SONIA FERNANDEZ: Doing right by the whales

June 12, 2018 — These are not good times for the North Atlantic right whale. Ship strikes and gear entanglement play major roles in the mortality of these highly endangered mammals, which now number fewer than 500. Making matters worse, climate-mediated shifts are pushing their prey out of the whales’ usual feeding grounds, rendering traditional habitat-focused protection policies less than optimal.

This reality was starkly apparent in the summer of 2017, when 17 right whales turned up dead in U.S.-Canadian waters—a mass mortality event attributed in large part to gear entanglement and ship strikes. The event also revealed that the whales had gone beyond their typical distributional boundaries. Scientists estimate that unless protective policies are expanded to cover their shifting distribution, right whales may face extinction in less than 30 years.

That’s according to a new study by researchers including UC Santa Barbara Marine Science Institute ecologist Erin Meyer-Gutbrod. With atmospheric scientist Charles H. Greene, of Cornell University, and postdoctoral research associate Kimberley T. A. Davies, of Dalhousie University, Meyer-Gutbrod authored the paper “Marine Species Range Shifts Necessitate Advanced Policy Planning,” which appears in the journal Oceanography.

According to the group’s findings, “only five calves were born in 2017 and no newborn calves have been sighted thus far in 2018.”

“What we have seen with prey limitation is that whales will search outside of their traditional feeding grounds, looking for denser aggregations of zooplankton,” said Meyer-Gutbrod, who studies the effects of environmental change on right whale populations. Due to the northward movement of their food from their usual Gulf of Maine feeding grounds to the Gulf of St. Lawrence in Canadian waters, the whales, too, are shifting away from their usual habitats and into unprotected regions. The combination of food scarcity in their usual habitat and lack of protection in their adopted feeding grounds, Meyer-Gutbrod and colleagues say, calls for advanced policy planning that essentially follows these whales as they stake out new territory.

“Prey limitation is not typically so severe that right whales starve to death,” said Meyer-Gutbrod. However, she explained, when prey is scarce, adult females don’t have enough energy to reproduce successfully. In addition, when the whales move from their typical protected waters into heavily-trafficked and unprotected areas, they encounter a minefield of obstacles, from commercial shipping vessels to crab and lobster fishing gear.

Frustration mounts in Gulf of St. Lawrence lobster fishery over right whale closures:union

June 12, 2018 — A group representing Gulf of St. Lawrence lobster fishermen says frustration is mounting after the federal government rejected its proposal for a shallow-water exemption to fishery closures aimed at protecting endangered North Atlantic right whales.

The Department of Fisheries and Oceans (DFO) says it considered the proposal by the Maritime Fishermen’s Union and the Pecheurs professionnels du Sud de la Gaspesie, but will not exempt waters of up to 10 fathoms — or 18 metres — in depth.

“We felt staying in that depth of water, which is where most of our fishermen are now at this time of year anyways, was a really good compromise,” said Carl Allen, president of the Maritime Fishermen’s Union.

Last week, DFO issued temporary closures to six more grid areas due to the presence of right whales. The move came after six areas were closed to several fisheries as of May 22.

A static closure zone is in place along New Brunswick’s northern coast until June 30, while DFO has been enforcing what are called dynamic management closures that shut down fishing activities for 15 days once a right whale sighting is confirmed.

In an interview Monday, Allen said fishermen are having a hard time understanding DFO’s logic after they were willing to comply with any number of measures, including the use of tracking technology and observers.

Right whale sightings prompt temporary closing of East Coast fishing areas

May 22, 2018 — East Coast fishermen were scrambling to move their traps this weekend after the Department of Fisheries and Oceans (DFO) announced plans to temporarily close a section of the Gulf of St. Lawrence on Tuesday, to protect two endangered right whales spotted swimming in the waters during aircraft surveillance.

The decision is the latest attempt to avoid a repeat of last year, when 12 whales died in Canadian waters, either from being struck by boats or tangled in fishing ropes that stretch from the surface to the traps below.

The department has already permanently closed a section of the gulf where whale populations are known to congregate, but that is lucrative for snow crab fishermen. This has raised concerns that if temporary closings also expand, fishermen may not be able to fill their quotas, or will be forced to cluster in certain areas and risk overfishing, said Carl Allen, the president of the Maritime Fishermen’s Union.

“It’s been tough,” he said, speaking on Monday from his home in Cap-Pele, N.B. “Today, anybody [with traps in the newly closed area is] scrambling to get out there and get their gear on their boat. Hopefully they can find a place where the crab hasn’t already been picked over.” The closing was announced on Sunday, giving fishermen 48 hours notice to remove traps from the areas or face possible fines. The area, which is east of the Miscou Island and just north of the area where fishing is already prohibited, will be closed for at least 15 days, longer if the whales remain, according to a department statement.

Regulators push for rope removal to save North Atlantic right whale

April 18, 2018 — In a multinational drive to protect the North Atlantic right whale, fisheries along the east coasts of the Canada and the United States are being mandated, legislated, or volunteering to reduce rope use as much as possible.

The Canadian government has instituted steps that requires snow crab fishermen use less rope, use more easily breakable rope and report any lost gear as soon as possible. These conditions apply to all fishing in the Gulf of St. Lawrence.

While Canada’s federal effort has been heavily on the snow crab fishery, the Prince Edward Island Fishermen’s Association (PEIFA) recently laid out its own plan to reduce potential entanglements and involvements with the endangered whales.

No right whale has been found entangled in lobster gear, but nevertheless, the lobster fishermen in Area 24, along Prince Edward Islands’s North Shore, have agreed to voluntarily reduce what the gear they put in the water by at least 25 percent – setting their traps in bunches of six rather than a one trap set or smaller bunches.

“We feel we’re eliminating somewhere around 16,000 Styrofoam buoys out of the system and each of those buoys is responsible for 130 or 140 feet of rope, which go from the buoy down to the trap,” Francis Morrissey, of the Area 24 Lobster Advisory Board, said. “So we feel that by doing this, there’s 16,000 less chances for marine mammals to get entangled.”

South of the border, an op-ed in The Boston Globe by John K. Bullard, the retiring regional administrator for NOAA’s Greater Atlantic Regional Fisheries Office, challenged the U.S. lobster industry to take the lead in heading off the extinction of the North Atlantc right whale.

Lobster fishery reduces floating rope in hopes of protecting North Atlantic right whales

April 4, 2018 — Lobster fishers on P.E.I. are taking new measures this season to help protect the endangered North Atlantic right whales from entanglement.

In January, Fisheries and Oceans Minister Dominic LeBlanc announced changes to the snow crab fishery in the Gulf of St. Lawrence to protect the right whales, including reducing the amount of rope floating on the surface and mandatory reporting of all lost gear.

Fishermen are also required to report any sightings of the endangered whales.

At least 18 North Atlantic right whales died in Canadian and U.S. waters last year.

Necropsies on seven of the carcasses determined four whales died of blunt force trauma from collisions with ships, while the other three likely died from entanglements in fishing gear.

There are only an estimated 450 to 500 of the whales left in the world.

‘Delicate balance’

This winter, the P.E.I. Fishermen’s Association set up a special working group focused on helping to protect the right whale, with members representing all 13 species fished around Prince Edward Island.

“It’s a delicate balance between the fishery and the survival of these species,” said Melanie Giffin, a marine biologist and program planner with PEIFA.

“So our members will do everything they can in terms of reducing rope and to try to help reduce those entanglements for the whales.”

Giffin said most of the measures are being mandated by the federal department of fisheries.

“There’s a reduction in the amount of floating rope on the surface of the water and that’s being done in numerous species,” she said.

‘It’s not specific that it has to be lead rope but the rope needs to be sinking.”

In the snow crab fishery, there will also be colour coding of ropes, with different colours woven into the rope to identify where it’s from, including P.E.I.

“That’s to ensure that if there is a whale entangled, we have an idea of where that whale was entangled,” Giffin said.

“If they’re all entangled in the same area, then maybe management measures need to be looked more closely in that area, rather than the Gulf as a whole.”

There is no colour coding for lobster ropes yet, she added.

Tech to the rescue: The race to save the right whales

April 2, 2018 — The critically endangered North Atlantic right whale historically earned its name because its slow-moving coastal patterns made it the easiest, or right, whale to hunt.

Today, it’s nicknamed the “urban whale” – most notably by New England Aquarium biologists Scott Kraus and Rosalind Rolland in the title of their 2010 book – because ocean commerce off the east coast of Canada and the United States is accidentally killing off the species.

This modern conundrum has been the bane of existence for the school-bus-sized mammal for decades, and while conservation efforts have long been in place and led to a modest comeback in the 1990s, for the past seven years the species has shifted back into decline.

Today there are just 450 right whales left in the world. A record death toll of 18 over the past year including 12 in the Gulf of St. Lawrence last summer, coupled with zero calves this year, has raised the alarm for scientists and government. They’ve now shifted into high gear with several science, technology and management initiatives designed to trace migration patterns, prevent mammal and ship collisions, and contend with what they say is the biggest threat to the right whales: fishing-gear entanglements.

“If we’re going to save the right whales from extinction, tech is going to be part of the solution,” said Patrick Ramage, director of marine conservation for the International Fund for Animal Welfare in Cape Cod, Mass.

“It’s going to require a lot more technology and some of the things just coming online offer new hope for this species, but the answers lie not so much in restrictions being placed on the fishing and shipping industries as in unleashing their knowledge and creativity, and enlisting fishermen and mariners in the cause of right whale protection.”

Ropeless fishing, lower breaking strength rope and acoustic underwater monitoring are all on the table right now, but still require testing and investment.

Path to extinction for North Atlantic right whales

March 26, 2018, PROVINCETOWN, Mass. — Inside the cabin of the research vessel Shearwater, Charles “Stormy” Mayo, senior scientist and director of the Right Whale Ecology Program at the Center for Coastal Studies, pulled up on his computer an image of the family tree of North Atlantic right whale #1140.

This whale — dubbed “Wart” by researchers — has a file of photographs, identifying marks, and a life history, as does nearly every one of the remaining 451 right whales on earth.

“Her productivity has been extraordinary,” Mayo said. But Wart hasn’t been seen since 2014, and some worry her fabled life may have come to an end.

Last summer was particularly tragic with 16, possibly 17, right whales — 4 percent of the remaining population — killed after being hit by ships, entangled in fishing gear, and other unknown causes.

Extinction, experts say, is suddenly a reality.

“It was one of the big stories of the day, that right whales were coming back,” Mayo said. “But up to 2010, you had this appallingly slow climb, then decline. Now we have a species that is clearly headed for extinction.”

Wart, first seen in 1981, at the dawn of right whale research, has been subsequently spotted and identified 66 times from the Bay of Fundy to Florida. Believed to be in her 50s now, she is one of the more successful breeders — mother to seven calves, grandmother to 13 and great-grandmother to six.

But that productivity may not be enough in the face of a host of environmental issues related to an increasingly urbanized ocean — vessel noise, pollution and oil and gas exploration — and the unknown complications from a rapidly warming sea that could affect, for example, the seasonal timing of critical right whale food.

Then, there is the intractable problem of human induced mortality and serious injury.

Sixteen deaths last summer caused many to hit the panic button. Researcher Brian Sharp called it shocking.

“It begs the need for fishery managers, the industry and scientists to push harder to find solutions,” said Sharp, manager of Marine Mammal Rescue and Research at the International Fund for Animal Welfare in Yarmouth.

Twelve of last year’s deaths occurred in the Gulf of St. Lawrence, where right whales had been seen sporadically over the last four decades, fewer than a dozen a year, and not well-documented. Five live entanglements also were documented in that area last year. Unlike the U.S., Canada has had no ship or fishing restrictions in place as the numbers of whales documented in the Gulf, possibly following prey driven north by climate change, has grown.

But four deaths also happened in the U.S. last year, despite decades of research and planning on how to create whale-safe fishing gear, massive fishing closures and rerouted and slowed ships to avoid fatal interactions with whales. The U.S. deaths alone were four times the number scientists set as the maximum allowed per year if the species is going to recover.

“There’s a huge misconception that the industry is not sensitive to this matter or not aware of it. We certainly are, and it concerns the industry a lot,” said Grant Moore, of Westport, a longtime offshore lobsterman and president of the Atlantic Offshore Lobstermen’s Association.

The exact number of North Atlantic right whales that existed prior to human killing is unknown, but the population was likely reduced to fewer than 100 by the time the international 1935 ban on whaling was enacted.

Right whale survival may be dependent on snow crab fishery’s flexibility

March 22, 2018 — The future of the North Atlantic right whale is looking more and more bleak, and with their fate inextricably tied to the lobster and crab fishing grounds off the coast of Northern New England and Eastern Canada, pressure is mounting on the fisheries and their regulators to take more drastic action.

No right whale calves have been spotted so far this year – the latest in a string of bad news for the species, which lost 17 members in 2017. That total represented about four percent of its remaining population, and was around six times the normal mortality of the whales.  An eighteenth dead whale was found entangled in fishing gear off the coast of Virginia in January. Gear entanglement, followed by blunt force trauma caused by collisions with ships, have been identified as the main causes of these deaths.

Philip Hamilton, a research scientist at the Anderson Cabot Center for Ocean Life at the New England Aquarium, who studies the mammals, said there’s slim hope remaining that researchers have missed spotting any new calves.

“The calving season isn’t considered completely over – the folks who are doing the surveys on the calving grounds off of Florida and Georgia will be going for another month, but we’ve never gone this long and not found a calf,” Hamilton said. “And there are only a few whales that have not been seen, so we’re not particularly optimistic that a calf will be seen down there.”

With only an estimated 100 breeding females left in the entire North Atlantic right whale population, scientists are closely monitoring the changing reproductive cycle of the whales.

“We have had drops in reproduction in the past. We had a dip in the early 1990s and then a pretty dramatic downturn in the late 1990s that culminated with just a single right whale calf born in 2000. So we have seen this before, but we’ve never seen it in conjunction with such extremely high mortality,” Hamilton said.

In addition to the premature deaths and low birth rate, the right whale species faces the new and additional challenge of a lengthier gestation period. According to Hamilton,  their inter-birth interval has been increasing over the last five or six years, going from the standard of three to four years to 6.6 years in 2016, and jumping to an average of 10.2 years in 2017.

“There is a lot going on for them. We do know that females will forego reproduction if they aren’t in adequate body condition, meaning they have to have substantial fat reserves to support a calf. They end up losing up to a third of their body weight nursing a calf, so they have be able to handle that,” Hamilton said. “And there are a couple of factors which may be impacting female body condition. One would be food availability.”

The whales have been shifting where they feed in recent years and largely not going to some of their standard, historically productive feeding grounds like the Bay of Fundy and Roseway Basin and Great South channel east of Cape Cod. Instead, last year many ended up in Canada’s Gulf of St. Lawrence, where they are in much greater danger of entanglement with fishing gear, Hamilton said.

Canadians Implement New Crab Fishing Rules to Protect Endangered Right Whales

January 29, 2018 — HYANNIS, Mass. — Canadian Fisheries officials recently announced a handful of new rules for snow crab fishermen to protect critical endangered North Atlantic right whales from entanglement.

The regulations include reducing the amount of rope allowed to float on the surface.

The new rules are a result of at least 17 right whale deaths last year, many of which were in the Gulf of St. Lawrence. Right whales are the most endangered marine mammal in the world with an estimated population around 450.

Charles “Stormy” Mayo with the Center for Coastal Studies in Provincetown gave kudos to the Canadian officials for being proactive this year.

“It’s a shame we didn’t know where the whales were last year so they could have taken action earlier,” Mayo said.

Canada announces changes to protect right whales

January 24, 2018 — NEW BRUNSWICK, Canada — Canadian officials announced new restrictions Tuesday on the amount of rope that snow crab fishermen can use in an ongoing effort to reduce the effect of fishing on the highly endangered North Atlantic right whale.

“We don’t want meters and meters of rope floating on the surface of the water,” Fisheries and Oceans Canada Minister Dominic LeBlanc said.

With 450 or fewer right whales remaining, after the death last year of 16 in Canadian and U.S. waters, and a possible 17th death still under review, pressure is increasing on two ways that humans cause right whale deaths: fishing gear entanglement and ship strikes. Last week, U.S. conservation groups sued the National Marine Fisheries Service to tighten restrictions on lobster fishing to protect the whales.

A roundtable on right whales, convened by LeBlanc last November, with fishing and marine business people, environmental groups, indigenous community members, scientists and Canadian and U.S. government officials, led to a more thorough understanding of the situation, according to a statement from the Fisheries Service and Oceans Canada.

LeBlanc’s announcement Tuesday was about four initial changes in snow crab fishing policy and practices to better protect right whales, 12 of which were documented as being found dead in the Gulf of St. Lawrence. More initiatives to limit entanglement and ship strikes are likely to come, he said.

“It’s a step in the right direction,” said biologist Regina Asmutis-Silvia, executive director of Whale and Dolphin Conservation, of LeBlanc’s announcement. “To me it all hinges on what comes next. This in and of itself isn’t enough.”

New England Aquarium research scientist Heather Pettis agreed, saying the first steps looked promising and appeared to show that LeBlanc understood the urgency of the problem.

“We’re digesting it all and looking at how each of these four measures are going to help protect this population,” said Pettis, who is the administrator for the North Atlantic Right Whale Consortium, a research collaborative.

The primary limit LeBlanc set on snow crab fishing is to allow no more than 12 feet, or 3.7 meters, of floating rope between a snow crab trap’s primary buoy and its secondary buoy, which is expected to “massively” reduce line in Canadian snow crab fishing areas, LeBlanc said.

Of six right whale necropsies completed by Oct. 5 in Canada, two deaths were attributed to entanglement and four to ship strikes.
