State of Maine: Presidential order lacks public process

June 15, 2020 — President Donald Trump came to Maine last Friday to visit Puritan Medical Products, the Guilford manufacturer producing swabs for COVID-19 tests. The century-old company has a right to be proud. 

They took a traditional Maine resource—wood—and turned it into highly successful products that, like Maine itself, are more practical than glamorous. The humble toothpick, with a touch of mint flavoring added? Genius. And the tongue depressor, familiar to every child when it was time to say “aaah.” 

Puritan added “tipped applicators” to their production line in 1978. They now make 65 different types of swabs, over 12 million per day. They are an accredited medical device manufacturer, perfectly positioned to respond to a critical need in a pandemic.  

Presidential visits are planned in excruciating detail. This one was announced on the Monday prior and on Wednesday, just two days before it took place, the Guilford Town Manager said the town office had not been officially contacted about the visit. Nevertheless, it went off without a hitch.  

If the visit to Puritan was a standard “grip and grin,” albeit without the gripping, the meeting preceding it was anything but. Air Force One landed at the Bangor airport where the president met with Maine fisheries representatives. Typically, the governor hosts a presidential entourage. This time it was the former governor, Paul LePage, who did the honors. Current Governor Janet Mills was not invited.

NORTH CAROLINA: Input Sought on CARES Act Fisheries Plan

June 15, 2020 — The North Carolina Division of Marine Fisheries is seeking input from the public on a draft spending plan for $5.4 million in federal coronavirus fisheries assistance.

The spending plan must be approved by National Marine Fisheries Service for the state to receive the funding provided by the Coronavirus Aid, Relief and Economic Security, or CARES, Act.

The draft spending plan proposes an approach for disbursement of the funding through direct payments to eligible commercial fishermen, charter businesses, seafood dealers and processors, and qualified aquaculture operations who can document a greater than 35% revenue loss compared to the previous five-year average due to COVID-19.

The draft spending plan and other information pertaining to the draft can be found online on the CARES Act Fishery Assistance Information page. Bipartisan Bill Will Amend MSA to Include COVID-19 as Fisheries Disaster

June 15, 2020 — While thousands of fishermen around the country struggle to get relief funds promised in the CARES Act that was passed last March, two U.S. representatives from different parts of the country introduced a bill yesterday that would resolve many of the problems.

Rep. Garret Graves (R-LA) and Rep. Jared Golden (D-ME)’s new bill would amend the Magnuson-Stevens Fishery Conservation Act (MSA) to allow fisheries disasters to pandemic, such as COVID-19 to be added to the list of disasters eligible for relief.

FAO: COVID has highlighted seafood supply chain vulnerability

June 15, 2020 — COVID-19 has affected the fishing and aquaculture food supply chains like no other shock before, according to an addendum to the recently launched Food and Agriculture Organization (FAO)’s SOFIA 2020 report.

“The protection measures taken by governments to contain the spread of the disease, while necessary, have impacted each step of the seafood supply chain, from fishing and aquaculture production to processing, transport, wholesale and retail marketing,” it said.

The addendum also claims that global fishing activity may have declined by around 6.5% and that more than 90% of small-scale fishers in the Mediterranean and Black Seas were forced to stop due to an inability to sell their catches — often exacerbated by falling prices — as a result of restrictions and labor shortages due to COVID-19.

On a webinar held by the organization on June 8, FAO’s director-general Qu Dongyu confirmed those findings and said the pandemic has also shown the need for accelerated efforts “to achieve sustainability at all levels, where fishery management is critically important”.

America’s Stay-at-Home Seafood Binge Now Faces Virus Threat

June 15, 2020 — Every summer, the vast watershed of winding streams and rivers that flow into the easternmost arm of the Bering Sea become a magnet for homing salmon. And for the scores of daring men and women — more than 10,000 in all — who pour into the remote region of Bristol Bay, Alaska, to take their shot at scoring big paydays as seasonal fishermen and industry workers.

This year’s rush, wedged in the middle of a pandemic, will be more dangerous than ever, though. The bunkhouses and boats that house the fishermen are tightly packed — just the sort of environment where the coronavirus thrives. The seasonal workers will face a mandatory 14-day quarantine when they enter the state, but locals fear that won’t be enough to keep the virus in check.

“It’s a migrant work camp, basically — the reality of that is what makes it so dangerous,” said Katherine Carscallen, a commercial fisherman and boat captain from Bristol Bay, which supplies half the world’s wild sockeye salmon. “It is hard to imagine how we are going to pull this off without having some major outbreaks among the fishermen alone and among the processing workers. It’s a huge risk.”

SEN. ED MARKEY: Fighting for fishermen during COVID-19

June 15, 2020 — Our historic and robust fishing industry is among the hardest-hit sectors of our state’s economy, in the fourth month of this pandemic. The “Sacred Cod” that has hung in the Massachusetts statehouse since the 1700s has seen the fishing industry go through many crises, but this one has been unique.

Restaurants have shuttered and large export markets have been disrupted. Fishermen have lost access to critical points of sale and sources of income. With a decreased demand for fresh seafood, many boats sit idle in port. Meanwhile, boat payments are due and families need to be fed.

In the U.S. Senate, I have been fighting on a bipartisan basis alongside Sen. Elizabeth Warren and Alaska senators Lisa Murkowski and Dan Sullivan to secure dedicated economic assistance for the fishing and seafood industries in COVID-19 economic relief packages. Thankfully, this bi-coastal effort got results. The Coronavirus Aid, Relief, and Economic Security (CARES) Act, enacted into law on March 27, included $300 million in assistance for fishery participants and $9.5 billion for affected agricultural producers.

The Lockdown Made Big Fish Bad News

June 15, 2020 — When a restaurant serves a fish whole, there is a reason it fits the plate perfectly. It’s because Boris Musa grew it that way.

His indoor fish farm in Australia supplies restaurants with plate-size barramundi grown to 1.8 pounds. The coronavirus put the restaurant industry on ice for months, but Mr. Musa’s fish kept growing. That led to a big fish problem—as in, his fish were getting too big.

If Mr. Musa’s barramundi, a white fish popular in Australia, grow too much, the water-filtration system that is keeping them alive won’t be able to keep up. Once they tip the scales at about 3 pounds, he said, they’re too large for a restaurant dinner plate.

To save his fish, and his future profits, Mr. Musa is turning to science. He is betting that by lowering the water temperature in his tanks, he can slow down the metabolism of his fish, reduce their appetites and stall their growth. At the height of the lockdown, he even considered a more extreme option: trucking his fish more than 1,000 miles away to a more spacious outdoor farm owned by his company.

“This is a really peculiar set of circumstances,” said Mr. Musa, chief executive of MainStream Aquaculture, which spent years breeding fish to grow faster. “Normally in our business, we’re trying to maximize the biological potential of our fish.”

‘I thought it was going to be much worse’: Travelers landing in Anchorage navigate Alaska’s new COVID-19 testing rules

June 12, 2020 — Omar Jackson’s COVID-19 testing swab occurred just a few minutes after waiting in line near the Alaska Airlines baggage claim on Thursday at Ted Stevens Anchorage International Airport.

“My boys and I were pretty spooked about it,” Jackson said. “We thought it would be a big Q-tip, like, all the way up to the brain,” he said. “But it went pretty smooth.”

The 28-year-old from Portland, Oregon, had come to Alaska for a summer job as a seafood processor. He’s one of hundreds of new travelers to Alaska who are now having to navigate the state’s updated health mandate addressing interstate and international travel during the COVID-19 pandemic.

Under the revised mandate, which went into effect on Saturday, out-of-state travelers who test negative for COVID-19 within 72 hours of boarding a plane to Alaska will be able to avoid the state’s 14-day quarantine requirement. Travelers can also get tested when they land and quarantine until they get a negative result.

As COVID-19 spikes in Alaska, Kenai Peninsula emerges as virus hotspot

June 12, 2020 — COVID-19 has spread quickly in recent weeks on the Kenai Peninsula, which now has a per capita infection rate that’s three times the one found in Anchorage and 62 active cases as of Tuesday, according to state data.

While the Kenai transforms into a tourism and fishing hub during the summer, officials there don’t blame the high case rate on any particular factor — though they say some cases are tied to residents who continue to gather in group settings in spite of public health recommendations against that.

In recent weeks, state health authorities have been forced to enlist workers from other parts of Alaska for the painstaking work of tracking and monitoring the close contacts of sick people on the Kenai, said Leslie Felts, a state nurse manager. As of Wednesday, the state was monitoring 300 people there, she added. (That number includes both confirmed cases and the “close contacts” of those people.)

“Early on, Ketchikan had a lot of activity when we first started down this road with COVID,” Felts said. “Then there was some activity up in the Fairbanks area. Now, it seems like it’s our turn down here on the Kenai Peninsula.”

Gulf Coast fishing industry struggles to stay afloat during pandemic

June 12, 2020 — The oldest continuously operating oyster company in the U.S., P & J Oyster Company, has been in the business of shucking oysters in New Orleans’ French Quarter since 1876, and it has never experienced anything like COVID-19.

“We had Hurricane Katrina and two years later we had Hurricane Gustav and then, you know, three years after that, we had the BP oil spill. And I’m going to tell you, after being in this business, as long as I have there is nothing —, out of even those catastrophic things that we’ve dealt with —, like COVID,” co-owner Alfred “Al” Sunseri told CBS News. “We had these terrible, devastating impacts on our business, but when they closed down restaurants to where you could not go inside. It’s not really the most conducive thing for oysters.”

P & J processes and sells oysters wholesale to restaurants and vendors across Louisiana. Sunseri has been in the family business for 41 years and has seven employees. He likened the March shutdown of New Orleans to “turning off the faucet,” and said he was only able to reach 50% of his typical sales that month. In April, things were even worse — he only made 2% of his normal sales for the month.
