After a Century, Shortnose Sturgeon Return to Historic Habitat

November 17, 2015 — The following was released by NOAA Fisheries:

ORONO, Maine – Endangered shortnose sturgeon have rediscovered habitat in the Penobscot River that had been inaccessible to the species for more than 100 years prior to the removal of the Veazie Dam in 2013. University of Maine researchers confirmed evidence that three female shortnose sturgeon were in the area between Veazie (upriver of the dam remnants) and Orono (Basin Mills Rips), Maine in mid-October. Researchers had previously implanted these sturgeon with small sound-emitting devices known as acoustic tags to see if they would use the newly accessible parts of the river.

Among the most primitive fish to inhabit the Penobscot, sturgeon are often called “living fossils” because they remain very similar to their earliest fossil forms. Their long lives (more than 50 years) and bony-plated bodies also make them unique. Historically, shortnose sturgeon and Atlantic sturgeon (a related species also present in the watershed) had spawning populations in the Penobscot River as far upstream as the site of the current Milford dam, and provided an important food and trade source to native peoples and early European settlers. Overharvest and loss of suitable habitat due to dams and pollution led to declines in shortnose sturgeon populations and a listing as endangered under the U.S. Endangered Species Act (ESA) in 1967. In 2012, Gulf of Maine populations of Atlantic sturgeon were listed as threatened under the ESA.  

Today, a network of sound receivers, which sit on the river bottom along the lower river from Penobscot Bay up to the Milford Dam, detect movement and location of tagged fish. According to Gayle Zydlewski, an associate professor in the University of Maine School of Marine Sciences, the three individual fish observed were females. These fish have since been tracked joining other individuals in an area identified as wintering habitat near Brewer, Maine. Wintering habitat in other rivers is known to be staging habitat for spawning the following spring.

“We know that shortnose sturgeon use the Penobscot River throughout the year, and habitat models indicate suitable habitat for spawning in the area of recent detection upriver of Veazie, although actual spawning has not yet been observed,” Zydlewski said.

Since 2006, Zydlewski has been working with Michael Kinnison, a professor in UMaine’s School of Biology and Ecology, and multiple graduate students, including Catherine Johnston, to better understand the sturgeon populations of the Penobscot River and Gulf of Maine. Johnston, who has been tagging and tracking sturgeon in the Penobscot for two years to study the implications of newly available habitat to shortnose sturgeon, discovered the detections of sturgeon upstream of the Veazie dam remnants. Each new bit of information adds to the current understanding of behavior and habitat preferences of these incredible fish. 

“We’re very excited to see sturgeon moving upstream of where the Veazie Dam once stood, and into their former habitats,” said Kim Damon-Randall, assistant regional administrator of the National Oceanic and Atmospheric Administration (NOAA) Fisheries’ Protected Resources Division. “We need to do more research to see how they’re using it, but it’s a tremendous step in the right direction.”

Habitat access is essential for the recovery of these species. The removal of the Veazie Dam is only a portion of the Penobscot River Restoration Project, which, when combined with the removal of Great Works Dam in 2012, restores 100 percent of historic sturgeon habitat in the Penobscot. In addition to dam removals, construction of a nature-like fish bypass at the Howland Dam in 2015 significantly improves habitat access for the remaining nine species of sea-run fish native to the Penobscot, including Atlantic salmon and river herring.   

“Scientific research and monitoring of this monumental restoration effort has been ongoing for the past decade,” said Molly Payne Wynne, Monitoring Coordinator for the Penobscot River Restoration Trust. “The collaborative body of research on this project is among the most comprehensive when compared to other river restoration projects across the country,” Wynne said.

NOAA Fisheries is an active partner and provides funding for this long-term monitoring collaboration that includes The Penobscot River Restoration Trust, The Nature Conservancy and others. These efforts are beginning to shed light on the response of the river to the restoration project. Restoration of the full assemblage of sea-run fish to the Penobscot River will revive not only native fisheries but social, cultural and economic traditions of Maine’s largest river.

Fishermen facing huge cost to pay for at-sea monitors as federal dollars dwindle

November 11, 2015 — QUINCY, Mass.  — The Northeast Fisheries Service Center said Wednesday that money to pay for at-sea monitors on fishing vessels is almost depleted, leaving fishermen and companies that own fishing vessels to cover the cost come January.

Bringing along a monitor to watch over the daily catch will cost local fishermen more than $700 a day.

The National Oceanic and Atmospheric Administration program started five years ago, but the NOAA and taxpayers picked up the tab at a total cost of $18.4 million since 2010, said Teri Frady, a spokeswoman for the Gloucester-based fisheries service said.

Frady was unable to say how many fishing boats in the state are currently mandated to have a monitor.

Marshfield fisherman Ed Barrett said the regulation affects any fishing boat working under the federal catch share program.

“No one can afford to do this,” said Barrett, who is president of the Massachusetts Bay Ground Fishermen’s Association. “There’s just not that kind of profit margin in this.”

Forced to pay $710 to bring along an approved monitor, some fishermen would actually lose money depending on the day’s catch, he added.

It was unclear Wednesday whether Congress would vote to restore funding to the program.

Atlantic Striped Bass Fishing in the EEZ: Restrictions Support Sustainability of Species

November 12, 2015 — The following was released by the NOAA Fisheries Office of Law Enforcement:

In an effort to ensure the healthy population of the striped bass in the Mid-Atlantic region, NOAA’s Office of Law Enforcement (OLE) is raising awareness of the federal regulations governing striped bass in the Exclusive Economic Zone (EEZ) and increasing targeted enforcement efforts to protect the species from illegal poaching activities.

“Right now, the striped bass are beginning to migrate south from the northern states,” said Lt. Wynn Carney, OLE supervisory enforcement officer. “The striped bass will follow the bait south near the mouth of the Chesapeake Bay, and in spring they will begin making their way up our streams and rivers to lay eggs.” 

According to the Atlantic States Marine Fisheries Commission, overfishing and poor environmental conditions lead to the collapse of the Atlantic striped bass fishery in the 1980s.

In order to ensure the sustainability of the species, the Atlantic Coastal Fisheries Cooperative Management Act, found in Title 50 of the Code of Federal Regulations part 697.7, was promulgated. Thus, during the months of November through February, NOAA Office of Law Enforcement is joining state and federal marine law enforcement organizations in supporting a focused enforcement effort, targeting vessels retaining and fishing for striped bass in the EEZ. Marine law enforcement officers, including OLE and the U.S. Coast Guard, in the Mid-Atlantic will be ticketing fishermen who violate these regulations and who target striped bass within the EEZ.

“I am excited about the Mid-Atlantic States conducting a focused enforcement effort,” said Carney. “It’s significant that we’re working together toward a common goal.”

For maximum enforcement, officers will be conducting at-sea, aerial, and dock-side inspections.

Money for New England fishing monitors to end by Dec. 31

November 10, 2015 — PORTLAND, Maine (AP) — Federal officials say money for some at sea fishing monitors will run out by Dec. 31 and the cost will then transition to industry.

The monitors are trained workers who collect data to help determine future quotas on certain fish. Officials with the National Oceanic and Atmospheric Administration say the money for monitors in New England fisheries such as cod and haddock is going to be gone by the end of the year.

Fishing film to premier in New Bedford, Mass.

New England groundfishermen are in trouble, with catch limits set so low that many boats remain tied to the dock. But the industry has little confidence in the NOAA survey that provides the raw data used for the stock assessment. Accurately counting fish populations in the ocean is a daunting task however and everyone agrees on the need for better science. SMAST researcher Kevin Stokesbury may have found a solution. By using underwater cameras to record fish passing through the open cod end of a net, SMAST survey tows can last for as long as two hours while allowing the fish to escape unharmed.

With very limited resources, Stokesbury and his team have been refining this technology on Georges Bank by conducting spring and fall surveys over the past three years; working in collaboration with the fishing industry which generously donates the boat, the grub and the fuel.

Don Cuddy, program director for the Center for Sustainable fisheries in New Bedford, joined the crew for the May 2015 survey and captured the experience on camera. Those eight days at sea produced more than seven hours of video footage that has now been distilled into a fifty-minute film, called, appropriately enough, ‘Counting Fish.’

Pacific cod eating seabirds, study shows

November 9, 2015 — You could call it revenge on the birds.

While many marine birds are well known for their skills at diving into the sea to pluck out fishy meals, there is now solid evidence that some Pacific cod have turned the tables on the avian species.

The practice came to light a few years ago when seafood workers in Dutch Harbor noticed that some of the cod they were processing came with extra features — partially digested birds in the fish stomachs.

Scientists from the Alaska SeaLife Center and University of Alaska have now examined remains of 74 birds collected from cod stomachs in 2011 and have some findings described in a study published online in the journal Marine Ornithology.

The bird remains come from cod caught in the Aleutian Islands region, off Cape Sarichef in Unimak Pass, using trawl and pot gear. The fish were processed at the UniSea plant in Dutch Harbor; the plant froze the bird remains and sent them to the scientists for analysis.

There have been other known cases of big fish eating small seabirds elsewhere in the world, the new study says, and past surveys by the National Oceanic and Atmospheric Administration have turned up, in very rare instances, bits of birds inside cod. In one case, a NOAA researcher found a murre foot in a cod stomach.

But the evidence from Dutch Harbor appears to be the first documentation of Pacific cod making a practice of eating birds, said study co-author Tuula Hollmen, science director at the SeaLife Center and an associate professor at the University of Alaska Fairbanks’ School of Fisheries and Ocean Sciences.

House science panel demands more NOAA documents on climate paper

November 5, 2015 — It’s getting hot in here. A dispute between the chairman of the U.S. House of Representatives Committee on Science, Space, and Technology and the National Oceanic and Atmospheric Administration (NOAA) over a climate change paper published this summer is escalating. The latest salvos include a second letter from Representative Lamar Smith (R–TX) to NOAA Administrator Kathryn Sullivan seeking internal communications and documents authored by NOAA employees and a letter from the American Meteorological Society condemning Smith’s demands and warning about its implications for all federally funded research.

The quarrel began with a paper by NOAA scientists published 5 June in Science that revised historical atmosphere and ocean temperature data records found to have been poorly calibrated. In 2013 the Intergovernmental Panel on Climate Change had noted that the temperature data seemed to suggest that global warming had slowed down beginning around 1998. But the Science paper showed that apparent slowdown in global warming vanished when the data were corrected to account for various sources of bias.

That paper immediately caught Smith’s attention, triggering multiple committee requests for data and methodologies related to the study. NOAA told the committee that the findings were already publicly available and met twice with committee staff to brief them on the results.

But that response didn’t satisfy Smith. On 13 October, he subpoenaed all of NOAA’s internal emails related to the paper, asking for the information by 27 October. In response, the committee’s Democrats wrote to Smith on 23 October, noting that the subpoena “appears to be furthering a fishing expedition” and saying that it oversteps the committee’s bounds, as the paper is a research study and not a policy decision. House Republican leadership this year had given Smith the authority to issue subpoenas without the consent of the minority party.

Toxin Taints Crabs and Kills Sea Mammals, Scientists Warn

November 4, 2015 — The authorities in California are advising people to avoid consumption of crabs contaminated by a natural toxin that has spread throughout the marine ecosystem off the West Coast, killing sea mammals and poisoning various other species.

Kathi A. Lefebvre, the lead research biologist at the Wildlife Algal Toxin Research and Response Network, said on Wednesday that her organization had examined about 250 animals stranded on the West Coast and had found domoic acid, a toxic chemical produced by a species of algae, in 36 animals of several species.

“We’re seeing much higher contamination in the marine food web this year in this huge geographic expanse than in the past,” Ms. Lefebvre said.

She said that the toxin had never before been found in animals stranded in Washington or Oregon, and that there were most likely greater numbers of contaminated marine mammals not being found by humans.

The California Department of Public Health recently advised people to avoid consumption of certain species of crabs because of potential toxicity. Razor clam fisheries in Washington have been closed throughout the summer for the same reason.

In a statement released on Tuesday, the California department said that “recent test results” indicated dangerous levels of domoic acid in Dungeness and rock crabs caught in California waters between Oregon and Santa Barbara, Calif.

JON WILLIAMS: Not So Fast On Atlantic Marine Monument

WASHINGTON — November 4, 2015 — The following is an excerpt from an opinion piece written by Jon Williams, President of the Atlantic Red Crab Company of New Bedford, Massachusetts. It was originally published today by The Hill, a Washington-based publication covering Congressional policy and politics: 

An ongoing campaign led by large, well-funded environmental organizations is urging President Obama to use the 1906 Antiquities Act to designate parts of the Atlantic Ocean-such as Cashes Ledge in the Gulf of Maine and the New England Canyons and Seamounts-as marine National Monuments. In September, I had the privilege of testifying before House Natural Resources Committee Subcommittee on Water, Power and Oceans about the aspect of this proposal that seeks to exclude historic fisheries from the designated area.

The Antiquities Act, originally enacted to give Teddy Roosevelt authority to protect vulnerable Native American archeological sites, allows the president to act quickly, unilaterally, and without Congressional oversight to preserve sites in danger of destruction. The act, while undoubtedly created in good faith, has been misused in the case of marine monuments to a frightening extent.

In my case, the red crab fishing business I’ve been operating for twenty years is active in some of the areas under the proposal. Not only has our fishery complied with every regulation, but we have expended significant resources and time to ensure the health of the resource we fish.  We were the first U.S. Atlantic Coast fishery certified as sustainable by the Marine Stewardship Council, demonstrating we have minimal impact on the health of the species and its environment. Additionally, we are listed as “Ocean-Friendly” by the New England Aquarium Seafood Guide program. 

Although these processes took years of effort and hundreds of thousands of dollars-a significant cost for a fishery of our size-it was important that we understood how the red crab fishery impacted the environment and demonstrated that our practices were indeed sustainable. 

These efforts to both understand and minimize our impact on the environment have been so successful that after forty years of red crab fishing, our fishing grounds are described as “pristine” by the same environmental groups who seek the monument designation. If these habitats are still “pristine” after forty years of fishing, how can a serious argument be made that the area is in imminent danger and in need of immediate, unilateral protection by presidential fiat? By labeling our fishery as an imminent threat despite our ability to keep the area pristine, these environmental groups have both ignored the facts and devalued our successful efforts to operate a sustainable fishery.

In addition, those of us who have fished sustainably and responsibly in the area for decades have had our voices almost completely shut out of this process. A prime example was the September 15 “town hall” meeting held by NOAA in Providence, Rhode Island. Hastily arranged, many fishermen who would be affected by the proposals were not even aware that it took place. Those in attendance were provided no firm details on the scope of the proposal, preventing them from commenting substantively about something that could dramatically affect or even eliminate their livelihoods. There’s no guarantee that there will be any future opportunity for those affected to voice their concerns. The Antiquities Act does not require such input, and a designation could come at any time.
