August 5, 2020 — The following was released by the Mid-Atlantic Fishery Management Council:
Last Chance to Submit Comments on Promoting American Seafood Competitiveness and Economic Growth: The Council is seeking ideas and suggestions for reducing burdens on domestic fishing and increasing production within sustainable fisheries. Input will help inform the Council’s development of a prioritized list of recommended actions as required under Section 4 of Executive Order 13921. Learn more and submit comments here. Comments are due today, August 5, at 5:00 p.m.
August 6 Joint MAFMC/ASMFC Meeting: The Council will meet jointly via webinar with the Atlantic States Marine Fisheries Commission’s (ASMFC) Summer Flounder, Scup, and Black Sea Bass Management Board and Bluefish Management Board on August 6, 2020. August 2020 Council Meeting: The Council’s August 2020 Council Meeting will be held via webinar next week, August 10-13. A portion of the meeting will be conducted jointly with the ASMFC’s Summer Flounder, Scup, and Black Sea Bass Management Board and Bluefish Management Board. Redeployment of Northeast Observers: NOAA Fisheries has announced that deployment of observers and at-sea monitors in the Northeast partial-coverage fisheries will resume on August 14. To improve transparency in its approach to observer deployment, NOAA Fisheries has established national-level criteria for vessels to be waived (released) from observer or at-sea monitor coverage.
Recreational Tilefish Permitting and Reporting: Beginning August 17, 2020, any recreational vessel that intends to target or retain blueline or golden tilefish north of the NC/VA border will be required to obtain a Federal private recreational tilefish vessel permit. In addition, recreational vessel operators will be required to submit electronic vessel trip reports (eVTRs) within 24 hours of returning to port from any recreational trip targeting or retaining tilefish. Proposed Commercial eVTR Requirements: NOAA Fisheries has published a proposed rule to implement a framework jointly developed by the Mid-Atlantic and New England Fishery Management Councils which would require federally permitted commercial fishing vessels to submit vessel trip reports electronically within 48 hours of the end of a trip. Chub Mackerel: NOAA Fisheries has published a final rule implementing Amendment 21 to the Mackerel, Squid, and Butterfish Fishery Management Plan (FMP). This action integrates Atlantic chub mackerel into the FMP and implements long-term conservation and management measures for the species from Maine through North Carolina.
Illex Squid Quota Increase: NOAA Fisheries has increased the 2020 acceptable biological catch for the Illex squid fishery from 26,000 mt to 30,000 mt. This quota increase was recommended by the Mid-Atlantic Fishery Management Council based on preliminary work by its Illex Squid Working Group, which concluded that the species continues to be lightly exploited and the fishery footprint is small. Offshore Wind: The Coast Guard is conducting a Port Access Route Study (PARS) to evaluate the adequacy of existing vessel routing measures and determine whether additional vessel routing measures are necessary for port approaches to New York and New Jersey and international and domestic transit areas in the First District area of responsibility. A public comment period on this study is open through August 28. A virtual public meeting will be held via webinar and teleconference to provide an opportunity for oral comments on Tuesday, August 11, 2020, beginning at 6 p.m. EST. The Greater Atlantic Regional Fisheries Office published a final rule on July 16, 2020 establishing permitting and reporting requirements for recreational vessels fishing for tilefish north of the North Carolina/Virginia border. Beginning on August 17, 2020, any recreational vessel that intends to target or retain blueline or golden tilefish will be required to:
Recreational tilefish anglers will be able to choose between several eVTR applications, which currently include the NOAA Fish Online mobile app (for Apple iOS devices), the NOAA Fish Online web portal, the SAFIS eTrips/mobile 2 application (for Apple, Android, and Windows 10 devices), and SAFIS eTrips Online
Coming Soon: New Recreational Tilefish Reporting App
In response to feedback from recreational fishermen related to this permitting/reporting action, the Mid-Atlantic Fishery Management Council has been working with Harbor Light Software to develop a user-friendly application called “eFIN” where anglers can submit reports via Apple or Android devices. eFin was developed with input from private anglers and is designed to provide a simple, user-friendly interface. eFin is expected to be available for all users in the coming weeks. Updates on the availability of this application will be sent to the Council’s email list and posted on the Recreational Tilefish Permitting and Reporting page.
August 3, 2020 — The following was released by NOAA Fisheries:
Effective August 4, 2020
NOAA Fisheries announces an increase to the 2020 acceptable biological catch (ABC) for the Illex squid fishery from 26,000 mt to 30,000 mt. This quota increase was recommended by the Mid-Atlantic Fishery Management Council based on preliminary work by its Illex Squid Working Group, which concluded that the species continues to be lightly exploited and the fishery footprint is small. The Illex squid fishery has closed each summer in 2017, 2018, and 2019. This increase will enable full utilization of the available resource. This rule is effective on August 4, 2020.

August 3, 2020 — The following was released by NOAA Fisheries:
NOAA Fisheries implements measures adopted by the Mid-Atlantic Fishery Management Council as part of Amendment 21 to the Atlantic Mackerel, Squid, and Butterfish Fishery Management Plan to manage chub mackerel.
Because a directed fishery for Atlantic chub mackerel recently emerged in the Mid-Atlantic, in 2018 the Mid-Atlantic Council implemented initial measures to maintain existing catch levels while it developed a long-term management approach. In the intervening 3 years, the Council has collected more detailed information on chub mackerel and has developed management measures to help achieve and maintain the sustainability of the chub mackerel resource.
This action designates essential fish habitat; sets catch limits for 2020-2022; and implements an annual catch limit, accountability measures, possession limits, permitting and reporting requirements, and other administrative measures for Atlantic chub mackerel caught from Maine through North Carolina.

July 22, 2020 — The following was released by the Mid-Atlantic Fishery Management Council:
On May 7, 2020, the President of the United States signed an Executive Order on Promoting American Seafood Competitiveness and Economic Growth. The purpose of this Executive Order is “to strengthen the American economy; improve the competitiveness of American industry; ensure food security; provide environmentally safe and sustainable seafood; support American workers; ensure coordinated, predictable, and transparent Federal actions; and remove unnecessary regulatory burdens.”
Section 4 of the Executive Order requires each Regional Fishery Management Council to submit a prioritized list of recommended actions to reduce burdens on domestic fishing and to increase production within sustainable fisheries, including a proposal for initiating each recommended action within 1 year. Recommendations must be consistent with the requirements of the Magnuson-Stevens Fishery Conservation and Management Act and other applicable laws.

August 6, 2020: ASMFC Summer 2020 Meeting
On Thursday, August 6, the Council will meet jointly with the Atlantic States Marine Fisheries Commission’s (ASMFC) Summer Flounder, Scup, and Black Sea Bass Management Board and Bluefish Management Board. This joint meeting will be held on the last day of the ASMFC’s Summer 2020 Meeting. Topics to be addressed include the Bluefish Allocation and Rebuilding Amendment, Black Sea Bass Commercial State Allocation Amendment, Recreational Reform Initiative, and Massachusetts 2020 Black Sea Bass Recreational Proposal. August 10-13, 2020: MAFMC August 2020 Meeting
The Council will meet again via webinar on August 10-13, 2020. A portion of the meeting will be conducted jointly with the ASMFC’s Summer Flounder, Scup, and Black Sea Bass Management Board and Bluefish Management Board. During this meeting, the Council (and Board, as applicable) will develop or review specifications for butterfish, longfin squid, Atlantic mackerel, bluefish, summer flounder, scup, black sea bass, surfclams, and ocean quahogs. Other agenda items include development of a river herring and shad cap for the Atlantic mackerel fishery, review of commercial scup discards, review of the range of alternatives for the Summer Flounder/Scup/Black Sea Bass Commercial/Recreational Allocation Amendment, swearing in of new and reappointed Council members, and election of officers. July 20, 2020 — The following was released by the Mid-Atlantic Fishery Management Council:
Last week the Mid-Atlantic Fishery Management Council approved an amendment that proposes modifications to the permitting and management of the Illex squid fishery. These changes are intended to both reduce excess capacity in the fishery and mitigate the rapid use of the quota seen in recent years. The amendment also revises the goals and objectives of the Mackerel, Squid, Butterfish (MSB) Fishery Management Plan (FMP). After considerable discussion and consideration of public comments, the Council selected preferred alternatives and adopted the amendment for Secretarial review and implementation. Below are summaries of the issues and the Council’s preferred alternatives.
Illex Permitting
In June 2017, the Council considered, but did not adopt, revisions to Illex squid permits as part of Amendment 20 to the MSB FMP. Since then, effort and landings have substantially increased, and the fishery closed early in 2017-2019 after harvesting the Illex squid quota. Given recent fishery performance, the Council initiated this amendment to evaluate whether permitted access to the Illex fishery should be modified based on present and historical participation, and/or other considerations. The amendment considered a range of permitting alternatives, including various time periods and thresholds for permit re-qualification and options for a tiered permitting system.
July 17, 2020 — The following was released by NOAA Fisheries:
NOAA Fisheries is proposing a recommendation from both the Mid-Atlantic and New England Fishery Management Councils to require federally permitted commercial fishing vessels to submit vessel trip reports electronically within 48 hours of the end of a trip.
Upon request of the New England Council, we are also proposing to extend this requirement to vessels issued for-hire (charter/party) permits for New England Council-managed fisheries (i.e., Northeast multispecies). Vessels issued a Mid-Atlantic Council for-hire permit have been required to submit vessel trip reports electronically since March 2019. Note, reporting requirements for vessels issued only a federal lobster permit are being addressed in a separate rulemaking.
