Elver trafficking sting yields more jail sentences, another guilty plea

December 15, 2017 — Operation Broken Glass, an interagency sting of a national elver trafficking ring based in Maine, has yielded two more jail sentences and a guilty plea this week.

Yarann Im, a 35-year-old Portland seafood dealer, was sentenced to six months in jail for illegally trafficking 480 pounds of elvers, which are also known as glass eels or juvenile American eels, following a hearing Thursday in federal district court in Portland. Im pleaded guilty in 2016 to buying more than $500,000 worth of eels, or almost a million individual elvers that had been illegally harvested in Virginia, North Carolina and Massachusetts, and selling them abroad.

Thomas Choi, a 76-year-old seafood dealer from Maryland, was sentenced Thursday to six months in prison with a $25,000 fine for trafficking in $1.26 million of elvers.

On Tuesday, Maine fisherman Albert Cray pleaded guilty to trafficking elvers, admitting to harvesting them illegally in New Jersey and selling them to a Maryland dealer, who then exported them from the United States to buyers in Asia. In 2013, Cray admitted to trafficking more than $250,000 worth of illegally harvested elvers, according to a statement of facts filed with Cray’s plea agreement.

New Jersey: Fisheries groups to meet on flounder management

December 11, 2017 — Flounder fishery regulations will be part of the discussion next week at a meeting of two fishery management bodies in Annapolis, Maryland.

“The purpose of next week’s meeting is to make a decision on whether or not the federal government will put in place a coastwide measure and all states will fish under the same regulations, or if it will defer to individual states,” said Adam Nowalsky, a former charter boat captain out of Atlantic City.

Under something called conservation equivalency, states have the right to set different regulations if they are expected to achieve the same level of harvest, Nowalsky said.

“Conservation equivalency will be the direction I expect things to go,” he said.

Last year New Jersey defied the ASMFC and federal regulations, and eventually won the right from the National Oceanic and Atmospheric Administration and the federal Commerce Department to set its own rules. The state convinced those bodies its regulations would be as protective to the species.

New Jersey: Inside Lund’s value-added growth plans

December 8, 2017 — U.S. fresh and frozen seafood supplier Lund’s Fisheries is planning to significantly expand its value-added offerings to restaurants and retailers.

The Cape May, New Jersey-based company, which has primarily focused on processing squid and finfish caught off the East Coast of the U.S., will now offer more value-added calamari and sea scallop products.

The supplier’s products are currently sold to restaurant companies, as well as to Giant Eagle, ALDI, Price Chopper, and other U.S. grocery chains.

“We are looking to take the resources we are producing with our independently-owned and -operated boats and creating value-added products,” Wayne Reichle, who was recently promoted from vice president to president of Lund’s, told SeafoodSource.

New product lines that will be available in the next few months include individually quick-frozen (IQF) calamari and sauce packages, as well as IQF scallops and sauce packages. The “Seafood Market” scallops line – expected to be available by March 2018 – includes: Sea Scallops with Bacon Cream Sauce, Sea Scallops with Spicy Asian Sauce, Sea Scallops with White Wine Cream Sauce, and Sea Scallops with Butter Garlic Sauce.

“These are heat-and-serve products. Customers can go to a grocery store and then, in 15 to 20 minutes, they will have a wholesome seafood dinner they can serve a family,” Reichle said.

For the past five years, Lund’s has been producing calamari from squid caught off the coast of New Jersey and California.

Mid-Atlantic residents see ocean health as major economic issue

December 7, 2017 — Eight in 10 residents of Mid-Atlantic states believe the ocean and beaches are important to their economies, including 95 percent of those living in coastal communities. Eighty-three percent of residents living in coastal communities believe that climate change is real—13 percentage points higher than a national survey taken by Monmouth University in 2015. Support for offshore oil and gas drilling plummeted from 46 percent in 2009 to 22 percent now among residents living closest to the coast.

These are some of the findings from a pair of survey reports released today by the Monmouth University Polling Institute (MUPI) and Urban Coast Institute (UCI). The surveys present the first region-wide snapshot of public opinion on ocean issues since the 2016 elections and offer a glimpse at how views have changed since major storms like Sandy and Irene impacted the Mid-Atlantic coast.

A regionwide survey was conducted with residents from Delaware, Maryland, New Jersey, New York, Pennsylvania and Virginia to gauge opinion of a wide range of coastal issues and elements of the Mid-Atlantic Ocean Action Plan, which was adopted in December of 2016 by the six states, federal agencies, tribal entities and Mid-Atlantic Fishery Management Council. A second survey was conducted specifically with year-round residents of Mid-Atlantic coastal communities that asked the same questions regarding ocean issues as a 2009 MUPI-UCI poll in order to track how opinions have changed over time among those living closest to the coast.

Fishermen Fear Damage From Wind Farms Along The Eastern Seaboard

December 4, 2017 — Fishermen are worried about an offshore wind farm proposed 30 miles out in the Atlantic from Montauk, N.Y., the largest fishing port in the state. They say those wind turbines — and many others that have been proposed — will impact the livelihood of fishermen in New York and New England.

Scallop fisherman Chris Scola fishes in an area 14 miles off of Montauk. He and his two-man crew spend 2 ½ hours motoring there, then 10 more dredging the sea floor for scallops before heading back to port.

“We have this little patch that’s sustained by myself and a few other boats out of Montauk, and a couple of guys from Connecticut also fish down here,” Scola says.

Scola — like many fishermen — is concerned about state and federal regulations. But his big concern is the prospect of hundreds, and perhaps even thousands, of giant wind turbines spread out in the New York Bight, an area along the Atlantic Coast that extends from southern New Jersey to Montauk Point. It’s one of the most productive fishing grounds on the Eastern Seaboard.

“To me, building wind farms here, it’s like building them on the cornfields or the soy fields in the Midwest,” he says.

Scola belongs to the Long Island Commercial Fishing Association, which is run by Bonnie Brady, the wife of a longtime Montauk fisherman. She’s an outspoken critic of the wind farms.

New Jersey: Lund’s Fisheries Promotes, Hires as Part of Domestic Expansion

December 4, 2017 — CAPE MAY, N.J. — The following was released by Lund’s Fisheries:

Lund’s Fisheries is pleased to announce a series of promotions and new hires as part of its expansion into innovative product lines and markets. Our reorganized team will focus on adding additional value-added products such as seafood mixes, sauces and gourmet meals to the company’s overall product mix, while further developing Lund’s long-standing product lines such as fresh and frozen seafood and bait products.

As part of this new focus, Wayne Reichle will be promoted from Vice President to President of Lund’s Fisheries. Wayne has worked with the company for 23 years, and has experience in all aspects of the industry, from commercial fishing to sales. As part of our expansion into value-added products, Wayne will manage all factory and fleet operations and Lund’s Fisheries’ domestic and foreign seafood trade.

David Gray will become Vice President of our Value-Added Division. In this role, David will use his expertise in product development to create products that appeal to new markets – both domestic and international. Having worked for many years in the scallop business prior to coming to Lund’s, David developed innovative techniques to ensure a quality product to meet the toughest retailer requirements. He will play an integral part in creating Lund’s Fisheries’ new value-added line of products.

A recent hire, and the new Director of Sales, Randy Spencer will focus on developing a more robust sales team, and will manage that team along with overseeing Lund’s Fisheries’ domestic sales. Randy comes with a wealth of experience within the industry, having spent the last 20 years working with many species of fish and shellfish. A chef by trade, Randy also brings a strong culinary and product development background to Lund’s. Randy’s new role will focus on positioning Lund’s products and directing the firm’s efforts into an effective, domestic growth strategy.

Jeff Reichle, who is yielding the presidency to Wayne, will remain at Lund’s as Chairman of the Board.  Jeff will pursue long-term growth opportunities for the business. Jeff has been yielding responsibility to Wayne over the course of the past 10 years in order to prepare for this transition in roles. Starting at Lund’s in 1974, Jeff was hired to oversee sales and manage dock operations. In 1987, the opportunity arose to buy the business from the Lund family. He finalized the purchase in 1997 and served as President of Lund’s Fisheries until Wayne’s promotion.

New Jersey Flounder Fishery Shut Down for Rest of Year

December 1, 2017 — BARNEGAT LIGHT, N.J. — Federal fishing regulators say they’ve closed a New Jersey fishery that targets a popular species of flatfish through the end of the year.

The National Oceanic and Atmospheric Administration says the summer flounder fishery in the state must close because fishermen have hit their quota. Regulators previously shut down the summer flounder fishery in Rhode Island.

The state of New Jersey has also shut down the flounder fishery. The state is one of the biggest producers of the fish, which is sold as food in restaurants, super markets and seafood markets.

East Coast Fishing Coalition Continues Legal Challenge to Planned Wind Farm Off New York

WASHINGTON — December 1, 2017 — The following was released by the Fisheries Survival Fund:

A coalition of East Coast fishing businesses, organizations, and communities, led by the Fisheries Survival Fund (FSF), has taken the next step in its legal challenge to a planned wind farm off the coast of New York. FSF and its co-plaintiffs argue that the Bureau of Ocean Energy Management (BOEM) awarded the lease for the New York Wind Energy Area (NY WEA) to Norwegian energy company Statoil without fully considering the impact on fishermen and other stakeholders, in neglect of its responsibilities as stewards of ocean resources.

The plaintiffs outlined their arguments in a brief filed Tuesday in the United States District Court for the District of Columbia. In the brief, FSF criticizes BOEM’s claim that it is not the agency’s job to resolve conflicts among new and pre-existing ocean users in the NY WEA. In an October filing, BOEM wrote that it is “not the ‘government steward of the ‘ocean commons,’’” a claim that FSF calls “unbecoming.” In fact, BOEM’s own website states: “The bureau is responsible for stewardship of U.S. [Outer Continental Shelf] energy and mineral resources, as well as protecting the environment that development of those resources may impact.”

FSF also writes that the NY WEA, an expanse of ocean nearly twice the size of Washington, D.C., is a poor location for a wind farm, and that BOEM and Statoil have alternately claimed that it is both too early and too late to raise objections to the lease. Statoil previously stated that vacating the lease would “squander the resources and the five years that BOEM has expended to date in the leasing process,” even as BOEM promises it will consider measures to mitigate the impacts of a wind farm later in the process. By then, after more time and resources have been expended, a wind farm “will be all but a foregone conclusion,” FSF writes.

Additionally, FSF argues that evaluating alternatives and considering conflicting ocean uses from the start would ultimately benefit BOEM and energy developers, ensuring they do not expend vast resources developing poorly located wind farms. The brief cites the ongoing debacle over the Cape Wind energy project, an approved wind farm off Cape Cod, Massachusetts, as an example of what can go wrong when BOEM and a developer ram through an agreement and become too invested to turn back. After the project “slogged through state and federal courts and agencies for more than a decade,” delays and uncertainty have jeopardized, if not eliminated, Cape Wind’s financing and power purchase agreements, according to the brief.

The plaintiffs in this case are the Fisheries Survival Fund; the Borough of Barnegat Light, New Jersey; The Town Dock; Seafreeze Shoreside; Sea Fresh USA; Rhode Island Fishermen’s Alliance; Garden State Seafood Association; Long Island Commercial Fishing Association; the Town of Narragansett, Rhode Island; the Narragansett Chamber of Commerce; the City of New Bedford, Massachusetts; and the Fishermen’s Dock Co-Operative of Point Pleasant, New Jersey.

While the fishing groups hold wide-ranging views about offshore wind energy development, they all agree that the siting process for massive wind energy projects “should not be a land rush, but rather reasoned, fully informed, intelligent, and cognizant of the human environment,” according to the brief.

The Fisheries Survival Fund (FSF) was established in 1998 to ensure the long-term sustainability of the Atlantic sea scallop fishery. FSF participants include the vast majority of full-time Atlantic scallop fishermen from Maine to Virginia. FSF works with academic institutions and independent scientific experts to foster cooperative research and to help sustain this fully rebuilt fishery. FSF also works with the federal government to ensure that the fishery is responsibly managed.

High scallop prices see New Jersey port’s catch value rocket

November 28, 2017 — The fishing sector in a county in the East Coast US state of New Jersey is worth $85 million, reports Press of Atlantic City, citing a recently released federal report.

High prices for scallops are a big driver. In 2016, fishermen landed 47 million pounds of seafood at the Cape May port, according to a report from the National Oceanic and Atmospheric Administration.

Southern Cape’s commercial fishing worth $85 million, report says

November 27, 2017 — Southern Cape May County’s commercial fishing industry is worth $85 million, according to a recently released federal report.

The combined port of Cape May and Wildwood is the ninth largest commercial fishing port in the United States and the second biggest on the East Coast, measured by dollar value.

In a county known as a tourism hub, commercial fishing — and especially the scallop trade — is a big part of the area’s economy, those in the industry say.

“It trickles down through the whole economy,” said Tom McNulty Jr., 36, of Middle Township, who captains a pair of scallop boats.

Commercial fishermen landed 47 million pounds of seafood at the Cape May port in 2016, according to a report from the National Oceanic and Atmospheric Administration.

That’s 30 million pounds less than the port pulled in the year before, but in terms of dollars, the 2016 catch was worth about $13 million more, according to the report. The Cape May port ranked ninth in the country both years.

Since 2013, the county’s commercial fishing industry has grown by $50 million, despite fluctuating pound totals.
