MAINE: Half-billion-dollar lobsterpalooza, but some fishermen worried

March 11, 2016 — ROCKPORT — Maine’s lobster landings put more than a half-billion dollars in lobstermen’s pockets last year, but some fishermen and scientists see clouds on what looks like a sparkling horizon.

Last week, just in time for the Maine Fishermen’s Forum, the Department of Marine Resources released its preliminary 2015 commercial fisheries landings and the news was astonishing.

According to DMR, the value of Maine’s commercially harvested marine resources topped $600 million in overall value in 2015. The total, $631,768,531, was an all-time high and an increase of more than $33 million over the previous record, set in 2014.

The biggest increases came in the state’s lobster fishery, where the total landed value of the catch jumped by more than $37 million and the average boat price received by lobstermen increased by more than 10 percent, from $3.70 per pound in 2014 to $4.09 per pound last year.

At $495,433,635, the overall value of Maine’s lobster fishery set another record. Factoring in bonuses paid to harvesters as reported by 11 of Maine’s 19 lobster co-ops, the overall landed value of Maine’s lobster fishery reached $510,680,048.

While the industry enjoyed a half-billion-dollar lobsterpalooza, some fishermen and lobster scientists saw clouds on the horizon.

First US Live Lobster Traceability Program Launches at Whole Foods Market’s Portland, Maine Location and Adds Three New Members

March 5, 2016 — The following was released by Market Wired:

Trace My Lobster (http://tracemylobster.com), the first and only U.S. company to build a technology platform to trace a live lobster from its origins in the ocean to its destination on your plate, has added three new members to its growing list of participants: Maine Coast, Maine Fresh, and Calendar Islands. Over 60 lobstermen, three lobster wharves, three lobster dealers, and one national grocery chain now participate in the program that utilizes internet and smartphone technology to improve seafood traceability in the lobster fishery.

Since the program was launched at the Portland, Maine Whole Foods Market location two years ago, Trace My Lobster has been using uniquely coded tags, attached to every lobster caught by a participating lobsterman, to record when and where the lobster was caught, as well as the lobsterman who caught it. By entering the tag’s code online or using a smartphone app, consumers can follow the timeline of an individual lobster’s journey through the supply chain, verifying its source, freshness and story behind the lobsterman who caught it.

MAINE: Lobster licensing bill runs into concerns about pressure on the fishery

February 17, 2016 — AUGUSTA — An effort to reduce waiting lists for entry into the $457 million lobster fishery is running into concerns that a proposal to create a new class of license would put more pressure on a lobster population that the industry and regulators agree is already “fully exploited.”

The proposal, drafted by the Department of Marine Resources, is designed to reduce the nearly 300-person waiting list, which was established 16 years ago after regulators began limiting entry into a fishery with a long tradition of local control and industry-led conservation efforts. The bill would create a new, limited lobster and crab fishing license for a reduced number of traps; increase the age from 18 to 23 before someone who has gone through the industry’s apprenticeship program is put on a waiting list; and remove special fees for applicants age 70 or older, among other provisions.

But several members of the Legislature’s Committee on Marine Resources are skeptical of the proposal because of its relatively modest impact on reducing the waiting list and the unforeseen consequences it could have on a fishery that has posted record landings for reasons that are not fully understood. The wariness is shared by the Maine Lobstermen’s Association, the leading trade group representing the industry, as well as the Maine Lobstering Union, a recently formed labor union. Roughly 123 million pounds of lobster were landed in 2014, with the value of the catch at nearly $457 million, a record. Regulators and the industry do not believe that those landings will continue.

Carl Wilson, director of the Bureau of Marine Science and the state’s leading lobster biologist, told legislators Wednesday that the proposal likely wouldn’t have a “huge negative impact” on the fishery. He said the effect would probably be the equivalent of the unreported landings of lobster that are cash sales.

However, Wilson also acknowledged that there are some “troubling” indicators that the industry could be headed for a downturn. The indicators are different from the ones that appeared before the collapse of the fishery in southern New England.

Some dislike proposal to ease long waits for Maine lobstering licenses

January 24, 2016 — It can take years for someone to move off a waiting list to become a commercial lobsterman in Maine, and for years fishermen have been trying to figure out a way to make the licensing process work while protecting the health of the lobster population.

Now a bill that aims to accomplish both goals appears to be headed for a fight when it goes before the Legislature’s Marine Resources Committee on Feb. 10.

The bill, if enacted, probably wouldn’t have an impact on lobster prices or consumers, especially in the short term. But it could affect who gets some of the roughly 5,800 commercial lobster licenses available statewide. It also could make a difference in areas where lobstering is the major industry or where the population of lobstermen is older.

“People who live in struggling coastal communities care about this,” said Rep. Walter Kumiega, D-Deer Isle, sponsor of the bill and House chairman of the Marine Resources Committee.

The core issue is how to protect the state’s lucrative lobster fishery, which is in the midst of a boom even as the fishery has drastically declined in southern New England. In Maine the lobster haul reached 123.6 million pounds – worth a record $456.9 million – in 2014, the latest year for which statistics are available.

MASSACHUSETTS: Sale of shell-on lobster claws bound for Senate floor

January 14, 2016 — BOSTON — Massachusetts lobstermen could get a leg-up if a Senate bill set for consideration next Thursday becomes law.

Senate Minority Leader Bruce Tarr, a Gloucester Republican who sponsored the bill (S 469), said it would allow for shell-on lobster claws to be processed and sold in Massachusetts.

In contrast to the groundfishery, hampered by lowered federal catch limits on cod and other stock, the Bay State’s lobster fishery is “doing fairly well,” according to Tarr, who said there are concerns about the prices lobsters fetch at the market and competition from Canada.
