Training Builds on Growing Popularity of Kelp Farming

For 28 years Riley Starks has fished near Lummi Island, Washington, netting Chinook, coho, sockeye, pink, and chum salmon. He also owns a bed and breakfast on the island that specializes in providing guests with unique skill-building experiences. They can smoke salmon and make jam and ikura, which is seasoned and cured salmon roe. He has observed many of the Puget Sound area’s 17 species of kelp—or brown macroalgae—while tending his nets.

He jumped at the chance to further build his own skills as part of intensive training in seaweed farming sponsored by Washington Sea Grant. In early February, he joined about 30 seaweed enthusiasts, including representatives of four tribes, seven military veterans, several commercial fishermen, and shellfish farmers. They took a three-day deep dive into the seaweed industry.

“The training was comprehensive and excellent,” Starks said. “I particularly appreciated the emphasis on the importance of working with the tribes early in the process—they have unique and important rights that must be respected.”

Seaweed farming has taken off in recent years in Maine and Alaska, which have dozens of farms and more in the works. Despite the increase in domestic production, the United States remains the fifth largest importer of seaweed for human consumption. Seaweed is added to many products, such as salsas, sauces, salads, seasonings, and pastas, used in restaurants and at home. That market demand, plus the health and environmental benefits of seaweed farming, have generated interest in Washington state. Uncertainty exists about the permitting process and access to local processing facilities, given the newness of kelp farming in local waters.

CARES Act provides more than $5M for North Carolina commercial fishing industry

May 14, 2020 — Commercial fishermen in North Carolina will receive more than $5 million in federal financial assistance through the Coronavirus Aid, Relief and Economic Security Act.

The National Oceanic and Atmospheric Administration issued an announcement last week, saying the U.S. Secretary of Commerce announced the allocation of $300 million in fisheries assistance funding provided by Sec. 12005 of the CARES Act to states, tribes and territories with coastal and marine fishery participants who have been negatively affected by the novel coronavirus pandemic. Under the act, North Carolina’s commercial fishermen will receive $5,460,385.

U.S. Department of Commerce Secretary Wilbur Ross said the relief package will support America’s fishermen and the seafood sector’s recovery.

“Thank you President (Donald) Trump, (U.S. Treasury) Secretary (Steven) Mnuchin and our congressional leaders of both parties for your work to pass the historic legislation that is bringing much needed relief to America’s fishermen,” Mr. Ross said. “This administration stands with the men and women working to provide healthy and safe seafood during this uniquely challenging time, while our U.S. fisheries work to continue to support 1.7 million jobs and to generate $200 billion in annual sales. The nation is grateful to our fishermen for their commitment.”

NOAA Fisheries Announces Final 2020 and Projected 2021 Scup and Black Sea Bass Specifications

May 14, 2020 — The following was released by NOAA Fisheries:

We are implementing the Mid-Atlantic Fishery Management Council and Atlantic States Marine Fisheries Commission’s recommended 2020 specifications for the scup and black sea bass fisheries. The revised specifications are based on recently completed operational stock assessments. The projected 2021 specifications are also included in this rule.

Feds eye cutting bluefish catch to avoid overfishing

May 13, 2020 — Federal regulators are considering the East Coast’s harvest of bluefish to prevent overfishing.

Bluefish are popular gamefish that are also harvested commercially for food. The National Oceanic and Atmospheric Administration said the catch of the oily fish would be reduced by 25%, to about 2.8 million pounds, under the current plan.

The recreational harvest would be cut by nearly 40% to a little less than 9.5 million pounds. The federal bluefish recreational daily bag limit would also be reduced.

Private recreational vessels will face a daily bag limit of three fish per person, and for-hire vessels, such as charter boats, will see a daily bag limit of five fish per person.

Fishermen seek bluefish from Maine to Florida, with North Carolina accounting for the largest share of the harvest in 2018. Commercial fishermen have typically caught between 3 million and 7 million pounds of the fish per year over the last decade.

Trump executive order could speed offshore aquaculture permits

May 13, 2020 — The Trump administration executive order on aquaculture and fisheries is raising hopes among some commercial fishing advocates to roll back what they view as excessive regulation.

But the statement’s strong emphasis on streamlining the permit process for ocean aquaculture alarms opponents, who won a 2018 federal court decision in Louisiana that said NOAA lacked Congressional authority to regulate aquaculture.

The “Executive Order on Promoting American Seafood Competitiveness and Economic Growth” directs federal agencies to “identify and remove unnecessary regulatory barriers restricting American fishermen and aquaculture producers” and “facilitate aquaculture projects through regulatory transparency and long-term strategic planning.”

The document has other promises to U.S. seafood producers, especially in seeking fair trade and competition with imported seafood — including to hold imports to the same food-safety standards required for domestic products.

Chris Oliver, the assistant NOAA administrator for fisheries, said in a statement that a new Seafood Trade Task Force will “develop a comprehensive interagency seafood trade strategy. The strategy will identify opportunities to improve access to foreign markets through trade policy and negotiations; resolve technical barriers to U.S. seafood exports; and otherwise support fair market access for U.S. seafood products.”

Killer Whale Recovery Begins With Salmon Habitat, and That Begins With You

May 12, 2020 — The following was released by NOAA Fisheries:

Consider this Northwest twist on a familiar saying: “Give a killer whale a salmon, and it will eat for a day. Restore the habitat the salmon and whales depend on, and they will live for generations to come.” At NOAA Fisheries we are determined to get more Chinook salmon to the endangered Southern Resident killer whales, and that begins with more and better habitat.

It is up to everyone to maintain room for these magnificent creatures as our own footprint on the Puget Sound region grows ever bigger.Focusing on salmon habitat is essential.

Improving Salmon Habitat

Washington Governor Jay Inslee’s Orca Task Force emphasized habitat. It highlighted actions such as removing culverts that block salmon migration, protecting shoreline habitat, and building on other efforts throughout the region. We must work together to restore the streams where salmon spawn and grow, and protect the dwindling nearshore habitat that shelters and nourishes juveniles.

Improving fish passage through dams must continue. It is important to get salmon into their prime habitat.

Through partnerships, we’ve made progress in recent years on these goals. Restored habitat in the Skagit River estuary, funded in part by the Pacific Coastal Salmon Recovery Fund, now supports hundreds of thousands more Chinook salmon smolts. The U.S. Army Corps of Engineers is constructing fish passage at Mud Mountain Dam, renewing access to miles of habitat in the White River. The Nisqually Tribe led one of Puget Sound’s most ambitious tidal marsh restoration efforts in the Nisqually River Delta—just to name a few.

Reminder: Herring Midwater Trawl Vessels May Not Fish in Groundfish Closed Areas Without a NOAA Fisheries-Certified Observer Onboard

May 12, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries is temporarily waiving the requirement for all vessels with Greater Atlantic Region fishing permits to carry a fishery observer or at-sea monitor. The waiver is currently in effect through May 16, 2020, and future extensions of this waiver will be evaluated weekly.

Herring midwater trawl vessels may not fish in Groundfish Closed Areas while this waiver is in effect. Groundfish Closed Areas include Cashes Ledge Closure Area, Western Gulf of Maine Closure Area, Closed Area I North (February 1 – April 15), and Closed Area II. Midwater trawl vessels issued Atlantic herring permits are required to carry a NOAA Fisheries-certified observer onboard as a condition of fishing in a Groundfish Closed Area. Therefore, a herring midwater trawl vessel not carrying an observer onboard may not fish in a Groundfish Closed Area.

MASSACHUSETTS: Executive order calls for reducing aquaculture regs

May 12, 2020 — Around the same time last week that the National Oceanic and Atmospheric Administration released $300 million in coronavirus aid to the seafood industry, President Donald Trump issued an executive order “Promoting American Seafood Competitiveness and Economic Growth.”

The major reasons given to issue the executive order were familiar objectives of the administration: reduce our dependence on imported seafood by decreasing the regulatory burden on fishermen and the aquaculture, while creating a level playing field with other countries.

“The Fisheries Survival Fund has long supported efforts to revise and streamline unnecessary regulations, an effort that is more important now than ever,” spokesman John Cooke wrote in a statement.

Trump ordered each of the country’s regional fishery management councils to submit a prioritized list of recommended actions to reduce regulatory burdens on fishermen and increase production within six months. But the Trump administration already asked NOAA and the New England Fishery Management Council three years ago to develop a list of unnecessary and duplicative regulations, which has already been submitted, and it may be much harder to find the regulatory fat this time around.

Massachusetts fishing industry in line for $28 million in federal aid

May 11, 2020 — Massachusetts will receive $28 million in fisheries assistance under CARES Act allocations announced Thursday by the federal government, and efforts are ongoing to deliver more aid to an industry that officials say has been hit hard by impacts of the COVID-19 crisis.

Commerce Secretary Wilbur Ross allocated $300 million in nationwide assistance, saying the Trump administration “stands with the men and women working to provide healthy and safe seafood during this uniquely challenging time.”

The fisheries support 1.7 million jobs and generate $200 billion in annual sales, he said. Only Alaska and Washington, which are each in line for $50 million in aid, received larger allocations than Massachusetts. Maine received the fifth largest allocation, at $20.3 million.

A senior NOAA Fisheries official said the funds will be disbursed “quickly and effectively.”

Spending plans will be developed by NOAA Fisheries working with interstate marine fishery commissions, and the plans must describe the main categories for funding, including direct payments, fishery-related infrastructure, and fishery-related education to address direct and indirect COVID-19 impacts.

Maine fishing industry to receive $20.1M in federal aid

May 11, 2020 — Maine’s fishing industry will receive $20.1 million out of $300 million in federal economic relief designated for U.S. fishermen and seafood industries affected by the COVID-19 pandemic.

Fishery participants eligible for funding include commercial fishing businesses, charter and for-hire fishing businesses, qualified aquaculture operations, processors and other fishery-related businesses, according to a news release. Tribes are also eligible for funding including for any negative impacts to subsistence, cultural, or ceremonial fisheries.

The shutdown of restaurants and other outlets serving fresh seafood has decimated the the supply chain of fishermen and seafood processors.

In 2019, Maine’s fishing industry generated a value for harvesters and aquaculture operators of more than $673 million, which translates to approximately $2 billion in overall value when accounting for the value added by dealers and processors.
