NGOs critical of ICCAT rollover of Western Atlantic bluefin quota

January 28, 2021 — The International Commission for the Conservation of Atlantic Tunas (ICCAT) has approved a rollover of 2020’s total allowable catch (TAC) for western Atlantic bluefin tuna.

In response, non-governmental organizations including The Pew Charitable Trusts have warned the move will likely lead to overfishing of the stock.

NORTH CAROLINA: Bluefin tuna season off to a good start in Carteret County

December 14, 2020 — As winter weather sets in, the season for Atlantic bluefin tuna has arrived along the North Carolina coast, and the early season has been good so far for at least two Carteret County charter businesses.

Bluefin tuna are a commercially valuable and highly sought-after fish, with individual fish selling for thousands of dollars on the international market. The fish are managed by the International Commission for the Conservation of Atlantic Tunas in two stocks, the eastern stock and the western stock, though the two often intermingle. In the U.S., according to the National Oceanic and Atmospheric Administration’s National Marine Fisheries Service, the baseline annual quota for bluefin tuna is 1,247.86 metric tons; this quota is further divided into sub quotas based on types of gear. The general category, which covers commercial handgear, has a sub quota of 555.7 metric tons.

Bluefin tuna traditionally show up on the North Carolina coast in December through early winter, and according Fish Whistle Fishing Charters of Morehead City’s Capt. Mike Ajamian, as of Tuesday he’s caught four.

ISSF Position Statements Outline Priorities for Three Tuna RFMOs as They Prepare for Online Annual Meetings

November 19, 2020 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) has published its position statements in advance of three regional fisheries management organization (RFMO) meetings this fall: the International Commission for the Conservation of Atlantic Tunas (ICCAT) Annual Meeting, which is being conducted by correspondence; the Inter-American Tropical Tuna Commission (IATTC) 95th Meeting, to be held virtually November 30-December 4; and the Western and Central Pacific Fisheries Commission (WCPFC) 17th Regular Session, to be held virtually December 8-15.

The impacts of COVID-19 have challenged RFMOs in conducting their meetings in 2020. All tuna RFMOs have had to cancel or postpone some in-person meetings and hold others virtually or by other means.

“Despite the limitations created by the COVID-19 pandemic, ISSF believes that RFMOs have a duty to continue making progress on the long-term sustainable use of tuna stocks,” said ISSF President Susan Jackson. “RFMOs have come a long way in recent years — on the adoption of measures for FAD management, harvest control rules, stronger vessel monitoring systems, and increased observer coverage and standards for electronic monitoring or reporting— but still have a long way to go. There are significant challenges brought about by this pandemic, both in terms of decision-making and monitoring, but they are not insurmountable, and we believe progress can and must be made to ensure the sustainable management of global tuna stocks and marine ecosystems.”

Priority positions for each of these three RFMOs are outlined below.

ISSF Recommended Priorities for ICCAT (Meeting By Correspondence) 

  • Ensure that Recommendations that are about to partially or fully expire continue to be effective throughout 2021
  • Adopt a work plan for fish aggregating devices (FADs) with a timeframe to transition to FADs without nets and made primarily with biodegradable materials, develop recovery policies and a marking scheme, and require FAD position data and acoustic records
  • Accelerate the adoption of harvest strategies for tropical tunas
  • Adopt minimum standards for electronic monitoring to require 100% observer coverage (human and/or electronic) for all major ICCAT fisheries, and all vessels engaged in at-sea transshipment, within five years
  • Request the Compliance Committee to address the existing non-compliance with FAD data reporting requirements

ISSF Recommended Priorities for IATTC (Meeting November 30-December 4)

  • In 2020, adopt a robust conservation management measure to replace the expiring resolutions that is precautionary and based on scientific advice
  • Request the Scientific Staff to provide science-based limits on FAD numbers, deployments and/or sets; and amend resolutions in 2020 or 2021 to include clear timelines to develop FAD marking guidelines, transition to fully non-entangling FADs and the use of biodegradable materials, FAD recovery mechanisms, and provide FAD position data
  • In 2021, speed up development of management strategy evaluations (MSE) for bigeye, skipjack and yellowfin
  • Develop in 2021 a work plan for an electronic monitoring (EM) and e-reporting program and to establish fleet-wide observer program (either human or electronic) for small purse -seine vessels by 2022
  • By 2022, adopt Port State Measures
  • By 2021, establish a work plan for a scheme of responses to non-compliance and audit points

ISSF Recommended Priorities for WCPFC (Meeting December 8-15) 

  • Ensure that the existing tuna conservation measure (CMM 2018-01) does not lapse
  • Adopt a work plan for FADs with a timeframe to transition to FADs without nets and made primarily with biodegradable materials, develop recovery policies and a marking scheme, and require FAD position data and acoustic records
  • Adopt minimum standards for the use of electronic monitoring in WCPFC fisheries
  • Advance the adoption of target reference points for bigeye and yellowfin and adopt a harvest control rule for skipjack
  • Accelerate the remaining work to reform the Convention on Migratory Species (CMS), including allowing observer participation

ISSF Global Priorities for Tuna RFMOs

ISSF is committed to advocating for science-based approaches, policies and conservation measures to advance tuna fisheries sustainability. Here are ISSF’s Global Priorities for four Tuna RFMOs — the Indian Ocean Tuna Commission (IOTC), the Inter-American Tropical Tuna Commission (IATTC), the International Commission for the Conservation of Atlantic Tunas (ICCAT) and the Western and Central Pacific Fisheries Commission (WCPFC):

  • Implementation of rigorous management procedures, including harvest control rules and reference points
  • Effective management of fleet capacity, including developing mechanisms that support developing coastal state engagement in the fishery
  • Science-based FAD management & non-entangling and biodegradable FAD designs
  • Increased member compliance with all adopted measures, and greater transparency of processes reviewing member compliance with measures
  • Strengthened monitoring, control, and surveillance (MCS) measures and increased observer coverage, including through modern technologies such as electronic monitoring and e-reporting
  • Adoption of best-practice bycatch mitigation and shark conservation and management measures

ICCAT cancels annual meeting, SCRS plenary due to COVID-19

June 18, 2020 — This year’s International Commission for the Conservation of Atlantic Tunas (ICCAT) annual meeting, as well as the Standing Committee on Research and Statistics (SCRS) plenary meeting, have been canceled as a result of the COVID-19 pandemic, according to a letter from the organization’s commission chairman, Raul Delgado.

The SCRS meeting was to be held from September to October, and the annual meeting was to be held in November.

ICCAT lowers catch limit, reduces FADs for bigeye tuna

November 29, 2019 — At its annual meeting earlier this week, the International Commission for the Conservation of Atlantic Tunas took steps to reduce fishing effort for bigeye tuna.

The regional fisheries management organization lowered the total allowable catch for bigeye tuna in 2020 and 2021 from 62,500 metric tons (MT) to 61,500 MT, and reduced the allowed maximum number of fish aggregating devices (FADs) from 500 to 350 in 2020 and to 300 2021. It also implemented a FAD fishing closure period for the entire Atlantic area for two months in 2020 and three months in 2021. In addition, ICCAT increased coverage by its observer program from 5 percent to 10 percent and moved to develop minimum standards for electronic monitoring.

Bigeye tuna get ‘modest’ reprieve as fishing nations cut quotas

November 27, 2019 — The world’s major fishing nations have agreed “modest” quota cuts for the under-pressure Atlantic Bigeye tuna but critics say more should be done to protect an important food resource.

Scientists warn that unless the catch is reduced, stocks of Thunnus obesus—especially prized for sashimi in Japan and canned worldwide—could collapse within years.

A scientific report prepared for last year’s failed meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT) showed numbers had plummeted to less than 20 percent of historic levels.

This is only about half what is needed to support a “maximum sustainable yield”—the largest catch that can be taken without compromising the long-term stability of a species.

Going into the meeting in Majorca, Spain, ICCAT had a headline quota of 65,000 tonnes, allocated to the seven groups, including Japan and the EU, with the largest catch.

When smaller members were included, this rose to around 77,000 tonnes, pushing the Bigeye further into the danger zone, according to NGOs.

Conservation groups criticize US, EU for ICCAT inaction on shortfin mako sharks

November 27, 2019 — The International Commission for the Conservation of Atlantic Tunas ended its annual meeting on Monday, 25 November, with members unable to approve a recovery plan conservationists believe is essential for the long-term survival of shortfin mako sharks.

At least two groups pinned the blame on the United States and the European Union. During the weeklong meeting in Mallorca, Spain, it was decided that the commission would continue to use guidelines passed two years ago that some fear will lead to further population declines.

Report: ICCAT bluefin rules leave loopholes for IUU

November 15, 2019 — A new report, recently published on ResearchGate, has found that the current catch documentation method for Atlantic bluefin tuna used by the International Commission for the Conservation of Atlantic Tunas leaves large loopholes that can be exploited by fishers catching more than what is allowed, allowing them to have illicit catch enter E.U. markets.

The report, funded by the WWF, is focused exclusively on the eastern bluefin tuna stock. It comes in the wake of the 2018 bluefin tuna trade scandal, which found an illicit trade network selling large amounts of illegally harvested bluefin tuna in Europe. A complex, multi-organization investigation that included the Spanish Guardia Civil and EUROPOL – dubbed Operation Tarantelo – discovered that the illicit trade of illegal bluefin tuna catch had been occurring for years. The trade involved most of the countries in the northern Mediterranean, with illegal bluefin tuna coming from Maltese farms and Italian fishing boats. One of the largest Spanish tuna farming operators, Ricardo Fuentes y Hijos, was found to be the mastermind behind the trade on the Spanish side, and used a number of companies to issue false ICCAT bluefin catch documentation. The volume of the resulting illicit trade was estimated to be around 2,500 metric tons a year, which would have represented 18.6 percent of the total quota for the E.U. in 2017.

The Surprising Story of Swordfish You May Not Know

Today’s North Atlantic swordfish population is a great fishery rebuilding story.

Twenty years ago, this predatory fish was in trouble. Their population had dropped to 65 percent of the target level. This means there wasn’t enough North Atlantic swordfish in the water to maintain their population in the face of fishing by the many countries who share the resource.

Fast forward to 2009 and the international commission that manages species like swordfish declared the Northern Atlantic stock fully rebuilt. That announcement came a year ahead of the 2010 target date set in the International Commission for the Conservation of Atlantic Tuna’s (ICCAT) 10-year rebuilding plan.

“If it’s U.S.-harvested swordfish, consumers can feel confident it’s a smart seafood choice,” said Rick Pearson, NOAA Fisheries fishery management specialist. “We should reward our sustainable stewardship practices at the seafood counter.”

Rebuilding an Important Population

Efforts to restore a dwindling population of North Atlantic swordfish date back to 1985 when NOAA Fisheries implemented the first U.S. Atlantic Swordfish Fishery Management Plan. This plan reduced the harvest of small swordfish, set permitting and monitoring requirements, and launched scientific research on the swordfish stock. Minimum size limits and enforcement processes came shortly after when ICCAT issued its first recommendation on swordfish in 1990.

Despite these and other management strategies implemented over the next eight years, the stock continued to suffer. By the late 1990s, the average weight of swordfish caught in U.S. waters had fallen to 90 pounds, a drop from the 250-pound average fishermen enjoyed in the 1960s. This was in part because the population decline meant fishermen were catching younger fish.

What ultimately reversed their downward course was the broad suite of actions built up by the beginning of the 21st century.

“There is no one measure that could have brought this population back from the decline,” said Pearson. “Sustainable fishery management requires a comprehensive science-based approach that considers the biological needs of the fish population, the health of fisheries, the fishing industry, and coastal communities.”

In the United States today:

  • A limited number of vessels can target swordfish commercially with longline gear.

  • All fishermen must abide by minimum size limits, and many must also abide by retention limits.

  • Closures prevent pelagic longline fishing in waters with historically high levels of bycatch species, including undersized swordfish.

  • Satellite tracking systems are mandatory on some vessels that target swordfish.

  • The use of circle hooks is required in commercial fisheries to increase the survival of sea turtles and other animals caught accidentally.

  • Commercial fishermen must attend workshops where they learn to properly handle and release bycatch, including undersized swordfish.

  • Observer programs provide fishery scientists and managers with needed data.

Leading the International Community

Some of these measures can be traced back to the ICCAT rebuilding plan, but many are the result of U.S.-led efforts to protect swordfish, reduce bycatch of other species, and sustainably manage fisheries that interact with swordfish.

Pearson and others also point to the key role the U.S. commercial fishing industry played in helping to establish these domestic efforts and supporting greater international collaboration.

“The United States led the charge internationally to adopt measures to recover North Atlantic swordfish,” said Christopher Rogers, director of International Fisheries. “We pressed our international partners to adopt measures U.S. fishermen were already practicing, such as catch limits, minimum sizes, recording and reducing dead discards, and appropriate observer coverage. Strong U.S. leadership helped ensure the international community shared the burden for rebuilding this iconic species.”

Support for a Valuable U.S. Fishery

In the decade since ICCAT first declared that North Atlantic swordfish are not being overfished, the United States has seen a fall in its total annual catch. In 2017, U.S. fishermen caught just 14 percent of the total swordfish catch reported to ICCAT.

There are several reasons for this decline, says Pearson, including rising fuel prices, an aging commercial fleet, and competition from often lower-quality imported frozen products.

To help more U.S. fishermen take advantage of our national ICCAT-allotted quota, NOAA Fisheries has made several changes in the last decade to commercial and recreational restrictions, such as:

  • Removing vessel size and horsepower restrictions on pelagic longline permits.

  • Increasing retention limits on some permits.

  • Launching a hand gear permit, allowing fishermen to participate in the fishery without spending more to buy a longline permit from another vessel.

  • Making it easier for fishermen to get and renew permits.

But there is more work to be done to ensure our regulatory program is effective in both maintaining swordfish populations and supporting the fishing industry. We are currently examining whether some area-based and gear management measures that affect swordfish fisheries could be modified in light of the success of a program that has reduced bluefin tuna bycatch.

“The U.S. fishery management process is a dynamic process,” said Pearson. “Protecting the North Atlantic swordfish population from overfishing while ensuring fishing opportunities for our recreational and commercial fishermen requires the best available science and responsive management.”

ABTA: ICCAT Meeting Ends After ‘Spectacular Failure’ to Protect Bigeye Tuna

November 27, 2018 — NORWELL, Mass. — The following was released by the American Bluefin Tuna Association:

The International Commission for the Conservation of Atlantic Tunas (ICCAT) concluded its annual plenary meeting on November 19 after a spectacular failure to arrive to a comprehensive agreement on badly needed management measures to address the present poor state of Atlantic bigeye tuna stock. Bigeye tuna is highly coveted by sashimi markets worldwide, similar to bluefin tuna.

ICCAT’s eight-day meeting, held this year in Dubrovnik, Croatia, was attended by over 700 people representing 52 countries.

In October, the Standing Committee for Research and Statistics (SCRS), the scientific arm of ICCAT, issued a new stock assessment on Atlantic bigeye tuna which stated that the stock is significantly overfished, with overfishing taking place.   An approximate 40% cut in overall Atlantic-wide allowed catch would be required to end overfishing. Discussion and “heated” negotiations regarding new management measures aimed at addressing the dire status of this important fish stock dominated the 8-day meeting. However, when the meeting drew to a close, the Commission had failed to agree upon any measures to address the numerous problems in the Atlantic bigeye tuna fishery.

The U.S., Canada, South Africa and a handful of other nations strongly advocated for the adoption of measures that would end overfishing immediately and rebuild the stock within 10 years. However, a strategy aimed directly at achieving quantifiable reductions of catch of juvenile bigeye and yellowfin tuna in the West Africa purse seine skipjack fishery, although strongly urged by ICCAT scientists and considered key to the recovery of Atlantic bigeye stock, was notably absent from the various conservation measures proposed.

Thus, the failure by ICCAT to come to an agreement on a conservation and management plan for Atlantic bigeye will result in the further erosion of the stock’s status until ICCAT succeeds in taking decisive action on this critical issue. This will undoubtedly have a negative effect on the U.S. East Coast commercial handgear, pelagic longline and recreational fishermen that catch bigeye tuna. The next opportunity to achieve these goals will be at the annual ICCAT meeting in 2019.

Numerous issues unrelated to bigeye tuna were taken up during this meeting with mixed results. A 47-page recommendation drafted by the European Union establishing a multi-annual management plan for East Atlantic-Mediterranean bluefin tuna, first tendered at the plenary meeting in 2017, was finally concluded at the current meeting.

The U.S. succeeded in obtaining consensus on its proposal to address ICCAT’s Vessel Monitoring System (VMS) protocols that will result in a badly-needed increase in VMS polling time for purse seine from four to a one-hour intervals. Also, under the same proposal, longline vessels are now required to transmit VMS data at two-hour intervals.   The U.S., the EU, Norway and Senegal proposed new port state measures to prevent, deter and eliminate illegal, unreported and unregulated fishing and this succeeded in obtaining support from the Commission.

The U.S. attempted to establish conservation measures for overfished blue and white marlin stocks but failed to obtain the needed support from ICCAT countries. Similarly, the U.S., Panama, Cape Verde, Nicaragua and Guatemala proposed measures to reduce bycatch of sea turtles in longline fisheries, but this too did not obtain a consensus.
