Lawmakers say West Coast seafood industry excluded from USDA CARES Act program

April 19, 2021 — A group of 10 West Coast lawmakers have reached out to U.S. Secretary of Agriculture Tom Vilsack to see why fishermen and processors in their region have largely been left out of a program created through COVID-19 relief measures.

Led by U.S. Senator Jeff Merkley (D-Oregon), the Senators and House members sent a letter to Vilsack noting that the fishing industry in California, Oregon, and Washington state account for more than USD 500 million (EUR 417.5 million) in seafood products produced in the country, roughly about 13 percent of all domestic seafood goods.

How COVID-19 Affects the Fishing Industry

April 19, 2021 — The global seafood market is a huge industry that employs millions of people. Valued at $159 billion in 2019, it will grow to almost $200 billion by 2027. The system is a network of formal and informal producers and distributors, retailers and consumers. In low-income countries, the fishing industry is especially important as a way to reduce poverty. Developing countries employ 97% of the people, directly and indirectly, working in the fishing industry. About 90% of the fishing workforce are small-scale fishermen. By exporting seafood, low-income countries can boost their economies through the oceanic sector. The fishing industry also helps to increase nutrition and food security for the impoverished. Unfortunately, COVID-19 has devastated the fishing industry, just as it has most other industries.

The Impact of COVID-19 on Fisheries

The pandemic has disrupted supply chains and lowered demand, reducing profits in the industry. Lockdowns and curfews have also reduced catch sizes, which in turn means that fisherfolk make less per day of work. What they do not sell often goes to waste as cold storage is expensive and not widely available to small-scale fishermen. The most affected groups are small and medium-scale fisheries, especially in rural areas, as they lack the resources that large-scale fisheries have to be able to transition and adapt during COVID-19. Furthermore, they do not have the safety net of social protection programs that large-scale fisheries may have.

Many developing countries with large fishing sectors have been struggling to offset the effects of COVID-19. In Thailand and India, migrant fish workers were met with lockdowns and nowhere to sell their products. Traders in India and Myanmar reported a 15% drop in fish prices post-lockdowns. In China, a shift to frozen and processed seafood left fresh-catch fishers floundering.

Food Safety: Seafood links with traceability and transparency

April 16, 2021 — Demand for seafood at the retail grocery level has soared during the pandemic, as stay-at-home chefs desperate for variety realize that they really can cook fish at home —it’s not a restaurant-only proposition.

That increase in demand has shown a spotlight on three aspects of the seafood industry that are closely related: food safety, traceability and transparency.

All three are at the top of the agenda for the seafood industry in Norway, said Anne-Kristine Øen, US director of the Norwegian Seafood Council.

It’s hard to talk about one, she said, without bringing in the others.

“The topics are strongly interconnected in the sense that the consumer is increasingly aware of the origin of the food on their plate, and they want to be able to find out its journey and origin story. Consumers depend on trustworthy and easily accessible sources of information.”

The Norwegian seafood industry, many of whose products wind up in US grocery stores, enjoy the support of strong systems that secure tight control quality and safety, Øen said. The Norwegian system for catch information, the internal control systems and HACCP plans for the various production plants all provide details on the fish, its journey and the sustainability efforts that were in place to raise and catch the fish.

PFMC sets 2021 West Coast ocean salmon season dates

April 16, 2021 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council has adopted ocean salmon season recommendations for 2021. The seasons provide recreational and commercial opportunities for most of the Pacific coast and achieve conservation goals for the numerous salmon stocks on the West Coast.

The recommendations will be forwarded to the National Marine Fisheries Service (NMFS) for approval by May 16, 2021.

“There will be some restrictive commercial and recreational seasons this year along much of the coast,” said Council Chair Marc Gorelnik. “Forecasts for some Chinook and coho stocks are quite low, which made our job more challenging this year.”

The Council heard reports from commercial, recreational, and tribal representatives on the challenges caused by the COVID-19 pandemic, as well as ways the Council could provide meaningful fishing opportunities and economic support for coastal communities.

U.S. Seafoods apologizes to Unalaska after COVID-positive crew caused widespread exposure at local bar

April 16, 2021 — A Seattle seafood company issued an apology to the community of Unalaska after crew members from one of its vessels, at port in the island community, breached isolation protocols to visit a crowded local bar last weekend.

The resulting widespread exposure forced the city to move from the “medium” to “high” coronavirus risk level after nearly a month and a half at the lower threshold. Dozens of locals who visited the Norwegian Rat Saloon have been asked to quarantine and test for the virus, if they haven’t been vaccinated.

“We are extremely sorry about the events that occurred,” said Dave Wood, U.S. Seafoods’ chief operating officer. “We regret that these individuals made terrible decisions, put a lot of people at risk and harmed a lot of people. We are as outraged as you are.”

U.S. Seafoods officials said they’re still trying to figure out exactly what happened that night, shortly after the F/V Seafreeze America arrived in port.

The 240-foot vessel was fishing for yellowfin sole in the Bering Sea last week when a few of the 51 crew members on board started feeling COVID-19 symptoms. The company tested them on board, and rerouted the boat to Dutch Harbor to confirm the results and be closer to medical care, Wood said.

ALASKA: Kodiak Fisheries Adjust to Tariffs, Pandemic and Climate Change

April 15, 2021 — For the first time in 20 years, China is not a viable market for U.S. seafood suppliers due to increased tariffs between the two countries, as well as complications caused by the COVID-19 pandemic. This uncertainty has raised concerns among Kodiak processors, harvesters and industry leaders.

In an effort to keep processors working, the trawl industry had requested that the rockfish season begin on April 1, one month earlier than is typically authorized.

Seafarers union looks to Alaska as it seeks hundreds of apprentice workers on contracted vessels

April 14, 2021 — Alaska fishermen displaced by the COVID pandemic are being recruited for seafaring jobs aboard U.S. cargo barges, tankers, towboats, military support vessels, research and cruise ships and more.

The Seafarers International Union is searching nationally for 300 apprentice workers on the vessels they are contracted to crew. Recruiters tout Alaskans as being at the top of their list.

“The reason for that is people from Alaska come with a work ethic already. They’ve been working since they could stand up. And that’s why they’re so good,” said Bart Rogers, assistant vice president at the Harry Lundeberg School of Seamanship in Maryland that has trained mariners for the union for over 50 years.

“It’s very appealing to people who live in Alaska because they can sail in a safe environment, earn a very good wage, get benefits and medical coverage for them and their family, advanced training is guaranteed, then they can go back home and spend the money they make,” said Rich Berkowitz, vice president of Pacific Coast Operations at Seattle’s Transportation Institute, who helps recruit and assess potential mariners, adding that it also includes options for veterans and Native hire.

ALASKA: Bering Sea fishermen likely had COVID-19 but still went to Unalaska bar. Now, locals have to quarantine.

April 14, 2021 — Unvaccinated people who visited Unalaska’s Norwegian Rat Saloon late Saturday are being asked to quarantine this week after officials say they shared the space with fishermen who broke their company’s own quarantine plans while they were awaiting COVID-19 testing results.

The fishermen came from a United States Seafoods vessel where COVID-19 cases were suspected, but they still visited the popular bar after 10 p.m., Unalaska City Manager Erin Reinders said Monday.

“There was a vessel that came into town on Saturday, and on that vessel, there’s been 26 confirmed individuals who tested positive for COVID-19 and then two additional presumed positive for COVID-19,” Reinders said. “There was a breach in the company’s isolation plan with some of those positive individuals, and due to that breach, that did cause a community exposure.”

Reinders said the fishing company is working on its plan for isolation and quarantine of its 51-person crew aboard the factory trawler Seafreeze America. She didn’t say whether they are quarantining on or off the boat.

The city, meanwhile, is considering what kind of action it could take against the crew members who knew they may have been COVID-positive and still breached quarantine to visit the saloon, said Reinders.

Shucked by the pandemic, oyster market begins to open up

April 14, 2021 — Of all the categories of seafood impacted by COVID-19 – both positively and negatively – mollusks appear to have borne the brunt of foodservice closures. The sector experienced a 60 percent decline in sales during the height of the pandemic last spring.

The mollusk market has also had one of the slowest recoveries, according to NPD Supplytrack data shared during a National Fisheries Institute’s Global Seafood Market Conference webinar. MASSACHUSETTS: You Can’t Scallop Over Zoom: New Bedford Works to Vaccinate Seafood and Fishing Communities

April 14, 2021 — New Bedford is the country’s largest commercial fishing port and has the largest collection of seafood processing plants in the United States.

But these two accolades also create some unusual circumstances for the city when it comes to reaching and vaccinating those communities.

This past weekend, New Bedford held a vaccine clinic specifically geared towards those working in these industries. More are planned for this week.

Mayor Jon Mitchell said the city made a push with workers, as well as their employers.

“One of the big barriers to vaccine uptake, not just here in New Bedford but everywhere, is the fact that shift workers just have a harder time, for reasons that everyone can understand, getting away from work and going to a vaccine appointment,” Mitchell said. “If you’re a professional, if you’re a lawyer, a doctor, or an accountant, it’s no matter just to go break away from your work for an hour to go get your shot. But if you’re on a shift, and you are, like many shift workers, given two specififed periods of the day to take a break, you can’t readily get away to get a shot.”
