SUSAN POLLACK: Fishing For Progress: Saying No To ‘No Women On Board’

June 10, 2016 — In 1982, as supporters of the Equal Rights Amendment fought claims that that the proposed amendment to the Constitution would destroy the American family, I confronted an older mythology: Women are bad luck on boats.

I was a young maritime reporter for The East Hampton Star on Eastern Long Island. I loved boats and the sea, and I’d always loved adventure. That summer, I planned to join local fishermen aboard a state-of-the-art Japanese squid ship. This was several years after the United States enacted its 200-mile limit, but before American fishermen had fully developed a squid fishery of their own. In exchange for sharing their technical know-how, the Japanese would be permitted to catch squid in our waters.

I was game.

But as I was readying my boots and gear, I received an unexpected warning from the American sponsors of the U.S-Japan venture: no women on board.

Surely, something must be wrong: I’d spent the previous five years in gurry-soaked oil skins reporting on life at sea on American draggers, lobster boats, bay scallopers, gillnetters, long-liners and clamming rigs. I’d photographed the sun rising over the stern of a dragger hauling its catch of yellowtail and blackback flounders, cod, haddock and scup. I’d spent bone-chilling winter days in an open skiff, culling bay scallops – separating the delicate fan-shaped bivalves from whelks, rocks and seaweed. I’d danced on the boat, not for joy, but to keep warm.

On summer evenings, I’d helped my neighbor lift his gillnets, gingerly plucking out sharp-toothed bluefish and the occasional striper. And I’d finally succeeded in filleting a flounder without mangling the fragile flesh.

Fading Fishermen: A Historic Industry Faces A Warming World

June 27, 2016 — SEABROOK, N.H. — The cod isn’t just a fish to David Goethel. It’s his identity, his ticket to middle-class life, his link to a historic industry.

“I paid for my education, my wife’s education, my house, my kids’ education; my slice of America was paid for on cod,” said Goethel, a 30-year veteran of the Atlantic waters that once teemed with New England’s signature fish.

But on a chilly, windy Saturday in April, after 12 hours out in the Gulf of Maine, he has caught exactly two cod, and he feels far removed from the 1990s, when he could catch 2,000 pounds in a day.

His boat, the Ellen Diane, a 44-foot fishing trawler named for his wife, is the only vessel pulling into the Yankee Fishermen’s Cooperative in Seabrook. Fifteen years ago, there might have been a half-dozen. He is carrying crates of silver hake, skates and flounder — all worth less than cod.

One of America’s oldest commercial industries, fishing along the coast of the Northeast still employs hundreds. But every month that goes by, those numbers fall. After centuries of weathering overfishing, pollution, foreign competition and increasing government regulation, the latest challenge is the one that’s doing them in: climate change.

Though no waters are immune to the ravages of climate change, the Gulf of Maine, a dent in the coastline from Cape Cod to Nova Scotia, best illustrates the problem. The gulf, where fishermen have for centuries sought lobster, cod and other species that thrived in its cold waters, is now warming faster than 99 percent of the world’s oceans, scientists have said.

US offers fishermen help in paying monitors

June 24, 2016 — Over the past year, the region’s groundfishermen have argued that the federal government was jeopardizing their livelihoods by forcing them to pay for a controversial program that requires government-trained monitors to observe their catch.

On Thursday, after months of heated debates with fishermen, officials from the National Oceanic and Atmospheric Administration announced that they have found money to cover most of the observer costs for the rest of the fishing year.

NOAA officials said that a contractor they hired to place observers aboard fishing vessels failed to do so for about one-third of the total number of days that they were expected to accompany fishermen to sea. As a result, NOAA has enough money to cover an estimated 85 percent of the rest of the so-called at-sea monitoring program.

“That’s an estimate because it depends on how much fishing occurs over the year,” said Samuel D. Rauch, deputy assistant administrator for regulatory programs at NOAA Fisheries.

Groups representing groundfishermen, who have been required since March to pay hundreds of dollars every time an observer accompanies them to sea, have argued that the costs were too much to bear and would put many of them out of business. NOAA estimates it costs $710 every time an observer joins them, though most fishermen have negotiated lower fees.

But many groundfishermen, who catch cod, flounder, and other bottom-dwelling fish, have already been suffering from major quota cuts. NOAA last year, for example, cut the region’s cod quota by 75 percent.

“This will definitely lessen the economic burden on small, family-owned fishing businesses, and will allow time to address many logistical issues that have surfaced since industry payments began,” said Jackie Odell, executive director of the Northeast Seafood Coalition, an advocacy group for groundfishermen in Gloucester.

Fishermen, scientists to evaluate NOAA stock assessments

June 13, 2016 — The most incendiary divide between groundfishermen and fishing regulators in the past two years has been the discrepancy between what NOAA Fisheries says its stock assessments show and what fishermen are seeing on the water.

The groundfish assessments by the National Oceanic and Atmospheric Administration — particularly for the iconic Gulf of Maine cod stock and certain flounders — have been uniformly dire, leading to the virtual shuttering of cod fishing in the Gulf of Maine and scant quotas for other species.

Fishermen — including commercial groundfishermen, charter captains and even lobstermen — paint a very different portrait of what they are seeing on a daily basis: cod, cod everywhere, and not a one they can catch.

On June 20, the city’s Economic Development and Industrial Corporation and fishing stakeholders will host a presentation by a team of University of Massachusetts scientists on their current findings and methodology for fish population counting in the Gulf of Maine.

As Long Island Sound warms, its fish species are changing

June 13, 2016 — During a day of fishing on Long Island Sound earlier this month, Richie Nickerson of Niantic caught 10 legal-sized scup, a black sea bass and a northern kingfish — all species he wasn’t likely to land when he first started angling in these waters 30 years ago.

Tony Murphy of Berlin, who fished from the Black Hawk charter boat with Nickerson, also reeled in a haul of scup, also called porgies, as did most of the other 38 fishermen on board that day.

“It used to be we’d strictly catch bluefish and striped bass,” Murphy said. “But now, there are just so many porgies.”

Scup, black sea bass and northern kingfish are just three of the species once more prevalent in warmer mid-Atlantic waters that are now becoming abundant in Long Island Sound.

As the warmer-water species move in, they compete for food and habitat with cold-water species, such as winter flounder and cod, that are now becoming scarce.

“Everything’s changing,” said Greg Dubrule, owner and captain of the Black Hawk, which takes daily boatloads of anglers into the Sound from its docks on the Niantic River.

“There’s no question that, because of the warmer water, we’re seeing more scup and black sea bass, which had always been a New Jersey and southern Long Island fish,” he said.

“Our mainstay used to be winter flounder and cod, but now it’s sea bass, scup and fluke,” he added, “and we’re catching a lot of trigger fish, which we never used to see.”

BILL GERENCER: Fishermen needlessly on the hook for uncertainties of stock estimates

June 2, 2016 — BOWDOIN, Maine — Proper stock assessments are the key to sound fisheries management here in New England. The current and now primarily survey-based assessments are heavy with uncertainty and always assumed to be overstated. Given the changes in the available stock assessment data created by 20 years of regulations, the uncertainty only seems to be increasing.

The fact that the R/V Bigelow, the National Oceanic and Atmospheric Administration’s primary fishery research vessel, delayed the survey this year is a significant threat to fishermen: We have been told that there are very few codfish in the Gulf of Maine, but this spring, fishermen have found it impossible to set a net in the water without catching codfish. This does not correlate well with the assessment advice.

Many boats have simply tied up to avoid codfish. The late start taken by the survey cruise has most likely missed significant codfish “data” as the research vessel remained at the dock.

Even with an on-time start, the survey method employed by the R/V Bigelow covers only a tiny sliver of the available fishing bottom and puts the survey gear on the bottom for a very short time during trips made in the spring and fall. The R/V Bigelow has also become famous in the fishing community for its demonstrated inability to catch cod and flatfish alongside commercial vessels catching those species and in areas fishing boats declared off limits to themselves because of the presence of codfish.

The low annual catch limit for codfish is tied directly to the low numbers provided by the most recent stock assessments. The low limit has resulted in small codfish allocations to each commercial fishing boat. Once a boat harvests its cod allocation, it will be prohibited from fishing for the duration of the fishing year even if it has significant allocation of other species.

How fisheries impact behavioural evolution in Atlantic cod

May 31, 2016 — As seen in other animal species, fish individuals tend to react differently to a new situation. In the case of human harvest, the boldest individuals are more likely to get caught, leaving only the fearful and cautious ones to breed. But does it mean that future generations of fish will become harder to catch? This is one of the questions the BE-FISH project tried to answer.

Fish personality—consistent individual behaviour which is maintained over time and across contexts—is known to result from adaptive processes involving life-history trade-offs or physiological constraints. Concretely, a population from a single species can include individuals of the same sex, size or age which feature different behavioural traits, these traits being grouped in five major categories: shyness-boldness, exploration-avoidance, activity, sociability and aggressiveness. Various studies have demonstrated that this personality variation is heritable.

Scientists in the BE-FISH (Pace of life syndromes in fish: harvesting effects and the role of marine reserves) project have long suspected that fisheries may contribute to such evolutionary impacts in marine resources by selectively removing specific life-history traits.

Dr David Villegas-Rios, Marie Curie Postdoctoral fellow at the Flødevigen Research Station (IMR) and coordinator of the project, discusses the project results. According to him, they provide a unique link between fisheries, behavioural ecology and evolutionary biology sciences, and as such will lead the way to various national and EU projects in the coming years.

Human harvesting is a non-random activity. It often removes individuals because they are more desirable (e.g. trophy hunting) or because they are more vulnerable, as is the case for fishing. For instance, bolder individuals will enter a fishing trap more easily than shier ones. Similarly, more active fish find the nets faster than less active individuals. This means that behaviour can determine fitness.

By consistently removing individuals with certain behavioural properties, fishing practices can entail evolutionary consequences in the harvested populations. For instance, by favouring evolution towards less active phenotypes. The ecological consequences of such practices are still largely unknown but they can be maladaptive, reducing the potential for future adaptations along with the productivity of the populations.

Cameras to be Used for Monitoring On Some New England Groundfish Vessels

May 27, 2016 — HARWICH, Mass.– A commercial fishing association says a group of fishermen from Massachusetts and Maine will use digital cameras instead of human monitors to collect data during trips at sea.

Cape Cod Commercial Fishermen’s Alliance says up to 20 fishermen who catch groundfish such as cod and flounder will use the cameras in a first-time program.

The fishermen are required to bring monitors on some fishing trips. Many fishermen say the cost of human monitors is prohibitive.

Co-owner: New Bedford fish auction could see periodic closures over next month

May 24, 2016 — NEW BEDFORD, Mass. — The fish auction that’s been a daily institution on the city’s waterfront for decades could see periodic closures over the next month or so, as a co-owner said Monday that this year’s significant cut to the cod quota is keeping many boats tied to the docks, rather than bringing in fish.

Richard Canastra, co-owner of the Whaling City Seafood Display Auction since 1994, said Monday morning that in his view, “there won’t be” fish auctions on some days between now and July 4, when he expects commercial fishing activity to pick up again.

“There’s not many fishermen fishing anymore,” Canastra said as he stood outside the auction building on Hassey Street. “A lot of the boats are just tied up — they’re not going to fish. Why would they fish if there’s only so much (allowable) cod?”

The National Oceanic and Atmospheric Administration (NOAA), in conjunction with the New England Fishery Management Council, instituted a 62-percent reduction in the allowable catch for Georges Bank cod this year, in quotas that took effect May 1.

Former New Bedford Mayor John Bullard, now regional administrator for NOAA fisheries, has said the new regulations create “about a 95 percent cut” since 2012 in catch limits for Georges Bank cod, a key species for New Bedford’s fishing industry.

Government documents detailing the quotas say they’re, “intended to help prevent overfishing, rebuild overfished stocks, achieve optimum yield” and ensure that fishery management is based on the best data available.

Consortium pushes Atlantic pollock as sustainable alternative to cod in New England

May 13, 2016 — New England fishermen have caught more than 10 million pounds of Atlantic pollock every year since 2003, and now a loose consortium of proponents are advocating for its greater use as a cheaper alternative to cod and haddock.

As New England’s cod fishery has been damaged by slow reproduction, tight quotas and the impacts of climate change, a group of fishermen, processors, restaurateurs and sustainable seafood advocates are aiming to rebrand Atlantic pollock as New England’s fish, according to an Associated Press article.
