distributions. They pose fishery management challenges as the changes can move stocks into and out of fixed management areas. Habitats within current management areas will also experience changes — some will show species increases, others decreases, and others will experience no change.

“Changes in stock distribution affect where fish and shellfish can be caught and who has access to them over time,” said Vincent Saba, a fishery biologist in the Ecosystems Dynamics and Assessment Branch at the Northeast Fisheries Science Center and a co-author of the study. “American lobster and sea scallop are two of the most economically valuable single-species fisheries in the entire United States. They are also important to the economic and cultural well-being of coastal communities in the Northeast. Any changes to their distribution and abundance will have major impacts.”

Saba and colleagues used a group of species distribution models and a high-resolution global climate model. They projected the possible impact of climate change on suitable habitat for the two species in the large Northeast continental shelf marine ecosystem. This ecosystem includes waters of the Gulf of Maine, Georges Bank, the Mid-Atlantic Bight, and southern New England.

NEFMC Discusses Red Hake Research Track Assessment, Rebuilding Measures

May 5, 2020 — The following was released by the New England Fishery Management Council:

During its April 14-15, 2020 webinar meeting, the New England Fishery Management Council received a presentation from the Northeast Fisheries Science Center on preliminary results from the Red Hake Stock Structure Peer Review meeting. It then received a progress report on management measures that are under development to rebuild the southern stock of red hake. The Council is scheduled to take final action on this rebuilding package in June.

Currently, red hake is assessed as two distinct stocks – one northern and one southern (see map). As part of the research track assessment, a working group was established to evaluate whether it is appropriate to continuing using this two-stock assumption or whether an alternative approach would be better.

The working group was made up of scientists from the Northeast Fisheries Science Center, state agencies, and academia. It met several times between November 2019 and February 2020 and examined red hake growth, maturity, spawning patterns, and other characteristics. The working group also was charged with evaluating how well the federal bottom trawl survey catches red hake and what that means for population assessments
