Massachusetts: Boats owned by jailed ‘Codfather’ sink in New Bedford

February 5, 2018 — NEW BEDFORD, Mass. — Two Carlos Rafael vessels will remain submerged under about 25 feet of water until at least Tuesday, the earliest a lifting machine can arrive, according to the New Bedford Fire Department.

The fishing vessels Dinah Jane and Nemesis sank early Monday morning. New Bedford police and fire responded to Homer’s Wharf at 1:24 a.m. after the vessels’ emergency position radio beacons transmitted a signal to the Coast Guard at about 1 a.m. No one was onboard the vessels.

The two vessels were tied to each other and one pulled down the other, according to Edward-Anthes Washburn, the executive director of the Harbor Development Commission.

The cause of the sinkings won’t be known until the fishing vessels are raised, Fire Chief Michael Gomes said.

After arriving, New Bedford Fire deployed about 400 feet of oil containment boom. At least one of the vessels did leak fuel oil, but Gomes said a diver plugged the vents, which leaked. The situation continues to be monitored.

According to the Coast Guard, the 65-foot Dinah Jane and 67-foot Nemesis contain a combined capacity of 9,500 gallons of fuel.

Carlos Seafood Inc. didn’t return requests for comment on Monday. Rafael, also known by some as “Codfather,” was sentenced last year to 46 months in prison for falsifying fishing quota, bulk cash smuggling and tax evasion.

The Massachusetts Department of Environmental Protection and the New Bedford Harbor Development Commission also arrived on scene Monday morning. The vessels were already submerged when all agencies reported.

Robert Bryce: Cuomo’s latest green-power fiasco

February 5, 2018 — Since 2015, Gov. Cuomo has been hyping his scheme to remake the state’s electric grid so that by 2030 half of the state’s electricity will come from renewable sources.

But Cuomo’s ambition — to prove his renewable-energy bona fides and thus position himself as a viable Democratic candidate for the White House in two years — is colliding headlong with reality.

Indeed, two events Monday, one in Albany and the other in the upstate town of Somerset, showed just how difficult and expensive his plan has become and how New York ratepayers will be stuck with the bill.

In Albany, the New York State Energy Research and Development Authority released its “offshore-wind master plan.” The agency said it was “charting a course to 2,400 megawatts” of offshore capacity to be installed by 2030. That much capacity (roughly twice as much as now exists in all of Denmark) will require installing hundreds of platforms over more than 300 square miles of ocean in some of the most navigated, and heavily fished, waters on the Eastern Seaboard.

It will also be enormously expensive. According to the latest data from the Energy Information Administration, by 2022 producing a megawatt hour of electricity from offshore wind will cost a whopping $145.90.

Offshore wind promoters claim costs are declining. Maybe so. But according to the New York Independent System Operator, the average cost of wholesale electricity in the state last year was $36.56. Thus, Cuomo’s presidential ambitions will require New York consumers to pay roughly four times as much for offshore electricity as they currently pay for juice from conventional generators.

Why is the governor pushing so hard for offshore wind? The answer’s simple: The rural backlash against Big Wind is growing daily.

Just a few hours after NYSERDA released its plan, the Somerset town board unanimously banned industrial wind turbines. The town (population: 2,700) is actively opposing the proposed 200-megawatt Lighthouse Wind project, which, if built, would be one of the largest onshore-wind facilities in the Northeast.

Wednesday, Dan Engert, the supervisor in Somerset, told me his “citizens are overwhelmingly opposed” to having wind projects built near their homes and that Somerset will protect “the health, safety and rural character of our town.”

Numerous other small communities are fighting the encroachment of Big Wind. In the Thousand Islands region, towns like Cape Vincent and Clayton have been fending off wind projects for years. Last May, the town of Clayton approved an amendment to its zoning ordinance that bans all commercial wind projects.

Ocean Acidification Threatens Our Shellfish

February 2, 2018 — The Massachusetts legislature is current considering a number of bills regarding ocean acidification. If passed into law, the bills will establish a special commission or task force to study the effects of coastal and ocean acidification on coastal communities, fishing and aquaculture industries, and local commercially-harvested species. These bills come at a very critical time when what we do or don’t do next to address the effects of ocean acidification could very well alter the Commonwealth’s culture and economy.

What is ocean acidification?

Excess carbon dioxide in our atmosphere from the burning of fossil fuels is driving climate change and along for the ride is increased global temperatures, rising sea levels, and increased storm intensity. We hear about it almost daily. But on a planet that’s 70 percent ocean, what’s happening below the waves? They call it global warming’s evil twin: ocean acidification.

Much like the atmosphere, the ocean is absorbing more and more carbon dioxide. As a result, ocean temperatures are not only rising, but the actual chemistry of the ocean is changing. Research estimates that the ocean has become 30 percent more acidic since the Industrial Revolution. In particular, the Gulf of Maine is especially vulnerable because its colder waters can absorb more carbon dioxide than other ocean areas. Massachusetts’ bays and sounds are among those waters impacted by ocean acidification.

Why do we need to act?

Ocean acidification should be very alarming to Massachusetts and its legislators because it poses a grave threat to the Commonwealth’s shellfish fisheries – the most valuable in the Commonwealth. Increased ocean acidity interferes with the ability of shell-forming organisms such as clams, mussels, and oysters to build and maintain their calcium carbonate shells. The planktonic larval stages of many species are also vulnerable, a concern for hatcheries and wild populations of shellfish.

Research shrimper: Trawls better every week

February 2, 2018 — There are days when Joe Jurek must feel the loneliness of the long-distance shrimper, a solitary figure in the Gulf of Maine as the only Massachusetts commercial fisherman allowed to harvest coveted northern shrimp from a fishery just entering its fifth year of closure.

Jurek, a Gloucester-based groundfisherman and the captain of the 42-foot FV Mystique Lady, has spent the past month executing weekly trawls for the sweet crustaceans that have disappeared from local fish markets while the fishery has been closed over dire concerns about the health of its shrimp stock.

Jurek is the Massachusetts representative in a two-state research set-aside program and is doing most of his fishing in the inshore vicinity of Cape Ann, Ipswich Bay and nearby Scantum Basin.

As with his counterpart in New Hampshire, Jurek is working with state and regional fishery regulators to collect samples and data that could help determine the future fate of the fishery.

Four weeks into his allotted 10-week fishing season that provides a total allowable catch of 13.3 metric tons for both vessels, Jurek offered a morsel of optimism, saying he has observed a slight increase in abundance from a year ago.

“It seems there are a little bit more this year, particularly around Massachusetts,” Jurek said Tuesday. “We’ve especially noticed more small shrimp.”

That could be good news for regulators, shrimpers, consumers — last year, Cape Ann northern shrimp lovers, led by Gloucester Mayor Sefatia Romeo Theken, literally lined the dock with their own buckets waiting for Jurek to land his haul —  and of course, the shrimp, also known as Pandalus borealis.

For the past five years, regulators at the Atlantic States Marine Fishery Commission — which regulates the fishery — and the respective marine resources departments of Massachusetts, Maine and New Hampshire have wrung their hands over the plight of the northern shrimp.

The stock, through that period, has exhibited all-time lows in biomass, spawning and recruitment, leading to the closures and the establishment of the research set-asides (RSA).

‘Getting better every week’

Last year, Jurek joined one fisherman from New Hampshire and eight trawlers from Maine in the program that provided a total allowable catch of 53 metric tons, with each vessel allowed to catch up to 1,200 pounds of shrimp per trip.

Attorneys general urge offshore drilling plan’s cancellation

February 2, 2018 — The top lawyers for a dozen coastal states want the U.S. Interior Department to cancel the Trump administration’s plan to expand offshore drilling, warning it threatens their maritime economies and natural resources.

Massachusetts Attorney General Maura Healey and her fellow attorneys general, all Democrats, wrote Interior Secretary Ryan Zinke on Thursday about his agency’s proposed five-year oil and gas leasing plan that opens new ocean waters.

“Not only does this irresponsible and careless plan put our state’s jobs and environment at risk, but it shows utter disregard for the will and voices of thousands of local businesses and fishing families,” said Healey in a prepared statement. “My colleagues and I will continue to fight this plan.”

Healey first announced her opposition to the plan in an August 2017 letter to Department’s Bureau of Ocean Energy Management. The Northeast Seafood Coalition and the Massachusetts Lobstermen’s Association agreed with her that the Interior Department’s plan to expand offshore drilling threatens Massachusetts’ $7.3 billion commercial fishing industry — the third largest in the country — and more than 240,000 jobs in the state.

The plan also could devastate the state’s robust recreation and tourism industries, according to Healey, as well harm the state’s coastal environment and protected endangered species, including the Northern Right Whale, which feeds in the waters off of Cape Cod and Nantucket, according to the comment letter. There are only about 460 critically endangered Northern Right Whales remaining worldwide.

GLOUCESTER TIMES: Lobster industry’s discipline staves off collapse

February 1, 2018 — Conservation pays off.

For years, lobstermen in the Gulf of Maine have been returning large and egg-bearing females to the water, instead of selling them for a short-term profit. The long-held practice, called “v-notching” because the females’ tails are marked to alert other lobstermen of their fertility, has kept the lobster stock healthy. A 5-pound lobster can produce another thousand lobsters in its lifetime, fisheries scientists say. A 1.5-pound lobster produces about 100. The last several years have been some of the most profitable in the industry’s history.

Now, it looks like those years of self-restraint are going to help the industry weather a new challenge — climate change.

In a report released late last month, scientists predicted the Gulf of Maine lobster population will drop as much as 62 percent over the next 30 years. The change is coming as the waters warm, making it more difficult for baby lobsters to survive. That’s the bad news.

The good news is that the conservation efforts used over the past several decades by lobstermen from Rockport and Gloucester to the state of Maine fostered exponential growth in the lobster population. Ironically, the warming waters also helped, until the temperature rose past a healthy level for young lobsters.

Atlantic Capes Fisheries Launches ‘Honest Scallops’ Campaign, featuring ‘Game Changing’ Packaging

February 1, 2018 — SEAFOOD NEWS — Atlantic Capes Fisheries Inc. has new packaging that will be a “game changer” for scallops.

The New Bedford, MA, based harvester has entered into an exclusive partnership with Maxwell Chase Technologies to develop the Atlantic Capes “Blue” SeaWell Tray for scallops. The tray is a “game changer” for the scallop industry, allowing Atlantic Capes to offer “Fleet Direct Sea Scallops” fresh from their vessels to their customers.

The tray, which is part of the company’s “Honest Scallops Have Arrived” campaign, features technology that preserves the “fresh scallop taste as if it were just shucked on the boat.”

According to a press release, the ACF “Blue” SeaWell tray extends the shelf life of both fresh and frozen scallops” by reducing growth of aerobic bacteria and the growth of coliforms and yeast and mold, as well as absorbing odors and improving texture and color. The packaging also easily fits into existing kitchen line coolers. Atlantic Capes hopes the new technology will allow them to expand their offerings internationally.

Right now the ACF “Blue” SeaWell tray is available in a foodservice pack of fresh or frozen scallops in 4lb or 5lb sizes. The company will also be launching a 1lb pack for retail.

Education key to electronic reporting, monitoring systems

February 1, 2018 — NEW BEDFORD, Mass. — In a perfect world, Steve Kennelly sees the New England Fishery transitioning to electronic reporting within the next year.

“There’s no reason why that group can’t be formed pretty soon,” the director of IC Independent Consulting said.

The next step would be implementing electronic monitoring within 3 to 4 years.

“It’s silly to talk anywhere beyond five years out” because of how fast technology continues to evolve, Kennelly said.

The New England Fishery Management Council, which concluded two days of meetings on Wednesday in Portsmouth, New Hampshire, resides in an imperfect world, though.

Some of the research presented by Kennelly and Mark Hager, of the Gulf of Maine Research Institute, was based on establishing electronic reporting and monitoring from scratch. That wouldn’t entirely be the case as some fisheries and vessels are using or testing the electronic systems.

“A KISS approach – keep it simple – didn’t happen,” Kennelly said.

In gathering their research, Kennelly and Hager interviewed 79 fishermen during the last two months of 2017. Of the 79 people they spoke with, 21 were fishermen, 30 were staff from the National Marine Fishery Service and 10 were representatives from fishermen’s associations.

The discussions provided positive and negative notions about electronic systems, which Kennelly and Hager discussed in depth, however, they also revealed a lack of understanding, in their opinion.

Kennelly said some interviews were prefaced by 15 to 20 minutes of explaining the difference between electronic reporting and monitoring as well as what each could provide.

“It’s not because people are being misinformed, they’re just not as aware,” Kennelly said.

RHODE ISLAND: Sewer Line Break Forces Suspension of Shellfish Harvesting

Mount Hope Bay and a river flowing into the bay are closed to shellfish harvesting because of a sewer line break and overflow.

January 31, 2018 — PROVIDENCE, R.I. — Mount Hope Bay and a river flowing into the bay are closed to shellfish harvesting because of a sewer line break and overflow.

The Rhode Island Department of Environmental Management said Tuesday that Mount Hope Bay and the Kickemuit River will reopen Feb. 15, pending the outcome of tests for fecal coliform bacteria. The Massachusetts Division of Marine Fisheries closed Mount Hope Bay in Massachusetts.

The Bristol County Water Authority made emergency repairs to a water main near a sewer line on Jan. 5.

Scallops seized from Rafael vessel

January 31, 2018 — Carlos Rafael may be in prison and his groundfishing fleet grounded, but his scallop fishing vessels are still running into trouble with the authorities.

The Massachusetts Environmental Police boarded the Dinah Jane, one of Rafael’s vessels, on Sunday and, after conducting an inspection, confiscated 120 pounds of scallops that they say was beyond the boat’s permitted limit of 800 lbs, South Coast Today reports, based on information obtained from the police.

Police asked if any more scallops were left on the boat after watching it be offloaded. They were told there weren’t before they found the shellfish buried under ice, according to the newspaper that serves the New Bedford, Massachusetts, community where Rafael’s boats make their landings.
