NOAA Announces $10 Million in Funding for 41 Projects

June 6, 2017 — The following was released by NOAA: 

4 Projects Recommended  for Funding in Greater Atlantic Region

NOAA Fisheries announces more than $10 million in recommended grants through the 2017 Saltonstall-Kennedy (SK) Grant competition. 

Of the 41 projects selected nationally, 14 projects are in the Greater Atlantic Region, requesting more than $3.6 million in federal support.

The goal of the SK program is to fund projects that address the needs of fishing communities, optimize economic benefits by building and maintaining sustainable fisheries, and increase other opportunities to keep working waterfronts viable. 

The applications recommended for funding fall into the seven priorities identified in the FY17 solicitation:

  •     Techniques for Reducing Bycatch and other Adverse Impacts
  •     Adapting to Climate Change and other Long Term  Ecosystem Change
  •     Promotion, Development, and Marketing

Note: At this point in the selection process, application approval and obligation is not final. An application being recommended is not an authorization to begin performance of the project, and is not a guarantee of funding. Final approval is subject to funding availability as well as final review and approval by both NOAA Grants Management Division and DOC Financial Assistance Law Division. No application is “awarded” until it has been signed by the official Grants Officer. The Grants Officer will notify successful applicants in writing when their application has been approved.

Sen. King tells researchers that data is the key to protecting lobster industry

June 6, 2017 — Calling proposed cuts in federal science funding “unacceptable,” U.S. Sen. Angus King told lobster researchers Monday that data is the key to protecting Maine’s most valuable fishery.

Maine’s independent senator asked the 250 biologists, oceanographers and fishery managers at a global conference on lobster biology in Portland this week to give him data on the impact of the changing sea environment on lobster, including temperature, salinity and acidification, and whether that is prompting a migration of Maine’s $533.1 million a year fishery to Canada.

“If lobsters are moving toward Nova Scotia and New Brunswick, that’s a serious practical issue that will get the attention of politicians,” he said. “It’s when you start seeing jobs go away that politicians start saying ‘Gee, we’d better do something about this.’ Are they moving, if they are why, and if they are, what’s the timing? Is it five years? Twenty years? A hundred years?”

But federal funding for scientific research is under fire. President Trump’s budget calls for a 17 percent cut to the National Oceanic and Atmospheric Administration, which oversees the national fisheries programs and funded almost a fifth of Maine Department of Marine Resources’ annual budget. It would eliminate the Sea Grant program, which funds research by the University of Maine’s Rick Wahle, conference co-chairman, among others.

“The lobster industry in New England is valued at close to $500 million and yet we know very little about how ocean acidification may affect this species,” Libby Jewett, NOAA’s ocean acidification director, said last fall when awarding Wahle’s team a $200,000 grant for lobster research. “These projects should help move the needle forward in our understanding and, as a result, enable broader resilience in the region.”

King said it is unlikely that Trump’s budget, containing what he considers drastic cuts in scientific funding, will pass Congress.

“The last thing we should be doing on a federal level is cutting research funding,” King said. “That is one of the most important functions of the federal government, whether it is climate change or cancer. It’s how we solve problems. To cut research, and particularly to cut research when you get the feeling that the motivation is that we don’t want to know, is unacceptable. … Congress understands this.”

Hawaii coral recovery efforts progress as Trump pulls support from Paris accord

June 5, 2017 — President Donald Trump’s decision Thursday to withdraw the United States from the Paris climate accord will hamper efforts to stem global warming throughout the world — the primary cause of rising ocean temperatures that pose the single greatest threat to Hawaii’s marine ecosystems.

Responsible for more CO2 emissions than any country save for China, the United States’ exit from the Paris agreement was met with dissension not only from some within Trump’s own administration but also from environmental activists, business leaders across the country and political leaders across globe.

Scientists in Hawaii also balked at Trump’s move, saying the state will not escape the subsequent ripple effect as it works to mitigate environmental impact to coral reefs on the heels of back-to-back years of coral bleaching in 2014 and 2015, the latter of which was part of the third global bleaching event in history.

“If we don’t solve the global emissions (problem) … everything that we do on reefs is substantially harder,” said Thomas Oliver, ocean acidification program manager with the Pacific Islands Fisheries Science Center. “The Paris accord so far represents the best international response we’ve ever had to deal with the problem.”

Dr. Bill Walsh, West Hawaii aquatic biologist for the Hawaii Division of Aquatic Resources, said concerns extend beyond a departure from the Paris agreement to the administration’s general attitude toward climate change and the federal agencies tasked with combating it.

“Even apart from the Paris accord, if the withdrawal or rather the attack of the administration on scientific organizations (like) NOAA or the Environmental Protection Agency — we work hand in hand with them,” he said. “A lot of our ability to effectively monitor the reefs over these years has been due to money the state gets directly from NOAA. We’re all sort of intertwined here.”

Walsh and Oliver each helped develop the Coral Bleaching Recovery Plan, a detailed report synthesizing input from international and local experts along with relevant scientific literature on the problem.

Released in March after roughly a year of work, the strategies the report recommends revolve around establishing networks of no-take Marine Protected Areas (MPAs) and Herbivore Fishery Management Areas (HFMAs).

Strategies also include spatial management of coral reef areas with inherent resiliency to bleaching or a high potential for recovery from bleaching. The final recommendation involves increased enforcement.

Trump calls out US seafood trade imbalance

June 5, 2017 — U.S.  President Donald Trump’s declaration that June is National Ocean Month – and his stated desire to grow the country’s seafood exports – was praised by seafood industry groups.

“The fisheries resources of the United States are among the most valuable in the world. Growing global demand for seafood presents tremendous opportunities for expansion of our seafood exports, which can reduce our more than US 13 billion (EIR 11.6 billion) seafood trade deficit,” he said.

The American Shrimp Processors Association welcomed President Trump’s call-out of the domestic seafood industry, the organization’s executive director, C. David Veal, told SeafoodSource.

“The American Shrimp Processors Association welcomes any recognition from the Trump administration of the significant problems caused by the trade imbalances of imported seafood. The USD 4.5 billion (EUR 4 billion) trade deficit from shrimp alone has had devastating impacts on communities in the Gulf and South Atlantic regions for the last two decades,” he said. “Any effort to reduce the trade deficit is appreciated by those who make their livelihoods in the domestic shrimp industry and their associated communities.”

In his remarks commemorating the declaration, Trump also said that the country’s offshore areas are underutilized and often unexplored.

“We have yet to fully leverage new technologies and unleash the forces of economic innovation to more fully develop and explore our ocean economy,” he said.

Gavin Gibbons, vice president of communications for the National Fisheries Institute, said it was “good to see the White House taking notice of the seafood community and focusing on the importance of resource utilization.”

“Safe, sustainable expansion of underutilized areas may present an opportunity for expansion of things like aquaculture. We look forward to seeing any administration plan for such an effort,” Gibbons said.

The key to successful expansion of U.S. seafood production will be maintaining the rigorous sustainability oversight of NOAA, according to Gibbons.

“Initiatives that seek long-term growth solutions should continue to observe the tested, science-based system based on total allowable catch,” he said.

Trump administration pledges to do more with less for U.S. aquaculture

June 5, 2017 — “Aquaculture is not the future of oyster harvests. It’s the present,” said Mark Luckenbach – Virginia Institute of Marine Science.

Luckenbach, based at the VIMS lab at Wachapreague, told me those words 11 years ago, when I wrote my first story about oyster aquaculture. Since then, I’ve written more than 100 stories on the topic, and someday, I hope, I’ll write a book. One thing is sure: the present has taken a long time to arrive – not just in the Chesapeake Bay, but all over the country.

Eighty to 90 percent of the seafood eaten in the United States is imported, according to the National Oceanic and Atmospheric Administration. In Baltimore, where I live, the crabmeat at my local grocery store is not from the Chesapeake Bay. The salmon is not from this country. And striped bass? Never seen it there, though I live just an hour from where one could catch some of the nicest rockfish you could find anywhere.

NOAA officials want to change what they’re calling a $14 billion seafood trade deficit. At a webinar last week, agency officials said Commerce Secretary Wilbur Ross, who oversees NOAA, is committed to “eliminating barriers” to growing aquaculture here in the United States.

In Maryland, we know well some of these barriers as they relate to growing oysters. Would-be growers have spent years awaiting permission to put oysters in the water, even though the bivalves filter the water, increase biodiversity, and even spur recruitment for the Bay’s long-troubled wild oyster population, which is less than 1 percent of historic levels.

On a conference call during the webinar, federal officials touted Maryland’s permit innovations as a success. (They didn’t mention that oyster farmers have blamed NOAA’s National Marine Fisheries Service for some of those delays, relating to the possible impact of oyster farming on endangered marine turtles.) Maryland worked with the Baltimore District of the U.S. Army Corps of Engineers to streamline the permit process. State and federal officials, as well as oyster farmers, report it is working more smoothly now. (NOAA officials said they had an “ombudsman” role in the process.)

NOAA Seeks Participants on Herring and Scallop Stock Assessment Working Groups

NOAA Fisheries’ Northeast Fisheries Science Center is seeking Stock Assessment Workshop (SAW) Working Group applicants for upcoming Atlantic herring and Sea scallop stock assessments, scheduled for peer review in 2018. Our goal is to create the most capable and balanced working groups possible to carry out these stock assessments and produce high quality science products.

Northern Gulf of Maine Scallop Management Area to be Surveyed this Summer through Scallop RSA Program

June 2, 2017 — The following was released by the New England Fishery Management Council:

At the request of the New England Fishery Management Council, NOAA Fisheries intends to take action to facilitate survey work this summer in the southern portion of the Northern Gulf of Maine (NGOM) Scallop Management Area. The additional coverage will occur through the Scallop Research Set-Aside (RSA) Program. The agency is working to amend two previously approved RSA awards for 2017 scallop surveys on Georges Bank so that both surveys can be expanded to include coverage in the Gulf of Maine as follows.

  • Coonamessett Farm Foundation will receive an additional 12,000 pounds of scallop RSA allocation to: (1) survey portions of Stellwagen Bank and Jeffreys Ledge with HabCam, a habitat mapping camera system; and (2) conduct complimentary scallop dredge surveys to collect biological samples. And,
  • The School for Marine Science and Technology (SMAST) at the University of Massachusetts Dartmouth will receive an additional 1,734

During its mid-April meeting, the Council voted to send a letter to the Northeast Fisheries Science Center (NEFSC) asking the center to explore options for including the southern portion of the NGOM area in upcoming 2017 scallop surveys. A 2016 survey conducted by the Maine Department of Marine Resources and the University of Maine indicated that biomass in the NGOM had increased substantially since the last time the area was surveyed in 2012, but no additional survey work was scheduled for 2017.

Fishing effort increased significantly in 2016 and 2017 in the area, especially off Cape Ann and the northeastern portion of Stellwagen Bank. Consequently, the Council determined it needed the most updated biomass estimates possible to help inform the management of the NGOM going forward.

HARRISON TASOFF: Proposed Changes to the Magnuson-Stevens Act Would Compound Problems for the Nation’s Fish

June 2, 2017 — SEAFOOD NEWS — Congressional bill H.R. 200, introduced by Rep. Don Young (R-AK) in January, is the latest incarnation of laissez-faire management strategies that are gaining political appeal. This is despite broad support for the current fishing regulations and a principled approach which combines community and industry input with rigorous scientific analysis.

The country’s fisheries are managed by eight regional councils under the National Marine Fisheries Service, also known as NOAA Fisheries. The system was set up in 1976, when President Gerald Ford signed the Magnuson-Stevens Act into law.

Over the last 40 years, the measure has enjoyed wide support.

“It’s become one of the best, if not the best, fisheries management tools in the world,” says Steve Scheiblauer, who serves on the Pacific Fishery Management Council and had been a harbor master in central California for 40 years.

Part of Magnuson’s success comes from the regional councils, which themselves have advisory subgroups composed of a variety of stakeholders and include environmentalists, scientists, fisherman and Native Americans. “I think it’s the best public policy arena I’ve ever seen,” says John Holloway, who represents fishermen on the Pacific Council.

“One of the other things that the Magnuson-Stevens Act embraces is the principal of adaptive management,” explains Scheiblauer. “So when mistakes are recognized, there’s a method to correct them.”

Fishery management got a significant boost when the Act was reauthorized in 2007. The new legislation required the councils to base their strategies and quotas on scientific population surveys.

It is crucial that these fish surveys are done by marine biologists. Professional fishermen’s knowledge of fish runs as deep as some of the waters they trawl. But their background prepares them for different kinds of tasks than a marine biologist, whose years of training equip them with the skills to conduct surveys and model ecological phenomena.

Both fish and fishermen benefit from the role of science in fishery management: Last year NOAA Fisheries announced that nearly 40 fish stocks had recovered since 2000.

The 2007 reauthorization also strengthened the timeframe that the agencies have to rebuild depleted fish stocks. When managers discover that a stock is overfished, the regional council sets out a plan to rebuild the population in the shortest time possible, which is no more than 10 years for most fish species.

This timeframe is necessary to keep federal agencies from simply kicking the can down the road when it comes to overfishing. And a shorter timeframe allows for more fishing opportunities sooner, rather than dragging restrictions out, according to Ted Morton, the Director of U.S. Oceans at the Pew Charitable Trusts.

But most fishermen would like to see these timeframes loosened. The restrictions sometimes force fishermen to limit or forgo their catch of a species with a healthy population if it interferes with the recovery of a struggling stock. It’s nearly impossible to catch dover sole, for example, without catching some overfished black cod, Scheiblauer says, since the two fish associate with each other.

Morton says that extending the timeline would not resolve this issue, but fishermen like David Crabbe in Monterey, California disagree. A longer recovery time means population targets don’t have to be met quite so quickly, which would allow fishermen to catch just a few more of the recovering fish over the course of a season. This, in turn, would enable them to catch significantly more of the plentiful fish they are actually targeting.

“Tweaks in the regulation might help alleviate the constraints some,” says Crabbe, who catches squid and forage fish like sardines and mackerel.

But the bill currently in the House doesn’t just lengthen rebuilding timeframes, it explicitly exempts the councils from setting catch limits for forage fish. In addition to their commercial value, forage fish serve as the primary food-stuff for larger fish like tuna, snapper, and cod. Rolling back management on forage fish could have resounding consequences for these fisheries.

“I’m not aware of any kind of rationale for why this is in [the bill],” says Morton at the Pew Charitable Trusts.

What’s most alarming is that H.R. 200 would give the new version of the Magnuson-Stevens Act greater authority than a host of environmental laws. If H.R. 200 passes, the fishery councils would have the last word on fishing in marine sanctuaries, for instance. Right now, the branch of NOAA that oversees sanctuaries works in concert with NOAA Fisheries to manage stocks within protected waters. Giving priority to Magnuson would make this relationship unnecessarily adversarial.

H.R. 200 would even give the revised Magnuson-Stevens Act priority over the Endangered Species Act, which NOAA Fisheries also administers along with the U.S. Fish and Wildlife Service. This means that when the two laws intersect, Congress would require NOAA to manage the situation as a commercial, rather than environmental, issue.

While the Endangered Species Act has been the topic of much debate itself, a quick look at its track record shows that it does prevent extinction and promote recovery. The law is currently protecting my favorite rockfish (the long-lived bocaccio) up in the Puget Sound as well as populations of species with more recognizable commercial histories, like salmon and steelhead.

Giving priority to the Magnuson-Stevens Act when the two butt heads will undermine the strength and efficacy of the Endangered Species Act, which is continually under attack.

Despite its strengths and popularity, the Magnuson-Stevens Act is not equipped to address such a diversity of issues, nor was it intended to. Giving preference to Magnuson erodes the comprehensive monitoring that these issues deserve.

To be effective, the new bill would need “very carefully nuanced language to make sure that it cannot be abused,” warns former harbormaster Scheiblauer. But H.R. 200 is not nuanced, and its provisions are not new.

This is the third Congress in a row that has introduced a similar bill, says Morton at Pew. Although the last two versions were unsuccessful, the second one made it through the House of Representatives in 2015. It died in the Senate, which has been less convinced than the House that Magnuson-Stevens needs a major overhaul.

Unlike the previous two reauthorizations, which had broad support, votes for the 2015 bill came almost exclusively from Republicans. This is troubling for a law that has long enjoyed wide-ranging support from industry, scientists and conservationists alike.

The growth of the red snapper population along the Gulf Coast has kept pace almost perfectly with NOAA Fisheries’ goal of a full recovery by 2032.

Magnuson-Stevens, in its present state, is working. One of its notable successes is the red snapper stock down in the Gulf Coast. The annual catch limit has more than doubled from 6.5 million pounds a decade ago to 13.7 million this year.

But organizational problems turn what is a good situation overall into a headache for recreational fishermen, according to Mike Gravitz, the director of policy and legislation at the Marine Conservation Institute.

Even though red snapper populations have grown significantly, the fishing season and bag limit —how many fish a fisherman can keep — has actually gone down, says Gravitz. “And this just pisses people off.”

But this isn’t a problem with the Magnuson-Stevens Act, it’s a consequence of a recovering stock.

“The problem is the fish they do catch and are allowed to keep are getting bigger,” says Gravits, which means that fishermen reach their weight-limit more quickly than before. Particularly recreational fishermen, who can’t coordinate in the way that commercial fishermen can. And although catching fewer, bigger fish is still exciting, it means fewer adventures, and fewer boat and gear rentals overall.

But older, bigger fish have more offspring than smaller fish, which means recovery should start speeding up. As the stock returns to a healthy size, the restrictions will be phased out.

Overall, though, support for the Magnuson-Stevens remains high. “The Federal process [for fishery regulation] in the US is the best I’ve ever seen in terms of” its provisions for stakeholder involvement and input, says Holloway, who is a recreational fisherman himself.

Fisherman David Crabbe concurs. “I think that its strengths are that it’s a transparent public process … [with] a broad range of opportunities for the public to weigh in.”

The broad support for the Magnuson-Stevens Act is a rarity in the regulatory world these days, and something to celebrate. What we need now is to embrace Magnuson’s strengths – like its diverse advisory councils – which address changes and frustrations as they arise rather than overhaul a law that’s doing its job.

Fish are often out of mind for land-lubbers in a way that birds, game, and livestock are not. It’s hard to have a connection with animals you rarely see outside of a market. That’s why we need smart regulations like Magnuson to manage them: for the fish and their ecosystems, for fishermen and seafood eaters, and for future generations.

Ramped-Up Efforts to Protect Mexican Fisheries Netting Results

June 2, 2017 — Criminal charges filed against a father-son duo accused of illegally importing sea cucumbers from Mexico for huge profit by selling the seafood delicacy for $17.5 million in Asia have highlighted the tension between keeping fishing sustainable and ensuring fishermen can maintain their livelihood off the ocean. Courthouse News took a deep dive into the current state of Mexican fisheries and found while some depleted fisheries have been restored in recent years, the stakes have been raised for those who make their living selling the prized delicacies.

Last week David Mayorquin and Ramon Torres Mayorquin were arraigned in San Diego’s federal court on charges related to the illegal trafficking of sea cucumbers through San Diego’s port of entry. The two owned and operated Arizona-based seafood company Blessings Inc. and had a legal permit to import the sea creatures – which are related to sea urchins and starfish.

But the Mayorquins skirted international rules on importing sea cucumbers, which allow them to be fished only in season. The animals must also be a certain size and caught in limited quantities to maintain the population in Mexican fisheries like the one in Yucatan where the sea cucumbers purchased by the family were allegedly poached from.

Since the U.S. Attorney’s Office began investigating illegal quantities of sea cucumbers coming through San Diego’s port of entry, the border city has seen a stark drop in imports of the sea creature: over 90 percent in the past three years, according to the National Oceanic and Atmospheric Administration Office of Science and Technology.

In 2013, more than 2.4 million pounds of sea cucumbers worth over $27 million crossed San Diego’s border from Mexico. By 2016, only 155,000 pounds of imported sea cucumbers worth $1.1 million was declared at San Diego’s port of entry, according to NOAA.

While enforcement efforts on both sides of the border appear to be deterring illegal poaching and overfishing of protected species such as sea cucumbers, the stakes are higher for those who stand to make millions off delicacies prized in Asian markets.
