With little business, Delaware fishermen just hoping they can survive

April 17, 2020 — Brian Hoffecker almost didn’t make it through the first year he ventured off on his own as a commercial fisherman.

It was the mid-1990s and he owed a lot of money on the boat he had just bought when a historic winter storm hit his prey – Delmarva’s iconic blue crabs – hard.

“When it was time to go crabbing, I was broke,” he said. “It was brutally cold and it killed most of the crabs. There weren’t any crabs to catch.”

After more than two decades making a living on the water, the impacts of the coronavirus, Hoffecker’s livelihood is threatened once again.

JIM LOVGREN: Whats The Big Rush To Offshore Wind?

February 11, 2020 — The U.S. is currently in a mad rush to build offshore wind farms on every square inch of the ocean on the east coast, despite the fact that there is presently little known about the environmental effects of so many structures on the marine ecosystem. The surveying, construction, operation and maintenance of these huge, up to 900 foot tall structures, will create a cacophony of sound never before heard in these ocean waters. While the surveying and construction phase is supposed to be of short duration, consisting of sonic and seismic testing to explore the ocean bottom, and piledriving the windmill bases into the sea floor, because more and more projects are being proposed almost everyday, it’s not unreasonable to assume that this noise will be present for the next 25 years at least. What will the cumulative effect of all this noise, [some of it loud enough to kill creatures] be over the course of decades? It’s seems no one cares. So, to save the planet we must kill the planet.

We are told the world will end in twelve years if we don’t immediately stop burning fossil fuels, and change over to a green economy. This is absolute nonsense. I won’t dispute that we need to seriously slow down mankind’s carbon emissions, but anybody that thinks that the USA can solve this problem by itself is delusional. The USA has reduced carbon emissions by over ten % in the last decade while China and India have increased over one hundred % each in that time. The Asian continent is now responsible for half of the worlds green house gas emissions, and that figure is continuing to climb as China keeps building more coal burning power plants, not only for themselves but other countries as well. In a few years China will emit twice as much carbon into the atmosphere as the USA, which is presently the second larger contributor. As the older industrialized nations work towards a cleaner energy future, the developing world, particularly in Asia and the Pacific basin are neutralizing any efforts to clean the atmosphere by utilizing the cheapest energy they can use, which is fossil fuels.

So, why must we ignore all semblances of concern to the possible effects of thousands of huge off shore wind turbines on the marine environment? Right now leases have been granted that cover fully one third of the ocean bottom from Nantucket to Delaware in water out to forty fathoms, leaving only the coastline out to seventeen miles, and the shipping lanes, clear of them. These wind turbines must be sighted at least three quarters of a mile apart, meaning that vast tracks of the ocean will be covered by them. Hundreds of square miles. Most of them sited in the middle of long time historical fishing grounds. What about the fishermen that fish there? Tough luck, they will not be able to. In Europe, of the five country’s that have offshore wind farms, only the U.K. allows fishing in them, it is just too dangerous for commercial operations to operate amongst them. As for those lucky U.K. fishermen they can fish there, but unfortunately the Cod they used to catch there all left. Of course because the farms were rushed into construction and operation, no one thought to do a baseline study of the marine ecosystem so they could scientifically document any changes to marine life that might have occurred due to construction and operation of the windfarms. The windmill companies can continue to claim no harm, because they obstruct any attempt to document effects to the marine ecosystem.

ERIC BURNLEY: Commercial fishermen do not affect recreational fishing

February 3, 2020 — There is a misconception among some recreational fishermen that commercial fishermen are to blame for all the ills we suffer with a lack of flounder, bluefish, trout, striped bass, or (you name it) . Sorry, Charlie, it just ain’t so.

There was a time when both commercial and recreational fishermen could take as many fish of any size as they wanted, and we did. I have seen coolers full of flounder come off the Point at Cape Hatteras with many of those fish well below 12 inches. Blues stacked up like cordwood at Indian River when the run was on, and trout deck loaded in Delaware Bay. At the same time, commercial fishermen were filling their nets with the same fish until the market value dropped to the point where it became a losing proposition to go after them.

I was a small part of the movement to put limits on both recreational and commercial fishermen here in Delaware and in Virginia. In Delaware, I was on the Delaware Wildlife Federation’s Advisory Council, and we met regularly with state officials to try to bring some order to the fishery. The late Buddy Hurlock and his wife Rose were the driving force behind this movement.

Report says 4 of 6 Chesapeake Bay states cut funding, staff for top agencies handling pollution

December 6, 2019 — Four of 6 states in the Chesapeake Bay region cut funding or staff to their main pollution control agency over the last 10 years, says a report released today by the Environmental Integrity Project.

Environmental agencies in Pennsylvania, Delaware and New York each saw budget reductions, even after adjustments for inflation, between 2008 and 2018, according to the report, The Thin Green Line: Cuts in State Pollution Control Agencies Threaten Public Health. Those states, as well as Maryland, also reduced their environmental workforce during the same time period.

The report was especially critical of Pennsylvania legislators and governors for cutting funding by 16% and staffing by 15%, even as state spending overall grew by 18%.

Among the 48 states studied, 30 cut funding to the operating budgets of agencies that protect public health and the environment.

Both Delaware and New York were in the top 10 states with the largest cuts. Delaware cut funding to its Department of Natural Resources and Environmental Control by 33% and staffing by 21% over the decade. New York cut the Department of Environmental Conservation by 31% and staffing by 29%.

States Schedule Public Hearings on Atlantic Croaker and Spot Draft Addenda

November 27, 2019 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s South Atlantic State/Federal Fisheries Management Board (Board) releases two documents for public comment: Draft Addendum III to Amendment 1 to the Interstate Fishery Management Plan (FMP) for Atlantic Croaker and Draft Addendum III to the Omnibus Amendment to the Interstate FMPs for Spanish Mackerel, Spot, and Spotted Seatrout. The states of Delaware, Maryland, Virginia, and North Carolina have scheduled their hearings to gather public input on the Draft Addenda. The details of those hearings follow.

The Board initiated the development of the Draft Addenda for Atlantic croaker and spot to incorporate updates on the annual traffic light approach (TLA) and propose changes to the management program. In the absence of an approved stock assessment, which is the case for both species, the TLA is conducted each year to evaluate fishery trends and develop management actions (e.g. bag limits, size restrictions, time and area closures, and gear restrictions) when harvest and abundance thresholds are exceeded. The TLA assigns a color (red, yellow, or green) to categorize relative levels of indicators on the condition of the fish population or fishery. For example, as harvest or abundance increases relative to its long-term average, the proportion of green in a given year will increase and as harvest or abundance decreases, the amount of red in that year will increase. The Board annually evaluates the proportion of red against threshold levels to determine if management action is required. In recent years, fisheries for both Atlantic croaker and spot have experienced declines in harvest, but not declines in abundance as indicated by fishery-independent surveys used in the TLA. Therefore, management action has not been triggered. The lack of triggering management action with these harvest declines has raised concerns, leading to re-evaluation of TLA methods and the proposal of changes to management.
 
Both Draft Addenda present updates to resolve issues with the TLA analyses in order to better reflect stock characteristics, based on recommendations from the Atlantic Croaker Technical Committee and Spot Plan Review Team. Each Draft Addendum also presents options for four issues that address the TLA management triggering mechanism, triggered management responses for the recreational and commercial fisheries, and evaluation of the population’s response to triggered management actions.

FCF swoops in for Bumble Bee as it files for bankruptcy

November 22, 2019 — Taiwan-based Fong Chun Formosa (FCF) Fishery Company has entered into an asset purchase agreement with Bumble Bee Foods, which filed for chapter 11 bankruptcy in the U.S. state of Delaware.

The 25-page filing, made on 21 November, includes more detail about FCF’s stalking-horse bid for the company, which was first reported by Bloomberg to be around USD 925 million (EUR 836 million).

Senate committee OKs bills on whales, marine debris

November 14, 2019 — During a busy day on Capitol Hill the U.S. Senate Commerce, Science and Transportation Committee approved nearly two dozen bills, including legislation that would lead to significant steps to protect North Atlantic right whales and work to combat marine debris pollution.

U.S. Sen. Cory Booker, D-N.J. and one of the candidates for president, introduced S. 2453, the SAVE Right Whales Act, in September with U.S. Sens. Johnny Isakson, R-Ga., and Tom Carper, D-Del. U.S. Sen. Richard Blumenthal, D-Conn., introduced the substitute bill that passed the committee Wednesday.

“The North Atlantic right whale was named the official Georgia state marine mammal when I served as minority leader in the Georgia State House, and I am proud that my state’s coast is still home to one of the few known calving grounds for this magnificent animal,” Isakson said in a statement in September. “I’m glad to introduce the Scientific Assistance for Very Endangered Right Whales Act to help learn about how we can better protect this important animal whose numbers continue to dwindle.”

The legislation drew widespread support from environmental organizations.

Natural Resources Defense Council deputy director Nora Apter wrote Sunday, “If the SAVE Right Whales Act becomes law, it would establish a new grant program to fund projects between states, members of the fishing and shipping industries, and nongovernmental organizations to reduce the impacts of human activities on right whales.

New funding to study microplastic pollution effect on Delaware Bay blue crabs

November 6, 2019 — The Great Pacific Garbage Patch is often held up as the poster child for ocean pollution. And while the collection of trash collecting in the Pacific Ocean certainly deserves attention, researchers at the University of Delaware are concerned about a smaller source of pollution, much smaller.

Through its marine debris program, the National Oceanic and Atmospheric Administration is giving the university a $325,000 grant to study the impact of microplastics on blue crab populations near the Delaware Bay. Microplastics are defined as pieces of plastic less than five millimeters in length, or smaller than a pencil eraser. According to NOAA, some microplastics are microbeads, fibers or pellets that come from cosmetics or personal care products, for instance. They can also come from larger pieces of plastic that split apart and break down after exposure to the sun.

It’s estimated that there’s about five trillion tons of marine debris in our oceans and plastics are 90% of that, said UD College of Earth, Ocean and Environment Dean Estella Atekwana. “This grant is really timely so we can advance our understanding of what plastics do to our marine ecosystems,” she said.

UD gets NOAA grant to study microplastics in blue crabs

November 5, 2019 — A federal grant will help two University of Delaware researchers look at the impact of microplastics on blue crabs.

The researchers will use the $327,000 grant to examine crab larvae exposure to microplastics in the Delaware Bay.

Microplastics are the size of sesame seeds. Microbeads, a type of microplastics, can easily pass through water filtration systems and end up in lakes and oceans.

Estella Atekwana is dean of the College of Earth, Ocean and Environment. She says they hope to determine how microplastics enter the larvae.

“For us to understand the different exposure pathways where this plastics get into the seafood or marine life and within the food chain and how does this eventually get to humans,” she said. “It’s really early on, I’m not so sure that we truly understand the different pathways.”

ASMFC Horseshoe Crab Board Sets 2020 Specifications for Horseshoe Crabs of Delaware Bay Origin

October 30, 2019 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s Horseshoe Crab Management Board approved the harvest specifications for horseshoe crabs of Delaware Bay origin. Under the Adaptive Resource Management (ARM) Framework, the Board set a harvest limit of 500,000 Delaware Bay male horseshoe crabs and zero female horseshoe crabs for the 2020 season. Based on the allocation mechanism established in Addendum VII, the following quotas were set for the States of New Jersey, Delaware, and Maryland and the Commonwealth of Virginia, which harvest horseshoe crabs of Delaware Bay origin:

The Board chose a harvest package based on the Delaware Bay Ecosystem Technical Committee’s and ARM Subcommittee’s recommendation. The ARM Framework, established through Addendum VII, incorporates both shorebird and horseshoe crab abundance levels to set optimized harvest levels for horseshoe crabs of Delaware Bay origin. The horseshoe crab abundance estimate was based on data from the Benthic Trawl Survey conducted by Virginia Polytechnic Institute (Virginia Tech). This survey, which is the primary data source for assessing Delaware Bay horseshoe crab abundance for the past two years, as well as the ongoing benchmark stock assessment, does not have a consistent funding source. However, due to the efforts of three Senators and six Representatives – namely, Senators Chris Coons (D-DE), Tom Carper (D-DE), Cory Booker (D-NJ); and Representatives Frank Pallone (D-NJ), Frank LoBiondo (R-NJ), Lisa Blunt-Rochester (D-DE), Donald Norcross (D-NJ), Chris Smith (R-NJ), and Bill Pascrell (D-NJ) – and the support of NOAA Fisheries, annual funding for the survey has been provided since 2016. They have also requested that NOAA Fisheries incorporate the survey into the agency’s annual budget.
