ASMI report finds COVID-19 pandemic boosted seafood consumption

June 24, 2021 — A new report sponsored by the Alaska Seafood Marketing Institute (ASMI) showed that at-home seafood consumption has risen during the COVID-19 pandemic, with many consumers intentionally moving away from red meat to seafood as a healthier form a protein.

The report – put together by Datassential for ASMI – found that 26 percent of consumers bought seafood for the first time during the pandemic, while 35 percent are cooking more seafood than they did previous to the pandemic, with around 60 of general consumers maintaining their pre-pandemic levels of seafood consumption.

2021 Northeast Spring Ecosystem Monitoring Cruise Completed

June 24, 2021 — The following was released by NOAA Fisheries:

During May, researchers returned to sea for the ecosystem monitoring cruise. This was the first ecosystem monitoring cruise since operations were stopped in 2020 to reduce risks posed by the COVID-19 pandemic. This one-year hiatus is the longest gap in sampling in the nearly 45-year record of oceanographic observations made on this recurring cruise.

Scientists and crew aboard the NOAA Ship Gordon Gunter sampled at 106 stations. They achieved near-complete coverage of the survey area from Delaware through Southern New England.

Fewer days were available for the cruise than originally planned, so the scientific crew dropped all stations south of Delaware Bay to accommodate the time available. Coverage was also reduced on the Scotian Shelf, in the northern Gulf of Maine, and on Georges Bank, when a fast-moving storm front passed through, making sampling impossible. Instead, the team moved into the western Gulf of Maine to keep working, and collected more mackerel eggs and larvae.

Samples of zooplankton—tiny animals and very young stages of some larger ones—provide information about the food chain supporting fisheries and marine mammals. Scientists use larval fish and egg samples to learn more about fish stock spawning and help estimate stock abundance. Measurements of physical and chemical conditions like temperature and salinity help us describe ecosystem productivity, spawning, larval recruitment, fish condition, and species distributions.

Together, the core measurements conducted by our ecosystem monitoring (EcoMon) cruises help researchers understand and predict changes in the Northeast shelf ecosystem and its fisheries. Researchers are scheduled to sail on the next EcoMon survey in August aboard NOAA Ship Pisces.

China faces import dilemma in advance of 1 July holiday

June 23, 2021 — Seafood is being caught up in a broader tightening of access to southern Chinese ports as China worries about the spread of the Indian variant of COVID-19.

While reported case numbers are low, local and regional Chinese government officials are going to drastic lengths to reduce any possibility of a major outbreak of the virus blemishing the upcoming centenary celebrations of the Communist Party of China on 1 July, despite port restrictions pushing up input prices for the large manufacturing and processing industries, according to various sourcing agents and traders impacted by the restrictions.

Alaska crab is in high demand, but some fishermen are worried about stocks

June 21, 2021 — Crab has been one of the hottest commodities since the COVID pandemic forced people in 2020 to buy and cook seafood at home, and demand is even higher this year.

Crab is now perceived as being more affordable when compared to the cost to enjoy it at restaurants, said global seafood supplier Tradex, and prices continue to soar.

That’s how it’s playing out for Dungeness crab at Kodiak and, hopefully, in Southeast Alaska, where the summer fishery got underway June 15.

Kodiak’s fishery opened on May 1 and 76,499 pounds have been landed so far by just eight boats, compared to 29 last year. The Kodiak price this season was reported as high as $4.25 a pound for the crab that weigh just over 2 pounds on average. That compares to a 2020 price of $1.85 for a catch of nearly 3 million pounds, the highest in 30 years, with a fishery value of nearly $5.3 million.

The pulls are skimpy though, averaging just two crab per pot. Kodiak’s Dungeness stocks are very cyclical and the fishery could be tapping out the tail end of a peak. Managers say this summer should tell the tale.

Southeast’s summer Dungeness could see 190 or more permit holders on the grounds. Crabbers won’t know until June 29 how much they can pull up for the two-month fishery after managers assess catch and effort information. The fishery, which occurs primarily around Petersburg and Wrangell, will reopen again in October.

Maine’s annual elver harvest value jumps by more than $11M

June 18, 2021 — Maine’s annual baby eel fishing season has ended with a statewide catch worth an estimated $16.5 million, representing an $11.5 million increase over the value of the state’s 2020 harvest.

Worldwide demand for eels was abnormally low in 2020, when the COVID-19 pandemic depressed global trade and demand for eels at restaurants. The vast majority of baby eels caught in Maine are shipped live to eastern Asia, where they are raised in aquaculture ponds to adult size and then harvested for the global seafood market.

Maine is limited to an annual harvest of roughly 9,600 pounds of baby American eels, also known as elvers, to help protect the species from overfishing. The state’s annual elver fishing season runs each year from late March through early June. Maine is the only state with a sizable elver fishery.

Western Pacific Scientists Support Fishermen Input on Annual Reports, Gear Requirements to Protect Sharks

June 18, 2021 — The following was released by the Western Pacific Regional Fishery Management Council:

The SSC supported inclusion of a new section on fishermen observations to the annual status of the fisheries regional and pelagic reports for American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI), Hawai‘i and the Pacific Remote Island Areas. The Scientific and Statistical Committee (SSC) of the Western Pacific Regional Fishery Management Council discussed this and other issues during its three-day virtual meeting this week.

Fishermen contributions to the 2020 Stock Assessment and Fishery Evaluation (SAFE) reports provided important input in light of COVID-19-related restrictions on data gathering, and real in-water experiences that cannot be replicated by federally funded science.

Bottomfish catch, effort and participation generally declined for all areas except for CNMI in 2020 relative to historical averages, with impacts due to the COVID-19 pandemic likely being a contributing factor. In addition, there was a severe reduction in fishery-dependent sampling, especially in Guam, where nearly half of the scheduled creel catch interviews for the year were not conducted due to social distancing restrictions.

The Council produces the SAFE reports through contributions of data and analyses from local and federal partners. The reports give a snapshot of fishery performance and include oceanic and climate indicators, such as increasing sea surface temperature, which contributes to local mass mortality events for coral.

The SSC supported options for bigeye tuna longline catch and allocation limits for 2022 of either up to 3,000 metric tons (6.6 million pounds) or 6,000 metric tons (13.2 million pounds) total transfers for the U.S. Participating Territories of American Samoa, Guam and the CNMI. This recommendation is based on a 2020 assessment for the Western and Central Pacific Ocean (WCPO) that indicated the bigeye tuna stock is healthy—not subject to overfishing or overfished.

In accordance with applicable laws, the Council may recommend a quota for each U.S. territory and may allow transfer of part of its quota through speci­fied fishing agreements. These agreements are negotiated once the U.S. quota (3,554 metric tons in 2020) is reached.

A new risk analysis from the Pacific Islands Fisheries Science Center found that a longline fishery gear change by the Hawai‘i deep-set fleet from wire to monofilament leaders would reduce the catch and mortality of oceanic whitetip sharks by about 30%. If a ban on wire leaders was implemented at the international level under regional fishery management organizations, it would reduce the species mortality by 35% across the region.

The SSC finds that the available scientific information provides support for prohibiting wire leaders in longline fisheries and requiring removal of trailing gear from accidentally hooked species like threatened oceanic whitetip sharks. The Council is considering a regulatory change to improve post-hooking survivorship of oceanic whitetip sharks that are listed as threatened under the Endangered Species Act and is subject to overfishing and overfished in the WCPO. Science also provides support for removing as much trailing gear as possible, including the weighted swivel. The SSC recommended that the Council continue to work with the National Marine Fisheries Service and the fishing industry to research methods and practices to facilitate additional safety measures to prevent fly-back.

The SSC also recognized the importance of addressing fishery impacts to oceanic whitetip sharks at the international level due to the small relatively impact from U.S. longline fleets.

The SSC heard a presentation on a 2020 study that scored 95 U.S. fisheries with respect to bycatch using a “relative bycatch index.” Results from the analysis could potentially be used to facilitate management intervention strategies for particular fisheries or gear types, such as shrimp and otter trawls and several pelagic longline and gillnet fisheries, which had the poorest bycatch performance. These findings underscore the need for continued, high-quality, easily accessible bycatch information to better support fisheries management in the United States and globally. The Hawai‘i deep-set longline fishery had a relatively high index value as compared to the shallow-set and American Samoa longline fisheries. However, the SSC noted that the study did not take into account regional differences in bycatch strategies and criteria weighting.

Recommendations made by the SSC on these and other matters will be considered by the Council when it meets June 22-24, 2021, virtually with host sites at Tedi of Samoa Building, Suite 208B, Fagatogo Village, American Samoa; BRI Building, Suite 205, Kopa Di Oru St., Garapan, Saipan, Commonwealth of the Northern Mariana Islands (CNMI); and Cliff Pointe, 304 W. O’Brien Dr., Hagatña, Guam.

NOAA Fisheries Updates Policy on Issuance of Waivers Under Emergency Rule

June 18, 2021 — The following was released by NOAA Fisheries:

Observers and monitors, at sea and shoreside, are an essential component of commercial fishing operations in the U.S. They provide critical information that is necessary to keep fisheries open and to provide sustainable seafood to our nation during this time. A little more than a year ago, NOAA Fisheries clarified its policy for how vessels could receive a waiver from required observer or at-sea monitor coverage. That approach was appropriate under the circumstances. However, in the United States, much has changed and improved since then. COVID-19 vaccines are widely available and infection rates are dropping. At this point, we need to acknowledge and adapt to improved conditions and, in turn, update our policy for issuing waivers under the Emergency Rule national-level criteria.

As of today, a vessel is no longer eligible for release from observer or monitor coverage under the Emergency Rule or regional waiver criteria if a fully vaccinated or quarantined/shelter in place observer is available. Per guidance from the Centers for Disease Control and Prevention, an observer will be considered fully vaccinated 2 weeks after their second dose of a two-dose series, or 2 weeks after a single-dose vaccine. A quarantined/shelter in place observer is one who has been isolated in place for 14 days. The observer provider companies track and confirm observer vaccination/shelter in place status and they will confirm when observers are ready for deployment.

ANALYSIS: Squid Imports Rapidly Diminishing Year-Over-Year

June 17, 2021 — Imported squid volumes, prior to 2019, typically trended at 160 million pounds of product entering the United States per year on average. This figure took a massive hit in 2019 when tariffs were implemented on product from China, the main supplying country of squid into the U.S. This resulted in a drop of about 33.3 million pounds from the country. Enter a global pandemic and imports continue to downtrend as 2020 brought in 99 million pounds of squid products, or 65 million pounds less than the previous historical average.

In looking at how 2021 is shaping up, with import information available through April 2021, the year-to-date totals are at least tracking steady or above the previous two years. However, they are falling about 10 million pounds below the typical year-to-date average of this time frame.

US Coast Guard won’t monitor masking

June 16, 2021 — The U.S. Coast Guard announced on Friday, 11 June, that it would no longer require masks “in outdoor areas of maritime transportation conveyances and hubs,” according to a Marine Safety Information Bulletin.

However, until the order that requires masks can be amended officially, the order should not be enforced, according to the Centers for Disease Control and Prevention (CDC).

USDA Announces Additional $700 Million in PPE Grants to Small Businesses, Seafood Processors

June 16, 2021 — Personal protective equipment, or PPE, has increased costs to seafood processors during the pandemic but the USDA wants to help cut those costs.

Agriculture Secretary Tom Vilsack announced Tuesday additional aid to agricultural producers and businesses as part of the USDA Pandemic Assistance for Producers initiative.
