Electronic Fishery Monitoring Gets Big Boost in US

November 30, 2018 — The National Oceanic and Atmospheric Administration and a pair of foundations are funding a suite of projects around the country designed to improve electronic fisheries monitoring.

Fisheries in the U.S. are subject to monitoring to help inform future rules. Some in fisheries and government have advocated for more electronic monitoring, as opposed to monitoring by humans, to make data collection more efficient.

CHRIS BROWN & BOB DOOLEY: Electronic monitoring will help restore trust to fishery

June 13, 2018 — Two years ago in the pages of The Standard-Times we delivered some straight talk about New England’s fisheries and the opportunities that groundfish fishermen and regulators will realize when they embrace comprehensive catch monitoring. As the New England Fisheries Management Council (NEFMC) prepares to meet this week, we felt it was important to communicate again how critical “full accountability” is to the successful stewardship of this fishery.

“It is based on the straightforward idea that fishermen need to keep track of their catch, both the fish they bring to the dock and any unwanted ‘bycatch’ they may discard at sea. Why? Because in the absence of comprehensive catch monitoring, there is no basis upon which fishermen and (government) scientists can establish a productive level of trust and cooperation. This means that fishery managers often assume the worst when they estimate fish stocks and are required, under federal law, to take very conservative approaches in order to account for that uncertainty when they set catch limits and allocations. Completing the negative feedback loop, fishermen interpret low allocations as bad science and the cycle of mistrust rolls on.”

That cycle of mistrust is what the NEFMC is addressing as they consider alternatives for establishing catch accountability, particularly whether and how to advance electronic monitoring (EM) in the New England groundfish fishery from pilot project to widespread implementation. What we said two years ago is precisely what we would say to the council today.

“In fisheries where catch monitoring is in place, an entirely different … feedback loop is established. Reliable catch and discard data from fishermen, combined with scientific survey results, give fishery managers not just critical and complete information, but the ability to eliminate a major source of uncertainty and to set catch limits with confidence. Over time, as more-reliable and verifiable data comes in, confidence grows and cooperation develops between fishermen and managers.”

Mid-Atlantic Council to Offer Training Workshops on Electronic Vessel Trip Reporting for the For-Hire Community

January 16, 2018 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council will hold two workshops in February to help for-hire vessel operators prepare for upcoming electronic reporting requirements. Beginning March 12, 2018, all vessels with Federal charter or party permits for species managed by the Mid-Atlantic Council will be required to submit electronic vessel trip reports (eVTRs) while on trips carrying passengers for hire. eVTRs must be submitted through a NOAA-approved software application within 48 hours following the completion of a fishing trip.

While all software options for electronic reporting will be briefly discussed, the workshops will primarily focus on training for the SAFIS eTrips/mobile and eTrips Online systems developed by the Atlantic Coastal Cooperative Statistics Program (ACCSP). Participants will receive hands-on assistance with navigating the eTrips application, setting up favorites, and creating and editing trip reports. Instruction will be led by Rick Bellavance, Owner/Operator of Priority Fishing Charters in Point Judith, Rhode Island, and ACCSP staff.

Instruction for SAFIS eTrips/mobile (for use on tablets) will begin at 9:00 a.m. and conclude at 12:30 p.m. Instruction for eTrips Online (for use on desktop or laptop computers) will begin at 1:00 and conclude by 4:30. Each session will be preceded by a discussion of all options for reporting. In the event that demand for eTrips Online instruction is low, a second eTrips/mobile session may be added in the afternoon.

For the mobile-based version, participants will need either a Google account (for Android systems) or an iTunes account (for Apple systems) to download the eTrips/mobile app. This will allow you to work along with the instructors and be set up and ready to begin electronic reporting once you leave the workshop.

Alaska: Electronic monitoring rolling out in 2018 after years of work

October 19, 2017 — JUNEAU, Alaska — Alaska fishermen will see changes to the mandatory observer program next year.

After years of requests, testing and prepping, the National Marine Fisheries Service is rolling out a more-complete electronic monitoring program for small boat fishermen who are directed to have partial observer coverage as part of the 2018 observer program.

Electronic Monitoring uses cameras and sensors to record and monitor fishing activities, and help ensure the accuracy of catch records. Normally, that work is done by human observers who are placed on fishing vessels.

But when the North Pacific Fishery Management Council moved to put observers on smaller fishing vessels (those 60 feet or shorter) several years ago, to get a better sense of what was happening on those boats, captains said it could be problematic to take an extra person on their boats.

It was difficult to find them space to sleep, keep them safe and out of the way while actually catching fish and bringing them onboard, and hard (or burdensomely expensive) to ensure that there was enough life raft capacity and safety gear for an extra person. Instead, they asked for a camera system.

Developing such a system has taken several years, from the 2013 decision to restructure the observer program to see what was happening on smaller boats, to 2016, when 51 vessels participated in a pre-implementation program.

MASSACHUSETTS: Gov. Baker: Carlos Rafael windfall should fund electronic monitoring

September 20, 2017 — BOSTON — The conviction of New Bedford fishing mogul Carlos “The Codfather” Rafael was a black stain on the iconic Massachusetts seafaring industry.

But Gov. Charlie Baker is urging restitution that some believe could help turn rotten fish into sushi.

Baker, in a letter to federal fishing regulators late last month, sided with a dozen state lawmakers and local officials who are urging the proceeds from the forfeiture of Rafael’s fishing fleet and any financial penalties tied to his case to be used to pay for electronic catch monitoring.

The money to pay for monitoring would relieve a major financial pressure on the state’s fishermen who have to pay for at-sea monitors who ensure compliance with catch-quotas designed to protect the health of groundfish stock.

“This is the best way to provide some level of restitution to the industry that Mr. Rafael harmed through his crimes. While I recognize that these funds would not cover the entire cost of monitoring, it is our hope that a fully funded program could be developed in the near future,” Baker wrote.

The governor also requested that the groundfish permits associated with the 13 boats Rafael will forfeit as a result of his guilty plea in March be redistributed to eligible permit holders in the Massachusetts fleet. Some from neighboring coastal states have advocated for the permits to be more widely disseminated.

Mass delegation supports putting Carlos Rafael’s forfeiture toward electronic monitoring

August 22, 2017 — NEW BEDFORD, Mass. — John Bullard wants to arm fishing vessels with a smartphone — figuratively speaking.

“Nobody has rotary phones anymore, we just assume smartphones are the way we communicate and all the benefits of smartphones we’ve come to expect as normal,” Bullard said. ”(Electronic monitoring) is what we’re going to transition to, but it’s going to take time.”

NOAA’s Northeast Regional director said he believes current methods can lead to inaccurate science. Last week, NOAA conducted a fishing stock assessment meeting in New Bedford where similar concerns of bad science emerged. The root of the concern was data from false reports.

Electronic monitoring, specifically cameras on vessels, would provide accurate information.

“This is a major, in my opinion, improvement,” Bullard said. “I think it’s a major benefit to the industry.”

A letter signed by 12 members of the Massachusetts House of Representatives sparked discussion of electronic monitoring. The group, which included Patricia Haddad representing Bristol’s 5th District, sent the letter to Charlie Baker asking the governor to use any capital forfeiture associated with Carlos Rafael’s sentencing to pay for electronic monitoring.

Rafael pleaded guilty in March to false labeling fishing quotas. His sentencing hearing is Sept. 25 and 26 in Boston.

ALASKA: NOAA to Offer Fishermen Option for Electronic Monitoring in 2018

August 9, 2017 — Beginning in 2018, Alaska fishermen, some of whom may not have the space on their vessel or life raft capacity for a NOAA Fisheries observer, will have the option to use an electronic monitoring (EM) system instead.

NOAA Fisheries is integrating EM into the North Pacific Observer Program for the 2018 fishing year. An EM system uses cameras and associated sensors to passively record and monitor fishing activities-work traditionally accomplished by human observers placed onboard commercial fishing vessels to collect data.

Information collected by observers while aboard commercial fishing vessels is crucial to sustainable management of Alaska’s multi-billion dollar fishing industry. NOAA Fisheries restructured the North Pacific Observer Program in 2013 to-for the first time-place fisheries observers on small boats between 40 and 60 feet, and boats harvesting halibut in Alaska.

Some small boat owners and operators identified unique issues with carrying an observer.

They advocated for the choice to use an EM system instead of carrying an observer.

First MSA Reauthorization Hearing Acknowledged Successes, Identified Needed Changes

August 2, 2017 — SEAFOOD NEWS — At the first of a series of hearings on the Magnuson-Stevens Act held yesterday at the Subcommittee on Oceans, Atmosphere, Fisheries, and Coast Guard, senators from both sides of the aisle voiced support for the regional management council system, NOAA Fisheries, and the science that supports fisheries management, despite the deep cuts proposed in the President’s budget.

“With regard to the budget, I think some of these cuts may not survive the [reauthorization] process,” said Chairman Dan Sullivan (R-AK). “I think we’re going to be adding a lot back to the projects that we think are vital.”

Sullivan was responding in part to a series of questions from Sen. Richard Blumenthal (D-CT) to Chris Oliver, Assistant Administrator for NOAA Fisheries, about the current administration’s proposed budget for the agency.

“My question concerns the budget submitted by the president of the United States. The budget slashes funding for programs like Sea Grant and the Milford Lab at the University of Connecticut [Northeast Fisheries Science Center],” Blumenthal said.

“These federal research efforts to help grow and expand certain aspects of aquaculture are very promising. As a representative of this administration, how can you justify these cuts to the agency that you are responsible for administering? Are you going to commit to me that you’re going to [find funding] for Sea Grant and the Milford Lab?”

Oliver responded, “Senator, I don’t know that I’m in a position to comment very extensively on the President’s budget. I do know that they’ve placed a revised emphasis on the Department of Defense and national security.”

Blumenthal: “I’m on the Armed Services Committee sir, and I very much support that emphasis … but this kind of slashing and trashing of programs that are essential to the kinds of programs you administer, that are vital to our economic future in aquaculture I consider a mockery of the mission of your agency. And if you’re not in a position to justify it, who would be?”

Oliver: “All I can say sir is we’re going to do our best to operate within the budget that we have, and I know that a lot of the programs that were slated to be cut involve cooperative agreements or past grants of funding through the Sea Grant program, for example, and grants to the coastal states. We’re going to do our best to make that up internally…”

Blumenthal: “Are you going to commit to me that you can make up those cuts to the Sea Grant program and the Milford Lab and the University of Connecticut that are essential to those programs?”

Oliver: “I can’t commit that we’re specifically going to be able to make those up from our baseline budget. I think that we’re facing some tough decisions too. I’ve said on many occasions that I feel that this agency may be in a position to refocus on some of its very core mission – science mission…”

Blumenthal: “You’d agree with me that those are valid and important programs?”

Oliver: “Of course sir, I really do.”

Blumenthal: “If you agree these programs are valid, then your agency has a responsibility to fight for them and to make sure they are fully funded.”

The exchange was toward the end of an otherwise non-confrontational hearing on the “long overdue” reauthorization of the MSA with Oliver and Dr. John Quinn, Chair of the New England Fisheries Management Council. Both men lauded the successes brought about by the original 1976 law and the amendments to it, most recently in 2007.

“As a group, we are strong believers in the Magnuson-Stevens Act – and not just because it established the Councils,” said Quinn, who spoke on behalf of the Council Coordination Committee (CCC), which is made up of the chairs, vice chairs, and executive directors of the eight Regional Fishery Management Councils.

“The outcome of our management success is clear: commercial, recreational, and subsistence fisheries are key contributors to our coastal communities and the nation’s economy. In large measure, this is because the Act structured a very successful approach to sustainable fisheries management. Central to the Act are the 10 National Standards that guide our management process.”

“Under the standards set in the Magnuson-Stevens Act the nation has made great strides in maintaining more stocks at biologically sustainable levels, ending overfishing, rebuilding overfished stocks, building a sustainable future for our fishing-dependent communities, and providing more domestic options for U.S. seafood consumers in a market dominated by imports,” echoed Oliver.

Both agreed, however, that changes should be made. Oliver noted in particular ways in which overall production could be increased, particularly in areas where catch limits have not been updated to changes in stock sizes.

“For example, while our West Coast groundfish fisheries have rebuilt several important stocks, in recent years fishermen are leaving a substantial amount of the available harvest of some groundfish species in the water, due to regulatory or bycatch species constraints. We must find ways to maximize allowable harvests that are still protective of non-target species in all of our fisheries,” explained Oliver.

Stakeholders in the West Coast groundfish fishery were enthusiastic about Oliver’s references to the plight of those working in the non-whiting trawl catch shares program. The program has realized far less than full utilization of the resource, with less than one-third of the available fish being harvested annually.

“We applaud Chris Oliver’s recent testimony to the Senate on the state of the West Coast IFQ non-whiting trawl fishery,” Pacific Seafood’s Mike Okoniewski said.

“Members of industry have been testifying for years that while the conservation benefits of the program have passed all expectations, but the economics are performing at abysmal levels,” Okoniewski said.

Oliver’s testimony drilled to the heart of the matter: if you cannot get the fish out of the water you cannot realize the economic benefits outlined in the program’s goals and objectives. Targets such as increasing economic benefits, providing full utilization of the trawl sector allocation, increasing operational flexibility and providing measurable economic and employment benefits throughout the processing and distribution chain have not been met for the non-whiting sector.

“Chris Oliver’s testimony is a huge step forward to reverse the present trajectory we are on. Again we thank him and look forward his leadership of NMFS. His focus on balance and economic output, as well as conservation and sustainability, is long overdue,” Okoniewski said.

“Much like Pacific groundfish (to quote AA Oliver), New England groundfish fishermen ‘are leaving a substantial amount of the available harvest of some groundfish species in the water, due to regulatory or bycatch species constraints’”, noted Maggie Raymond, Executive Director of Associated Fisheries of Maine.

Both Quinn and Oliver referenced a need for “flexibility”, Raymond observed.

“Quinn’s testimony is specific to a need for flexibility in rebuilding timelines.  But flexibility in rebuilding timelines is not necessarily the fix, at least not for New England,” she added.

“As long as an otherwise healthy mixed stock fishery remains constrained by a weak stock in the complex, the problem of leaving available harvest in the water cannot be addressed.  We look forward to working with AA Oliver to ‘find ways to maximize allowable harvests that are still protective of non-target species.’

“Let’s start with windowpane flounder. A species with no economic value that puts a significant burden on the NE groundfish and scallop fisheries,” said Raymond.

Oliver acknowledged his testimony from last year on no need for further flexibility on MSA. But, he said, “I’m in a new role now and as I look at the issue more broadly, I’d heard from constituents across the country, listened to the dialog about issues with the Act, and I’ve come to believe that there is a possibility that additional flexibilities should be considered, accountability measures that are used to enforced annual catch limits (ACLs), particularly in fisheries where we don’t have the robust and accurate accounting.

“Many of our recreational fisheries are of a nature that don’t lend themselves well to those monitoring methods.

“The administration has not taken positions on these specific issues,” Oliver said. “But in my personal view, in fisheries that don’t have robust systems of accountability, in particular the recreational fisheries that have different goals, there’s room for flexibility.”

Quinn agreed. “We’re here to reauthorize [the MSA], not repeal it. Data availability and stock assessment, particularly in the recreational side, I think we’ve got a lot of work to do. Data needs are really important. ACLs and AMs work for the commercial, not necessarily for the recreational fisheries.”

Senator Cory Booker (D-NJ) called the nation’s bycatch quantity “unacceptable” and asked Quinn for an assessment on catch shares.

“In some parts of the country, catch shares have worked,” Quinn responded. “In my part of the country, it hasn’t worked as well. But the CCC’s position is to keep catch shares as a part of our management tool box.”

Sullivan brought up the issue of electronic monitoring as a less expensive alternative to onboard observers and asked, “What can we do to help the councils use EM more efficiently?”

“Like catch shares, the authority for EM is in the Act now,” said Quinn, “but individual regions may have specific fisheries that may or may not use EM. There are a lot of pilot programs using EM now. Decisions should be made region by region.”

“I want to compliment you both on your emphasis on data and science,” Sullivan said in closing comments. “We’re going to back you up on that.”

The next hearing will be August 23, 2017 in Kenai, Alaska.

NOAA Requests Comment on a Change to Bluefin Regulations

July 24, 2017 — CAPE COD, Mass. — NOAA is seeking public comment regarding a request from the Cape Cod Commercial Fishermen’s Alliance for an exemption from a regulation that prohibits having unauthorized gear on board while fishing for, retaining, or possessing a bluefin tuna.

In their application, the Alliance suggest that the use of electronic monitoring, already required by federal fishing authorities is a sufficient at-sea monitoring to verify that the catch of bluefin tuna occurred on authorized gear.

The regulation was designed to allow enforcement to not only verify that only the authorized gear type was used to catch the bluefin tuna, but also serves as an effort control for bluefin tuna as it limits the number of vessels that can actively pursue bluefin tuna to those with only authorized gear.

Lobstermen question the need for camera surveillance aboard vessels in Nova Scotia

June 26, 2017 — Several Nova Scotia lobster fishermen voiced doubt over their support of the possible implementation of vessel video surveillance during a workshop held last week in Lockport, Nova Scotia.

Camera surveillance aboard fishing boats was the primary topic of discussion during the 22 June information session hosted by Canada’s Department of Fisheries and Oceans and organized by the Ecology Action Center. The session was attended by more than a hundred southwest Nova Scotia fishermen, many of whom were concerned that the technology posed a threat to their privacy, CBC News reported.

Speakers including a fisherman from British Columbia and a program manager from the Gulf of Maine Research Institute. Discussion focused on the use of camera surveillance as a means to monitor catch and to cut down on bycatch, in particular regional endangered species such as Atlantic cod and cusk. However, many fishermen claimed practices are already in place that do enough to provide proper catch assurances.

Port La Tour fisherman Wilford Smith noted that the industry is already self-reporting its bycatch in logbooks, and throwing at-risk species back.

Regarding the prospect of camera surveillance on boats, Smith said: “What for? We’ve got nothing to hide…We’re not keeping nothing secret,” according to CBC News.

Spurred by insistence from main lobster-buying markets – including the United States, Europe and Asia – requiring evidence of the sustainability of imported seafood, the Nova Scotia lobster fishery obtained certification from the Marine Stewardship Council in 2015. As standards continue to evolve, though, the elements needed to prove the sustainability of catch is changing as well, and there aren’t a lot of options beyond camera surveillance that are cost-effective, according to Susanna Fuller, senior marine co-ordinator at the Ecology Action Center. While video surveillance isn’t being imposed upon Nova Scotia lobster fishermen, alternatives including at-sea observers will cost more, Fuller told CBC News.
