Alabama Snapper Season of 47 Days Approved By NOAA

April 10, 2018 — The National Marine Fisheries Service [NMFS] has officially accepted Alabama’s plan to manage its own seasons for recreational red snapper fishing — paving the way for 47-day seasons in the next two years.

As Lagniappe has previously reported, the plan manages the season lengths in state and federal waters off the Alabama coast is part of a two-year pilot program approved by the Gulf of Mexico Fishery Management Council in February.

For the first time in years, Gulf states will be able to manage recreational snapper fishing off their respective coasts through individual Exempted Fishing Permits (EFPs) submitted to NMFS.

The decision comes after years of shorter and shorter snapper seasons that frustrated anglers and commercial fisherman alike until a consortium of Gulf leaders negotiated a compromise through U.S. Commerce Secretary Wilbur Ross that extended the 2017 season.

Gov. Kay Ivey announced Friday that Alabama’s plan, which will create a 47-day season, will be in place for the next two years. In 2018, it will run from June 1 to September 2 on Fridays, Saturdays, and Sundays and the entire week on the Fourth of July. It would run concurrently in state waters and in federal waters, which begin nine miles from the coast.

“I am very pleased that the U.S. Department of Commerce, through the National Marine Fisheries Service, has granted Alabama an Exempted Fishing Permit for the next two red snapper seasons,” Ivey said of the plan’s approval. “Following the directives from President Trump to cut down on federal regulations, this decision empowers Alabama to manage our resources instead of bureaucrats in Washington.”

Ivey also noted the EFP program was made possible by language Sen. Richard Shelby added to the FY2017 Commerce, Justice, and Science Appropriations bill. It directed the NMFS to develop the pilot program to allow states more control over reef fish management activities.

In a statement, Ivey said Alabama’s red snapper fishery is a big part of “the coastal culture and economy of” of the state and thanked Shelby and Rep. Bradley Byrne for their congressional efforts to give Alabama more autonomy in managing its coastal resources.

She also made a special note of the efforts Alabama is also indebted to Conservation and Natural Resources Commissioner Chris Blankenship made to push for alternatives to federal snapper seasons that had become shorter and shorter in recent years.

“The red snapper management granted by the EFP will allow Alabama to use the information from the Alabama Snapper Check Program, as well as the terabytes of fisheries data we have collected on the red snapper population in the Alabama Artificial Reef Zones, to show we can sustainably manage this fishery,” Blankenship said “I would like to thank Marine Resources Division Director Scott Bannon and Chief Biologist Kevin Anson for shepherding the permit request through the regulatory process.”

The federal charter season for red snapper is not included in Alabama’s new permit and is expected to be announced by NMFS sometime in April, though it is expected to be longer than the 2017 federal charter season, which stretched 49 days.

Ivey’s office said data collected through the Alabama Snapper Check Program the past four years was critical in securing the additional red snapper fishing days, and reminded fishermen they are still required to report their red snapper harvests through the program.

Only one report is required per vessel trip, and anglers can provide details via a smartphone app available under “Outdoor Alabama” in the iTunes or Google Play app stores; online at www.outdooralabama.com; or by paper forms available at select coastal public boat launches.

Fish 2.0 Awards Second Round of Prizes in 2017 Competition

December 13, 2017 — CARMEL, Calif. — The following was released by Fish 2.0:

Fish 2.0 today announced the winners of its 11 ICX (Industry Connection) prizes, the final awards in the Fish 2.0 2017 competition for sustainable seafood businesses.

The competition’s cash prize winners were announced Nov. 8 at the close of the Fish 2.0 2017 Innovation Forum at Stanford University. Those awards went to the eight seafood ventures—one in each of the competition’s six regional and two global tracks—that earned the highest scores from investor-judges.

All of the 39 finalists from around the world who presented at the Forum were eligible for ICX prizes. These prizes are unique opportunities for ventures to gain market insights and expertise from industry leaders who support growth and innovation in sustainable seafood. Offered by investors and buyers, intermediaries and other seafood companies, ICX prizes include invitations to work directly with industry leaders on investment structures and growth plans or developing branding and market penetration strategies; to attend investor and industry events; and to meet and present to retail and wholesale partners in Europe and the U.S.

ICX prize recipients were chosen based on fit with the prize criteria and ability to take full advantage of the prize.

Winner:VakSea of Baltimore, which has developed a patented oral vaccine delivered via fish feed that promotes healthier fish and decreases antibiotic use in aquaculture.

Winners: ColomboSky of Verona, Italy, whose Aqua-X technology for the marine aquaculture industry uses satellite images, in-situ data and expert supervision to monitor and forecast water quality; and
TunaSolutions of Sydney, a fair-trade online marketplace for the tuna industry that connect fishers with buyers and facilitates real-time trading through a series of online auctions.

Rabobank International
Prize: Half-day meeting and consultation with the Rabobank North American seafood lending team, and a consultation with Rabobank’s global seafood analyst.
Winner: SmartCatch of Palo Alto, California, whose flagship product is DigiCatch, a remotely controllable video, lighting and oceanographic catch monitoring system.

RSF Social Finance
Prize: One-day visit to the RSF Social Finance offices for coaching sessions with the social enterprise lending team and the RSF marketing team.
Winner: Real Oyster Cult of Duxbury, Massachusetts (also the competition’s New England track winner), which ships fresh oysters from all over North America direct to consumers overnight.

Stavis Seafoods
Prize: Half-day consultation with the Stavis Seafoods CEO and responsible sourcing manager, including mentorship, guidance and information on accessing new market opportunities.
Winner: OneForNeptune of Santa Fe, New Mexico, which offers healthy, high-protein snack foods made from underutilized and undervalued U.S. groundfish species and industry offcuts.

TomAlgae
Prize: Two-day consultation with specialists from TomAlgae, who will offer advice and expertise on successfully scaling oyster aquaculture production.
Winners: Panacea Oysters of Spring Creek, Florida (also the competition’s South Atlantic and Gulf Coast Shellfish track winner), which is restoring oyster farming in Apalachicola Bay by creating a unified brand and guaranteeing purchases to farmers; and Pensacola Bay Oyster Company of Pensacola, Florida, an oyster farm producing premium oysters for the half-shell market, with the goal of restoring the Gulf Coast’s environment and working waterfronts.

Wabel
Prize: The Wabel Retail Prize includes an invitation to the Wabel Summit, at least eight meetings with fish buyers from Europe’s largest retail groups, and more.
Winner: Northline Seafoods of Sitka, Alaska (also the competition’s U.S. West Coast track winner), whose unique floating processing facility eliminates waste and extends the shelf life of sustainable wild salmon.

BP Drops $1 Billion Seafood Industry Spill Payments Fight

May 3, 2016 — After fighting for more than two years to avoid paying almost $1 billion in oil spill damages to Gulf Coast shrimpers, oystermen and seafood processors it claimed didn’t exist, BP Plc has thrown in the towel.

“We have withdrawn our claims seeking an injunction against payments by the Seafood Program so the program can be concluded,” Geoff Morrell, a BP spokesman, said in an e-mail Tuesday. The company will keep pursuing fraud claims against lawyer Mikal Watts and his firm, Morrell said. Watts was indicted for allegedly making false claims in connection with the BP spill.

A federal judge in New Orleans Monday allowed BP to drop its bid to avoid paying the second half of $2.3 billion in compensation promised to seafood interests harmed by the blown-out well. The subsea gusher pumped more than 4 million barrels of crude into the Gulf of Mexico in 2010, closing fisheries and blackening the shores of five states.

NORTH CAROLINA: Bluefin tuna sighted early in season off Outer Banks

December 26, 2016 — MOREHEAD CITY, N.C. — Bluefin tuna season is here again, traditionally running from November through March, sometimes into April, and there have already been landings in Carteret County, as well as some anecdotal reports of the prized commercial fish showing up off the Outer Banks. 

Bluefin tuna are a sought-after commercial finfish for sushi, and individual fish can sell for several thousand dollars on the international market. Matt Frost, owner and operator of Homer Smith Seafood in Beaufort, said as of Wednesday he’s had about 6,100 pounds of bluefin tuna landed at his fish house.

“I’ve had about 20 fish this year (so far),” he said. “My first was Nov. 18. They’re pretty much right off our beach, within 3-15 miles.”

While the bluefin tuna mean a good profit for those who catch them, Mr. Frost said he’s still not sure if this will be a good tuna season.

“In a really good season, you’d see 10-20 fish a day,” he said. “Only about eight to 10 percent of the boats fishing (for bluefin tuna) have caught a fish yet.”

Carteret County isn’t the only area where the tuna are showing up. Brad McHale, branch chief of the National Marine Fisheries Service’s highly migratory species division, said Dec. 7 his division has heard from commercial fishermen in North Carolina that bluefin tuna have been spotted off the state coast, in particular near Southport.

Gulf Congressional Delegation Teams for Big Win for Gulf Reef Fish Accountability in 2016 Omnibus Appropriations Act

December 19, 2015 — The Fiscal Year 2016 Omnibus Appropriations Act heading to the White House for a Presidential signature includes $10 million for Gulf of Mexico fisheries data collection, stock assessments and research due to the tireless efforts led by Alabama’s Senator Richard Shelby, Chairman of the Senate’s Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, and Florida’s 13th District Representative David Jolly, who sits on the House’s Appropriations Subcommittee on Commerce, Justice and Science.

Additionally, the bill directs NOAA to count fish on artificial reefs and offshore energy exploration infrastructure, and incorporate those counts into future stock assessments and management decisions for reef fish in the Gulf of Mexico.  It provides continued support for electronic monitoring and reporting to collect real-time data that is more economical and efficient than current management processes. According to Senator Shelby, who authored the provisions for red snapper in the legislation, the 2016 omnibus provides up to $5 million for the National Oceanic and Atmospheric Administration’s (NOAA) National Sea Grant College program to support external research and development through its network of academic institutions for a red snapper tagging study in the Gulf of Mexico.  In addition, it provides $5 million for independent, non-NOAA stock assessments for Gulf reef fish, including red snapper.

“Commercial and recreational anglers across the Gulf Coast depend on the red snapper fishery, which is not only a key economic driver, but also integral to their way of life,” Senator Shelby told Gulf Seafood News. “That is why I pushed to include common-sense reforms in this year’s omnibus bill to ensure that both commercial and recreational fishermen have increased access to the red snapper population in the Gulf.”

Officials calling for more accurate fish counts

December 14, 2015 — WASHINGTON – The federal agency in charge of the nation’s fisheries should do a better job counting fish so it can develop proper catch limits for recreational anglers, a report by Congress’ investigative arm concludes.

The analysis by the Government Accountability Office was requested nearly three years ago by several Republican senators from the Gulf Coast who believe the Obama administration may have been overly restrictive in imposing catch limits on several popular fish, including red snapper.

The GAO report says the National Marine Fisheries Service has taken “many steps” in recent years to improve data collection but needs to adopt a master plan for counting fish in a more accurate, timely and transparent manner.

For example, the agency doesn’t have a complete registry of recreational anglers, often misses some groups of fishermen while conducting surveys, lacks catch-and-discard data in areas where access to the coastal communities is limited, and needs more “shoreside observers” to improve data collection.

“Without a comprehensive strategy, NMFS may have difficulty ensuring that the variety of steps it is taking to improve data collection are prioritized so that the most important steps are undertaken first,” the report says. “Further, without communicating the strategy and NMFS’ progress in implementing it, NMFS may have difficulty building trust among its stakeholders, and these stakeholders may have difficulty tracking the agency’s efforts.”
