Storms extend Louisiana fisheries COVID-19 aid deadline

October 26, 2020 — Damage from Hurricanes Laura and Delta has prompted Louisiana to extend the deadline for fisheries’ workers and businesses to apply for help under a coronavirus pandemic program.

Instead of ending Monday, the application period will now last through Nov. 23, the Louisiana Department of Wildlife and Fisheries said in a news release.

“After a closer look at the damage left by hurricanes Laura and Delta to the fishing community, the department wants to ensure that everyone impacted by those hurricanes has ample opportunity to apply,” Secretary Jack Montoucet said.

He said the extension will give those people more time to repair and get services to their homes and to take care of their families’ immediate needs.

The Gulf States Marine Fisheries Commission has $14.6 million in federal coronavirus relief money for Louisiana’s fishing industry.

NOAA Fisheries, Gulf States Prioritize Integrating, Calibrating Recreational Red Snapper Data

November 28, 2018 — The following was released by NOAA:

The Marine Recreational Information Program (MRIP) partnership took another step toward delivering more timely and precise estimates of Gulf of Mexico recreational red snapper catch and effort. At a September workshop co-hosted by MRIP and the Gulf States Marine Fisheries Commission, scientists and managers from state agencies, the Gulf of Mexico Fishery Management Council, NOAA Fisheries, and independent statistical consultants sought to identify the best way to use data collected by specialized and general state-federal surveys to monitor recreational catches of Gulf red snapper, as needed to support stock assessments and fishery management.

The Red Snapper Survey Designs Workshop IV was the latest in a series, dating back to 2014, focused on finding ways to better monitor catches during short federal and state fishing seasons for one of the Gulf’s most popular fish. NOAA Fisheries and its Gulf state and regional partners have spent the past several years working closely to develop survey designs that address federal and state management needs for more timely and statistically precise catch statistics.

Since last December, NOAA Fisheries has certified designs for three surveys in the Gulf of Mexico: Louisiana’s all species, general survey, LA Creel; Mississippi’s red snapper-specific Tails n’ Scales; and Alabama’s red snapper-specific Snapper Check. Florida’s Gulf Reef Fish Survey, which supplements MRIP’s general surveys for a limited group of reef fish species, is expected to be certified later this year. Each survey uses a different methodology to gather data and produce estimates based on the unique characteristics of the state’s fishery.

“This is all part of a comprehensive, collaborative, and rigorous process to ensure sound and effective science and management of Gulf red snapper,” said Gregg Bray, GulfFIN program coordinator for the Gulf States Marine Fisheries Commission. “It’s so important to have the leadership and local knowledge of the states, the collaborative strength of GulfFIN, and the financial and technical resources of NOAA Fisheries. That’s the real value of the MRIP partnership.”

The MRIP state surveys are designed to improve regional monitoring of the recreational red snapper catch and effort. Estimates from these surveys can be used for federal scientific stock assessments and fishery management once there is a transition plan that describes how to integrate state and general data, and how to calibrate new and historical catch and effort estimates.

National Wildlife Federation Revives Menhaden Myths with Latest Petition

October 24, 2017 — The following was released by the Menhaden Fisheries Coalition: 

The National Wildlife Federation (NWF) is misleading the public on the health and history of Atlantic menhaden – an economically critical fish species along the East Coast. Pushing an online petition and enlisting the help of Hollywood celebrities to call for further restrictions on the menhaden fishery, NWF is repeating and amplifying oft-repeated misinformation on the species.

Menhaden were not overharvested, and quota cuts have not been responsible for their resurgence. NWF states that “fishing pressure” had reduced the coastwide menhaden population, and the species has only begun to recover thanks to harvest reductions that went into place in 2012. Neither of these claims is accurate. Five years ago, the Atlantic States Marine Fisheries Commission (ASMFC), the interstate body responsible for menhaden management, instituted harvest cuts based on an inaccurate and flawed stock assessment. But two improved, subsequent assessments, one released in 2015 and one earlier this year, instead confirm that menhaden are not overfished, nor are they experiencing overfishing.

More importantly, the assessments also found that this is not a recent development: menhaden have not been overfished at any point in the last decade, and menhaden fishing mortality has been on a long-term downward trend and is near the lowest it has ever been. Last year, the ASMFC considered the menhaden stock to be healthy enough that they voted to raise the coastwide quota.

The menhaden fishery does not heavily impact striped bass. Menhaden are one of the many forage species that are eaten by striped bass. But recent science finds that the menhaden fishery does not have as much of an impact on predator species as commonly thought. A study published this April by Dr. Ray Hilborn and a team of fisheries scientists concluded that the size of predator populations had little correlation to the number of forage fish available to them, and that other factors, including the location and naturally fluctuating populations of forage species, were just as influential.

It also found that, specifically in the case of menhaden, that predators such as striped bass are not in direct competition with menhaden fishermen: bass typically target smaller fish, while fishermen generally catch older fish.

Menhaden oversight did not begin in 2012. While 2012 marked the first time that a coastwide quota was put into effect, the NWF is wrong to suggest that this marks the beginning of menhaden oversight. The ASMFC has monitored the menhaden fishery since the late 1950s, and state-level catch limits and restrictions were in place long before the 2012 quota.

NWF surrogates are also wrong characterizing the current debate over menhaden reference points as the menhaden fishery wanting to “remove restrictions” on the species. Members of the menhaden fishery instead support quotas and reference points for menhaden that are supported by the science produced by the ASMFC, and reflect the healthy state of the menhaden population.

Menhaden are not “the most important fish in the sea.” Credible scientists do not consider any one species “most important.” The moniker “the most important fish in the sea” was coined by Rutgers University English professor H. Bruce Franklin in his 2007 book of the same name. The phrase stems from entirely qualitative judgments made by the author that lack scientific founding. There has been no scientific study that validates this claim, and studies that have attempted to analyze how menhaden affects other species and the ecosystem, like the Hilborn et al. study published earlier this year, have found that it is just one of many factors impacting predator species.

The Gulf States Marine Fisheries Commission’s Menhaden Advisory Committee discussed the book upon its publication in a March 2008 meeting and concluded, “the book should be sold as a book of fiction and generally disregarded.” There is no scientific evidence supporting the hyperbolic statement that any one species of fish is “most important,” and this phrase represents only Dr. Franklin’s opinion, rather than any scientific consensus.

LOUISIANA: Gov. John Bel Edwards wants angler input on red snapper regulation

February 2, 2017 — Gov. John Bel Edwards told a group of recreational anglers Thursday that he was open to state regulation of red snapper fishing off Louisiana’s shore, which some anglers said was a rollback of the governor’s previous wildlife and fisheries leader.

“We ought to be able to regulate ourselves when it comes to fishing,” Edwards told the Coastal Conservation Association Louisiana annual membership luncheon during a 14-minute speech that otherwise was long on hunting and fishing stories and short on policy.

 Edwards said his position hasn’t changed, but he understands that mixed messages went out over the past year.

Using population and harvesting data, federal agencies have pressed the Gulf State Marine Fisheries Commission, made up of representatives from the five states bordering the Gulf of Mexico, have limited the red snapper season to nine days and restricted how many fish could be caught.

Reports: Gulf population of menhaden, prey of game fish, thriving

October 26th, 2016 — A commission that assesses the health and viability of the menhaden population in the Gulf of Mexico says despite massive commercial hauls, the menhaden population is sound.

The Gulf States Marine Fisheries Commission calls it a stock assessment for menhaden.

Steven J. VanderKooy, a fisheries coordinator with the commission, which has an Ocean Springs, Mississippi office, told The Sun Herald despite the fact that millions of pounds are hauled in each year, they are thriving.

The fish is caught for cat food and fish oil supplements and is a favorite food of large game fish.

The assessment was completed as a cooperative effort of Mississippi, Alabama, Florida, Louisiana, Texas and the National Oceanic and Atmospheric Administration.

Latest report says menhaden thriving in the Gulf

October 25th, 2016 — A commission that assesses the health and viability of the menhaden population in the Gulf released a report this week that says despite massive commercial hauls, the menhaden population is sound.

It’s called a stock assessment for menhaden — a fish caught for catfood and fish oil supplements and a favorite food of large game fish. If fact, there’s been controversy this year over how many redfish commercial menhaden boats in the Gulf should be allowed to keep in the bycatch while fishing for menhaden.

Gulf States Marine Fisheries Commission evaluated the status of the Gulf menhaden in U.S. waters and concluded the “Gulf of Mexico’s menhaden stock is not experiencing overfishing,” said Steven J. VanderKooy, a fisheries coordinator with the commission, which has an Ocean Springs office.

The assessment was completed as a cooperative effort of Mississippi, Alabama, Florida, Louisiana, Texas and the National Oceanic and Atmospheric Administration.

Menhaden catches support the second largest commercial fishery by weight in the United States. Menhaden are small filter feeders that don’t grow much longer than a foot and only live for three or four years.

Despite the fact that millions of pounds are hauled in each year, they are thriving, VanderKooy said. “They are really, really resilient. It’s a great fish and short-lived.”

KENNY HEBERT: CCA is telling fish tales about Omega Protein

April 20, 2016 — On April 2, the Sun Herald published an op-ed from the spokesman of the Coastal Conservation Association — Mississippi, F.J. Eicke (“A most important fish raises need for public scrutiny”), that was filled with more holes than a fisherman’s net. Sadly, time and time again, Mr. Eicke has demonstrated dismissiveness toward sustainable fisheries and the hardworking men and women of Mississippi’s commercial fishing industry.

A major contention offered by Mr. Eicke is that Mississippi’s resident menhaden stock is troubled. This statement is 100 percent incorrect and is little more than a scare tactic. There is no such thing as “Mississippi menhaden.” Due to their very nature — their biology and habitat — menhaden are a Coastwide migratory species, which is why menhaden stock assessments are conducted on a Coastwide basis.

As such, Mr. Eicke’s claim that the public “has no basis for assessing the catch in Mississippi waters” is nonsensical. Menhaden cross state borders routinely as they move around the Gulf. To assess the amount of menhaden in Mississippi waters at any given time is pointless, since, due to migratory patterns, the stock size would be completely different in subsequent days, weeks or months.

Contrary to Mr. Eicke’s claim that menhaden regulations are “minimal,” existing management has been successful in maintaining a sustainable fishery. According to the most recent, peer-reviewed Gulf States Marine Fisheries Commission stock assessment, the menhaden stock is healthy: It is neither overfished nor experiencing overfishing. The same results have been consistent going back 20 years.

Gulf Council to Convene Law Enforcement Tech Committee

March 2, 2016 — The Gulf of Mexico Fishery Management Council will convene a meeting of its Law Enforcement Technical Committee (LETC), formerly known as the Law Enforcement Advisory Panel (LEAP). The LETC will meet jointly with the Gulf States Marine Fisheries Commission’s Law Enforcement Committee (LEC). The meeting will convene Wednesday, March 16, 2016, from 8:30 am – 5:00 pm. The meeting will be held at the Holiday Inn San Antonio Riverwalk Hotel, 217 N. St. Mary’s Street in San Antonio Texas.

The committees are scheduled to discuss enforcement implications of the Louisiana, Mississippi, and Alabama 9-mile Reef Fish Boundary and the Offshore Aquaculture Fishery Management Plan.

The committees will also review the following draft Council amendments:

  • Reef Fish Amendment 36A – Red Snapper IFQ Modifications
  • Draft Reef Fish Amendment 43 – Hogfish Stock Definition, Status Determination Criteria, and Annual Catch Limit
  • Framework Action Addressing Circle Hook Requirement when Fishing for Yellowtail Snapper
  • Shrimp Amendment 17B – Optimum Yield, Number of Permits, Permit Pool, and Transit Provisions
  • CMP Amendment 26 – Reallocation of King Mackerel

Ocean Trust Endorsement of NOAA Assessment

February 1, 2016 – The following was released by Ocean Trust:

Ocean Trust strongly endorsed the recent release of NOAA’s peer-reviewed self-assessment that shows the standards of the United States fishery management system under the Magnuson-Stevens Act more than meet the criteria of the United Nation’s Food And Agriculture Organization’s ecolabelling guidelines. These same guidelines serve as a basis for many consumer seafood certification and ranking schemes.

“The NOAA assessment offers a model for assessing the sustainability of fishery management systems,” noted Thor Lassen, President of Ocean Trust and co-developer of the assessment methodology. “The thoroughness of the assessment by NOAA validates not only the sustainability of US fisheries, but the potential to move towards certification of management systems instead of individual fisheries.”

The assessment evaluated the US management system using the “FAO Evaluation Framework to Assess the Conformity of Public and Private Ecolabelling Schemes with the FAO Guidelines for the Ecolabelling of Fish and Fishery Products from Marine Capture Fisheries,” but focused on the conformance of management systems as a whole rather than that of individual fisheries.

The initiative to assess fish management systems was based on discussions and finding from a series of “Science & Sustainability Forums” (2010-2014) convened by Ocean Trust and the American Institute of Fishery Research Biologists which concluded that:

  • Sustainability is best defined by the management system, not a snapshot of the stock status (overfished) or fishing level (overfishing) at any point in time, but the capacity of the system to respond to changes in stock levels or impacts via management measures.
  • Effective management systems will include adequate responsive action to end overfishing, avoid irreversible harm, and produce sustainable fisheries, and
  • Sustainability, although often gauged on a fishery-by-fishery basis, is actually the result of a well-designed and implemented management system.

NOAA Fisheries staff participated in the Science and Sustainability Forum in Reston, Virginia in February 2012. Following the forum, NOAA Fisheries initiated a project to evaluate the U.S. federal fishery management system against the U.N. Food & Agriculture Organization’s (FAO) Guidelines for the Ecolabelling of Fish & Fishery Products from Marine Capture Fisheries.

2012 Knauss Fellow Dr. Michelle Walsh led the NOAA Fisheries effort and collaborated closely with Thor Lassen of Ocean Trust.

The assessment examined three forms of evidence for management program conformance with twenty-four key criteria that addressed the management structure, status of stocks and ecosystem impacts as dictated by “FAO Guidelines.” The structure and methodology of the framework approach was developed in collaboration with Ocean Trust and guidance from former FAO Directors to ensure conformance with “FAO’s guidelines.”

The evaluation process was presented at the American Fisheries Society, Managing Our Nations Fisheries Conference, Marine Fisheries Advisory Committee Meeting, and at the 2014 FAO Committee on Fisheries Meeting in Rome. The process was also peer-reviewed by the Center for Independent Experts (CIE) and published as a NOAA Technical Memorandum on January 28, 2016. www.nmfs.noaa.gov/sfa/publications/feature_stories/2016/fisheries_assessment.html

During this same time period Ocean Trust worked with the Louisiana Department of Wildlife and Fisheries and later the Gulf States Marine Fisheries Commission to assess management systems in the Gulf of Mexico. The results of both assessments demonstrate that:

1. Management systems can be assessed to FAO standards providing major efficiencies in assuring the sustainability of products from those systems. When serious issues arise or as warranted, fishery-by fishery assessments can be conducted as needed.

2. The assessment process can address both national and state programs. For the Gulf, the assessment confirmed the use of adaptive management practices with modern and well-accepted management techniques to sustain its key fisheries over multiple generations.

3. If the processes within a management system are deemed to be adequate to sustain individual fisheries, then the products from those fisheries should be deemed sustainable (i.e., recognized in the market-place) as is often stated by NOAA regarding US fisheries.

“We need to be realistic when looking at fisheries in the US and abroad, the vast majority of which have not been certified because of the impractically and cost under the current certification programs,” concluded Lassen. “We have to rationalize the process and be open to efficiencies offered by a broader approach that focuses on evaluating management systems.”

Ocean Trust will moderate a panel on “Rationalizing Seafood Sustainability” during the 2016 North American Seafood Expo Conference Session Tuesday, March 8th 10:30-12:00 where representatives from Ocean Trust, NOAA, American Institute of Fishery Biologists and others will present their findings and conclusions regarding the sustainable management of seafood.
