Economic impact of U.S. commercial, recreational fishing remains strong

New report shows industries supported 1.7 million jobs nationally in 2016

December 14, 2018 — The following was released by NOAA Fisheries:

Today, NOAA released the 11th Fisheries Economics of the United States report which provides the most up-to-date economic statistics on commercial and recreational fisheries as well as seafood-related businesses for each coastal state and the nation.

“In 2016, commercial and recreational saltwater fishing in the United States generated more than $212 billion in sales and contributed $100 billion to the country’s gross domestic product,” said Secretary of Commerce Wilbur Ross. “These critical industries supported 1.7 million jobs in communities across the country.”

A key piece of the latest report is the jobs, sales, income, and value added to the Gross Domestic Product by the fishing and seafood industries. This provides a measure of how sales from commercial and recreational fishing ripple through state and national economies as each dollar spent generates additional economic effects.

In a single year, economic impacts from recreational fishing grew across the board. Nationally, 9.8 million saltwater anglers took recreational fishing trips in 2016 — a 9 percent increase in anglers from 2015. Saltwater recreational fishing supported 472,000 jobs, generated $68 billion in sales impacts across the economy, and contributed $39 billion to the GDP, all metrics that increased 7 percent from 2015 measurements.

The commercial fishing and seafood industry — harvesters, processors, dealers, wholesalers, and retailers — supported 1.2 million jobs in 2016, generating $144 billion in sales impacts and adding $61 billion to the GDP. The domestic harvest produced $53 billion in sales, up 2 percent from 2015, and supported 711,000 jobs across the entire American economy. Sea scallops had the largest revenue increase in 2016, bringing in $46 million in landings revenue. The domestic lobster industry also performed well, with a $43 million increase in revenue, primarily from the harvest of lobster off the coast of Maine and New England.

“This report illustrates the depth and breadth of fishing and seafood’s contribution to our country’s economy,” said Chris Oliver, assistant NOAA administrator for fisheries. “From sustainably harvesting America’s seafood to casting a line in our coastal waters, the economic impacts of commercial and recreational fishing provide a boon to each and every American community.”

Fisheries Economics of the United States 2016 is the 11th volume in an annual series designed to give the public accessible economic information on fishing and seafood in the U.S., and is a companion to Fisheries of the United States.

 

US fishing interests concerned over seismic air gun blasting in Atlantic Ocean

December 10, 2018 — A decision by NOAA Fisheries to issue five permits for seismic air gun blasting in the Atlantic Ocean has drawn sharp criticism from business and environmental leaders who fear the blasts could be harmful for fish and other marine wildlife.

The blasting will be used to conduct surveys that will provide data to oil and gas industry businesses, who may then seek to conduct offshore drilling in federal waters between Cape May, New Jersey and Cape Canaveral, Florida. President Trump opened the door for such exploration in an executive order last year.

“The Bureau of Ocean Energy Management has responsibility for permitting geophysical surveys, and makes decisions about energy development in the waters of the outer continental shelf,” NOAA Fisheries said in a press release.

Observers will be aboard survey vessels and will notify operators if a protected species comes near the air guns. Shutdowns will be mandatory when certain species are seen.

However, opponents to the plan fear the blasts, which they claim can impact marine life thousands of miles away, will still be detrimental to marine life and those whose livelihoods depends on fishing. The Business Alliance for Protecting the Atlantic Coast said it represents 42,000 business and 500,000 fishing families along the Atlantic coast.

Whale entanglements exceeded average in 2017, report says

December 7, 2018 — The number of large whales entangled in U.S. waters was a little worse than usual in 2017, but entanglements of right whales and in the Northeast were down.

In a report released Thursday, the National Oceanic and Atmospheric Administration confirmed 76 large whales were found entangled in fishing gear or marine debris in U.S. waters in 2017. Six of the 76 entangled whales were found dead, 45 were presumed to be alive but still entangled, four had freed themselves and 21 were freed by good samaritans or members of the national Large Whale Entanglement Response Network.

“Entanglement in fishing gear or marine debris is a very serious conservation and welfare issue,” said Sarah Wilkin, a national stranding and emergency response coordinator and one of the authors of the NOAA Fisheries report. “It can kill or seriously injure large whales. Entanglements that involve threatened or endangered species can have significant population level effects as well.”

New England Council Supports Surfclam, Mussel Fishery Access to Certain Areas Within Great South Channel HMA Plus Further Research

December 5, 2018 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council has signed off on new measures that will allow surfclam fishermen to continue fishing within strictly defined boundaries inside the Great South Channel Habitat Management Area (HMA). Increased monitoring provisions will apply. Mussel fishermen also will be able to fish in the new areas. The measures are included in the Council’s Clam Dredge Framework, which is a trailing action to Omnibus Essential Fish Habitat (EFH) Amendment 2, often referred to as OHA2.

The amendment was implemented April 9, 2018 and prohibited the use of mobile bottom-tending gear within the HMA. However, the surfclam fishery was granted a one-year exemption to continue operating in all but the northeast corner of the area. This exemption expires April 9, 2019. If the National Marine Fisheries Service (NMFS, NOAA Fisheries) approves and implements the Clam Dredge Framework, surfclam and mussel fishermen will be granted long-term exemptions under certain restrictions for the following subareas:

  • McBlair – Year round;
  • Zone AB – Year round; and
  • East Door/OldSouth – seasonally from May 1 through October 31.

In addition, the Habitat Plan Development Team (PDT) will work with industry to prioritize research needs for two other sub-areas:

  • Rose and Crown; and
  • Zone D.

Once prioritized research needs are identified for Rose and Crown and Zone D, the Council’s intent is that fishermen and researchers will work collaboratively toward obtaining exempted fishing permits for these sub-areas to better define where concentrations of surfclams can be harvested without disturbing sensitive habitat. The Council said this research potentially could lead to the development of additional exemptions in the future.

WHOI Scientists Studying Phytoplankton to Improve Satellite Operations in Space

November 26, 2018 — WOODS HOLE, MASS. – Researchers from Woods Hole are working to improve the quality of data collected by satellites over 500 miles above the ocean.

The goal is to determine how microscopic algae, also known as phytoplankton, absorb and scatter light, and how the colors of the phytoplankton can be better identified and measured.

For the next three years, researchers from NOAA Fisheries and colleagues at the University of Rhode Island, NOAA’s National Environmental Satellite, Data and Information Service, and Woods Hole Oceanographic Institution will look into the ocean to help improve the quality of data collected by satellites more than 500 miles above.

NOAA Fisheries Studies Impact of Climate Change on Fish of N.E. Coast

November 12, 2018 — Waters off the Northeastern United States are among the fastest warming and most studied in the world’s ocean. Both abrupt and subtle changes caused by warming are evident in fishery stocks now, and NOAA Fisheries Center researchers are working on tools for understanding what that means for future stock conditions and the fisheries that depend on them.

Armed with decades of data and a strong appreciation of what climate change could mean for fisheries, Center researchers are focusing on science to help navigate this rapidly evolving future.

NOAA Issues Report on Protecting North Atlantic Right Whales

November 12, 2018 — NOAA Fisheries researchers have been looking into how to preserve the shrinking population of critically endangered North Atlantic Right Whales.

Officials have concluded that the surest way of protecting the species is by preserving the lives of adult females in the population as a way to promote population growth and recovery.

According to Royal Society Open Science, most right whale deaths are attributed to entanglement in fishing gear and collisions with ships.

Protecting Paradise: Marine Debris Team Does the Heavy Lifting

The team removed more than 160,000 pounds of lost or abandoned fishing nets and plastics from the remote Northwestern Hawaiian Islands, an ecologically and culturally significant area, part of the Papahānaumokuāea Marine National Monument.

November 12, 2018 — Stretching 1,200 miles northwest of the main Hawaiian Islands, a chain of remote islands and atolls known as the Northwestern Hawaiian Islands are hundreds of miles from the nearest human populations. Yet, these beautiful coral reefs and uninhabited shorelines are centrally located in the North Pacific Gyre, where currents gather marine debris from all around the Pacific Ocean.

NOAA’s marine debris team travels from island to island by ship and small boat, carefully pulling derelict “ghost” fishing gear off of underwater reefs and collecting plastic debris from shorelines. They clean up nets and other debris that damage coral reefs and threaten wildlife, including endangered Hawaiian monk seals and green sea turtles. Hauling debris is often a dirty, exhausting, and sometimes fly-filled task, but the team loves its work.

Fisheries Researchers Map Habitats Ahead of Offshore Wind Development

November 9, 2018 — HYANNIS, Mass. – NOAA Fisheries researchers are helping to inform federal managers and developers on the impacts that construction and operation of offshore wind facilities will have on ocean bottom habitats and fisheries.

The Northeast Fisheries Science Center conducted four years of research to build a database of information, including water temperatures, topography, sediments, currents and marine life in the eight Wind Energy Areas authorized by the Bureau of Ocean Energy Management along the East Coast.

The designated WEAs encompass just over 4,000 square nautical miles of seafloor from Massachusetts to North Carolina. About 40 percent of the area has actually been leased to date, including the Vineyard Wind project development south of Martha’s Vineyard.

NOAA scientists admit a gaffe on risk to whales of lobster trap lines

October 29, 2018 — ELLSWORTH, Maine — Late last month, the NOAA Fisheries Northeast Fisheries Science Center released a “technical memorandum” suggesting that expensive efforts by Maine lobstermen aimed at reducing the risk that endangered North Atlantic right whales and other large whales would become entangled in vertical buoy lines had backfired.

According to the memorandum, issued just before a weeklong meeting of NOAA’s Atlantic Large Whale Take Reduction Team in Providence, R.I., to consider possible changes to the Atlantic Large Whale Take Reduction Plan, when the industry increased the number of traps trawled together and marked by a single buoy line, lobstermen began using stronger rope. That worsened the entanglement problem.

The memorandum seemed to offer support for calls by some conservation groups for the use of even fewer vertical buoy lines, weaker ropes and the development of a “ropeless fishery” with traps that used a remote device to release a submerged buoy when it was time to raise the gear.

In a letter addressed to NOAA Fisheries Northeast Fisheries Science Center Director Jon Hare, Maine Department of Marine Resources Commissioner Patrick Keliher blasted the memorandum, expressing “significant concerns about the scientific merit” of the data and research on which it was based.
