MASSACHUSETTS: Gloucester to host hearing on new shrimp rules

March 31, 2017 — The traveling roadshow for public comment on proposed changes to the Gulf of Maine northern shrimp fishery is set to hit Gloucester the first week of June.

The Atlantic States Marine Fisheries Commission, which regulates the northern shrimp fishery, has scheduled four public hearings on the draft of Amendment 3. The draft includes state-by-state allocations and increased accountability measures, but does not call for limiting the number of shrimpers allowed into the fishery.

The Gloucester public hearing is set for June 5 at 6 p.m. at the state Division of Marine Fisheries’s Annisquam River Station on Emerson Avenue. The deadline for all public comment is June 21.

The ASMFC closed the northern shrimp fishery in December 2013 and it remains shuttered because the stock has been plagued by historic lows in recruitment and spawning stock biomass.

Initially, the commission’s northern shrimp section said it was going to consider a limited access program “to address overcapacity” in the fishery that draws shrimpers from Maine, New Hampshire and Massachusetts. It later changed course.

“Due to the uncertainty about if or when the resource would rebuild and the fishery reopen, the section shifted the focus of draft Amendment 3 to consider measures to improve management of the northern shrimp fishery and resource,” the AFMSC stated.

Beyond establishing state allocations and new accountability measures, the draft amendment includes gear provisions, including the mandatory use of “size-sorting grate systems designed to minimize harvest of small (presumably male) shrimp.”

FishOn: Cod docufilm features Gloucester cast

March 27, 2017 — So, a cod fish walks into a bar and the bartender says, “Why the long face?”

Perhaps the answer to that endearing question will be divulged in one of the three films on commercial fishing that already have hit the screen or soon will.

(And, according to FishOn’s far-flung film sources, there may be a fourth fishing documentary on the way, but that is yet undocumented. As always, watch this space.)

The one documentary already completed is “Sacred Cod,” which examines the New England cod fishery through the lens of its history and influence, ultimately detailing the collapse that led to the current fishing crisis in the Gulf of Maine.

The film has a decidedly Bay State feel, as much of it is set in Gloucester and the waters around Cape Ann and features a cast of familiar faces from the waterfront and among fishing stakeholders.

It is produced and directed by Steve Liss, a long-time, award-winning photographer at Time magazine who now teaches at Endicott College in Beverly; David Abel, a Pulitzer Prize-winning reporter at The Boston Globe; and Andy Laub, an accomplished editor and founder of As It Happens Creative.

“Sacred Cod” showed at a few festivals last fall and will receive its greatest exposure on April 13, when it premieres at 9 p.m. on the Discovery Channel and joins the cable network’s revolving spring lineup.

It will be screened twice in Boston — April 4 at Boston’s Park Plaza Hotel as part of the national meeting of the Center for Effective Philanthropy and, in a Conservation Law Foundation-sponsored screening open to the public, April 13, at the Boston Public Library.

Conflict in Gulf of Maine Scallop Fishery

March 23, 2017 — Since the start of the scallop season this month, Jim Wotton has dragged heavy dredges along the seabed off Gloucester, hauling in as much as 200 pounds a day of the valuable clams, the area’s federal limit for small-boat fishermen.

Now, to his dismay, dozens of larger, industrial-sized boats have been steaming into the same gray waters, scooping up as many scallops as they can. Unlike their smaller counterparts, the large vessels have no quota on the amount they can catch; they’re only limited by the number of days they can fish.

It’s a regulatory loophole that small-boat fishermen fear could wipe out the resurgent scallop grounds in the northern Gulf of Maine. This year, officials at the National Oceanic and Atmospheric Administration estimate that the large boats are likely to catch about a million pounds of scallops – roughly half of the area’s estimated stock.

“That would be devastating,” said Wotton, 48, who fishes out of Friendship, Maine. “They’re taking our future. There won’t be anything for us next year.”

Fisheries Survival Fund Corrects the Record on Gulf of Maine Scallops

WASHINGTON — March 22, 2017 — The following was released by the Fisheries Survival Fund:

Atlantic sea scallops remain one of the most sustainably harvested stocks in the United States. With recent media attention on scallops in the northern Gulf of Maine (NGOM), the Fisheries Survival Fund, which represents the majority of the full-time Limited Access scallop fleet, has produced a fact sheet clarifying the true status of scallops in the region.

Recent data from the New England Fishery Management Council, which is responsible for sustainably managing the region’s scallop population, shows that Atlantic sea scallops in the NGOM are not overfished, nor are they experiencing overfishing. The Limited Access fleet is operating within its allocated federal quota, and the Atlantic sea scallop fishery remains certified as sustainable by the Marine Stewardship Council. It also shows that most fishing in the area does not actually take place in the geographical NGOM, but rather in southwestern Stellwagen Bank, off the coast of Massachusetts. There are currently 36 active NGOM scallop fishing vessels in the NGOM, only 18 of which are home-ported in Maine.

Fact Sheet on Scallops in the Northern Gulf of Maine

  • There is no overfishing of the Northern Gulf of Maine (NGOM) scallop stock, nor is it rebuilding, as scallops in the NGOM are not considered a separate, unique stock. There are not separate reference points for NGOM scallops, nor are there separate Annual Catch Limits. For all management and scientific purposes, NGOM scallops are part of the overall scallop stock, and are included in the full scallop assessment. According to that assessment, scallops are not overfished and are not experiencing overfishing.
  • The catch limit for the general category scallop boats in NGOM, currently set at 70,000 pounds, is based upon historical catch. The NGOM scallopers were given these allocations because they did not qualify for the limited access scallop fleet. More information can be found in Amendment 11 to the scallop Fishery Management Plan on the NEFMC website: http://www.nefmc.org/library/amendment-11
  • There are 81 NGOM permits and only 36 active NGOM scallop vessels fishing in NGOM. Out of those, only 18 are home-ported in Maine. This can be verified in Table 4 below, which was obtained from the New England Fishery Management Council website, from the March 1 meeting of the Scallop Plan Development Team. The table can also be found in section 3.2.1 of Draft Discussions Document on NGOM management.
  • Most of the scallop fishing activity in the NGOM does not occur near Maine, but offshore Massachusetts, in the southwest corner of Stellwagen Bank. Some of this activity is outside the actual NGOM management area. A table illustrating this can be found below, and can also be found in the Draft Discussions Document on NGOM management in section 3.1.
  • The fishing activity of the limited access scallop fleet in the NGOM does not count towards the quota of the NGOM. The limited access fleet operates on a federal quota, in federal waters, under an entirely separate management system. This is not new: the limited access scallop fleet has been fishing in this area under this management program for many years.
  • The Atlantic Sea Scallop fishery is certified as sustainable by the Marine Stewardship Council. The scallop fishery’s commitment to sustainability is also reflected in their participation in the Research Set Aside program. Every year, a portion of revenue from the scallop catch is redirected towards research, which allows the scallop fishery to be managed by the most up-to-date science.

NOAA Increases Possession and Trip Limits for Gulf of Maine Cod, Haddock

March 21, 2017 — NOAA fisheries has increased the possession and trip limits for Gulf of Maine cod and haddock for non-sector vessels.

Limits for cod are 100 pounds per trip with no daily possession limit.

The limits for haddock are 500 pounds per day-at-sea and 1,000 pounds per trip.

The new limits were implemented to increase opportunities for limited access permit vessels.

Managers consider catch quotas for still-closed shrimp fishery

March 15 — Regulators are set to finalize the draft amendment for managing northern shrimp and it appears limiting entry will not be part of the new management strategy for the beleaguered Gulf of Maine fishery.

“Limited access has been used in a number of fisheries along the Atlantic coast to control effort while maintaining access by harvesters who have demonstrated a history in the fishery,” states the draft of management Amendment 3 regulators will consider when they convene Thursday in Portland, Maine. “However, during the scoping process for Amendment 3, the (northern shrimp) section decided not to pursue limited entry as a means of controlling effort and stabilizing the fishery.”

Instead, the northern shrimp section, which manages the the Gulf of Maine shrimp fishery under the mandate of the Atlantic States Marine Fisheries Commission, will consider management options such as restricting fishing effort with hard state-specific total allowable catch quotas, as well as instituting mandatory gear and more-timely reporting requirements.

Of course, none of that really matters until regulators can re-open the fishery. It is dominated by Maine shrimpers but also populated by fishermen from Massachusetts and New Hampshire — many of them groundfishermen and lobstermen using the northern shrimp as a secondary fishery.

The Gulf of Maine, already home to a cod fishery in crisis, recently entered its fourth consecutive season closed to northern shrimp fishing.

New Trawl Net is Cod Friendly

March 13, 2017 — The Gulf of Maine Research Institute (GMRI) in Portland, Maine, has developed an ultra low opening trawl (ULOT) net designed to prevent cod from being caught while allowing the targeting of more plentiful groundfish.

Commercial fishers in New England’s Gulf of Maine are assigned catch quotas, in pounds or metric tons, for Atlantic cod. Violating current cod restrictions results in fishers being shut down for the rest of the season. Because of this, fishers pursuing other groundfish (such as grey sole, flounder, monkfish, whiting, and pollock) need to be vigilant about how many cod make it into their nets—an impossible task until now. The net was designed, built, and tested by a collaboration of New England fishers, scientists, and Rhode Island-based net maker, Superior Trawl.

Traditional trawl nets feature a 6-foot (1.83-meter) opening into which groundfish get trapped. The new ULOT trawl has a 2-foot (0.61-meter) opening which allows cod to swim up and over the net while trapping species that swim lower to the ocean floor. It was initially tested at the Marine Institute in Newfoundland in a simulated ocean environment and was later tested on a commercial trawling vessel. On the commercial trawler, the net reduced cod catch by 45 percent with no impact on the catch levels of other species. Additionally, the ULOT net also created a nearly seven percent reduction in the vessel’s fuel use because it has less drag than traditional nets.

Maine wants help from lobstermen affected by coral rules

March 6, 2017 — Maine marine authorities are looking for input from lobstermen about how they might be impacted by federal regulations designed to protect corals off New England.

The regulatory New England Fishery Management Council is considering protecting corals in the Gulf of Maine. Two of the proposed protection areas are Outer Schoodic Ridge and the area southwest of Mount Desert Rock.

The state Department of Marine Resources says one of the proposed management options is a complete ban on fishing. The department has proposed exempting the lobster and crab fisheries in the two areas.

Maine’s 2016 Commercial Marine Resources Top $700 Million for the First Time

March 3, 2017 — The following was released by the Maine Department of Marine Resources:

Maine’s commercially harvested marine resources topped $700 million in overall value in 2016, according to preliminary data from the Maine Department of Marine Resources. The total reflects yet another all-time high and an increase of nearly $100 million in value over 2015.

“Mainers should take great pride in the success of our commercial fishing industry,” said Governor Paul R. LePage. “The hard working men and women who fish for a living along our coast have established Maine as a leader in the responsible management and harvest of seafood.”

For the second straight year, the largest single increase in value was in Maine’s lobster fishery. The fishery saw the overall landed value jump by more than $30 million while the average per pound value remained over $4 for the second year in a row, at $4.07.

The overall value of Maine’s lobster fishery was again by far the highest at $533,094,366. When factoring in bonuses paid to harvesters as reported by 14 of Maine’s 19 lobster co-ops, the overall landed value of Maine’s lobster fishery reached $547,249,010.

2016 marked the first year ever that Maine lobster harvesters landed over 130 million pounds, with a total of 130,844,773 pounds. It was also the fifth year in a row in which Maine lobster harvesters landed over 120 million pounds.

“The historic landings reflect the hard work of our harvesters to build and sustain this fishery,” said Maine Department of Marine Resources Commissioner Patrick Keliher. “The exceptional value is the result of growing demand by consumers who appreciate both the quality of Maine lobster and the long-standing commitment to sustainable harvesting practices that characterize this fishery.”

At $19,019,337 Atlantic herring, the primary bait source for Maine’s lobster industry, saw an increase in value over 2015 of more than $5 million. The dollar amount ranked it as Maine’s second most valuable fishery, despite a nearly 11 percent decline in landings. “Overall herring landings declined in 2016 as a result of a lack of fish off-shore, resulting in demand that far surpassed supply,” said Commissioner Keliher. 

Maine’s softshell clam industry dropped from second place in 2015 to third in 2016 with an overall value of $15,656,386. The decline in overall value reflected a 13.4 percent decline in per pound value as well as a 20 percent decline in pounds landed.

“One significant factor that contributed to the decline in softshell clam landings was a closure of harvest areas between the Canadian border and Mount Desert Island associated with Amnesic Shellfish Poisoning (ASP) late in the season,” said Kohl Kanwit, Director of the DMR Bureau of Public Health. While the closure was minimized as much as possible through rigorous testing, many areas were closed for 2 to 4 weeks to ensure public health and safety.   

Maine’s elver fishery was again by-far the most lucrative of Maine’s commercial fisheries on a per pound basis at $1,430.51 a pound. Maine harvesters netted 9,400 of the 9,688 available pounds of quota for an overall value of $13,446,828, an increase of more than $2 million from the previous year. The overall value ranked the elver fishery as Maine’s fourth highest.

“While we can take this moment to celebrate the great value of Maine’s marine resources, we cannot lose site of the signs of change,” said Commissioner Keliher. “The agency and the industry must work to not only safeguard our iconic lobster fishery but also to work together on solutions that ensure the health and resiliency of all Maine fisheries.”

These are the 4 most pressing marine management issues in the Gulf of Maine

March 3, 2017 — For people prone to the lure of the ocean and who enjoy communing with other marine-minded people, there aren’t many gatherings anywhere as engaging as the annual Maine Fishermen’s Forum in Rockport.

The forum, held each year at the Samoset Resort, offers a wide variety of topical sessions for the hundreds of people who attend — fishermen and their families, mostly, but also state and federal regulators, politicians, advocates, industry representatives and a few journalists. The 3-day event officially got underway yesterday but, as is the case every year, the meatier sessions and events are scheduled to take place on Friday (today) and Saturday (tomorrow).

This year, there are four topics that stand out in terms of the impact they are having (or soon could have) on Mainers who make their living from the sea, or in what they reveal about the health and vitality of the Gulf of Maine. They are:

1) The state’s efforts to enforce lobster fishing laws. Maine’s $495 million lobster fishery has long had an undercurrent of territorial disputes, the intensity of which ebbs and flows over the span of years. This past year has seen a particularly steep escalation of a ‘trap war’ in the waters between the Blue Hill peninsula and Mount Desert Island, prompting Operation Game Thief to offer $15,000 to anyone who offers Marine Patrol information that helps with the investigation. Patrick Keliher, commissioner of Department of Marine Resources, will address the state’s efforts to step up enforcement when he speaks at 9 a.m. Friday at the Maine Lobstermen’s Association annual meeting.

2) The rebounding scallop fishery in the Gulf of Maine. The recovery over the past decade of the scallop fishery in the gulf’s state and federal waters runs counter to well-known stories about fisheries surging and then slowing to a trickle. Annual catches in state waters have roughly tripled since the mid-2000s, while in the past five years prices offered to fishermen have risen above $10 per pound and continue to climb. Increased competition that has sprung up in the federal Northern Gulf of Maine scallop management area, however, has prompted many Maine fishermen to raise concerns about ensuring the resource is fished sustainably, and to lobby for tighter catch restrictions on larger boats from out of state. Regulators and fishermen will hold a session on the topic at 1 p.m. Friday.
