With 14.4 Million lbs. Caught, Halibut Fleet Reaches Half-Way Mark on Landings, Season

August 5, 2019 — SEAFOOD NEWS — The International Pacific Halibut Commission (IPHC) announced catches of 14.4 million pounds as of August 1, out of a total quota of 29.43 mlbs. That catch limit is distributed across the North American west coast from California to the Bering Sea.

In three areas — IPHC Regulatory Area 2A, 2B, and 2C, the annual limit is subject to various catch sharing plans between commercial, tribal, and sports sectors.

Area 2A’s commercial catch reached 494,583 lbs on July 1 and, with an allowable limit of 497,000 lbs., was closed for the rest of 2019. Fishermen in Washington, Oregon and California caught more than its overall quota during three 10-hour openers, one each on June 26, July 10 and July 24.

The 2A allocation for the commercial fishery south of Pt. Chehalis was 115.41 tons, or 254,426 pounds; fishermen caught 119.75 tons, or 264,000 pounds of halibut. Preliminary reports show the average ex-vessel price to Oregon fishermen this year was $4.57 a pound. The average ex-vessel price in July last year across all three states was $5.10 per pound, but that figure may include halibut caught in other fisheries as well.

The Pacific Fishery Management Council and IPHC are in the process of transferring management responsibility from IPHC to U.S. management – Council, NMFS and the states. Initial discussions about 2020 halibut management will be discussed at the September and November Council meetings in Boise, Idaho, and Costa Mesa, Calif., respectively.

While commercial fishing in Area 2A is closed, recreational fishing in all three states is still open. IPHC reported no landings for the sports sector in Area 2A  (WA, OR, CA) as of August 1, 2019.

Area 4CDE has no catch sharing plan, but they are directly impacted by the incidental catch of halibut caught in bottom trawls that target flatfish. That catch, which has decreased over the years due to declining populations and efforts by the flatfish fleet to avoid halibut, is taken off the top in quota calculations at the beginning of the year.

Bycatch is included in the “total removals” metric, which is used for historical comparisons and includes subsistence, recreational, and research takes as well as bycatch.

In a recent broadcast, Laine Welch of Fish Radio reported that halibut fisherman turned broadcaster Jeff Lockwood is now tracking bycatch numbers into weekly reports on KBBI in Homer, the nation’s top halibut port.

“I thought this is kind of interesting. After years of being a halibut fisherman, everybody talks about and knows about halibut bycatch but none of us really knew what was going on,” Lockwood told Fish Radio.

The NOAA spreadsheets through July 13 noted that total halibut bycatch in other Alaska fisheries this year was about 4.8 million pounds of which 92 percent came from Bering Sea bottom trawlers.

So far the bycatch pace is ahead of last year. According to the weekly landings report for flatfish trawlers, 2019 trawl halibut mortality is 1,608 mt  or 3.54 mlbs. compared to 1,385 mt or 3.05 mlbs for the same time period in 2018. In 2019, the catcher-processors account for 1,089 mt or 2.4 mlbs and catcher vessels for 519 mt or 1.14 mlbs, about the same ratio as 2018.

Overall, commercial fisheries took 61 percent of the halibut catch in 2018, recreational users took 19 percent, subsistence users took three percent, and bycatch by fisheries targeting other species accounted for 16 percent of the total catch limit.

The record low point on total removals was in 1977 with 34 mlbs. This year total removals are 38.61 mlbs, slightly lower than last year’s 38.78 mlbs and significantly lower than 2017’s 42.58 mlbs.   The 100-year average for this fishery is 63 mlbs.

While all areas are around the halfway mark in catches of annual allocation, two fleets — those fishing off the coast of British Columbia and those fishing the Western Aleutians, are outpacing other areas by a slight margin. Each of those areas have landed 55% of their 2019 quota.

The season is two weeks past the half way mark. Halibut and sablefish season opened in most areas March 15 and will close in all areas, if not closed earlier, on November 14, 2019.

Individual areas, their quotas and actual catches are below.

Area 2A: landings to date .75 mlbs out of 1.5 mlbs 2019 quota

Area 2B: landings to date 3.27 mlbs out of 5.95 mlbs quota

Area 2C: landings to date 2.38 mlbs out of 4.49 mlbs quota

Area 3A: landings to date 5.03 mlbs out of 10.26 mlbs quota

Area 3B: landings to date 1.14 mlbs out of 2.33 mlbs quota

Area 4A: landings to date .5 mlbs out of 1.65 mlbs quota

Area 4B: landings to date .66 mlbs out 1.21 mlbs quota

Area 4CDE: landings to date .62 out of 2.04 mbls quota

Longtime Pacific Seafood Processors Association President Glenn Reed retiring, with no regrets

July 24, 2019 — Glenn Reed is retiring after more than 20 years as president of the Pacific Seafood Processors Association, a nonprofit trade association representing seafood processing companies.

Reed’s retirement will become effective at the end of 2019, with the PSPA announcing on 22 July that Christopher Barrows, a 25-year veteran of the U.S. Coast Guard, will become the organization’s new president beginning 15 August.

“I am honored to be selected by PSPA to carry forward these important messages. I enjoyed my time in the U.S. Coast Guard patrolling the waters off Alaska and in the North Pacific Ocean as well as living in Juneau and traveling throughout Alaska to coordinate Coast Guard activities and develop lasting partnerships,” Barrows said in a press release. “I look forward to the opportunity to address future challenges facing the industry as well as to help ensure the continued sustainable management of fisheries resources.”

Barrows represented the United States Coast Guard as part of the North Pacific Anadromous Fisheries Commission, the International Pacific Halibut Commission, the North Pacific Fisheries Commission, the U.S.-Russia Intergovernmental Consultative Committee on Fisheries, the U.S.-Canada Bilateral meetings on Ocean and Fisheries, the United Nations’ Consultative Process on the Oceans and the Law of the Sea, and in meetings of the United Nations’ Food and Agriculture Organization (FAO). Barrows has a bachelor’s degree in civil engineering from the U.S. Coast Guard Academy and a master’s degree in marine affairs from the University of Rhode Island. Once he assumes the presidency, he will be based in Seattle, Washington, U.S.A.

New Area 2A Halibut Season-Setting Process Begins in September

July 19, 2019 — SEAFOOD NEWS — The Pacific Fishery Management Council, in an effort to reach out to non-Indian commercial fishermen, is requesting public comment on structuring the Area 2A (West Coast) commercial halibut fishery for the upcoming year at the September and November Council meetings.

The Oregon Department of Fish and Wildlife also plans to hold public meetings to discuss the issue.

The process is part of the transition from International Pacific Halibut Commission management to the Council.

In June, the Council committed to working closely with the IPHC and stakeholders on the transition, according to a Council press release. The Council will focus on a smooth transfer of management authority for the commercial directed fishery, and will rely on the IPHC to continue to issue licenses for this fishery in the near-term. The Council intends to maintain the current management structure, but may consider changes to vessel poundage limits and open periods.

At its September and November 2019 meetings, when the Council typically considers changes to its halibut Catch Sharing Plan, it will also make management recommendations for the 2020 directed commercial halibut fishery trip limits and fishing periods. These meetings will provide an opportunity for public, agency, and advisory body comment. The Groundfish Advisory Subpanel meetings held in conjunction with the September and November Council meetings will also provide an opportunity for public comment on this issue. As always, public comment will be accepted through the Council’s e-portal (pfmc.pcouncil.org) before the meetings, the statement said.

The September meeting will be held September 11-18 at the Riverside Hotel in Boise, Idaho. The November meeting will be held November 13-20 at the Hilton Orange County/Costa Mesa in Costa Mesa, California.

The Oregon Department of Fish and Wildlife will hold public meetings August 5-8 to discuss fishing periods and trip limits for the 2020 directed commercial halibut fishery. Currently, the Departments of Fish and Wildlife for Washington and California do not have public meetings scheduled to discuss the non-Indian commercial directed halibut fishery season structure for 2020.

Pacific Council Slows Process on U.S. Management of Area 2A Commercial Halibut Fishery

July 1, 2019 — SEAFOOD NEWS — After a couple years of exchanging ideas with the International Pacific Halibut Commission about management of the non-Indian commercial halibut fishery in Area 2A — Washington, Oregon and California — the Pacific Fishery Management Council plans to take incremental steps to take over management of the fishery.

Commercial fishermen have gone to IPHC meetings and pushed for individual quota systems and the IPHC has gone to the Council to propose longer seasons than single 10-hour openings. The Council and its advisory bodies have struggled with how to transition from IPHC management to U.S. management.

The Council decided last week when it met in San Diego to continue to work closely with the IPHC and stakeholders. And instead of a workshop, the Council will fold ideas into its traditional two-meeting catch-sharing plan discussion that takes place during September and November meetings. At the next Council meetings, in Boise, Idaho in September and in Costa Mesa, Calif., in November, the Council will consider small changes for the 2020 season.

Fishermen will likely see little change to the fishery in the next two years as the Council, NMFS and the IPHC work on background issues to support a management transition.

The Council also decided that:

– for 2020-2021, and maybe beyond, the Council would request IPHC continue to issue commercial licenses for the Area 2A fishery while NMFS works on development of new permitting regulations;

– it will request the IPHC and NMFS/Council share data regarding the 2A licensing system and commercial logbook data;

– it will reach out to fishery participants to let them know the Council’s intent to not consider major changes to the fishery for the next few years.

2018 Alaska Fisheries Science Center Year in Review

March 1, 2019 — The following was released by NOAA Fisheries:

More fish come through the Alaska fishing port of Dutch Harbor than anywhere else in the Nation. In fact, Dutch Harbor and Kodiak, Alaska, are the top two U.S. fishing ports in landed volume. These same two ports rank No. 2 and No. 3 in U.S. economic value.

We collect biological, ecological, and environmental data during long-term, standardized research surveys, from fishing catches, and through other research activities. In the laboratory and in the field we study what fish and crabs eat, where they live, and how fast they grow. We input these data into sophisticated computer models to generate estimates of fish abundance (number of fish in the population), determine the potential impacts of environmental change, and recommend sustainable fishing limits. We also collect socio-economic data on fisheries and coastal communities, and other ecosystem data. Resource managers use this information to develop sound management measures ensuring healthy fisheries over the long term with ecological, economic, and socio-cultural benefits for the nation.

Our primary responsibility is to provide scientific data, analyses, and expert technical advice to marine resource managers (i.e., the NOAA Fisheries’ Alaska Regional Office, the North Pacific Fishery Management Council, the State of Alaska, the International Pacific Halibut Commission, and the Pacific Salmon Commission), Alaska tribal governments, public stakeholders, and U.S. representatives participating in international fishery and marine mammal negotiations. The work of monitoring and assessing fish, crab, and marine mammal populations, fisheries, and marine ecosystems is mandated by legislation, which includes the Magnuson-Stevens Fishery Conservation and Management Act, the Marine Mammal Protection Act, the U.S Endangered Species Act, and the National Environmental Policy Act.

IPHC to investigate ‘chalky’ halibut among research plans

February 14, 2019 — After years of hearing concerns from fishermen about the prevalence of “chalky” Pacific halibut, the International Pacific Halibut Commission is planning to gather information for an investigation into it.

Chalky halibut are fish that, when cut open, have a stiff, chalk-textured flesh as opposed to the normal pale and tender flesh. Chalky meat is not dangerous to humans but is not desirable and thus costs the fishermen at the dock.

Dr. Josep Planas, who heads up biological research for the IPHC, noted plans to gather information about chalky halibut from stakeholders this year before moving forward with designing a study on it.

“What we plan is to initiate this project by collecting information from stakeholders on the incidence of chalky flesh and trying to understand the conditions that lead to its development,” he said. “We would love to get any information from any stakeholders on this topic.”

Chalky halibut is not a new phenomenon; fishermen and researchers have been seeing it for decades.

Commercial catches of Pacific halibut increase for most Alaska regions

February 11, 2019 — Contrary to all expectations, commercial catches of Pacific halibut were increased for 2019 in all but one Alaska region.

The numbers were revealed Friday at the International Pacific Halibut Commission annual meeting in Victoria, British Columbia.

The reason was due to increased estimates of the overall halibut biomass based on expanded surveys last summer from Northern California to the Bering Sea, said Doug Bowen who operates Alaska Boats and Permits in Homer.

“There’s a couple of strong year classes from 2011 and 2012 that are just starting to show up in the commercial catches and I think the scientists are cautiously optimistic that we could see some better harvests as a result of those halibut entering the fishery,” he said in a phone call as he was leaving the meetings.

International Pacific Halibut Commission sets US, Canadian catch limits for 2019

February 6, 2019 — The International Pacific Halibut Commission last week agreed on catch limits for the Pacific halibut fishery which runs from California to Alaska, according to KBBI.

In 2018, the IPHC, the public organization responsible for managing the  U.S. and Canadian West Coast halibut fisheries, was unable to agree on quotas for the season, and as a result the quota remained the same as the 2017 season. Before last year, the last time the United States and Canada could not come to a quota agreement was nearly a century ago.

The main sticking point for the negotiations was the amount of halibut that Canada was allowed. Recently, Canada has taken about 20 percent of the catch. A U.S. proposal during the negotiations suggested that the number be closer to 12 percent this year, and a compromise was reached at 17.7 percent.

Rifts Repaired Between Canada and the U.S. at the International Pacific Halibut Meeting

February 5, 2019 — SEAFOOD NEWS — In an eleventh-hour breakthrough in negotiations, both Canadian and American commissioners on the International Pacific Halibut Commission found common ground on two contentious halibut issues last Friday — bycatch and apportionment — while adopting catch limits that split the difference between the two advisory bodies.

With persistently stable populations at low levels, the coastwide stock has yet to show significant signs of recruitment, or younger year classes coming into the commercial fishery. Those two dynamics: stable but relatively low stock size and little sign of recruitment, make even a one or two percent difference in quota impact both the sustainability of the resource and the economic sustainability of certain coastal areas.

U.S. Commissioner Chris Oliver, who is also the Assistant Administrator of NOAA Fisheries, told the gathering the commissioners had agreed to an F47 SPR (spawning potential ratio) which is an indication of the intensity of fishing pressure on the resource. A higher F number means a lower catch limit.

“An F47 SPR is slightly more conservative than F46,” Oliver said as he made the motion everyone had been waiting for all week.  F46 is the fishing intensity level adopted last year.

“There is a little bit greater uncertainly in the stock dynamics this year, so a slightly more precautionary approach is warranted,” Oliver said. He noted the small level of young fish from the year class 2011 and 2012 that showed up in the IPHC survey last summer. That appearance is only one data point now, not reliable enough to count on. However, if they continue to show up in 2019, 2020 and beyond, the scientists would have more certainty of recruitment size and age.

Regarding the portion of quota agreed to for Canada, Oliver said, “For 2B, we’re using a share based calculation that will put 70% emphasis on historical share and 30% on SPR value, for the three years, beginning in January 2020. For this year, Area 2B will get a 17.7% share.”

Over the years, the Canadian and U.S. commissioners have struggled with how to bridge the gap between the 20% of the coastwide total Canada received prior to a coastwide assessment and the 12.3% of the geographic coastwide range. Canada has never recognized ‘apportionment’ — a word rarely used any more — and has accommodated for that by routinely taking higher catch limits.

Discussion have ranged from applying a 50:50 or equal emphasis to the B.C. number or heavily weighting one or the other. This agreement answers the question for the next four years.

IPHC’s two advisory bodies, one representing fishermen and one representing processors, recommented total catch limits that were less than 2 million pounds apart.

In the end, the Commissioners agreed to a coastwide total mortality of 38.61 million pounds of halibut, just below last year’s take of 38.7mlbs.  The Total Constant Exploitable Yield or TCEY (all removals: commercial, recreational, wastage, etc.) by regulatory area for 2019 are listed below in millions of pounds.

These numbers pose little risk to the resource falling to trigger reference points, but they do pose a greater chance of next year’s quota being lower, and 2021’s lower still if nothing changes.

The Conference Board, the fishermen’s advisory group, recommended 39.6 million pounds of TCEY for 2019, and the Processor’s Advisory Board recommended 37.63 million pounds. Most of the Commissioners agreed total catch limits should drop this year.

The Commission and the advisory bodies also agreed that an exception should be made for Area 2A. Washington state’s treaty tribes, with support from the state and others, proposed a minimum FCEY in that area of 1.5 milion. The IPHC granted that, albiet for an interim, three-year basis.

Another big hurdle in the impasse last year, besides the portion of the halibut that goes to Canada, was accounting for all sizes of halibut bycatch in the Bering Sea.

On Friday, the Commission recommended that staff evaluate and redefine TCEY to include the under-26-inch (U26) halibut that make up part of discard mortalities, including bycatch. The intent is for each country to be responsible for counting its U26 mortalities against its collective TCEY.

The change would, for the first time, include fish that are too small to be caught in the IPHC’s setline survey or for that matter on a commercial hook. They are caught in trawls, however, and currently accounted for by weight based in large part on observer data.

But inclusion of U26 mortalities in bycatch will not further reduce the amount of halibut available for the directed halibut fleet in the Bering Sea to catch, since it is sublegal and not targeted by halibut fishermen.

IPHC agrees on halibut catch limit after 2018 impasse

February 4, 2019 — The International Pacific Halibut Commission (IPHC) has set 2019 catch limits slightly higher than last year’s levels, it announced.

The body, which sets halibut catch limits in the US and Canada, set the 2019 limit at 38.61 million pounds (17,513 metric tons) for the 2019 season, which should March 15 and must cease on Nov. 14.

In 2018, the IPHC was not able to agree on a catch limit. In a move called both “inevitable” and “disastrous”, the IPHC could not come to an agreement on the catch limits for the seasons in the US, off the coast of Alaska, Washington, Oregon, and California, and British Columbia, Canada. So, the US and Canada set limits independently, which totaled 37.2m lbs, a 9% decrease overall.
