New coral protections coming to areas off New England

June 22, 2021 — Federal regulators have signed off on new protections for thousands of square miles of deep-sea corals off New England.

The National Oceanic and Atmospheric Administration said Monday it has approved a final rule that designates the coral protection areas on Georges Bank and in the Gulf of Maine. The largest of the underwater areas is called the Georges Bank Deep-Sea Coral Protection Area and it is located mostly southeast of Cape Cod, Massachusetts.

The protected zone places prohibitions on bottom-tending commercial fishing gear, with the exception of certain kinds of crab traps, NOAA officials said. It also creates a dedicated habitat research area called the Jordan Basin Dedicated Habitat Research Area south of the Maine coast.

NOAA said in a statement that the corals are “important sources of habitat for many species of fish and invertebrates, including commercially important fish species.”

Final Rule to Designate Coral Protection Areas on Georges Bank and in the Gulf of Maine

June 22, 2021 — The following was released by NOAA Fisheries:

Today, NOAA Fisheries signed a final rule to designate coral protection areas on Georges Bank and in the Gulf of Maine. Under the discretionary provisions for deep-sea coral protection in the Magnuson-Stevens Fishery Conservation and Management Act, the New England Fishery Management Council developed this action to reduce the impacts of fishing gear on deep-sea corals after considering long-term sustainable uses of the fishery resources in the area. The Council process took several years and included a high-degree of public input in the development of the final protection areas and associated measures. Deep-sea corals are important sources of habitat for many species of fish and invertebrates, including commercially important fish species.

This action:

  • Establishes the Georges Bank Deep-Sea Coral Protection Area. This area is on the outer continental shelf in New England waters. It complements the Frank R. Lautenberg Deep-Sea Coral Protection Area established by the Mid-Atlantic Fishery Management Council in January 2017.
  • Prohibits bottom-tending commercial fishing gear (with the exception of red crab pot gear) in the Georges Bank Coral Protection Area to protect deep-sea corals.
  • Designates the Mount Desert Rock and Outer Schoodic Ridge Coral Protection Areas in the Gulf of Maine. Vessels are prohibited from fishing with bottom-tending mobile gear in these areas. Vessels are still able to fish for lobster in these areas using trap gear.
  • Designates the Jordan Basin Dedicated Habitat Research Area in the Gulf of Maine as a dedicated habitat research area.

PACIFIC DAILY NEWS: US must hear out territories on coral critical habitat designation

June 14, 2021 — It’s important for the United States to protect endangered species and their habitats, but it’s also important for the federal government to talk to and work with states and territories before it makes far-reaching decisions.

The National Oceanic and Atmospheric Administration and National Marine Fisheries Services plans to impose coral critical habitat designation on Guam, American Samoa and the Commonwealth of the Northern Mariana Islands.

The reason is that seven coral species, several of which are found in the waters of these territories, have been listed under the Endangered Species Act. The federal law requires the designation of critical habitat for listed species within the U.S., if “reasonable and prudent.”

Guam Governor and Regulators Oppose NOAA coral critical habitat process

June 7, 2021 — Governor Leon Guerrero, the 36th Guam Legislature and the Guam Department of Agriculture (DOAG) submitted comments on May 26, 2021 in response to the National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) proposed rule to designate coral critical habitat around all of Guam’s territorial waters.

The proposed rule included a map that illustrated all of Guam’s shores to 40 meters (131 feet), excluding Department of Defense managed shores and waters, that would be designated as coral critical habitat. To those who protect natural resources, this sounds like a good idea, until it is understood what the designation entails.

A coral critical habitat designation would mean that every federal agency, or federally funded project, conducting work in that area would be required to consult with NOAA NMFS to have the work approved. Any project in Guam’s nearshore waters (except DOD areas) from shore up to 131 feet would require another layer of permitting bureaucracy.

NMFS stated this would not impact cultural or recreational fishing. DOAG disagreed. In comments submitted, the agency stated work is in progress to reinstall replacement Fish Aggregating Devices (FADS) and Shallow Water Mooring Buoys (SWMS). This is to specifically support the fishing community. With a critical habitat designation, the agency would be required to add an additional permitting clearance requirement to the process which would delay any installation.

New Discoveries and Management Decisions in the Deep Sea Coral Research and Technology Program Report to Congress

April 30, 2021 — The following was released by NOAA Fisheries:

NOAA’s Deep Sea Coral Research and Technology Program just released its Report to Congress (PDF, 8.25MB). It showcases new accomplishments and scientific discoveries and summarizes exciting activities from 2018 and 2019. The deep sea is the largest habitat on Earth, and the least well known. Our research improved our understanding of deep-sea coral communities, supported management decisions, and leveraged joint priorities with different partners.

Improving Understanding of Deep-Sea Coral Communities

Deep-sea corals create habitat for countless species off of every coastal state in the country. They offer significant ecological value and support a number of U.S.-managed fishery species. These productive habitats provide spawning grounds for commercially important fish such as grouper, snapper, sea bass, and rockfish, as well as shrimp, and crab. The high biodiversity of deep-sea coral and sponge habitats has made them fertile ground for new species and new natural product discoveries.

NOAA significantly improved our understanding of deep-sea coral communities during the past two years. We supported large-scale underwater surveys of deep-sea coral communities throughout most regions of the country. As a result, NOAA and our partners:

  • Described 21 new deep-sea coral species
  • Discovered the most expansive area of deep-sea coral reefs known to date off the U.S. Southeast coast
  • Mapped 55,000 square miles of previously poorly understood seafloor in high resolution

Large-scale coral restoration beginning in Florida Keys National Marine Sanctuary

April 20, 2021 — The following was released by NOAA:

In the spirit of this year’s Earth Day theme “Restore our Earth,” NOAA and partners are beginning a three-year effort to outplant more than 60,000 fragments of nursery-raised coral at Eastern Dry Rocks Sanctuary Preservation Area off the coast of Key West, Florida. This is the first large-scale endeavor dedicated to Mission: Iconic Reefs, the unprecedented effort to restore seven coral reefs within Florida Keys National Marine Sanctuary.

“Outplanting at this unprecedented scale is one of many immediate actions needed to address the rapid decline in our treasured coral reefs,” said Ben Friedman, acting NOAA Administrator. “The Florida Keys has become a world leader in coral restoration with new techniques for addressing threats and accelerating coral growth, thanks to an unprecedented collaboration between NOAA, our partners, and a community of stewards.”

Eastern Dry Rocks contains a concentration of bank reef habitats that are ecologically and economically important to the Florida Keys. The elkhorn and staghorn corals that are being transplanted across more than nine acres include a high number of distinct genetic strains representing the historical diversity found on these reefs, and genotypes that have exhibited the highest survival and growth rates. Practitioner partners that will assist in the outplanting grew the corals in their respective nurseries over six to eight months.

NOAA and the National Fish and Wildlife Foundation awarded a $5 million grant through the National Coastal Resilience Fund to the National Marine Sanctuary Foundation, in partnership with Mote Marine Laboratory & Aquarium and Coral Restoration Foundation™ to restore Eastern Dry Rocks. The grant is the largest one-time investment since the initiative was announced in December 2019.

Scott Winters, CEO of Coral Restoration Foundation, said “Coral Restoration Foundation has already begun a massive expansion of our Coral Tree Nursery in Key West to support the restoration of Eastern Dry Rocks. Since January 2021, we have now replenished the site with more than 1,085 genetically diverse staghorn and elkhorn corals and are well on our way to hitting our target of 7,350 by the end of the year. Knowing that we are not doing this alone, that this work is part of a much larger, coordinated effort, gives us a renewed sense of hope for the future of the Florida Keys.”

“We are excited to press forward with the application of Mote’s innovative science-based coral restoration of genetically-resilient corals on such a broad scale at Eastern Dry Rocks,” said Michael P. Crosby, Mote Marine Laboratory & Aquarium President & CEO. “Mission: Iconic Reefs is one of the largest reef restoration efforts in the world, and the collaborative efforts of Mote, NOAA, and our partners is unprecedented in this field. Florida’s Coral Reef is vital to our environment and economy, so Mote will continue to maximize our restoration efforts in support of Mission Iconic Reefs whenever possible.”

In later stages of the project, students and faculty of College of the Florida Keys will also help reintroduce thousands of herbivores, like the Caribbean King Crab, to the site to serve as natural grazers that help sustain a healthy ecosystem.

“In many ways, Eastern Dry Rocks serves as a test case for the other six Iconic Reef sites—from research and development on grazers to refinement of methodologies for maintenance and preparation,” said Sarah Fangman, Florida Keys National Marine Sanctuary Superintendent. “Lessons learned from Eastern Dry Rocks will form the basis for standard operating procedures and implementation plans of future Iconic Reef sites.”

Informed by years of research, successful trials, and expertise from dozens of coral scientists and restoration practitioners, NOAA believes this scientific and collaborative restoration plan will put Florida’s reefs on track for recovery and demonstrate how restoration can support a vibrant, sustainable, local economy and help buffer communities from coastal storms. The reef track in the Keys attracts millions of visitors per year, accounting for more than $2 billion of economic impact.

“Florida Keys’ iconic reefs, including Eastern Dry Rocks, are the basis for thriving ecosystems underwater and the critical tourism economy on dry land,” said Kris Sarri, president and CEO of the National Marine Sanctuary Foundation. “This project will transform how we approach coral restoration.”

NORTH CAROLINA: Fisheries service sets new restrictions on fishing near artificial reefs

April 5, 2021 — Recreational and commercial fishermen will have new gear and harvest limits starting in May at artificial reef sites off the coast of North Carolina.

The National Oceanic and Atmospheric Administration’s National Marine Fisheries Service announced Friday Regulatory Amendment 34 to the South Atlantic region’s snapper-grouper fishery management plan will go into effect Monday, May 3.

The amendment creates 30 special management zones around artificial reefs off of the state’s coast, including off the coast of Carteret County, as well as four off of South Carolina.

Proposal To Protect Pacific Corals Exempts Military Training Areas

February 18, 2021 — A National Marine Fisheries Service proposal to designate 230 square miles of critical habitat for seven threatened coral species in the Pacific Ocean is getting mixed reviews from environmental advocates due to an exemption for military training areas.

The unprecedented initiative would be a milestone for groups fighting to preserve the coral species, which are threatened by warming seas and ocean acidification fueled by climate change. But critics say the military should have to adhere to the same rules and called for more public hearings before a decision is made.

The designated critical habitats are located in American Samoa, Guam, the Northern Mariana Islands and other U.S. Pacific islands.

“The proposal does not accurately reflect the cumulative impacts of the proposed federal activities that will take place in the area that may affect the survival of these coral species,” Guam Sen. Sabina Flores Perez said in her public testimony on the proposal.

Feds triple the size of the Gulf of Mexico’s largest coral sanctuary

January 20, 2021 — The Gulf of Mexico’s largest coral sanctuary just got a lot bigger.

The federal government on Tuesday formally approved the expansion of the Flower Garden Banks National Marine Sanctuary, increasing its size from 56 square miles to 160 square miles.

Tripling the sanctuary’s size will better protect fragile coral reefs that support a variety of fish and other marine life off the coasts of Louisiana and Texas, said G.P. Schmahl, the sanctuary’s superintendent.

“From an economic point of view, it’s critical for fish that are important both recreationally and commercially,” he said, noting the abundance of red snapper, grouper and mackerel in the sanctuary. “If you fish the Gulf of Mexico, these areas are where the fish you want to catch have spawned and grown.”

The expansion “has been a long haul,” Schmahl said. Initially proposed under the administration of President George W. Bush and formalized under President Barack Obama, the process finally concluded concluded during the final week of President Donald Trump’s administration.

U.S. coral reefs’ health assessed for the first time on a national scale

November 11, 2020 — The following was released by NOAA:

Coral reefs in both the Pacific and Atlantic oceans received a “fair” score in the first-ever condition status report for U.S. coral reefs released by NOAA and the University of Maryland Center for Environmental Science (UMCES) today. While the overall scores were “fair,” the report highlights coral reefs are vulnerable and declining. This is the first time coral reefs in all U.S. states and territories have been assessed using standardized monitoring data, creating datasets that offer a baseline of coral health on a national scale.

The U.S. Coral Reef Condition Status Report was developed by NOAA’s National Coral Reef Monitoring Program and UMCES’s Integration and Application Networkoffsite link using data collected between 2012 and 2018. The scores are denoted as “very good,” “good,” “fair,” “impaired,” and “critical.” The report was based on four categories when assigning a score: corals and algae abundance, reef fish populations, influence of climate on coral reefs, and human connections to reefs.

“Considering the more than $3.4 billion in annual economic benefits of coral reefs, these reports and the policy actions that they will inform are critical to our American Blue Economy,” said retired Navy Rear Adm. Tim Gallaudet, Ph.D., assistant secretary of commerce for oceans and atmosphere and deputy NOAA administrator.

Coral reefs near higher density human populations are degraded, which is likely due to local stressors including land-based sources of pollution and damaging impacts from fishing.

“To conserve and restore coral reefs, we need to understand the overall condition of these  ecosystems,” said Jennifer Koss, director of NOAA’s Coral Reef Conservation Program. “This report represents a snapshot of reef condition and is a great resource for communities and decision-makers throughout the nation. We hope the report starts a dialogue about the various factors and potential solutions to the threats affecting coral reefs.”

Greatest among the threats to coral reefs is climate change, according to the report. Warmer, more acidic seawater is negatively affecting coral reefs globally, no matter how remote they are.

“These status reports clearly show the impacts people are having on coral reef ecosystems,” said Heath Kelsey, director of UMCES’s Integration and Application Network. “Our work in the Pacific and Atlantic Oceans shows a dire outlook for coral reef ecosystem health, from warming ocean waters, fishing, disease, and pollution from the land. Of all of these, climate change is the single biggest threat to shallow water coral reefs in the U.S., and worldwide.”
