NOAA to allow boats to fish without monitors into May

April 21, 2020 — The federal government is extending its suspension of the requirement for at-sea monitors in some East Coast fisheries until May.

Some fishing boats are required to carry workers on board who collect data about commercial fishing. They’re called observers or at-sea monitors, and the data they gather helps inform federal management of fisheries.

The National Oceanic and Atmospheric Administration said its waiving the requirement in some Northeast fisheries until May 2. The agency waived the requirement to help prevent the spread of coronavirus.

Florida’s charter fishing industry is hurting, and operators don’t see any relief coming

April 21, 2020 — Kit Mobley’s phone starting ringing in mid-March. That’s not unusual for a charter boat captain based in the Florida Keys, especially with peak fishing season approaching. But these calls were different.

“It started with, like, one a day,” Mobley recalled. “Then two a day. And then the phone just kept ringing — six, seven calls a day. All of them canceling.”

The novel coronavirus pandemic forced most captains in the country’s unofficial fishing capital to dock their boats indefinitely. Tourists disappeared, and business dried up. But unlike in many other industries, fishing boat captains say government relief probably won’t make them whole, and many fear a lost fishing season will sink their small, tourist-dependent businesses.

“Right now we’re just hoping this blows over as quickly as possible,” said Mobley, who hasn’t had a client since March 20 — after taking 45 trips in the previous month. “This time of year is when we make our money.”

MAINE: Fishermen still waiting to access pandemic relief funds

April 21, 2020 — Once they acknowledged that the current coronavirus pandemic, in addition to its public health consequences, would cause an economic disaster, Congress and the administration in Washington, D.C., established a $2.2-trillion economic relief program. The program was designed to put money in the pockets of millions of newly unemployed workers and to help thousands of small businesses keep workers on the payroll.

While the federal programs are designed to provide substantial aid, so far they have done little to help the thousands of entrepreneurial Maine fishermen who are self-employed and don’t qualify for ordinary unemployment insurance benefits. It is an open question when any help will be forthcoming.

“The state of Maine continues to await guidance from the federal government on guidelines to expand unemployment to self-employed persons,” Patrice McCarron, executive director of the Maine Lobstermen’s Association, said Friday. “The only source of info is the state. They continue to tell self-employed not to file because the application will result in denial since the program is not set up.”

On March 27, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act that, among other provisions, authorized one-time “economic impact payments” of $1,200 to adult U.S. residents with incomes of under $99,000 plus an additional payment of $500 for each child in a household. According to the U.S. Treasury, the first payments were issued last week. Some payments were to be transferred by direct deposit into taxpayers’ bank accounts, but as of Monday many people were still waiting for the money to appear.

High Liner Foods suspends Portsmouth plant operations due to COVID-19 cases

April 21, 2020 — High Liner Foods Inc. has announced the temporary suspension of all operations at its Portsmouth, New Hampshire, U.S.A., processing facility due to confirmed positive cases of COVID-19.

The company announced the move on 20 April, as High Liner works to protect its employees at plants in both the U.S. and Canada.

US restaurants, distributors press for government funding relief

April 21, 2020 — Restaurants and foodservice distributors continue to push the U.S. government for funding relief to help their businesses survive in the throes of the COVID-19 pandemic.

The restaurant industry is expected to realize losses of more than USD 240 billion (EUR 221 billion) nationwide by the end of the year, after losing USD 30 billion (EUR 28 billion) in March and USD 50 billion (EUR 46 billion) in April, the National Restaurant Association said in a press release.

Danielle Blacklock, director of NOAA Fisheries’ Office of Aquaculture, discusses future of U.S. industry

April 21, 2020 — Danielle Blacklock took over as director of NOAA Fisheries’ Office of Aquaculture in mid-March, just as the COVID-19 pandemic began to come to a head in the United States. Over the past decade, Blacklock has served in multiple positions at NOAA, most recently as a senior policy advisor for aquaculture. In that role, Blacklock completed a six-month assignment at the Food and Agriculture Organization of the United Nations, focused on aquaculture sustainability globally. She also served as the acting deputy in the office for several months.

Blacklock is charged with overseeing the aquaculture component of NOAA’s sustainable seafood portfolio and providing the strategic vision for developing a stronger aquaculture industry in the United States. Nearly a month into her appointment, SeafoodSource connected with Blacklock to discuss her goals as director, the office’s response to COVID-19 complications and what the future of U.S. aquaculture looks like.

At-sea waiver extended

April 20, 2020 — Local commercial groundfishermen breathed a double-sigh of relief last week. The New England Fishery Management Council voted 12-5 to postpone final action — initially anticipated for its June meeting — on the draft amendment that will set at-sea monitoring levels in the fishery for years to come. Fishing stakeholders argued the current immersion in everything COVID-19 made it almost impossible for fishermen to study the amendment in detail for public comment and that social distancing might have precluded final action at an in-person meeting in June (as opposed to a webinar).

And on Friday, NOAA Fisheries announced it is extending by two weeks its waiver period for at-sea monitors and human observers aboard vessels fishing in the Greater Atlantic Region. So, no observers or monitors until May 2 at the earliest.

ALASKA: No plans to close Bristol Bay commercial salmon fishery over COVID-19

April 20, 2020 — Alaska Department of Fish and Game Commissioner Doug Vincent-Lang says it would be premature at this time to decide to close the Bristol Bay commercial salmon fishery, since there are a couple months before it even gets going. However, he says the state is keeping a close eye on things, including the Copper River salmon fishery.

“From that experience, which brings in an influx of fishermen into the Cordova area, we’re meeting with the local representatives of the Cordova community as well as the fishing processing sector to figure out how to safely bring in processing workers to make sure that that fishery can occur. Right now that’s scheduled to occur. What we learn from that will inform us on how we manage the Bristol Bay fishery,” said the commissioner.

Dillingham Mayor Alice Ruby and First Chief of the Curyung Tribal Council Thomas Tilden wrote a letter to Gov. Mike Dunleavy asking him to consider closing the Bristol Bay commercial salmon fishery because of the many fish processing employees who will come to the area.

“There is no way to prevent a potential mass disease situation when a few hundred people are in close proximity with each other. There is no way that they can comply with Health Mandate 11 on Social Distancing. Whether it is infection spread in the community by direct contact with residents during their travel to and within the community, or whether it will by draining precious resources when processing employees becomes infected,” read the letter.

As Alaska fishing season set to begin, fearful communities and seafood industry try to prevent spread of coronavirus

April 20, 2020 — Early next month, Trident Seafoods vessel-operations manager Tod Hall will bid his wife goodbye, then leave his Lakewood home for the start of a six-month season catching and processing fish off Washington and Alaska. This year, instead of boarding the 316-foot Island Enterprise now moored at a Tacoma dock, he first will check into a hotel on the outskirts of Seattle. For the next 14 days, he will remain quarantined in his room with all meals delivered and even an occasional hallway stroll off-limits.

Hall will be one of the first of some 4,000 Trident shoreside processing workers and at-sea crew to undergo this two-week quarantine in Seattle-area and Alaska hotel rooms. Their confinement will be monitored by security guards and nurses who will do daily temperature checks. Two days before they exit, if Trident can secure enough supplies, they will be tested for COVID-19, the illness caused by the coronavirus.

Such measures might seem extraordinary, but these are extraordinary times for Alaska’s seafood industry, which each year delivers more than half of the U.S. harvest from coastal and offshore waters.

Trident and other seafood-company officials hope to ensure that factory trawlers making their way through remote swaths of the Bering Sea do not replay any of the harrowing scenarios that unfolded on cruise ships this year, when waves of the virus sickened passengers.

COVID-19 Is Hurting Texas Fisheries, But Eating Local Seafood Helps

April 20, 2020 — Typically, spring is a high-demand season for commercial fisheries, and many in the industry rely on these peak months to carry their income throughout the year. But, this year the widespread disruption from COVID-19 has caused seafood demand to come to a screeching halt.

Fortunately, there are ways to support these fisheries, and that means consuming more locally sourced seafood.

“One of the best ways to support local economies is to know where your food comes from and support local sources,” said Laura Picariello, fisheries specialist at the Texas Sea Grant program at Texas A&M University.  “Restaurant managers should be able to tell you where they source their seafood. You can call the restaurant in advance, or ask your server to check with the kitchen if it’s not printed on the menu.”

Seafood from the Gulf of Mexico, like shrimp and oysters, are Texas cuisine classics. These foods are rich in vitamins and minerals, low in sodium and a great source of omega-3 fatty acids and protein. Gulf seafood is healthier and more sustainable because of the highly regulated practices implemented by American fisheries, including using safer handling practices and fewer antibiotics.
