RHODE ISLAND: Federal officials look to stop illegal fishing fleets near RI coast

August 11, 2025 — In the weeks since the Senate Commerce Committee passed the bipartisan Fighting Foreign Illegal Seafood Harvest (FISH) Act in May, its momentum continues to build.

Spearheaded by U.S. Sen. Sheldon Whitehouse (D-RI), the bill is now primed for a full Senate vote, as lawmakers use summer hearing information to press their case against foreign fishing fleets that threaten American waters, jobs, and sustainability.

“Our bill cracks down on illegal pirate fishing operations to level the playing field for Rhode Island fishermen and processors who play by the rules, and will help nurture the fisheries that keep our oceans and coastal communities so healthy and vibrant,” Whitehouse said.

Endangered fin whale and calf sighting is a “rare occurrence,” New England Aquarium scientist says

August 7, 2025 — New England Aquarium researchers recently documented what they say was a rare sighting of an endangered fin whale and its calf.

Scientists on a July 24 aerial survey flew over the Northeast Canyons and Seamounts Marine National Monument, about 130 miles southeast of Cape Cod. They observed more than 1,000 marine animals, including seven fin whales, one endangered sperm whale, one humpback whale, two minke whales and more than 900 dolphins.

“Seeing an endangered fin whale and its calf is a rare occurrence,” assistant research scientist Kate Laemmle said in a statement Wednesday.

Offshore wind plans caught in federal headwinds, but sites east of Cape Cod unaffected

August 7, 2025 — State and local officials and regional advocacy groups are split over the federal government’s decision to back off on offshore wind projects, a shift that casts uncertainty over new projects nationwide but doesn’t affect leases east and south of Cape Cod.

State Rep. Steven Xiarhos, R-West Barnstable, welcomes the changes as “a necessary course correction.”

“It reflects what many of us on Cape Cod and across the commonwealth have been saying for some time: the rush to industrialize our oceans has gone too far, too fast, and without enough science, transparency, or respect for local communities,” he said.

He added that the action “gives us a critical opportunity to pause, reassess, and get this right.”

MAINE: As farming innovation collides with fishing tradition, Harpswell brings both sides to the table

August 7, 2025 — Last year, Harpswell oyster farmer Samantha Bohan learned the town was considering a one-year moratorium on new aquaculture leases because of concerns about their impact on traditional fishing.

Bohan had just started her own farm a year earlier and was worried she wouldn’t be able to renew her two small, annual leases. Instead, Harpswell created a working group to study the issue, and Bohan volunteered to serve on it.

“It’s kind of funny. I always told my husband I don’t ever want to get into politics,” she said in an interview. “And he said, ‘The moment you got an oyster farm, you signed up for politics.’”

Created in May 2024, the town’s Aquaculture Working Group set out to examine how Maine’s aquaculture licensing process works, assess its impact on Harpswell and gather public feedback on the growing number of seafood farms in local waters.

The group’s efforts culminated in the creation of a new map of local commercial fishing areas, which it urged state officials to use when evaluating applications for aquaculture leases to help avoid conflicts with fishermen. Its final meeting was on June 11.

Foundation challenges Vineyard Wind project, files petition

August 6, 2025 — The Texas Public Policy Foundation has filed an administrative petition challenging the Vineyard Wind 1 offshore wind energy project, claiming the livelihoods of the local fishermen they represent have been severely impacted by the project.

“The Biden Administration violated at least thirteen provisions of federal law when it approved the Vineyard 1 offshore wind project,” said TPPF senior attorney Ted Hadzi-Antich. “In the process, they tacitly agreed to the destruction of a prime fishing area that has been used by commercial fishermen to feed Americans for generations.”

Comparing the effectiveness of common Atlantic sea scallop farming methods

August 6, 2025 — Much of the scallop farming techniques used in the U.S. derive from practices in Japan, where scallops have long been a part of the country’s seafood industry. Researchers from the University of Maine are working to test and adapt those practices to help grow the industry in the Gulf of Maine, where oyster farming is currently the most well-known form of aquaculture in Maine’s blue economy.

Building off a four-year study published in the spring, which compared the effectiveness of two different Atlantic sea scallop farming techniques, UMaine researchers further analyzed the economic advantages and disadvantages of the same two methods of scallop aquaculture. Lead researcher Damian Brady, professor of marine sciences at UMaine, and co-author Chris Noren, a postdoctoral researcher, used their results to develop a user-friendly application that helps interested parties compare the different costs and possibilities associated with building their own scallop farms.

“Now new farmers can make educated decisions on what option is going to be most viable for them, taking into account their location, timeframe, budget and all the other pieces that go into scallop farming,” Brady said. “Ultimately, our goal is to help Maine grow this industry to its fullest potential and preserve Maine’s working waterfronts—an integral part of the state’s culture and history.”

Published in the journal Aquaculture, the study looked at two of the most common options for scallop farming: lantern net and ear-hanging. Previously, lantern net methods were thought to be more cost-effective, but this study shows the ways in which the ear-hanging method can be more cost-efficient over a longer period of time.

MASSACHUSETTS: Nantucket Officials Blast Vineyard Wind, Deliver List Of Demands

August 4, 2025 — Nantucket officials called Vineyard Wind on the carpet Tuesday, claiming the offshore wind developer had failed to live up to its agreements with the town, and telling the company to “lead or leave.”

In a press conference Tuesday morning held on Zoom, the Nantucket Select Board made 15 demands of Vineyard Wind, setting a two-week deadline for the offshore wind company to reply. If no reply is forthcoming, or if the Select Board deems Vineyard Wind’s responses inadequate, the town is leaving all of its options open -including legal action.

The statements by town officials marked the strongest rebuke yet of Vineyard Wind since the July 2024 blade failure that littered Nantucket’s beaches with fiberglass and foam debris, and prompted federal authorities to shut down the project for nearly six months.

“This is not the first time that Vineyard Wind has seen many of these demands, so we expect two weeks is plenty of time for them to confirm their agreement, or to explain publicly why they should not be held accountable in these basic ways,” said Select Board member Brooke Mohr, who was the board’s chair during the July 2024 blade failure.

RHODE ISLAND: Proposed NOAA cuts raise concerns for Rhode Island’s fishing industry

August 4, 2025 — President Donald Trump’s proposed budget for the upcoming year includes significant cuts to the National Oceanic and Atmospheric Administration (NOAA), spurring pushback from Rhode Island lawmakers.

The administration is proposing a $1.6 billion year-over-year reduction to NOAA’s budget. The plan specifically calls for the complete elimination of funding for climate research in fiscal year 2026, which begins Oct. 1.

Some of these proposed cuts have already raised alarms among those who depend on NOAA’s services — particularly commercial fishermen in the Ocean State.

Point Judith fisherman Frederick Mattera has more than 40 years of experience. Mattera said his industry relies heavily on two specific aspects of NOAA that are at risk in next year’s budget: climate research and weather data.

Why Maine lobstermen need an extended pause on new right whale rules

August 1, 2025 — Jared Golden of Lewiston represents Maine’s 2nd Congressional District in the U.S. House of Representatives.

I had a few goals when I successfully pushed to get a seat on the House Natural Resources Committee, but chief among them was using the position to advocate for the men and women who work on Maine’s waters.

It was only three years ago that Maine’s lobster industry was on the verge of shutting down because of a regulatory process that was based on flawed interpretation of federal law and biased modeling that relied heavily on hypothetical threats that fisheries posed to the North Atlantic right whale.

That is why one of my proudest accomplishments in Congress was the successful effort in 2022 — working with the entire Maine delegation and our governor on a bipartisan basis — to enact a moratorium on these regulations until 2028, coupled with additional funding to support right whale research.

However, based on developments in the last few years and my conversations with fishermen, I believe more time is needed to incorporate the research and data collected during the pause into future right whale regulations.
