Electronic Reporting and Online Permitting Information for Federally Permitted Lobstermen

Below is information to answer some commonly asked questions as we shift to electronic reporting and online permitting in the future.

Do I Need to Submit Trip Reports?

  • We are implementing electronic reporting requirements for much of the commercial fishing industry in our region.
  • If you hold any GARFO fishing permit in addition to your lobster permit, you must report all of your fishing activity, including lobster fishing, in both state and federal waters.
  • We strongly recommend that you start reporting electronically as soon as possible. See our eVTR webpage for more information.
  • If you hold only a GARFO issued American lobster permit, you do not have to report your fishing trips to us; however, state agencies may have their own reporting requirements.
  • Following a recommendation by the Atlantic States Marine Fisheries Commission, we may establish a vessel trip reporting requirement for lobster-only permit holders in future years.

How Do I Renew My Permit?

  • You may go online to renew your GARFO vessel permit for 2021.
  • Go to our Vessel Permitting webpage for instructions.
  • To renew your permit online, you will need a Fish Online account.
  • Instructions for creating an account are found on our How to Create an Account in Fish Online and Link to a Vessel webpage.
  • If you don’t apply online, we will mail a 2021 paper renewal application to you.

New South Atlantic and Gulf of Mexico For-Hire Electronic Reporting Requirements Begin January 2021

November 24, 2020 — The following was released by NOAA Fisheries:

Educational materials are on their way to all permit holders and are available online

NOAA Fisheries and the South Atlantic and Gulf of Mexico Fishery Management Councils are implementing the new Southeast For-Hire Electronic Reporting Program in January 2021.  The intent of the program is to provide more timely catch information by federally-permitted charter vessels, to enhance data collection for better fisheries management and science, and to provide accurate and reliable fisheries information about catch, effort, and discards to be used in future stock assessments and management evaluations.

South Atlantic – Start Date for reporting is January 4, 2021

Federal Charter/Headboat Permit Holders for South Atlantic Snapper-Grouper, Atlantic Coastal Migratory Pelagics, or Atlantic Dolphin Wahoo are required to begin submitting weekly reports on January 4, 2021.

Gulf of Mexico – Start Date for reporting is January 5, 2021

Federal Charter/Headboat Permit Holders for Gulf of Mexico (Gulf) Reef Fish or Gulf Coastal Migratory Pelagics are required to begin reporting on January 5, 2021.  The owner or operator of a vessel with a federal Gulf Charter/Headboat Permit will be required to submit an electronic fishing report for each trip prior to offloading fish, or within 30 minutes after the end of the trip, if no fish are landed.  Also, the owner or operator of a vessel with the permit must electronically declare (hail-out) a trip before departing for a trip.  Additionally, at a later date that NOAA Fisheries has not yet determined, vessel owners or operators must install NOAA Fisheries approved hardware/software with location tracking capabilities that, at a minimum, archives vessel position data and transmits data to NOAA Fisheries.

To help you prepare for the upcoming reporting requirements, NOAA Fisheries and the South Atlantic and Gulf of Mexico Fishery Management Councils have developed the following outreach tools:

  • Information tool-kit: Informational packet describing the requirements with a step-by-step guide on how to sign-up for an account, download reporting applications, and begin reporting. The tool-kit will be mailed to all charter/headboat permit holders in the beginning of December 2020.
  • Instructional videos: Short videos describing the requirements and how to report.
  • Webinars: Hands-on training to answer your questions and walk you through the reporting process. The webinars will be recorded and made available to the public.

WPRFMC: Federal Fishery Managers Agree to Longline Electronic Reporting, Preliminary Hawai’i Grey Snapper Limits

September 21, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

Yesterday, the Western Pacific Regional Fishery Management Council concluded its 2020 third-quarter meeting with the following recommendations and actions, among others. The Council is mandated by Congress to manage the fisheries offshore of Hawai’i, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI) and the U.S. Pacific Remote Islands Areas. The complete list of actions taken by the Council at the three-day meeting will be posted at http://www.wpcouncil.org/event/183rd-council-meeting/.

Mandatory Electronic Reporting: The Council took final action on a regulatory amendment for mandatory electronic reporting for vessels operating under the Hawai’i longline limited entry permit and vessels larger than 50 feet in length (i.e., size classes C and D) operating under the American Samoa longline limited entry permit. Under the amendment, vessel operators must record and submit logbook data within 24 hours after completion of each fishing day using an electronic logbook application certified by the National Marine Fisheries Service (NMFS). In the event of technology malfunction, vessel operators would be required to submit the logbook data by paper or electronically within 72 hours of the end of each fishing trip. The recommended date for implementing mandatory electronic reporting is by July 1, 2021. This regulatory amendment is pending approval by the Secretary of Commerce.

Main Hawaiian Island Grey Snapper (Uku): The Council selected a preliminary annual catch limit (ACL) of 295,419 for main Hawaiian Islands (MHI) grey snapper for fishing years 2022 to 2025. This ACL corresponds to a 41% risk of overfishing. The Council also selected an annual catch target (ACT) at 36% risk of overfishing, which corresponds to annual catch of 291,010 pounds. The Council will work with the National Marine Fisheries Service (NMFS) to develop accountability measures to ensure the catch does not exceed the ACL. The Council recommended that accountability measure options be considered that recognize the challenges with tracking catch from the noncommercial fishery. The Council may take final action on the ACL and accountability measures at its meeting in March 2021.

Seabird Mitigation in the Hawai’i Longline Fishery: Hawai’i longline vessels are required to mitigate interactions with seabirds. The Council will be considering including tori lines (also known as bird streamers or bird scare lines) at a future meeting as an additional option to measures already in place. The Council asked NMFS to support at-sea trials for winter 2020/spring 2021 through an Experimental Fishing Permit that would allow testing tori line efficacy without the use of blue-dyed bait when fishing north of 23° N.

North Pacific Striped Marlin: The Council will work with NMFS Pacific Islands Regional Office (PIRO) to develop a proposed international measure to limit total catch of North Pacific striped marlin in the Western and Central Pacific Ocean from 2021 to 2024. The North Pacific population is considered to be overfished and subject to overfishing. The Council will work with NMFS PIRO to incorporate U.S. longline catch limits of North Pacific striped marlin at 457 metric tons, consistent with previous Council recommendations, into the proposed measure.

Oceanic Whitetip Sharks: The Council requested NMFS PIFSC to provide updates on its oceanic whitetip shark projects for the Council and Scientific and Statistical Committee (SSC) to consider at its December 2020 meetings. The species is considered overfished and subject to overfishing and is listed as threatened under the Endangered Species Act. The Council also recommended that the Oceanic Whitetip Shark Working Group proceed with analyzing longline mitigation measures and that updates be completed and reviewed by the Council’s Plan Team before the March 2021 SSC meeting.

Advisory Committees: The Council approved the membership of the Non-Commercial Fishing Advisory Committee to include the Hawai’i Marine Recreational Fishing Survey coordinator, NMFS PIRO recreational fishing coordinator,NMFS PIFSC recreational fishing coordinator,Saipan Fishermen’s Association representative,Pago Pago Gamefish Association Representative, Shut Up and Fish (Guam noncommercial), Hawaii Fishermen’s Alliance for Conservation and Tradition representative(s), Pacific Islands Fisheries Group representative(s) and Hawai’i fishing club representative(s).

The Council also approved the following proposed new members of the Fishing Industry Advisory Committee: Michael Goto (United Fishing Agency, Ltd., Hawai’i), Kerry Umamoto (Hilo Fish Company, Hawai’i), Josh Schade (Ahi Assassins, Hawai’i), Eric Kingma (Hawaii Longline Association, Hawai’i), Kenton Geer (commercial seamount fisherman, Hawai’i),Carlos Herrera (Hitman’s Tackle, Guam), Vince Haleck (Tautai O Samoa Association, American Samoa), Lino Tenorio (commercial bottomfish fisherman, Commonwealth of the Northern Mariana Islands) and Dean Sensui (Hawaii Goes Fishing, Western Pacific Region).

Offshore Energy: The Council adopted an offshore energy policy that takes into account potential impacts of such developments to federal fisheries, habitat and ecosystem.

Electronic Reporting Project Bringing More Timely Data to Hawai’i Longline Fisheries

August 31, 2020 — The following was released by NOAA Fisheries:

With 145 vessels completing more than 1,600 trips annually, the Hawaiʻi longline fisheries set more than 20,000 fishing lines each year. Data collected from all of these trips provide critical information for monitoring fishing quotas and fish populations. For each set, captains complete a paper logsheet and staff at our Pacific Islands Fisheries Science Center process it—this takes a lot of time. A pilot electronic reporting project demonstrates that the new technology is showing promise in streamlining and shortening this process.

Most vessels target tuna on deep-set trips, with some targeting swordfish on shallow-set trips. Once a vessel returns to the dock, the captain has 72 hours to submit the logsheets. Then, our staff perform checks and validations before entering the data, a process that takes about 3 weeks. This lag can make monitoring less efficient.

We conducted a project in collaboration with the Fisheries Information System program using electronic reporting technologies. It showed that these technologies can improve the quality and timeliness of the data for scientists, managers, and industry.

The electronic reporting initiative had its beginnings in 2007 when the Western Pacific Regional Fishery Management Council and NOAA Fisheries allowed longline permit holders the option to submit their logsheets electronically. In 2016, the Fisheries Information System program provided funding to the science center to develop electronic reporting applications and provide tablet computers to the Hawaiʻi fisheries. FIS is a state-regional-federal collaboration with the mission of improving access to comprehensive, high-quality, timely fisheries information.

Fisherman’s Perspective: Electronic Reporting Saves Time, Needs to Be Standardized Across Fisheries

December 18, 2019 — The following was released by NOAA Fisheries:

NOAA Fisheries caught up with Rick Bellavance over the summer to ask about his experiences using electronic reporting and electronic monitoring. He’s a charter fisherman out of Point Judith, Rhode Island and a member of the New England Fishery Management Council. This is the first of a two-part interview focusing on electronic reporting.

How did you get started in fishing?

I got my first boat when I was 10 years old, and would run around Narragansett Bay fishing for winter flounder, quahogs, and hardshell clams. When I was 22, I was hired by the fire department, and one of the other firefighters was a charter boat captain. He offered me a crew position on his charter boat, and I ended up working for him for seven seasons, and really learned the business. In 1996, my father and I went in together on the Priority Too and I started working for myself.

Why did you start using electronic reporting to submit your catch reports?

One of my good friends calls me a “closet data geek”—I’ve always been interested in my own data, always kept a logbook. Even as a teenager digging hard shell clams in Narragansett Bay, I meticulously maintained a log of what I caught and when I caught it. So I’ve always had an interest in data. But the real catalyst was when I received a “nastygram” from the Regional Office. It said that if I didn’t complete my vessel trip reports, I wasn’t going to be eligible to reapply for annual permit. So, I sat down in front of my wood stove in December after fishing all year and filled out a hundred vessel trip reports.

After that, I decided I was taking the family out to dinner because I had lost the desire to cook. At the restaurant, I watched the staff tap things on a computer and hand me a bill, and I thought, “I want that for fishing! It would be so much easier.” That’s when I started looking into it. I love it now. We do electronic vessel trip reports all the time, and it really is so much easier.

A Fishermen’s Perspective on Electronic Reporting

October 15, 2019 — The following was released by NOAA Fisheries:

For 200 days of each of the past 44 years, Tony Borges has been setting out from New Bedford, Massachusetts in search of groundfish, fluke, and squid. That’s roughly 8,800 days for those of you keeping score at home. He started fishing with his father, though Borges says his father tried to dissuade him from being a fisherman. He encouraged Borges to join the U.S. Coast Guard instead.

Nevertheless, in 1977, along with his cousin, aunt, and father, he purchased the brand new FV Sao Paulo. He still owns and operates it today.

For the last seven years, Borges has also been participating in the Northeast Fisheries Science Center’s Study Fleet. As part of this scientific data collection program, he records haul-by-haul catch (kept and discarded) information for all species.

When I met Borges early one morning on the Sao Paulo, he was down in the engine room covered in grease. He was working on his vessel’s first complete overhaul in 40 years!
