Following the food trail to help right whales

July 25, 2019 — Scientists are gathering data on a flea-sized, fat-rich organism that could be key to predicting where North Atlantic right whales venture in their search for food in the southern Gulf of St. Lawrence.

A team from Dalhousie University and the University of New Brunswick is taking samples of copepods—a tiny zooplankton that is the primary food source for the massive whales who scoop them up in dense patches.

Hansen Johnson, a Ph.D. candidate in Dalhousie’s Department of Oceanography, says the information could help indicate where the whales may travel as they seek out food and better protect them against their greatest threats: ship strikes and fishing gear entanglements.

“It’s driven by this pressing need to figure out where right whales are going to be so management measures can be as effective as possible,” he says. “We think the whales are coming here to feed, so if we can find the food we can find the whales.”

Rescue team foiled in first attempt to disentangle right whale

July 11, 2019 — A North Atlantic right whale rescue mission has failed in its first attempt because of how difficult it is to track the endangered animals.

On Tuesday, the Campobello Whale Rescue Team headed out into the Gulf of St. Lawrence to try to locate and disentangle one of the three entangled North Atlantic right whales spotted in recent weeks.

Philip Hamilton, research scientist with the New England Aquarium, said the rescue team lost track of the whale because the plane that was monitoring it needed to refuel and had to go back to dry land.

“They didn’t have aerial support to help relocate the whale,” he said.

For lobster industry, a boatload of stresses

July 8, 2019 — This year’s delayed lobster season kicked off with a cold, rainy spring and bait worries, but lobstermen haven’t been idle. Instead, they’ve been hunting for a way to cope with looming North Atlantic right whale protections.

“The overall feeling around the docks this year is pretty glum,” said Jason Joyce of Swans Island. “Catch is low, expenses are high and (there are) stormy forecasts ahead thanks to wealthy, politically connected multinational environmental groups that have been targeting us as their latest fundraising villain.”

Lousy spring weather means many midcoast lobstermen have set only half their traps. Farther Down East, lobstermen have set their traps but the catches are light. Topping it off: Bait prices are about twice what they were last summer in some ports.

Underscoring those challenges is the persistent uncertainty about what right whale protections will do to Maine’s $485 million industry, a concern heightened by recent reports of six right whale deaths in the Gulf of St. Lawrence.

Many of Maine’s 4,500 licensed commercial lobster fishermen have been following federal efforts to protect the endangered right whale, especially a mandate that the Maine fleet reduce its buoy lines by half to prevent entanglements.

Immediate Action Needed to Save North Atlantic Right Whales

July 5, 2019 — The following was released by NOAA Fisheries:

The North Atlantic right whale is one of the world’s most endangered large whale species, with only about 400 whales remaining. The situation has become even more alarming with the recent discovery of six North Atlantic right whale deaths and one entanglement in the Gulf of St. Lawrence in Canada. Four deaths were mature females. With fewer than 95 breeding females left, protecting every individual is a top priority. Right whales cannot withstand continued losses of mature females—we have reached a critical point.

Vessel strikes and entanglement in fishing gear are the two greatest threats to these whales, and to make matters more complex, their habitat overlaps with commercially important areas. As right whales live and travel more than 1,000 miles from their feeding grounds off the Canadian Maritimes and New England to the warm coastal waters off South Carolina, Georgia, and northeastern Florida, it is the responsibility of the governments of the United States and Canada as well as the fishing and shipping industries in both countries to ensure that these whales have a safe place to live, feed, and reproduce for their survival.

The United States has endeavored for many years to reduce the risks to North Atlantic right whales from entanglement in fishing gear and collisions with ships, and we continually refine our management measures to support recovery of this critically endangered population. In 2008, we adopted ship strike reduction measures that include seasonal speed restrictions near shipping lanes when right whales might be present. Since 1997, we have worked with stakeholders on the Atlantic Large Whale Take Reduction Plan to reduce the impacts of commercial fishing gear on right whales. We are currently expediting measures to reduce an additional 60 percent of serious injuries and lethal entanglement risks as recommended by our Take Reduction Team in April 2019.

Six Right Whale Deaths In One Month: ‘Panicking Seems Appropriate’

July 3, 2019 — Five North Atlantic right whales have been found dead in the past week, and six in the last month. With just over 400 remaining and calving rates low, that’s a death toll the critically endangered population can’t afford.

“Panicking seems appropriate, yes,” said Peter Corkeron, who leads the large whale research program at NOAA’s Northeast Fisheries Science Center.

The whales’ death toll is similar to that of the summer of 2017, when there was one death in early June, and then, later in the month, five deaths in the span of a week, all in the Gulf of St. Lawrence. That summer went on to become catastrophic for the whales, with a total of 12 documented fatalities in Canadian waters and another six in U.S. waters.

There are notable differences, as well, though. In 2017, some whales were hit by ships, but many of the deaths were due to whales getting tangled in fishing gear. This year, ship strikes seem to be the primary problem.

Large numbers of North Atlantic right whales have been sighted in the western Gulf of St. Lawrence in recent summers. Corkeron says that may be because of a subtle shift in where the animals are spending their time. Right whales have only started showing up in the Gulf of St. Lawrence in significant numbers in the past few years, a change in their migration patterns that researchers attribute to climate change.

Grandmother and Grandfather Among 4 Endangered Whales That Died This Month

June 26, 2019 — Four North Atlantic right whales were found dead in the Gulf of St. Lawrence in Canada in the last three weeks, representing about one percent of the remaining population that is closely watched.

One, named Punctuation, was a breeding female who had mothered eight calves and then gone on to have several grandchildren, making her death a significant loss for a dwindling population. She had been sighted as long ago as 38 years.

Another, known as Comet, was roughly 33 years old and well known to whale-watching experts, who also said that he had become a grandfather.

Two others were a younger male named Wolverine that died earlier this month, and an 11-year-old female that was found dead along with Comet near New Brunswick’s Acadian Peninsula on Tuesday night.

The New England Aquarium, which tracks the endangered population, said in a statement: “The loss of sexually mature females is biologically a major loss to this species that has seen a precipitous population decline over the past several years.”

The aquarium noted that hundreds of the right whales had migrated northward into the Gulf of St. Lawrence as warming waters reduced their food source, mainly copepods in the Bay of Fundy and the Gulf of Maine.

UPDATE: New fishing rules on agenda to protect rare whale

April 23, 2019 — This week is shaping up to be the week of the North Atlantic right whale, as regulators, conservationists and fishing stakeholders convene in New England to hammer out new measures to protect the imperiled cetaceans from potentially deadly entanglements in fishing gear.

The Atlantic Large Whale Take Reduction Team is set to meet Tuesday through Friday in Providence, Rhode Island. The proceedings will be closely watched by segments of the Northeast commercial fishing industry — particularly Massachusetts and Maine lobstermen — to gauge the impact on future fishing.

“Tackling entanglements is critical to the recovery of the North Atlantic right whale population, and we can’t do it without the assistance and cooperation of those who know best how the fishing industry interacts with large whales,” Mike Pentony, the Gloucester-based regional administrator for NOAA Fisheries, said in a statement. “The continued participation and dedication of our industry, science, (non-governmental organizations) and agency partners is absolutely necessary to future success.”

The population of the North Atlantic right whales peaked at about 480 in 2010 before another downward trajectory emerged, fueled in part by an unprecedented 17 mortalities in U.S. and Canadian waters in 2017, particularly in the Gulf of St. Lawrence snow crab fishery.

Today, whale researchers estimate the North Atlantic right whale population hovers around 411.

NOAA: Team to Focus on Right Whale Survival This Week

April 22, 2019 — The following was published by NOAA Fisheries:

On April 23, a group of approximately 60 fishermen, scientists, conservationists, and state and federal officials will come together to discuss ways to further reduce serious injury and mortality of endangered North Atlantic right whales caused by trap/pot fishing gear. The group will meet in Providence, Rhode Island for four days. At the end of the meeting, they hope to agree on a suite of measures that will reduce right whale serious injuries and deaths in fishing gear in U.S. waters from Maine to Florida to less than one whale per year, the level prescribed by the Marine Mammal Protection Act.

“Tackling entanglements is critical to the recovery of the North Atlantic right whale population, and we can’t do it without the assistance and cooperation of those who know best how the fishing industry interacts with large whales,” says Mike Pentony, regional administrator for NOAA Fisheries Greater Atlantic Region. “The continued participation and dedication of our industry, science, NGO, and agency partners is absolutely necessary to future success.”

About Right Whales

These whales, which got their name from being the “right” whales to hunt because they floated when they were killed, have never recovered to pre-whaling numbers. Due in part to conservation measures put in place to protect these whales from incidental entanglements in fishing gear and vessel strikes, we saw steady population growth from about 270 right whales in 1990 to about 480 in 2010. But in 2010, another downward trajectory began. This downward trend, exacerbated by an unprecedented 17 mortalities (particularly in the Gulf of St. Lawrence snow crab fishery) in 2017, brought a new urgency to modify the existing Atlantic Large Whale Take Reduction Plan.

That Plan, developed by the team of stakeholders meeting next week, identifies a number of conservation measures from area closures to gear modifications that U.S. fixed gear fishermen have already implemented. Despite these efforts, today the population is estimated to be fewer than 411 whales. Only twelve births have been observed in the three calving seasons since the winter of 2016/2017, less than one third the previous average annual birth rate for right whales. This accelerates the trend that began around 2010, with deaths outpacing births in this population.

Take Reduction Planning

The Marine Mammal Protection Act requires that if serious injuries and mortalities to a population of marine mammals due to U.S. commercial fisheries is above a level that the stock can sustain, NOAA Fisheries convene Take Reduction Team to develop consensus recommendations on how to reduce this threat.

The immediate goal of a Take Reduction Team is to develop a to reduce incidental mortality and serious injury to a level, known as the “potential biological removal” level, that allows the stock to stabilize or grow, rather than decline. Although it’s been in existence since 1997, the Atlantic Large Whale Take Reduction Plan has not been able to consistently reduce serious injuries and mortalities to below the potential biological removal level.

Cost of Entanglement

Entanglements are currently the leading cause of known right whale mortality. More than 80 percent of right whales carry scars that indicate that they have been entangled in fishing lines, and nearly 60 percent of those are entangled more than once. Not all entanglements drown whales.  Some prevent a whale from feeding, increase the energy a whale needs to swim and feed and cause pain and stress to the animal, which weakens it. Biologists believe that the additional stress of entanglement is one of the reasons that females are calving less often; females used to have calves every 3-5 years, and now are having calves every 6-10 years.

In recent years, most documented fishing gear entanglements of large whales (like right and humpback whales) that result in serious injury and mortality come from trap/pot gear. The traps lie on the ocean floor and are connected to buoys at the surface by long vertical buoy lines.

Many whales that are entangled are discovered after the event, with no gear attached. In some instances, gear is retrieved, analyzed, and stored for future analysis; much of this retrieved rope is consistent with buoy lines. That said, 71 percent of all recovered/observed gear (2009-2018) from right whales cannot be matched to a specific fishery or site.

Strategies for Reducing Risk

In Providence next week, the Team will be developing and discussing potential measures to modify the Take Reduction Plan, including updates to the current gear marking strategy, seasonal area closures, and reducing the risk of vertical lines through the use of weak rope. Many of these measures were proposed by Team members during an October 2018 meeting to discuss possible options to discuss at the April 2019 meeting. In advance of this meeting, the team particularly requested two things: 1. Clarification of a target percent reduction in serious injury and mortality, and 2. An ability to evaluate and compare different risk reduction elements from Team proposals.

A Target Reduction Level

Based on the 2016 population estimate, the Northeast Fisheries Science Center’s North Atlantic right whale stock assessment establishes a potential biological removal level of 0.9 whales per year — i.e. slightly less than one whale suffering human-caused mortality or serious injury from any source in a given year.

Currently, NOAA Fisheries estimates that U.S. fisheries are responsible for 2.5 to 2.6 observed serious injuries and mortalities each year. Scientists estimate that we only observe 60 percent of the serious injuries and mortalities, which would bring the U.S. total to about 4.3. To get to 0.9 will require a reduction of 60-80 percent of serious injuries and mortalities.

A Risk Analysis Decision Tool

Determining how to judge the expected conservation value of any particular measure is a complicated task. To create a model to assess risk reduction, the model needs to first identify the current risk landscape, overlaying information on the density of trap/pot vertical lines, the distribution of whales, and the relative risk of the gear configuration associated with the lines (strengths/diameters of lines, lengths of trawls). Working collaboratively, the model combines Industrial Economics Inc.’s improved trap/pot vertical line model and the Duke Marine Spatial Ecology Lab’s marine mammal density model, as well as risk assessment weights provided by Take Reduction Team members, Agency large whale scientists and managers, and permitted whale disentanglers. With these data sets, scientists at NOAA’s Northeast Fisheries Science Center developed a risk assessment tool that will be used at next week’s meeting.  This tool represents a substantial leap forward and provides the Team with the best available information to determine risk and support their deliberations.

Next Steps

After this meeting, we will use recommendations from the Team to begin rulemaking in May. At various points during rulemaking there will be a continued opportunity for public comment.

“I’m confident we have the right people around the table to tackle this problem,” says Mike Asaro, Acting Protected Resources Assistant Regional Administrator. “This is a complex issue but with the cooperation and active engagement from the people who know this issue best, I have hope that following the meeting, we will have a solid set of conservation measures to proceed to rulemaking that will allow the fishing industry and whales to coexist and thrive.”

MSC delivers a pinch to Canada’s snow crab fishery

March 6, 2019 — Canada’s snow crab fishery is looking ahead at another year without its Marine Stewardship Council certification, but the real risk may be at the hands of the ecolabel.

Last March, the MSC scrambled to suspend its certification of Eastern Canada’s snow crab fishery after a high rate of right whale entanglements and deaths traced back to the fishery in 2017.

What happened next was a little surprising — the lack of a label didn’t have much effect on prices. Despite a buoyant market, Canada’s fixed-gear fleets as well as federal and provincial managers set about on an international mission to work with their neighbors to the south who have long been fighting the good fight to reduce right whale interactions.

Maine’s lobster fishery has been at the forefront of gear innovations to coexist with right whale migratory and feeding patterns. Ten years ago, the fleet made an expensive conversion to sinking groundline instead of using floating rope between pots on a trawl. But the population of an estimated 411 right whales has been expanding its territory into Canada’s Gulf of St. Lawrence, where regulations haven’t been as robust.

2nd North Atlantic right whale calf spotted off Florida

January 17, 2019 — Another North Atlantic right whale calf and its mother have been spotted off Florida, the critically endangered species’ second confirmed newborn of the winter birthing season, according to the Florida Fish and Wildlife Conservation Commission.

The mother, tentatively identified as #3317, is an important example of the ideal calving rate for a reproductively mature right whale female, said Philip Hamilton, a research scientist with the New England Aquarium’s Anderson Cabot Center for Ocean Life.

“She actually gave birth three years ago,” Hamilton said about a previous birth, compared to the nine years between documented births for the season’s other right whale mother, #2791, spotted with a calf Dec. 28 off Jacksonville Beach, Florida. “That’s very heartening that at least some right whales are able to reproduce as quickly as they can.”

Right whale #3317 is about 16 years old, and has been spotted by government surveys since 2002 from Florida to the Gulf of St. Lawrence, according to the aquarium’s right whale database. She was spotted in Cape Cod Bay several times in 2016 by researchers for the Center for Coastal Studies in Provincetown.
