At ‘Lobster Hack,’ crowd takes in-depth look at building a better lobster trap

May 16, 2016 — Drop a lobster pot in front of a bunch of problem solvers, mix in a handful of fishermen, add some craft beer and what do you get?

The organizers of Drink Tank, a recreational think tank that calls itself a party with a purpose, were hoping for enough collaboration and creativity to make a better lobster trap.

“Everyone associates lobster with Maine, but very few people know how the whole process works,” said Drink Tank co-founder Kate Garmey. “Everybody knows the lobster trap, or has at least seen a buoy, so it’s something we’re all familiar with, but the mechanics of it are a little more mysterious. … So it is an opportunity to learn something. Once you learn all the pain points and all the issues that lobstermen have, it’s really interesting to think about, ‘How could we make that better?’”

Zach Whitener, who grew up lobstering and now works at Gulf of Maine Research Institute, told the crowd of about 50 people who attended the “Lobster Hack” at the Open Bench Project at Thompson’s Point on Wednesday that the design of lobster traps hasn’t changed much over the last 120 years; only the materials to build them have. Steel has replaced wood. Biodegradable rings help lobsters escape lost traps. The vertical lines that connect traps to buoys now must break if a large sea mammal, like a right whale, becomes entangled.

China killed thousands of Maine jobs. Now it’s eating up the state’s lobsters.

May 16, 2016 — LITTLE CRANBERRY ISLAND, Maine — The long journey from this remote island of free-spirited fishermen to the most populous country in the world began, as it does most mornings, at just about sunrise. Bruce Fernald, a sixth-generation fisherman, loaded his 38-foot fiberglass boat with half a ton of bait and set out in search of Maine’s famed crustacean: the lobster.

One by one, Fernald checked the 800 traps he had placed along 30 square miles at the bottom of the Gulf of Maine. He quickly hauled each wire cage onto his boat, reached a gloved hand inside and plucked out the lobster lurking within. The young ones, the breeders and the crusty old ones were thrown back into the water. The rest were dropped into a saltwater tank to keep them alive and energetic on their 7,000-mile trip to China.

“Just do everything you can to not stress them out,” Fernald, 64, said of his cargo. “The less stressed they are, the more healthy they’ll be, just like people.”

Little Cranberry, an island of 70 inhabitants, and China, a nation of 1.4 billion people, increasingly find themselves connected by the shifting currents of the world economy. The rise of China’s middle class has coincided with a boom in Maine’s lobster population, resulting in a voracious new market for the crustaceans’ succulent, sweet meat. Exports of lobsters to China, nonexistent a decade ago, totaled $20 million last year. The bright red color of a lobster’s cooked shell is considered auspicious, making it a staple during Chinese festivals and at weddings.

Key Scallop Fishing Area in Maine to Be Closed for 9 Months

May 13, 2016 — Federal regulators are shutting down scallop fishing in the northern Gulf of Maine, which is one of the most important harvesting areas for the shellfish.

Officials with the National Oceanic and Atmospheric Administration said Thursday that fishermen have reached their quota for the area and it will be closed starting Friday. The closure of the area to federally permitted scallop boats will last until next Feb. 28.

The closure is the first of its kind since the current quota system was implemented in 2008, New England Fishery Management Council analyst Deirdre Boelke said. She said it’s unlikely to have a dramatic impact on the availability or price of scallops nationally.

Survey delay might hurt fish population research

May 12, 2016 — The following is an excerpt from a story published today by the Boston Globe.

NEWPORT, R.I. – Even before mechanics found deeply pitted bearings near crankshafts in its generators, problems that could have led to catastrophic engine failure, the Henry B. Bigelow was running more than a month behind.

Now, the government research vessel is embarking on its annual spring voyage later than ever before, a delay that could have serious consequences for scientists’ ability to assess the health of some of the 52 fish stocks they survey, from the waters off North Carolina to the eastern reaches of the Gulf of Maine.

Fish migrate and change their feeding patterns as waters warm, which might make it difficult for National Oceanic and Atmospheric Administration scientists to compare this spring’s survey of fish populations with previous counts.

The prospect of skewed data could complicate efforts for policy makers to set proper quotas, potentially leading either to overfishing or unnecessarily strict catch limits.

“I worry that this will create statistical noise and more uncertainty,” said Gary Shepherd, a fishery biologist at NOAA’s Northeast Fisheries Science Center in Woods Hole, where he and other scientists recommend quotas based on what the Bigelow catches, along with other data.

As the waters warm, some of the fish, such as herring, migrate out of the survey area and into the region’s rivers. Other species, such as squid, which are short-lived, might not survive in representative numbers through June, when the Bigelow is now scheduled to finish its survey.

“If the survey had started at its normal time, it would have found squid on the continental shelf,” said Robert Vanasse, executive director of Saving Seafood, a Washington-based group that represents the fishing industry. “But now it won’t because the survey doesn’t sample Nantucket Sound.”

NOAA Fisheries Announces Groundfish Catch Limits for Commercial and Recreational Fisheries

May 2, 2016 — The following was released by NOAA:

We are announcing the commercial groundfish annual catch limits for the 2016 fishing year (May 1, 2016-April 30, 2017).

2016 catch limits will increase for 10 stocks, but will decrease substantially for some stocks. The catch limits are available in the rule filed with the Federal Register today.

We are adjusting the sector at-sea monitoring program to make it more cost-efficient while ensuring sector catch is still reliably monitored. The target sector at-sea monitoring coverage level is 14% for 2016, as compared to 24% for 2015.

We are increasing recreational fishing opportunities for Gulf of Maine (GOM) cod and haddock.

Recreational GOM 2016 Cod Measures:

Season: Open Aug 1-Sep 30

Per Day Possession: 1 fish

Minimum Size: 24 inches

Recreational GOM 2016 Haddock Measures:

Season: Open Apr 15-Feb 28

Per Day Possession: 15 fish

Minimum Size: 17 inches

Discover the Deep-Sea Corals of Maine

April 28, 2016 — The following was released by NOAA:

Scientists with NOAA Fisheries discover deep-sea coral gardens close to shore (25 miles) and shallow (700 feet). Unknown until 2014, these Gulf of Maine spots abound with corals, cod, and a snapping goosefish. Look out!

NEFSC, Canadian scientists critique study claiming overfishing of Gulf of Maine cod

April 26, 2016 — A study by a group of researchers led by Dr. Andrew J. Pershing from the Gulf of Maine Research Institute appeared in Science last November (“Slow adaptation in the face of rapid warming leads to collapse of the Gulf of Maine cod fishery”). The Pershing study concluded that fisheries managers overseeing Gulf of Maine cod failed to consider ocean temperature in their management strategies, leading to overfishing of the stock. This week’s issue of Science published comments from two groups of scientists critiquing the Pershing study and its conclusions. In the same issue, the Pershing team responded with a defense of their work. Summaries of the comments and response are provided below:

A group of researchers at the Population Dynamics Branch of the Northeast Fisheries Science Center, led by Dr. Michael C. Palmer, argues that the Pershing study’s claim that rising temperatures led to “extra mortality” is unsubstantiated by the overall mortality data. While Palmer’s group agrees that environmental factors affect fish stocks, they argue that the Pershing study failed to attribute additional mortality to temperature alone. Consequently, they conclude, “The analyses of Pershing et al. provide no evidence to support the hypothesis that failure to account for increases in temperature led to overfishing of the Gulf of Maine Atlantic cod stock.”

A group of Canadian fishery scientists led by Dr. Douglas P. Swain from Fisheries and Oceans Canada argues that the Pershing study is based on a flawed analysis of the population dynamics of Gulf of Maine cod. They write that the Pershing model made inappropriate assumptions, and that the model should undergo simulation before being used to make management decisions. They also argue that the Pershing study failed to take into account other factors that may have affected the mortality rates of Gulf of Maine cod. They conclude, “It is necessary to reserve judgment on the role of climate change…until more defensible analyses are conducted to address this issue.”

The Pershing group published a response to these comments. They argue that including temperature-dependent mortality improves abundance estimates. Further, using this metric shows that warming waters reduces growth rates of Gulf of Maine cod. They conclude, “Our report did not claim to have a definite answer to what is causing cod mortality to increase. Rather, we claimed that this increase is real, that it is likely related to temperature, and that failing to account for it led to catch advice that allowed for overfishing.”

Fishermen Worry New Rules Won’t Come in Time to Save N. Atlantic Scallops

April 25, 2016 — A quandary over scallop rules has two groups of fishermen in Maine at odds over the increasingly lucrative shellfish.

Kristan Porter, 46, is an independent fisherman who catches lobsters for most of the year with his boat “Brandon Jay.” But for additional income, for five months each year, he and the two other men on his boat have begun collecting scallops.

But a larger than usual harvest of scallops this year in the northern Gulf of Maine and the competitive price that they demand has brought a larger number of boats than usual. Porter’s boat and others are limited to collect 200 pounds of scallops each trip until the boats reach 70,000 pounds. But other boats that have permits distributed in the 1990s are allowed to haul up to 40 million pounds within the 34 days they are permitted in the area.

The problem is exacerbated as the demand for scallops has evolved from just another mollusk to a delicacy in fine dining.

US fisheries continue to rebuild thanks to NOAA’s management process

April 25, 2016 — As a result of the combined efforts of NOAA Fisheries, the regional fishery management councils, and other stakeholders, in 2015 two stocks were rebuilt and the number of stocks listed as subject to overfishing or overfished remains near an all-time low.

“On the 40th anniversary of the Magnuson-Stevens Act (MSA), we recognize that our dynamic, science-based management process is proving to be successful at ending overfishing and rebuilding stocks, helping us realize significant benefits to the economy,” NOAA Fisheries stated in its annual report.

NOAA pointed out that based on the assessments carried out at the end of 2015, the findings are the following:

  • 28 stocks were on the overfishing list, from which some were removed, such as hogfish (Eastern Gulf of Mexico Puerto Rico Scups & Porgies Complex Puerto Rico Wrasses Complex), thorny skate (Gulf of Maine), winter skate (Georges Bank/ Southern New England), windowpane (Gulf of Maine/Georges Bank), greater amberjack (Gulf of Mexico), gray triggerfish (Gulf of Mexico). Others were added, such as hogfish (Southeast Florida), chinook salmon (Columbia River Basin: Upper River Summer), chinook salmon (Washington Coast: Willapa Bay Fall Natural), chinook salmon (Washington Coast: Grays Harbor Fall), coho salmon (Washington Coast: Hoh), swordfish (Eastern Pacific ), summer flounder, yellowtail flounder (Southern New England/Mid-Atlantic Winter), flounder (Georges Bank) and bigeye tuna (Atlantic).
  • 38 stocks were on the overfished list, from which blueline tilefish (South Atlantic) and canary rockfish (Pacific Coast) while others were removed as is the case of hogfifish (Southeast Florida), yellowtail flounder (Southern New England/Mid-Atlantic Winter) and flounder (Georges Bank).
  • 39 stocks have been rebuilt since 2000, including canary rockfish (Pacific Coast) and petrale sole (Pacific Coast).

Regulators to put focus on New England scallop fishing

April 22, 2016 — Federal fishing regulators say potential changes to the rules that govern scallop fishing off of New England could be a priority in the coming years.

The rules are a source of tension as fishing boats move into the waters off the northern Massachusetts coast to seek scallops. Scallop grounds off of northern Massachusetts, including Cape Ann, have been especially fertile, prompting increased fishing in that area.

The New England Fishery Management Council passed a motion Wednesday that says changes to management of the northern Gulf of Maine fishing area will be a potential priority in 2017.
