Maine lobstermen get new bait option amidst herring quota cuts

July 12, 2019 — Maine lobsterman have gained a new option for baiting their traps as Cooke Aquaculture USA has secured permission from the state’s Department of Marine Resources to process and use whole blackbelly rosefish as lobster bait.

The new bait comes as the fishery’s main source of bait, herring, has faced a significant cut to quotas in 2019 and potentially beyond. The New England Fishery Management Council elected to slash the herring quota from nearly 50,000 metric tons (MT) to just over 15,000 MT – a 70 percent reduction – in the wakes of biomass surveys that indicated substantial declines in recruitment and biomass of the fish.

That quota cut means the lobster industry has to go without roughly 55 million pounds of bait in 2019; and the management council may cut quotas further in 2020 and 2021.

“Lobstering is an important part of the communities where we operate. Lobster fisherman are our friends, neighbors, and in many cases, family,” Glenn Cook, CEO of the Cooke Inc. family of companies, said in a release.  “When we learned about the bait shortage and its impact on the lobster industry in Maine, we began to explore possible solutions.”

New bill would change Massachusetts lobster processing laws

January 18, 2019 — The first bill introduced in the Massachusetts Senate in 2019 aims to modernize the state’s lobster processing rules and expand in-state processing.

Massachusetts currently allows only for the production and sale of live and cooked lobsters and canned lobster meat, while raw and frozen lobsters are shipped to either Maine or Canada for processing before returning to the state.

“Our state has the second-largest lobster catch in the country. Yet without this bill, raw and frozen lobster parts are processed in Canada or Maine only to be brought back to our local consumers,” said the bill’s sponsor, State Senate Majority Leader Bruce Tarr (R-Gloucester). “This bill modernizes those lobster laws to bolster the fishing industry and give consumers, including local restaurants and food stores, more choices, all while sustainably supporting coastal fishing communities.”

In 2017, Massachusetts lobstermen landed 16.57 million pounds of lobster for a total value of $81.54 million.

New rules aim to boost herring supply prized as lobster bait

May 9, 2017 — Interstate fishing authorities took steps Monday to try to keep New England lobster pots full of fresh bait during the peak season.

The Atlantic States Marine Fisheries Commission adopted many of the same measures that Maine implemented last year to try to “stretch out” the limited quota of inshore Atlantic herring into late summer, when lobster boat captains in Maine, New Hampshire and Massachusetts are clamoring for what many fishermen say is the best, and formerly cheapest, kind of lobster bait.

The commission voted to allow regulators to set weekly herring quotas, to limit fishing to certain days of the week, and to give the three states that regulate the inshore herring fishery in the southern Gulf of Maine the ability to limit or ban the use of so-called “carrier vessels” that transfer herring landed by a licensed boat so it can keep fishing instead of heading back to port to unload its haul.

The measures will create a level playing field for herring fishermen from the three states, give states the flexibility they need to give small fishing boat fleets the opportunity to land herring even in a more restrictive market, and, most importantly, supply the states’ lobster fisheries with much needed bait, said Terry Stockwell of the Maine Department of Marine Fisheries, who proposed the measures.

The three states will meet on May 23 to discuss which herring restrictions they will enact in the inshore summer herring fishery.
