Nonprofit launches “Is your lobster whale-safe?” campaign

August 3, 2021 — Nonprofit organization Mainers Guarding Right Whales has launched a campaign featuring advertisements and a billboard that asks “Is your lobster whale-safe?”

The billboard is located along roadways in the U.S. state of Massachusetts and is targeted at travelers heading into the nearby state of Maine (billboards along roadways are banned in Maine). The billboard, according to the organization, is intended to inform travelers that “lobster dinners at seaside harbors come at a steep price to North Atlantic right whales.”

Port of New Bedford to Host Joint In-Person/Virtual Meeting with BOEM on Proposed New York Bight Offshore Wind Leases

August 3, 2021 — The following was released by the Port of New Bedford:

On Friday, August 6, from 3 to 5 PM, the Port of New Bedford will host an in-person meeting with fishermen and industry advocates on the impacts of proposed offshore wind leases in the New York Bight. Representatives from the Bureau of Ocean Energy Management (BOEM) will attend the meeting virtually. The meeting will highlight fishing industry concerns over offshore wind development, particularly in relation to the valuable scallop fishery, which has helped make New Bedford the nation’s most valuable fishing port for 20 consecutive years.

Fishing industry owners and boat owners are encouraged to post the attached flyer to ensure their staff know about the meeting and can make their voices heard. Reporters are also encouraged to attend the meeting, which will help shape the future of offshore wind in the New York Bight.

While representatives from BOEM will be attending virtually, the in-person gathering hosted by the Port of New Bedford will take place at the Fairfield Inn and Suites. Discussion topics to be covered include:

  • Enhanced fishermen engagement requirements in the Final Sale Notice
  • Number, size, orientation, and location of the proposed lease areas
  • No build transit routes through the lease areas
  • Potential prescribed layouts in the leases
  • Science, Monitoring and Mitigation

New Slow Zone Southeast of Nantucket to Protect Right Whales

August 3, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries announces a new voluntary right whale Slow Zone.  On August 1, 2021, our aerial survey team sighted the presence of right whales southeast of Nantucket, MA.  The Slow Zone is in effect immediately through August 16, 2021.  Mariners are requested to route around this area or transit through it at 10 knots or less.

Mariners are requested to avoid or transit at 10 knots or less inside the following areas where persistent aggregations of right whales have been detected.  Please visit www.nmfs.noaa.gov/pr/shipstrike for more information.

Give Right Whales Room

North Atlantic right whales are on the move along the Atlantic coast of the U.S. NOAA is cautioning boaters and fishermen to give these endangered whales plenty of room. We are also asking all fishermen to be vigilant when maneuvering to avoid accidental collisions with whales and remove unused gear from the ocean to help avoid entanglements. Commercial fishermen should use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are only about 400 remaining, making them one of the rarest marine mammals in the world.

North Atlantic right whales are NOAA Fisheries’ newest Species in the Spotlight. This initiative is a concerted, agency-wide effort to spotlight and save marine species that are among the most at risk of extinction in the near future. 

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.

Study Reveals Right Whales Use Area Intended for Wind Energy

August 2, 2021 — Areas off the coast of Massachusetts slated for wind energy projects have also shown to be new areas of import for the endangered Right Wales.

Survey data collected over the last decade shows increased number of whales travelling through the Massachusetts and Rhode Island wind energy areas.

Whales were identified by distinctive markings found in aerial photos.

The study showed about a third of the population making significant use of the area.

Reproductive female use of the area is also of high importance as one of the reasons for the declining numbers that the species has faced is a reduction in calving rates.

Atlantic Herring Area 1A Fishery Moves to Zero Landing Days for Season 1 on August 3, 2021

August 2, 2021 — The following was released by the Atlantic States Marine Fisheries Commission:

The Area 1A (inshore Gulf of Maine) Atlantic herring fishery is projected to have harvested 92% of the Season 1 (June 1 – September 30) allocation by August 3, 2021. Beginning at 12:01 a.m. on Tuesday, August 3, 2021, the Area 1A fishery will move to zero landing days through September 30, 2021, as specified in Amendment 3 to the Interstate Fishery Management Plan for Atlantic Herring.

Vessels participating in other fisheries may not possess more than 2,000 pounds of Atlantic herring per trip per day harvested from Area 1A. In addition, all vessels traveling through Area 1A must have all seine and mid-water trawl gear stowed.

Atlantic Herring Management Board members from Maine, New Hampshire, and Massachusetts are expected to reconvene in September via conference call to set effort controls for the 2021 Area 1A fishery for Season 2 (October 1 – December 31). An announcement will be issued once the meeting is scheduled.

Where have all the codfish in the Gulf of Maine gone?

July 30, 2021 — The “New World” was built on the codfish. In the 1600s, John Smith built a colony of fishermen on the Isles of Shoals off Strawberry Bank, New Hampshire.  According to his writings, the cod were so plentiful that you could walk across the water on their backs.

While this is obviously a huge exaggeration, there were a lot of cod.

Without means of refrigeration, salted fish was the best way to ship large amounts of protein to countries throughout the world without worry of spoilage. The colony of fishermen on the Isles of Shoals spent their days fishing, cutting and salting the cod for shipment to England.

What happened to the iconic New England cod?

The entire colonial economy in New England was built around this iconic fish. So much so that the weathervane atop the State House in Massachusetts is a golden codfish.

So, what has happened to the cod?  If you are a recreational fisherman, you know that you are allowed only one fish per day at certain times during the year. The commercial fishermen have all been given a personal quota for cod.  If they reach their quota, they need to purchase or lease more quota from someone who has extra. The price to “lease” these fish in order to catch them can be exorbitant.

To keep fishing for other fish, many of the commercial fishermen must pay more for leased cod than they can sell the actual fish for. Cod has become a commodity on the market being bought or hoarded by non-fishermen to make money off the backs of the active fishermen.

eVTR Instructional Webinar This Thursday Afternoon

The first in a series of instructional webinars to provide vessel operators and others with a walkthrough of GARFO’s two electronic vessel trip reporting applications- the Fish Online Web app, and the Fish Online iOS app- will be held this Thursday, July 29 from 3:00 PM to 5:00 PM.

This webinar is focused on operators in Port Agent Bill Duffy’s area of southern Massachusetts, including Boston, the South Shore, Cape Cod and the Islands, and New Bedford.

Future instructional webinars will include demonstrations of the Atlantic Coastal Cooperative Statistics Program’s (ACCSP) eTrips/mobile v2 and eTrips online applications. Other eVTR applications may also be included in these webinars. Anyone is welcome to join any webinar.

Massachusetts Makes Millions More Available in Aid for Fishing Industry

July 26, 2021 — As the hard-hit Massachusetts fishing industry work to get back on its feet from the pandemic, the state Division of Marine Fisheries announced last week the release of another $23.8 million in CARES act money to assist with recovery efforts.

Grant applications have gone out to seafood processors, commercial fishermen, shellfish farmers, and for-hire recreational vessel owners, Gov. Charlie Baker said in announcing the second round of funding.

“The fishing and seafood industries are integral parts of the economy, history, and culture of Massachusetts, and have suffered significant losses during the Covid-19 pandemic,” the governor said. “We were pleased to coordinate the distribution of $28 million through the CARES Act last year and our administration remains dedicated to supporting these industries with this second round of federal relief funding.”

Four months ago the U.S. Secretary of Commerce announced an additional $255 million in fisheries assistance funding for states with coastal and marine fisheries negatively affected by Covid-19. Massachusetts received the third-highest allocation, after Alaska and Washington state.

Speaking to the Gazette by phone last week, Dan McKiernan, director of DMF, said Island seafood markets, charter and party boat operators, commercial oyster farmers, shellfishermen and commercial fishermen are all potential grant recipients. All were hit hard in the pandemic’s earliest months.

Report finds most ships breaking U.S. right whale speed limits

July 23, 2021 — An analysis of automated ship tracking data shows that nearly 90 percent of vessels transiting mandatory speed zones to protect endangered northern right whales are violating the speed limits, according to a new report.

The highest level of compliance — with about one-third of vessels obeying the 10-knot limit — was documented in the Off Race Point seasonal management area, near Cape Cod, Mass., where NOAA regularly announces speed restrictions to protect migrating whales.

The lowest levels of compliance — with nearly 90 percent of vessels busting the 10-knot limit — was off the coast between Wilmington, N.C., and Brunswick, Ga. That reach includes approaches to the burgeoning ports of Charleston, S.C., and Savannah, Ga., where cargo traffic and container ship sizes are growing.

“If NOAA is serious about its mandate to save North Atlantic right whales from extinction, speed zones must be designated in the areas where whales currently are, and they must be enforced,” said Whitney Webber, campaign director at the environmental group Oceana, which compiled the analysis using Automatic Identification System data from 2017 to 2020. “Until speed zone rules are mandatory and violators held accountable, North Atlantic right whales will continue to die on NOAA’s watch.”

The AIS data comes via Global Fishing Watch, an international nonprofit organization founded by Oceana in partnership with Google and SkyTruth. That database recently yielded another report about foreign squid fishing vessels mounting possible incursions into Argentina’s exclusive economic zone.

Massachusetts Begins Sending Out Applications For Round 2 of Cares Act Fisheries Relief Funding

July 22, 2021 — Almost four months after the U.S. Secretary of Commerce announced the additional allocation of $255 million in fisheries assistance funding through the CARES Act, the Massachusetts Division of Marine Fisheries is just starting the process of distributing the funds.

Massachusetts received the third largest amount in funding, having been allocated $23,632,530 for fisheries assistance.
