CARES Act funding announced for Maryland fishing industry

October 21, 2020 — The Maryland Department of Natural Resources announced this week that economic relief funds would be made available to the state’s commercial seafood industry through the federal Coronavirus Aid, Relief, and Economic Security Act (CARES), for those who have been affected by the COVID-19 pandemic.

Applications will be available beginning on November 4th.  The application will be available to eligible members of the seafood industry on the Maryland OneStop website. The deadline to apply is February 28, 2021.

In May, the National Oceanic and Atmospheric Administration announced that Maryland would be receiving about $4 million. Maryland has dedicated $3 million of that for direct payments to commercial, for hire, aquaculture, and seafood processing operations whose 2020 revenue has suffered a loss of greater than 35% due to COVID-19.

Nature Conservancy purchasing millions of surplus oysters to offset COVID-19 losses

October 21, 2020 — The Nature Conservancy announced 21 October it plans to help struggling oyster farmers impacted by the COVID-19 pandemic by purchasing five million surplus oysters.

The oysters, according to a release from The Nature Conservancy, will be used in nearby oyster restoration projects in order to rebuild 27 acres of “imperiled native shellfish reefs.” Partnering on the initiative are The Pew Charitable Trusts, and the action is being coordinated with efforts taken by NOAA and the U.S. Department of Agriculture.

Restaurant, small business groups criticize new PPP legislation

October 21, 2020 — The restaurant industry and small business organizations in the United States are voicing their displeasure with a proposed second round of Paycheck Protection Program (PPP) legislation.

“The Paycheck Protection Program didn’t work for restaurants in March and it won’t work now,” the Independent Restaurant Coalition said in a press release. “Since the program began, one in six restaurants has closed, 2.3 million people are no longer on the payroll, and USD 220 billion [EUR 185 billion] in revenue was lost in just the second quarter.”

Senators Markey and Warren, and Reps. Moulton and Keating Request USDA Continue Purchasing Atlantic Seafood for Food Banks

October 21, 2020 — The following was released by The Office of Senator Ed Markey (D-Mass.):

Today, Senator Edward J. Markey (D-Mass.), Senator Elizabeth Warren (D-Mass.), Rep. Seth Moulton (MA-06) and Rep. William Keating (MA-09) wrote to Agriculture Secretary Sonny Perdue to express appreciation for the inclusion of Atlantic seafood in Section 32 purchases, based on requests from the Massachusetts lawmakers during the coronavirus pandemic, and to ask that the USDA continue to dedicate funds to the purchase of Atlantic pollock, haddock, and redfish. On May 4, the USDA announced a $20 million solicitation for these fish, but thus far only a single $4.4 million contract has been made. The lawmakers encourage the USDA to continue to dedicate the remaining funds to the purchase of more Atlantic seafood and to build on these initial partnerships by including the New England seafood industry in other USDA procurement programs, like the National School Lunch Program.

“Steady demand from regular USDA purchases will further support the industry’s recovery from the pandemic, help businesses operate with additional certainty, and direct surplus products to supply healthy meals to American families,” write the lawmakers. “We ask that the USDA continue to dedicate those funds specifically to the purchase of Atlantic pollock, haddock, and redfish. Section 32 purchasing is a new type of market opportunity for Atlantic fishermen and processors and surplus stocks will remain accessible throughout next year.”

October 20, 2020 — The Maryland Department of Natural Resources announces applications will be available Nov. 4 for economic relief funds for the commercial seafood industry through the federal Coronavirus Aid, Relief, and Economic Security Act (CARES), for those who have been affected by the COVID-19 pandemic. The application will be available to eligible members of the seafood industry on the Maryland OneStop website. The deadline to apply is Feb. 28, 2021.

In May, the National Oceanic and Atmospheric Administration (NOAA) announced that Maryland would be receiving about $4 million. Maryland has dedicated $3 million of that for direct payments to commercial, for hire, aquaculture, and seafood processing operations whose 2020 revenue has suffered a loss of greater than 35% due to COVID-19. The remaining $1 million will fund seafood marketing and business support for individuals in the seafood industry. Maryland worked with NOAA to develop this spending plan based on the provisions of the CARES Act and federal guidance. Funds will be distributed through the Atlantic States Marine Fisheries Commission.

Scientists complete Pacific halibut survey despite COVID restrictions

October 20, 2020 — A “resounding success” is how scientists summed up this summer’s Pacific halibut survey, despite it being shortened and scaled down due to constraints related to the COVID-19 pandemic.

The so-called fishery-independent setline survey uses standardized methods to track population trends in the Pacific halibut stock, which ranges from the U.S. West Coast to British Columbia, Canada, and the far reaches of the Bering Sea.

Pandemic aid available for those in Connecticut’s fishing industry

October 19, 2020 — People who work in the commercial fishing industry in Connecticut can now apply for Coronavirus Aid, Relief and Economic Security, or CARES, Act assistance.

According to the state Department of Energy and Environmental Protection, the federal CARES Act provided $300 million in aid for “marine fishery participants impacted by the COVID-19 pandemic.” Connecticut received $1,835,424 from the CARES Act Assistance to Fishery Participants but had to submit a spending plan for approval to the National Oceanic and Atmospheric Administration.

DEEP, in consultation with the state Department of Agriculture, developed a plan, the final iteration of which was submitted for review on Aug. 7 and it was approved by NOAA on Oct. 9

As Maryland’s wild oyster season starts, experts worry coronavirus fears may reduce demand

October 19, 2020 — Sitting outside Mama’s on the Half Shell restaurant in Canton, Alisha Gladfelter painted the newly christened “Shuck Shack,” an outdoor oyster bar complete with a grill fashioned from a keg. The swirl of a mermaid’s tail — part of the restaurant’s logo — flowed from the tip of her paintbrush.

Mama’s Shuck Shack is a sign of the times, as much as homemade face masks and ubiquitous bottles of hand sanitizer, an effort to encourage passersby to try one of the succulent bivalves or a dozen, either roasted or raw.

Maryland’s wild oyster season starts in October, but restaurants, watermen and others worry the coronavirus pandemic will stifle demand for the bay’s briny bounty. With few people dining out at restaurants and colder weather limiting outdoor dining, some in the seafood industry worry customers won’t venture out for oysters on the half shell and po’boys.

Throughout Maryland’s summer crab season, demand for the crustaceans remained fairly steady, even with crab houses and seafood restaurants closed or otherwise limited by the pandemic. True to form, Marylanders stuck by their crabs, picking up carryout bushels for smaller home-based feasts.

But carryout oysters? Remains to be seen.

“Most people don’t know how to shuck oysters without cutting themselves up real bad,” said Robert T. Brown, president of the Maryland Watermen’s Association.

New Jersey fishing industry to receive $11 million in pandemic relief funding

October 19, 2020 — The fishing industry in New Jersey will soon receive an economic boost in the form of grant money from the state’s government, legislators announced.

New Jersey will put $11.3 million in federal fisheries relief towards commercial and recreational fishing businesses that have been negatively impacted by COVID-19. Money will be provided to businesses in the form of grants using funds allocated to the state as part of the Coronavirus Aid, Relief and Economic Security Act.

Fishing businesses that have seen their revenue decline by at least 35% will be able to apply, the New Jersey Department of Environmental Protection, DEP Commissioner Catherine R. McCabe and Gov. Phil Murphy announced Thursday.

Lengthy Process, Little to Show for Connecticut Fisheries

October 16, 2020 — Nearly seven months after the Coronavirus Aid, Relief and Economic Security (CARES) Act was signed into law, eligible fisheries and related businesses can apply for $1.8 million in economic aid through the CARES Assistance to Fishery Participants (CAAFP) program.

On March 27, the CARES Act authorized U.S. Secretary of Commerce Wilbur Ross to allocate $300 million in financial assistance to states, tribes and territories with coastal and marine fisheries that were negatively impacted by COVID-19.

The National Oceanic and Atmospheric Administration (NOAA) then made awards to the Atlantic States Marine Fisheries Commission, the Pacific States Marine Fisheries Commission, the Gulf States Marine Fisheries Commission, Puerto Rico, and the U.S. Virgin Islands.

Connecticut is part of the Atlantic States Marine Fisheries Commission (ASMFC), which also includes Maine, New Hampshire, Massachusetts, Rhode Island, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida.

From the $300 million, 31 entities received funding. Connecticut’s allocation was $1.8 million, the 9th lowest on the list. Rhode Island received $3.3 million, New York received $6.7 million, New Jersey received $11.3 million, and Massachusetts received $28 million. Alaska and Washington received the highest amounts at $50 million each.
