Northeast Fishery Managers Want East Coast To Remain Closed To Drilling

February 8, 2018 — Governor Chris Sununu says it looks unlikely new offshore drilling would affect New Hampshire, but regional fishery managers are still worried.

The U.S. Department of the Interior says it wants to open most of the nation’s coastline to new oil and gas leases. Sununu opposes drilling off New Hampshire’s Seacoast, and says Interior Secretary Ryan Zinke assured him the North Atlantic won’t be high priority.

“They have to go through the public process and everything, so they couldn’t officially cut us off the list,” Sununu told reporters on a press call last week. “But it was clear that we were a low-target area for them and that our feelings on the matter would be strongly considered.”

Still, New England’s federal fishery management council says even surveying for oil and gas – let alone drilling and transporting it – could hurt the East Coast’s fishing industry.

The council got an update on offshore energy issues at their first meeting of 2018, last week in Portsmouth, and voted to urge federal regulators to take the whole Atlantic coast out of consideration.

Research shrimper: Trawls better every week

February 2, 2018 — There are days when Joe Jurek must feel the loneliness of the long-distance shrimper, a solitary figure in the Gulf of Maine as the only Massachusetts commercial fisherman allowed to harvest coveted northern shrimp from a fishery just entering its fifth year of closure.

Jurek, a Gloucester-based groundfisherman and the captain of the 42-foot FV Mystique Lady, has spent the past month executing weekly trawls for the sweet crustaceans that have disappeared from local fish markets while the fishery has been closed over dire concerns about the health of its shrimp stock.

Jurek is the Massachusetts representative in a two-state research set-aside program and is doing most of his fishing in the inshore vicinity of Cape Ann, Ipswich Bay and nearby Scantum Basin.

As with his counterpart in New Hampshire, Jurek is working with state and regional fishery regulators to collect samples and data that could help determine the future fate of the fishery.

Four weeks into his allotted 10-week fishing season that provides a total allowable catch of 13.3 metric tons for both vessels, Jurek offered a morsel of optimism, saying he has observed a slight increase in abundance from a year ago.

“It seems there are a little bit more this year, particularly around Massachusetts,” Jurek said Tuesday. “We’ve especially noticed more small shrimp.”

That could be good news for regulators, shrimpers, consumers — last year, Cape Ann northern shrimp lovers, led by Gloucester Mayor Sefatia Romeo Theken, literally lined the dock with their own buckets waiting for Jurek to land his haul —  and of course, the shrimp, also known as Pandalus borealis.

For the past five years, regulators at the Atlantic States Marine Fishery Commission — which regulates the fishery — and the respective marine resources departments of Massachusetts, Maine and New Hampshire have wrung their hands over the plight of the northern shrimp.

The stock, through that period, has exhibited all-time lows in biomass, spawning and recruitment, leading to the closures and the establishment of the research set-asides (RSA).

‘Getting better every week’

Last year, Jurek joined one fisherman from New Hampshire and eight trawlers from Maine in the program that provided a total allowable catch of 53 metric tons, with each vessel allowed to catch up to 1,200 pounds of shrimp per trip.

Facing a Dying Industry, Two Young New Hampshire Fishermen Head Out Anyway

January 25, 2018 — It’s a feeling many in today’s economy can relate to: starting out in a career is just harder than it used to be.

One group that’s very familiar with that idea is commercial fishermen. In New Hampshire, dozens of boats used to head out every morning to fish for cod and haddock. Today that number is down to just a handful.

For our series The Balance, which looks at the cost of living in New Hampshire, Jason Moon tells us about two young fishermen who, in spite of the odds, are trying to live a vision of an iconic New England profession.

It wasn’t always Zach Griggs’ plan to become a fisherman. Along the way, he tried other things, too.

“I went to community college for a year-and-a-half and I realized I don’t like book-work.” says Griggs. “I realized I like working.”

But more than just working, Griggs realized he liked this kind of work. The way you get paid for exactly what you catch, the way each day is different.

“The sun rises every day but none of them are the same,” says Griggs. “It’s like, every day you haul the nets, it’s not going to be the same thing as you hauled yesterday. When I did dry wall, I knew I had screw every day and a screw-gun ‘bzzz, bzzz, bzzz.’ Miserable.”

Griggs is 28, but he’s already spent about 8 years in the fishing industry.

About four months ago, he decided to make a bet on staying in for even longer. He took out a loan and bought a boat, the Bridget Leigh. It’s a 44-foot white fishing boat that Griggs knows well. He’s been a deckhand on it for the past 6 years.

It should be an exciting moment – striking out on his own like this. But sitting in his new captain’s chair, Griggs sounds deflated.

“This is about what it’s good for, right here, right now, without permits,” says Griggs, “Sitting on it, hanging out. That’s pretty much all it’s been doing.”

Turns out, being a New Hampshire fisherman isn’t what it used to be.

On a recent night at the Rye Harbor, I met with Griggs and a couple of friends onboard the Bridget Leigh to talk about the state of New Hampshire’s fishery.

One of those friends is Lucas Raymond. At 25 years old, Raymond is New Hampshire’s youngest commercial fisherman. And like Griggs, he can’t imagine doing anything else.

Nominations Sought for NEFMC

January 16, 2018 — The New England Fishery Management Council (NEFMC) is seeking nominees for upcoming open seats. The NEFMC is one of eight regional councils established by the Magnuson-Stevens Fishery Conservation and Management Act (MSA) in 1976, and is charged with conserving and managing fishery resources from three to 200 miles off the coasts of Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. The MSA specifies that council nominees must be individuals “who, by reason of their occupational or other experience, scientific expertise, or training, are knowledgeable regarding the conservation and management, or the commercial or recreational harvest, of the fishery resources of the geographical area concerned.” Council members are directly involved in:

  • Developing and amending fishery management plans.
  • Selecting fishery management options.
  • Setting annual catch limits based on best available science.
  • Developing and implementing rebuilding plans.

The NEFMC manages: sea scallops, monkfish, Atlantic herring, skates, red crab, spiny dogfish, Atlantic salmon and groundfish** . Please note that the NEFMC does not manage summer flounder, scup, black sea bass, bluefish, striped bass or tautog.

New England reps’ bill would prohibit offshore drilling

January 12, 2018 — CONCORD, N.H. — Bipartisan members of New England’s congressional delegations have introduced a bill to prohibit oil and gas drilling off the New England coast.

The New England Coastline Protection Act would prohibit oil and gas extraction activities in New Hampshire, Connecticut, Maine, Massachusetts and Rhode Island.

It’s a response to the Trump administration’s plan to open nearly all U.S. coastlines to offshore oil and gas drilling.

The legislation introduced Thursday is co-sponsored by every senator and member of congress from the coastal New England states. They say the plan threatens coastal communities, fisheries and the economy.

Massachusetts congressional delegation urges Gov. Charlie Baker to reject Trump administration’s offshore drilling plan

January 11, 2018 — Massachusetts congressional lawmakers called on Gov. Charlie Baker Wednesday to formally oppose the Trump administration’s plan to expand oil and gas drilling off the East Coast.

All 11 members of the state’s delegation penned a letter to Baker urging him to join other states’ governors in officially rejecting the Interior Department’s newly unveiled five-year drilling plan, which seeks to open federal waters off the California coast and areas from Florida to Maine for oil and gas exploration purposes.

The lawmakers, who have been critical of efforts to expand offshore drilling, contended that opening areas off the East Coast for such purposes “would pose a serious threat to our oceans and the economic viability of the Commonwealth’s coastal communities, tourism and shore-side businesses that rely on healthy marine resources.”

Pointing to maritime industries’ impact on Massachusetts’ economy, the delegation noted that the commercial fishing supported 83,000 jobs in the state and generated $1.9 billion income, as well as $7.3 billion in sales in 2015.

Marine-related tourism, meanwhile, generates tens of billion of dollars in economic value each yeah and supports more than 100,000 jobs in Massachusetts, they wrote.

“The economic effects of our ocean community are extensive, providing a source of income and jobs for commercial and recreational fishermen, vessel manufacturers, restaurants and other businesses throughout Massachusetts, all of which would be threatened by allowing offshore drilling and the risk of an oil spill off our coast,” the letter stated.

Outsiders to eyeball fisheries council

January 4, 2019 — It staged a rolling tour of a dozen port meetings at the end of 2017 that would have made the Grateful Dead proud and now the New England Fishery Management Council continues to urge fishing stakeholders to weigh in on what the council does well and where it needs to improve.

The council embarked on its external review in November, visiting port cities up and down the northern Atlantic coast — with two port meetings remaining next week in New York and New Jersey — and continues to conduct a webinar that allows stakeholders to make their cases online.

This week, the council selected the six individuals — three fishery managers and three scientists — to serve on the independent review panel. The panel, according to the council, is set to meet March 13 to 16 at the Hilton Garden Inn at Boston’s Logan Airport. The meetings will be open to the public.

Maine: Bills to address commercial license glitches

January 3, 2018 — ELLSWORTH, Maine — The Legislature’s Joint Committee on Marine Resources will meet next Wednesday for hearings on three bills aimed at fine-tuning the state’s commercial fishing license system.

One bill, LD1652, would allow the Department of Marine Resources to set up a limited entry system for shrimp fishermen in any year when the Atlantic States Marine Fisheries Commission sets the state’s northern shrimp landings allocation at less than 2,000 metric tons. Currently there is a moratorium on shrimp fishing in the Gulf of Maine.

The ASMFC allowed Maine, New Hampshire and Massachusetts to establish limited entry programs in their individual shrimp fisheries in 2011 but, so far, that hasn’t happened anywhere.

LD1652 “was a department (DMR) bill,” committee Co-chairman Rep. Walter Kumiega (D-Deer Isle) said last week, adding that Commissioner Patrick Keliher was “reluctant” to establish a limited entry program for the fishery because “once you close it, it’s hard to reopen.”

Despite that difficulty, Kumiega said, given the poor status of the shrimp stock, “we may not have a choice. We don’t know when the next season will be, but it doesn’t hurt to have one in place”

The two other bills are more technical.

LD 1720 would extend the maximum duration of a temporary medical allowance for lobster and crab fishing license holders from one year to two. The bill also establishes a temporary terminal illness medical allowance that would allow the spouse or child of the terminally ill holder of a lobster and crab fishing license to fish on behalf of their family member in limited circumstances.

According to Kumiega, use of the medical allowance provisions is required “more often than you’d think,” and he recounted a personal exposure to a situation in which one spouse was able to haul gear for her husband while he was injured.

The Draft Addenda seek to improve harvest reporting and biological data collection in the American lobster and Jonah crab fisheries. The Draft Addenda propose using the latest reporting technology, expanding the collection of effort data, increasing the spatial resolution of harvester reporting, and advancing the collection of biological data, particularly offshore.

Recent management action in the Northwest Atlantic, including the protection of deep sea corals, the declaration of a national monument, and the expansion of offshore wind projects, have highlighted deficiencies in current American lobster and Jonah crab reporting requirements. These include a lack of spatial resolution in harvester data and a significant number of fishermen who are not required to report. As a result, efforts to estimate the economic impacts of these various management actions on American lobster and Jonah crab fisheries have been hindered. States have been forced to piece together information from harvester reports, industry surveys, and fishermen interviews to gather the information needed. In addition, as American lobster and Jonah crab fisheries continue to expand offshore, there is a greater disconnect between where the fishery is being prosecuted and where biological sampling is occurring. More specifically, while most of the sampling occurs in state waters, an increasing volume of American lobster and Jonah crab are being harvested in federal waters. The lack of biological information on the offshore portions of these fisheries can impede effective management.
 
The Draft Addenda present three questions for public comment: (1) what percentage of harvesters should be required to report in the American lobster and Jonah crab fisheries; (2) should current data elements be expanded to collect a greater amount of information in both fisheries; and (3) at what scale should spatial information be collected. In addition, the Draft Addenda provide several recommendations to NOAA Fisheries for data collection of offshore American lobster and Jonah crab fisheries. These include implementation of a harvester reporting requirement for federal lobster permit holders, creation of a fixed-gear VTR form, and expansion of a biological sampling program offshore.

Foes, friends praise retiring NOAA official’s approach

December 26, 2017 — He’s been called a Neanderthal and the most reviled man in the region’s fishing community. At a public meeting broadcast on national TV, a fisherman once accused him to his face of lying for a living.

As the regional fisheries administrator of the National Oceanic and Atmospheric Administration, John Bullard has drawn ire from all sides — fishermen, environmentalists, and politicians alike. His decisions have been routinely controversial, and he has rarely minced words in defending them.

Yet he has also earned widespread respect during his tenure as the region’s top fishing regulator, the rare public official willing to say what he thinks, no matter how unpopular. Earlier this year, he even publicly criticized his bosses, an offense that nearly got him fired.

As he prepares to retire from one of New England’s most influential — and thankless — government positions, Bullard, 70, has few regrets.
