Maine fish farm foes ask legislators to let agriculture commissioner kill projects

March 1, 2019 — The debate over two land-based salmon farms in Penobscot Bay spilled inland to Augusta on Thursday during a public hearing on a proposed law that would affect the licensing of such projects.

The bill, sponsored by Rep. Jan Dodge, D-Belfast, would allow the commissioner of the Department of Agriculture, Conservation and Forestry to refuse to issue or to revoke an existing license for a land-based aquaculture project if it alone or in combination with another project is found to present an unreasonable risk to native species or the environment.

Some of those who testified in favor of LD 620 are veterans of the fight over Nordic Aquafarms’ proposed land-based salmon farm in Belfast, which has consumed the community for more than a year. Another project, Whole Oceans, to be located in the former Verso paper mill in Bucksport, has received much less criticism locally, but has been challenged by some in Belfast and Waldo County.

Whole Foods reviewing aquaculture feed standards, could challenge RAS suppliers

January 25, 2019 — Whole Foods Market, one of the world’s largest organic and natural food retailers, is reviewing its standards for feed served to the aquaculture fish products it sells and — depending on the changes it adopts — that could make life more challenging for its North American suppliers.

The group that has the most to worry about: land-based producers of salmon and other finfish.

Growing fish in a recirculating aquaculture system (RAS) comes with lots of hefty, upfront development and technology costs, generally forcing these companies to charge a premium for their products. But RAS producers also have the advantage of being able to promote what they say is a cleaner and more sustainable approach than growing fish in an open net pen.

So, there isn’t a seafood counter or freezer that RAS producers covet gaining access to more than those maintained by Whole Foods’ nearly 500 locations across the US, Canada and UK. The roughly $16 billion per year retailer has customers that are both selective and willing to pay a bit more for products they know will be healthier to consume and better for the environment.

Why some Maine coastal communities are up in arms about aquaculture

December 10, 2018 — From oyster farms to cultivated seaweed and farm-raised salmon, aquaculture is often described as essential to the economic future of Maine’s fisheries in the face of a changing ecosystem. Warming waters from climate change are pushing lobster farther Down East and have shut down the shrimp fishery, and threats such as ocean acidification and invasive green crabs are harming Maine’s natural fisheries.

But opposition to several proposed projects suggests the hardest part of getting into aquaculture might be getting past the neighbors. All along the coast, neighbors argue that pending aquaculture ventures will create too much noise, use too much energy, attract too many birds and obstruct their opportunities for boating or lobstering. One questioned whether an oyster farm would make it hard for deer to swim from one point of land to another.

In Belfast, abutters to the land where Nordic Aquafarms hopes to put in a giant land-based farm to raise salmon have filed a lawsuit against the city, which they say hastily and secretly approved a zoning change the company needed to move forward.

In Brunswick, opponents of a proposed 40-acre oyster farm have hired not just attorneys, but a public relations expert, Crystal Canney, in the hopes of persuading the Department of Marine Resources not to approve the lease.

Maine Aquaculture Projects Dredge Up Memories Of Polluted, Industrial Waterways

November 8, 2018 —  At a recent hearing in Kittery, so many people showed up to weigh in on the proposed expansion of an oyster-growing operation in a local creek, Department of Marine Resources hearing officer Amanda Ellis had to make a choice.

“Based on the number that we’re seeing we’ve made the decision to postpone the hearing,” she said.

But opponents such as Mike Dowling were still plenty willing to talk.

“I have many concerns, there’s a whole group of us, introducing over 2,500 objects suspended or floating into the creek creates a pinch point, and everyone uses that little sandy beach to go swimming,” he said.

Such complaints do arise with aquaculture enterprises, with neighbors — sometimes including fishermen — worrying about water access, environmental effects and property values. Up the coast in Maquoit Bay, near Brunswick, a proposed 40-acre shellfish farm is meeting some stiff resistance.

And then there’s Belfast, where a proposal to site what would be one of the world’s largest indoor salmon farms is stirring talk of the darker days, when the city was dominated by chicken processors.

The Future of Fish Farming May Be Indoors

September 25, 2018 — On a projection screen in front of a packed room in a coastal Maine town, computer-animated salmon swim energetically through a massive oval tank. A narrator’s voice soothingly points out water currents that promote fish exercise and ideal meat texture, along with vertical mesh screens that “optimize fish densities and tank volume.” The screens also make dead fish easy to remove, the narrator cheerily adds.

The video is part of a pitch made earlier this year for an ambitious $500-million salmon farm that Norway-based firm, Nordic Aquafarms, plans to build in Belfast, Maine, complete with what Nordic says will be among the world’s largest aquaculture tanks. It is one of a handful of projects in the works by companies hoping these highly mechanized systems will change the face fish farming—by moving it indoors.

If it catches on, indoor aquaculture could play a critical role in meeting the needs of a swelling human population, Nordic CEO Erik Heim says. He believes it could do so without the pollution and other potential threats to wild fish that can accompany traditional aquaculture—although the indoor approach does face environmental challenges of its own. “There’s always some risk, but the risk of the land-based system is a small percentage of the risk of an outdoor system,” says Michael Timmons, an environmental engineer at Cornell University who has studied aquaculture for more than 20 years and is not involved in the Nordic project.

Fish farming has often been touted as an extremely efficient way to produce animal protein: the Global Aquaculture Alliance claims 100 kilograms of fish feed can deliver up to 15 times more meat than an equivalent amount fed to cows. The industry has gained international traction, with farmed fish surpassing wild-caught ones (pdf) in the global food supply in 2014. But traditional fish-farming methods come with significant environmental drawbacks. For example, salmon farmers in Norway and Chile—the world leaders in salmon production—typically use open-ocean cages that corral fish in suspended netting or pens. This setup allows waste to flow directly into the environment, along with pathogens and parasites that can infect wild populations. Open-air pond farms—found worldwide and representing the most common type of aquaculture in China, the top global producer of farmed fish—also have a track record of polluting local waterways with fish effluent and veterinary medicines that are used to keep disease at bay.

How the world’s second largest indoor salmon farm could take shape in Maine

May 11, 2018 — BELFAST, Maine — You might have to squint through the trees to spot the world’s second largest salmon farm in Belfast, according to computer renderings unveiled Wednesday.

Nordic Aquafarms, a Norwegian aquaculture firm, says its due diligence, the process used to determine whether the project would be feasible, is about 90 percent complete, and is ready to start applying for permits.

Nordic hosted its latest information session at the Hutchinson Center in Belfast on Wednesday night.

In its first phase, Nordic would build a 300,000-square-foot building on a 40-acre plot near the Northport town line. The building will be about 10-15 feet shorter than surrounding trees, largely hiding it from view, according to Nordic’s CEO Erik Heim.
