MADELEINE FENDERSON & JASON GOLDSTEIN: Taking action to curb climate change could throw lifeline to Maine lobsters

July 16, 2018 — As most Maine residents are well aware by now, climate change does not bode well for our fisheries in the Gulf of Maine. For decades, the American lobster has been the hero of our commercial fishing industry – its fame, sustainability, market value and sweet taste have made it the success it is today. In 2017, the American lobster accounted for 76.2 percent of the total value of our state revenue from fisheries, which boasted a hefty $433.7 million. But what exactly is going to happen to the Maine lobster as our coastal waters increase in temperature, and what will this mean for our state?

Contrary to popular belief, our local crustaceans will not pack up and move north to Canada. Additionally, they will not die all at once when the sea hits a certain temperature. Like humans, lobsters have a specific range of temperatures they can survive in, and once the temperature reaches a threshold, these animals face some challenges. If humans consistently lived in environments too hot for us, our bodies would have stress reactions, and some of our bodily functions, like our immune or reproductive systems, may not work as efficiently. The same may apply to lobsters.

This question – could climate change affect the productivity by which lobsters reproduce? – is being answered in part at the Wells National Estuary Research Reserve, one of 29 nationally funded National Oceanic and Atmospheric Administration-supported reserves dedicated to coastal research, education and stewardship.

Researchers at the Wells Reserve laboratory are working to determine to what extent shell disease (a topical bacterial infection that erodes shell, also known as shell rot) influences how many eggs female lobsters can successfully carry and maintain. Last summer, I had the privilege of working as a research intern, through the NOAA Five Colleges Program, to work specifically on this ground-breaking project with Jason Goldstein, the research director at the reserve.

For Maine lobstermen, conservation and success go hand in hand

June 26, 2018 — It’s 7 a.m. on the Pull n’ Pray. The lobster boat rocks over large swells as the water sparkles in the June morning sun. The grating whirr of the hydraulic winch drowns out the hum of the boat’s motor as it lifts the first lobster trap of the day out of the water. Justin Papkee swings the trap up onto the side of his boat and quickly opens the latch. Suddenly there are lobsters flying through the air.

Mr. Papkee’s blue rubber gloved hand is nearly a blur as he reaches again and again into the open trap, tossing the lobsters back into the water rapid-fire before pulling in the next trap.

Splash. Splash. Splash.

Occasionally he pauses to measure a lobster, or check for a notch or dense clusters of eggs on its tail. After Papkee and his sternman, Jim Ranaghan, have hauled up and sorted through all 16 traps on this line, just one keeper sits in a milk crate on the deck. Then, it’s onto the next set of traps.

This is a worse than average day for the lobsterman, but even on the absolute best days Papkee throws back about half of the lobsters he catches. On those days, he says, it feels like he’s keeping them all by comparison.

Papkee had traveled about 10 miles offshore from Portland to check his traps. It took more than an hour to get to the first of his red and blue buoys. But as he tosses lobster after lobster back into the ocean, Papkee seems unfazed.

“This is just how it’s done,” he says.

Maine has particularly strict rules about which lobsters can be kept. But lobstermen generally don’t resent those laws. In fact, they’re the ones that came up with most of them.

The conservation of natural resources is often portrayed as being in opposition to economic interests, placing the good of the globe over individual livelihoods. But most Maine lobstermen don’t see it that way. They have what has been called a “conservation ethic” that dates back more than a century and has yielded a long list of sustainability rules.

“When you think about this at first glance, it seems crazy. They caught them, why would they want to throw them back?” says Matt Jacobson, executive director of the Maine Lobster Marketing Collaborative. “[The lobstermen] are very mindful of the notion that they are the protectors of the resource.”

This has made Maine lobster one of the world’s most sustainable fisheries. In 2016, the region earned certification from the international Marine Stewardship Council for its “rigorous sustainability requirements,” which have also contributed to a boom the industry is currently experiencing. And with climate change presenting a new challenge for Maine’s iconic lobsters, some researchers say, this commitment to conservation may be more important than ever before.

The duty to protect the resource was ingrained in lobsterman Sonny Beal at just five years old. His father taught him to prioritize the health of the fishery over the weight of his hauls, just like generations before him. He learned to measure lobsters, to check if they were reproductive females, and to notch the tails of any egg-bearing females before throwing them back. Now a lobsterman and father himself, Mr. Beal is teaching his two sons the same.

“I think that we’ve got something really great here and will have something really great for a long time to come because we do take care of it every day,” Beal says. Lobstermen have been passing the tradition of conservation down through generations of sons (and more recently daughters as well) for decades.

China hikes tariffs on US soybeans, electric cars, fish

June 18, 2018 — China fired back Saturday in a spiraling trade dispute with President Donald Trump by raising import duties on a $34 billion list of American goods including soybeans, electric cars and whiskey.

The government said it was responding in “equal scale” to Trump’s tariff hike on Chinese goods in a conflict over Beijing’s trade surplus and technology policy that companies worry could quickly escalate and chill global economic growth.

China “doesn’t want a trade war” but has to “fight back strongly,” said a Commerce Ministry statement. It said Beijing also was scrapping agreements to narrow its multibillion-dollar trade surplus with the United States by purchasing more American farm goods, natural gas and other products.

The United States and China have the world’s biggest trading relationship but official ties are increasingly strained over complaints Beijing’s industry development tactics violate its free-trade pledges and hurt American companies. Europe, Japan and other trading partners raise similar complaints, but Trump has been unusually direct about challenging Beijing and threatening to disrupt such a large volume of exports.

“In this trade war, it’s the U.S. who is playing the role of provocateur, while China plays defense,” said the Global Times, a newspaper published by the ruling Communist Party. “China is a powerful guardian and has enough ammunition to defend existing trade rules and fairness.”

Beijing will impose an additional 25 percent tariff starting July 6 on 545 products from the United States including soybeans, electric cars, orange juice, whiskey, lobsters, salmon and cigars, according to the Ministry of Finance.

Massachusetts state senate supports new lobster processing rules

May 31, 2018 — The Massachusetts, U.S.A., state senate adopted an amendment on 25 May that would lift limits on lobster processing, sale, and transportation within the state.

Currently, lobstermen and seafood vendors in Massachusetts are required to send lobster out of state for processing, then ship it back in to sell within the state again. Roughly 80 percent of lobster landed inside the state is then sent out of state for processing.

Senate Minority Leader Bruce Tarr (R-Gloucester) sponsored the measure, which received unanimous support.

“Massachusetts has the second-largest lobster catch in the country, to keep from being left behind we should expand our ability to process raw and frozen lobster parts. American lobsters are being harvested here and should be prepared for market here instead of Canada or Maine,” said Senator Tarr. “The net effect of modernizing the law will bolster local economic activity and give local restaurants and food stores superior access to the best lobster parts for their customers.”

The amendment, which will affect the Senate’s Fiscal Year 2019 budget bill, will direct the state’s Division of Marine Fisheries to change the regulations to allow on-shore processing of lobsters, in addition to assessing whether the new regulations would harm the state’s lobster stock or sustainability.

Massachusetts: Lobster processing bill OK’d by Senate

May 29, 2018 — For the second time in as many years, state Senate Minority Leader Bruce Tarr has convinced the Senate to include in its $41.49 billion budget a plan to expand in-state processing of raw and frozen lobster parts.

The question now is whether — unlike 2017 — the measure will remain in the final budget.

The Tarr-sponsored measure, adopted by the Senate on Thursday night as an amendment to the fiscal 2019 budget bill, would direct the state Division of Marine Fisheries to implement new regulations that permit on-shore lobster processing “after an assessment of whether such activity would harm the lobster stock or the sustainability of the state’s commercial lobster industry.”

Tarr and the plan’s supporters, which include Democratic senators from other coastal communities, would eliminate what they described as “outdated restrictions on lobster processing and sales.”

Under the current law, the sale of live, cooked and canned lobster is legal in Massachusetts, as is the processing and sale of frozen, cooked lobster tails.

But the existing law prohibits lobstermen and seafood vendors from selling, processing or transporting other forms of lobster in-state for processing, forcing them to ship the lobster or lobster parts to processors in Maine and Canada.

Under the proposed amendment, wholesale dealers licensed by the state Department of Public Health would be able to process raw lobsters, import raw, shell-on lobster parts and tails and allow retail sales of previously frozen raw, in-shell tails.

“Massachusetts has the second largest lobster catch in the country,” Tarr said in a statement. “To keep from being left behind, we should expand our ability to process raw and frozen lobster parts. American lobsters are being harvested here and should be prepared for market here instead of Canada or Maine.”

The expansion of allowed processing practices, according to Tarr, would enhance local economies in Massachusetts coastal communities such as Gloucester, which is the state’s most lucrative lobster port, and provide local restaurants and food stores with “superior access to the best lobster parts for their customers.”

Trawl limit plan divides lobstermen at hearing

May 29, 2018 — ELLSWORTH, Maine — A Department of Marine Resources proposal to change the way some lobstermen fish in a large swath of water around Mount Desert Rock drew vocal opposition at a meeting in Ellsworth May 22 despite a unanimous vote in the Zone B Lobster Management Council.

At issue is a proposal to limit the number of traps that can be linked together in a single “trawl” in an area of about 300 square miles. The roughly rectangular area in waters that are part of Lobster Management Zone B stretches about 10 miles seawards from a line drawn six miles off the coast that extends roughly between Schoodic Point in the east and the southern end of Marshall Island in the west.

Currently, many lobstermen fish 15-trap trawls in the area. DMR would limit the size of the trawls to five traps. Under current federal rules aimed at protecting large whales from entanglement with fishing gear, fishermen must fish at least five-trap trawls in the area except around Mount Desert Rock where “pairs,” two traps linked together, are allowed because of the rocky bottom.

The opposition to trawl limits illuminates some of the complex issues that affect the lobster fishery. Many of the concerns voiced about gear conflicts reflect the resentment on the part of many Zone B fishermen over the amount of gear set in zone waters by fishermen from other zones—particularly Zone C.

MASSACHUSETTS: Plan to Expand Lobster Processing Adopted by State Senate

May 25, 2018 — BOSTON — The following was released by the Office of Massachusetts Senate Minority Leader Bruce Tarr:

The State Senate today backed a plan that could lift limits on the processing, sale, and transportation of cooked and frozen in-shell lobster parts. Under existing laws, Massachusetts lobstermen and seafood vendors are required to sell or transport lobster out-of-state for processing and then bring them back for sale to consumers in the bay state – often with a ‘Product of Canada’ label.

Senate Minority Leader Bruce Tarr (R- Gloucester) sponsored the measure, an amendment to the Senate’s Fiscal Year 2019 budget bill, in recognition that up to 80% of lobster landed in the state is then sent to out of state processing facilities.  Industry leaders say the move will facilitate opportunities to create and grow jobs in the state.  This is the Senate’s latest of many attempts to expand opportunities for the sustainability of the state’s commercial lobster industry, the amendment received unanimous support.

“Massachusetts has the second-largest lobster catch in the country, to keep from being left behind we should expand our ability to process raw and frozen lobster parts. American lobsters are being harvested here and should be prepared for market here instead of Canada or Maine,” said Senator Tarr. “The net effect of modernizing the law will bolster local economic activity and give local restaurants and food stores superior access to the best lobster parts for their customers.”

Tarr expressed appreciation for coastal Senators Mark Montigny (D- New Bedford),Vinny deMacedo (R- Plymouth), and Michael Rodrigues (D-Westport) for their efforts to strengthen the industry and in championing the bill.

“The time has come to eliminate such outdated restrictions on lobster processing and sales in the Commonwealth. Easing constraints on processing operations will allow a thriving industry to further invest in our local economy through expanding operations and creating new jobs, especially in New Bedford. I commend Senator Tarr’s leadership and am proud to have partnered with him in seeing this through to passage.  It is my hope the House will finally accept this measure in conference and get it on the Governor’s desk.” said Senator Montigny, cosponsor of the legislation.

“I am glad to join my colleagues in the Senate in support of our Massachusetts lobster fishermen,” said Senator deMacedo (R-Plymouth). “These advancements in our approach to lobster processing will provide an important benefit to the lobster industry and the fishermen who play such an important role in our communities and economy.”

The amendment will direct the state’s Division of Marine Fisheries to implement new regulations permitting on-shore processing of lobsters after an assessment of whether such activity would harm the lobster stock or the sustainability of the state’s commercial lobster industry.

The lobster industry is a critical part of the Commonwealth’s economy and heritage.  A similar law in Maine has boosted that state’s economy, produced local outlets for product sales, and created jobs.

“The amendment adopted in the Senate’s budget works to ensure the sustainability and viability of the state’s lobster industry,” said Senator Michael Rodrigues. “This measure will benefit both consumers and lobstermen in coastal communities statewide”

While the sale of live, cooked, and canned lobster is legal in the state, the legislation will expand the industry market with the inclusion of other lobster products. The amendment could permit wholesale dealers licensed by the Department of Public Health to process unfrozen lobsters, import unfrozen shell-on lobster parts and tails, and allow for the retail of previously frozen raw in-shell tails.

Following a successful assessment, the Massachusetts Division of Marine Fisheries will maintain essential regulations including enforcing minimum lobster shell size standards and processing standards. The lobster fishery adheres to stringent state regulations including trap limits and the release of live juveniles.

 

Climate change to have drastic effects on Gulf of Maine lobster and clam fisheries, studies say

May 23, 2018 — AUGUSTA, Maine — Two new scientific studies are highlighting the current and future impacts that rising ocean temperatures will have on lobster, clams and other important commercial fisheries in the Gulf of Maine.

Research on nearly 700 North American fish species predicts Atlantic cod habitat could shrink by as much as 90 percent by century’s end and that lobster populations could shift 200 miles farther north as a result of climate change. Meanwhile, a separate research project suggests Maine’s soft-shell clam industry could collapse unless steps are taken to protect the fishery from green crabs that are thriving in the state’s warming waters.

“Something is out of whack and we need to do something about it. We need to adapt,” said University of Maine professor Brian Beal, who has studied soft-shell clams for more than 30 years.

The studies are part of a growing body of scientific work seeking to understand – and look beyond – changes that fishermen across the country are witnessing on the water every day.

Hunt is on for tagged lobsters that double as raffle tickets

May 21, 2018 — PORTLAND, Maine — This scavenger hunt is a hunt for scavengers.

Interstate fishing managers are asking fishermen to check traps for lobsters carrying special green tags. The tags are part of a data collection program being conducted from May to November by the Commercial Fisheries Research Foundation and the University of Rhode Island.

The Atlantic States Marine Fisheries Commission, which manages some East Coast fisheries, is promoting the program.

Massachusetts: Fisheries lifts ban on bay lobster traps

May 18, 2018 — Set the traps and melt the butter.

The state Department of Marine Fisheries on Tuesday lifted its emergency closure on the setting of lobster traps and the reduced speed limit of 10 knots or less on small vessels in Cape Cod Bay after an aerial survey found no presence of right whales in the region. The marine animals can become entangled in the ropes used to mark lobster traps and haul the catch.

The fisheries department said that Provincetown Center for Coastal Studies had conducted an aerial survey of the bay on Monday as part of the state’s ongoing right whale conservation efforts.
