Scallop fishermen to discuss quota concern with regulators

April 20, 2016 — PORTLAND, Maine — Federal regulators and scallop fishermen are meeting to discuss how to regulate the industry in the northern Gulf of Maine.

Scallop fishing rules have caused tension in recent months as fishing boats have moved into the waters off the northern Massachusetts coast to seek scallops.

Scallop fishermen poised for fight over shellfish

April 19, 2016 — PORTLAND, Maine — Scallop fishing has increased dramatically off some parts of New England recently, and fishermen and regulators will soon meet to discuss how to avoid overexploiting the valuable shellfish.

The concern over scallop fishing centers on the northern Gulf of Maine, a management area that stretches roughly from the waters off of Boston to the Canadian border. Scallop grounds off of northern Massachusetts have been especially fertile, prompting increased fishing in that area.

The New England Fishery Management Council, a regulatory arm of the federal government, will hold a public meeting about the issue Wednesday and decide how to proceed.

Part of the concern arises from the fact that different classes of fishing boats harvest scallops in the area, and not all of them are restricted by a quota system. Alex Todd, a Maine-based fisherman who fishes off of Gloucester, Massachusetts, said he and others feel the rules are not equal.

“We’re playing by two different sets of rules,” Todd said, adding that fishermen who follow the quota system could reach quota as soon as next month.

But Drew Minkiewicz, an attorney for Fisheries Survival Fund who represents many fishermen who don’t have to abide by the quota system, said he thinks the boats can coexist.

New Bedford Standard Times: Bring more electronic monitoring to fishery

April 19, 2016 — In the sustainable fisheries conference held at Rhode Island College last week, audience members were asked various demographic and opinion questions about the ocean, fisheries, and management that were tabulated and presented on the spot. Unscientific, yes, but very interesting. The question of whether the groundfish fishery is sustainable was asked of the audience before and after, and the results suggest that some opinions were changed — for the positive — by the two hours of discussion.

When asked who would be best to regulate the fishery, the answer showed the thoughts of those in the audience based on biases and attitudes, but there is only one answer to that question. The Magnuson-Stevens Fishery Conservation and Management Act, passed by Congress and administered by the National Oceanic and Atmospheric Administration, is the fishery’s manager, and that won’t change.

One very important part of that manager’s charge is ensuring both conservation and economic goals are considered in its management.

One policy tool for those goals is at-sea monitoring, which aims to provide accurate data on what is caught and what is thrown back. Accurate assessments support effective management and more successful fishing. It has been a point of contention for several years, as the cost of monitoring is to be borne by the industry, not the regulator. Cost aside, monitoring can help fishermen.

Hauling up less abundant species like Gulf of Maine cod or yellowtail flounder creates a dilemma for the fisherman. His options are to throw legally landed fish back into the ocean to avoid the choke species mechanism that limits the harvest of abundant stocks, or to take the fish back to port to be counted against the quotas, and hasten the day the fishing season comes to an end.

Portland Press Herald: Maine would benefit from seafood traceability

April 12, 2016 — The Gulf of Maine brand can also be used to introduce consumers to underused species, such as dogfish, that are numerous in the region, and will likely become more so as sea temperatures continue to rise.

There are traceability programs for lobster, too, such as Trace My Lobster, a Whole Foods initiative launched in Maine that uses coded tags to allow consumers to find out when and where a lobster was caught, and even who caught it.

It’s important for the industry to be able to tell the story behind the lobster – that’s part of the reason people seek out the Maine product. It is also crucial that what is being sold as fresh, Maine lobster lives up to its billing.

But not everyone is playing by the rules.

Feds: Habitat, dams, hatcheries keys to saving Maine salmon

April 4, 2016 — PORTLAND, Maine — The Gulf of Maine’s endangered salmon will need restored habitats, removal of dams, aggressive hatchery programs and other conservations actions if its population is to rebound, according to a federal government plan to save the fading and iconic fish.

The U.S. Fish and Wildlife Service has released a recovery plan for the Gulf of Maine salmon, listed as endangered in 2000, that is intended as a roadmap to sustainability for a fish whose populations have plummeted since the 1800s.

Recovery will take time and patience — the plan estimates 75 years and $350 million, which would have to come from some combination of federal, state and private money. The wildlife service estimates 100,000 adult salmon returned to the Penobscot River each year in the 19th century, and less than 750 of the fish returned to spawn in Maine rivers last year.

Maine’s salmon face numerous threats, and one of the biggest is the continued presence of dams that prevent them from spawning, said Dan Kircheis, a fisheries biologist with the National Marine Fisheries Service. He said there are 400 dams in the state in areas that affect salmon.

New England Ocean Monument Debate Resurfaces

April 1, 2016 — President Obama’s Council on Environmental Quality has said they won’t create a marine national monument in the Cashes Ledge portion of the Gulf of Maine. The announcement revives a months-old debate about how best to protect some of New England’s richest and rarest ocean resources.

At issue are two dramatic – and dramatically different – areas off the coast of New England. The first is Cashes Ledge. Actually, the Ledge is just one feature of a larger area about eighty miles east of Cape Ann, sometimes called the Cashes Ledge complex. It is home to deep, lush kelp forests that have been compared to jungles for both their density and their ability to support a diversity of life, from sponges and lobsters, to fish and whales.

The second area lies some one hundred south-south-east of Cashes Ledge. Here, the seafloor that has been gently sloping away from the coast abruptly plunges into steep-walled canyons, some deeper than the Grand Canyon. Their sides are dotted with rare deep-sea corals that, like scaled-down versions of their tropical reef-building cousins, provide habitat for sea stars, snails, and crab.s Farther offshore are seamounts of similar scale, and cracks in the seafloor leak methane and heat that allows rich ecosystems to thrive in the cold, dark deep ocean.

Changing Ocean Topic Draws Record Crowd

March 30, 2016 — ROCKPORT, Maine — More than 350 fishermen and others attended a Maine Fishermen’s Forum session, March 3, that focused on the changes fishermen are seeing in the water.

The three-hour event featured a panel of nine speakers and a standing-room-only audience, one of the largest in the 41-year history of the forum. Topics ranged from water temperatures to migrating species. Participants ranged from fishermen with 50 years on the water to marine scientists with the latest data on a changed ocean in the Gulf of Maine. Organizers titled the event “Changing Oceans” and encouraged discussion to revolve around how fishermen might deal with a changing reality.

Cutler lobsterman, and one of the organizers of the program, Kristen Porter said, “We wanted to focus attention on what we can do about working in a changed ocean, rather than debate the causes and who is at fault.” Scientists presented data to verify what fishermen have reported seeing.

Gulf of Maine Research Institute (GMRI) scientist Andy Pershing said, “Climate is what you expect. Weather is what you get.”

Pershing said there has been a lot of variability in the weather since 1980 and the Gulf of Maine has been the most variable water body on the planet. Water temperatures warmed in 2012 and took off. And the Gulf of Maine is experiencing changes in air, salinity, and Gulf Stream currents as well, according to NOAA ecosystem data.

Environmental groups release scientific analysis of areas proposed for Atlantic marine monuments

March 29, 2016 – WASHINGTON (Saving Seafood) – This morning, the “Protect New England’s Ocean Treasures Coalition” released an analysis of Northeast ocean areas under consideration for designation as marine National Monuments. The analysis was conducted by Dr. Peter Auster of Mystic Aquarium and Dr. Scott Kraus of the New England Aquarium, and was presented in a press webinar organized by the Pew Charitable Trusts.

Dr. Auster and Dr. Kraus concluded, among other findings, that the proposed monument areas possess high habitat diversity and an abundance of species, function as a source of habitats including for commercial species, and contain species sensitive to disturbance. However, they noted that they do not have adequate data to address what the economic and human effects of area closures to fisheries might be. Presenters also acknowledged that the areas under consideration are already protected, but expressed concern about the future possibility of drilling and mining.

A monument designation would likely affect the fisheries for Atlantic red crab, offshore lobster, squid, mackerel, butterfish, tilefish, albacore wahoo, dolphinfish (mahi mahi), and others. Pelagic longline, rod and reel, and greenstick fisheries including yellowfin tuna, bluefin tuna, bigeye tuna, and swordfish may also be affected. During the webinar, the presenters conceded that they do not have enough data to analyze how a monument designation would affect many of these fisheries.

The analysis addressed both Cashes Ledge and the Northeast Seamounts and Canyons. White House officials stated last week that Cashes Ledge is “not under consideration for a [national monument] designation at this time.” However, representatives of the Northeast Seafood Coalition and Associated Fisheries of Maine, who attended meetings with White House officials, said in a joint statement that offshore canyon areas east of Cape Cod remain under consideration and “affected fishermen should remain vigilant in assuring that any concerns they may have are addressed.”

The Protect New England’s Ocean Treasures Coalition, which “is advocating for the establishment of a Marine National Monument in the North Atlantic Ocean,” is composed of:

SALEM NEWS: Cashes Ledge decision a victory for open government

March 29, 2016 — The decision by the Obama administration to pass on a proposal to make a large swath of the Gulf of Maine a national monument is not only a victory for fishermen. It’s also a win for those who favor open government.

News came late last week that the administration would not, in fact, use the federal Antiquities Act to make the the area around Cashes Ledge a permanent “maritime national monument” by executive decree.

Such status is set aside for for areas of outstanding scientific, cultural, conservation and aesthetic value. President George W. Bush established four and Obama expanded one, the Pacific Remote Islands Marine National Monument, according to the Associated Press.

Cashes Ledge, about 80 miles off the coast of Cape Ann, provides a habitat to sharks, dolphins and sea turtles and migrating, endangered North Atlantic right whales.

The area, more than 520 square nautical miles, is certainly worth protecting. However, there are already rules in place doing just that. The area is currently off limits to fishing, and there are no plans for that to change.

Feds Propose Deep Cuts In Cod Quotas

March 28, 2016 — The new fishing year begins in May and federal regulators are seeking public comments for proposed catch limits for the region’s groundfish industry. The proposed regulations, particularly for Georges Bank cod, have southern New England fishermen worried.

The proposed rules include catch quotas for 20 groundfish species, including cod, haddock, and flounder. Jennifer Goebel, public affairs officer for the regional office of the National Oceanic and Atmospheric Administration, said quotas are based on stock assessments.

“This year the stock assessment for the Gulf of Maine cod showed a slight increase and so we were able to make some increases on that,” she said.

But the cod from Georges Bank, a popular fishing spot for Rhode Island fishermen, is severely depleted. Goebel said regulators are proposing a 62 percent cut from what fishermen were able to catch last year.
