Feds want to cut sport fishermen’s haddock catch, prohibit cod

May 31, 2017 — Tom Orrell was under the impression he’d entered the charter fishing business with his Gloucester-based Yankee Fleet. He didn’t know it came with such a large roller-coaster.

Up one incline, down the next, riding the rails of ever-changing regulation while plying the Atlantic in search of the fin fish and fishing experience his recreational fishing customers seek.

It doesn’t appear that 2017 is going to provide much solace.

Orrell and the rest of the Cape Ann for-hire charter fleet are bracing for a mid-season audible by NOAA Fisheries that could change the rules of the game right at the height of the season.

“It’s unreal,” Orrell said Wednesday. “It makes it very difficult to run a business.”

Citing recreational catch excesses in haddock and cod in the 2016 season, NOAA Fisheries seeks to enact measures to produce a 20 percent reduction in daily bag limits for haddock while taking away the solitary cod recreational anglers currently are allowed to catch and keep each day.

But the most significant impact on the recreational segment of the fishing industry could come in the fall, when charter owners have the Hobson’s choice of a four-week closure that includes the bountiful Labor Day weekend or a six-week closure that wipes out the last half of September and all of October.   

 “It’s not much of a choice,” Orrell said. “It’s like picking out your cleanest dirty shirt to go to work.”

Still, Orrell said, his preference would be to suffer through the later, longer closure rather than lose his Labor Day trips.

“Later on, the weather changes and it becomes more unpredictable and the pollock start moving in,” Orrell said. “And once you take the people off the boat, they don’t just turn around in the fall and come back fishing.”

NOAA Fisheries, which also is proposing a spring closing from March 1 through April 14, is seeking public comment on the proposed changes. An agency spokeswoman said they could be enacted as soon a late June or early July.

At its January meeting, the New England Fishery Management Council voted to ask NOAA Fisheries to enact new measures on cod and haddock because preliminary 2016 data showed recreational anglers substantially exceeded the annual catch limit (ACL) for Gulf of Maine cod and haddock.

MASSACHUSETTS: $185K in state Senate budget for industry-based cod survey

May 31, 2017 — The state Senate’s amended 2018 budget includes $185,000 to continue the industry-based cod survey that could help close the divide between commercial fishermen and regulatory scientists on the true state of the Gulf of Maine’s cod stock.

The survey funds now must survive the legislative conference committee formed to reconcile the differing budgets produced by the state Senate and House of Representatives before the final budget goes to Gov. Charlie Baker.

“This is really one of the rays of hope, that we can produce science that is credible and also acceptable to the people that have to live with it,” said Senate Minority Leader Bruce Tarr of Gloucester, who, along with Assistant Majority Leader Mark Montigny, a Democrat from New Bedford, pushed to include the money in the Senate budget.

Tarr said the House budget contains only $125,000 to continue the industry-based survey.

“We’re significantly higher, but obviously we’re hoping to get the larger amount,” Tarr said. “The governor is a strong proponent of collaborative research, so I would say the likelihood is very strong that he will continue to support this program.”

Researchers from the state Division of Marine Fisheries, working on commercial fishing boats, recently completed the first year of the random-area survey that was funded with federal fishery disaster funds.

The goal of the survey, begun last year at the behest of Baker following his meetings with fishing stakeholders, was to produce “credible scientific information that could be accepted by fishermen, scientists and fisheries managers” and used in future NOAA Fisheries cod stock assessments.

As with many elements of commercial fisheries management, agreement between fishermen and regulatory scientists on the data used to generate cod assessments has been hard to come by.

The release in April of the preliminary results of the survey — appearing in a Boston Globe story — set off a firestorm among commercial fishermen and prompted some backtracking by the Baker administration.

The initial results, according to the Globe story, were in direct line with the dire assessments of NOAA Fisheries scientists about the imperiled state of the Gulf of Maine cod stock.

Fishing stakeholders were incensed.

“We’re appreciative and supportive of the state’s work and very much want the work to continue,” Vito Giacalone, policy director for the Gloucester-based Northeast Seafood Coalition, said at the time. “We’re not appreciative of the premature conclusions publicized by the scientists. It is this kind of scientific double standard that drives the loss of credibility of the science community in the eyes of industry.”

CLARKE: In hot water

May 19, 2017 — As the president claims that climate change is a “Chinese hoax” and members of Congress deny that it even exists, those of us who live by the sea can testify firsthand to its impacts. They include bigger storms, accelerated sea-level rise and warmer waters. In America’s first seaport, those are game changers to our way of life. They affect our community’s character, soul and livelihood, especially in the commercial fishery.

The biggest long-term threat to fishing in the northwest Atlantic is not excessive regulations, national marine monuments, or overfishing — it’s hot water. Cold water species like cod, and even lobsters and northern shrimp, have to put up with living conditions so uncomfortable that they may be leaving home and heading north.

A recent issue of the journal “Science” shows that over the last 10 years, temperatures in our front yard, the Gulf of Maine, have increased three times faster than almost all of the earth’s oceans. Gulf surface temperatures increased four degrees between 2005 and 2013 and scientists tell us they could go even higher. That spells disaster for the Gulf’s ecosystem.

The world’s oceans absorb most of the heat humans produce, but when we deposit too much heat into the atmosphere and adjacent waters below, sea life pays the price. With nature out of balance, fisheries shift, oceans acidify, and life-sustaining oxygen levels decrease.

Especially alarming is what we are seeing at the lower levels of the food chain. As water temperatures spike, copepods are disappearing. These tiny plankton-like crustaceans anchor the Gulf’s food chain and when they leave, the chain starts to unravel from the bottom up and fish productivity suffers.

US fishing industry retracted a bit in 2015; $208B in sales

May 11, 2016 — America’s fishing industry declined slightly in 2015 as fishermen contended with environmental and market forces, the federal government says.

The National Oceanic and Atmospheric Administration on Tuesday released its “Fisheries Economics of the United States” report for 2015, the most recent year for which statistics are available. The report says U.S. fisheries contributed a little less than $208 billion in sales, a decline from nearly $214 billion in 2014, which the government stressed was a “banner year.”

The number of fisheries jobs was also down 12 percent, to 1.6 million. But the NOAA noted the 2015 totals were better than they were four years earlier and were the second best year in the period from 2011 to 2015.

The NOAA said environmental factors included marine toxins; El Nino, a naturally occurring worldwide climate phenomenon that starts with unusually warm water in the central and eastern equatorial Pacific and then changes weather worldwide; and the Pacific Ocean’s “warm blob,” an area of relatively warm water off the West Coast. Those factors drove down the value of crab, squid, hake and salmon, the agency said.

Environmental factors have also been felt on the East Coast, where warming ocean waters are among the factors blamed for the collapse of the Atlantic cod fishery.

“In New England in particular, we’re seeing some of these environmental changes,” said Alan Risenhoover, an administrator with NOAA. “That affects some stocks.”

The NOAA’s report mentioned one of the strongest fisheries in the country was the Maine lobster fishery. The value of all the lobster caught in Maine has climbed from $237 million in 2009 to more than $500 million in 2015.

2016 fishing review highlights monitors —human and electronic

April 24, 2017 — NOAA’s Greater Atlantic Regional Office released its annual year in review for 2016 and nowhere does it mention the ever-churning debate over Gulf of Maine cod and the yawning divide between scientists’ data and the primary-source observations of fishermen.

For the most part, the report is a four-color chronicle of what officials at Gloucester-based GARFO — which manages the nation’s federal fisheries from the Gulf of Maine south to Cape Hatteras and west to the Great Lakes — consider the agency’s most tangible accomplishments in 2016.

Still, the review gives some insight into some of the agency’s management priorities and policy areas where it may marshal its resources in the future.

It specifically mentions the office’s work in drafting a recovery plan for endangered Atlantic salmon and a five-year action plan for the species. It highlights its work with commercial groundfishermen — many of them from Gloucester — on potential changes to the small-mesh whiting fishery.

The report also highlights the agency’s transfer of the cost of of at-sea monitoring to permit holders.

Top cod counter: More data needed

April 14, 2017 — The Baker administration cabinet secretary in charge of the industry-based survey of Gulf of Maine cod agrees with commercial fishing interests that conclusions drawn from the initial findings of the multi-year study are premature.

Matthew A. Beaton, secretary of the Executive Office of Energy and Environmental Affairs, penned a letter to commercial groundfish sectors in which he addressed the most recent incident to fan the flames of discontent among fishermen regarding the validity of the science used to measure the Gulf of Maine cod biomass.

“While it is too early too have enough data to make definitive conclusions about the status of Gulf of Maine cod, the administration anticipates the IBS data will be a helpful resource for both the fishing and research communities,” Beaton wrote.

The state Division of Marine Fisheries, which is conducting the industry-based survey (IBS) funded by fishery disaster aid monies, recently completed the first year of its random-area survey and is set to embark on the second year sometime this month.

But on April 3, a Boston Globe story proclaimed the initial results — which fall in line with the dire assessments by NOAA’s Northeast Fisheries Science Center of the cod stock’s imperiled state — “a milestone in the war over the true state of cod” in the Gulf of Maine.

The story said the DMF scientists had “reached the same dismal conclusion that their federal counterparts did: The region’s cod are at a historic low — about 80 percent less than the population from just a decade ago.”

Documentary ‘Sacred Cod’ Premieres April 13 on Discovery Channel

WASHINGTON (Saving Seafood) — April 13, 2017 — A new documentary on the state of the New England cod fishery has its TV premiere tonight on the Discovery Channel at 9:00 PM Eastern. The film, Scared Cod: The Fight For a New England Tradition, was directed and produced by Steve Liss, Andy Laub, and the Boston Globe’s David Abel.

The film is a “feature-length documentary that captures the collapse of the historic cod population in New England, delving into the role of overfishing, the impact of climate change, the effect of government policies on fishermen and the fish, and the prospect of a region built on cod having no cod left to fish.” It features interviews with fishermen, scientists, and federal policymakers.

Troubled waters, heartfelt stories in ‘Sacred Cod’

April 13, 2017 — Of the two sacred emblems of Massachusetts — the bean and the cod — the cod gets all the glory but the bean is certainly more environmentally secure.

For centuries fishermen from Gloucester have relied on cod — and the world has relied on them to provide it — but recently scientists have determined that the fish stocks are being depleted at an unsustainable rate and soon there will be no more cod to fish. The fishermen protest that because of the regulations imposed on them, soon there will be no fishermen left to do the fishing.

Andy Laub, Endicott College’s Steve Liss, and Boston Globe reporter David Abel’s thoroughly researched, reasoned and surprisingly moving documentary “Sacred Cod,” premiering Thursday at 9 p.m. on Discovery, gives time to both sides. They offer warm, robust, and sympathetic portraits of these Gloucestermen with their powerful work ethic, fierce love of family, and faith in the American Dream. And they also thoughtfully and thoroughly present the point of view of the bureaucrats and scientists who are trying to do what’s best with the information they have. Emerging as heroes are those willing to consider both sides and seek new solutions.

On one level, the debate comes down to point of view. Based on their extensive research and analysis, the scientists of the National Oceanic and Atmospheric Administration (NOAA), the agency studying the problem and issuing regulations, say that the cod stock has declined to a fraction of what it must be to remain sustainable. The fishermen take a more empirical and anecdotal approach; they say that the figures are wrong, that from their experience plenty of cod are still out there. One fisherman takes John Bullard, NOAA’s regional administrator, on a fishing trip. The trawling net disgorges a mountain of fish. “There it is, the elusive cod!” the fisherman scoffs. He tells Bullard that he has just caught his entire annual quota in 45 minutes.

JACKIE ODELL: Controversy over region’s cod population

April 11, 2017 — RE “DWINDLING cod population no fluke in Mass.” (Editorial, April 5): Small family-owned fishing businesses operating in New England rely upon sound science. In recent years, reports for stocks like Gulf of Maine cod have gone from being overly optimistic to overly pessimistic, seemingly overnight. This flip-flop has justifiably created doubt and suspicion among those who participate in the fishery.

Further contributing to this skepticism has been the remarkable abundance of codfish observed by both commercial and recreational fishermen on the water over the past three years, as environmental conditions and oceanographic cycles have shifted. Today, fishermen spend more time avoiding these fish than catching them.

The Gulf of Maine cod stock, assessed to be reportedly near collapse, is instead becoming more and more difficult to avoid across a wide region. This is the case for many fish stocks in New England, not just cod. Many in the fishery today are left with questions about the limitations of the data sets, models, and processes that are used to assess stocks today.

What’s Happening To Cod In New England?

April 4, 2017 — Cod stocks in New England are at an historic low, down 80 percent from a decade ago, according to new data from the Massachusetts Division of Marine Fisheries.

Those findings are contested by some in the fishing community.

Vito Giacalone, policy director of the Northeast Seafood Coalition in Gloucester, said, “Everyone that fishes the Gulf of Maine, amateur fishermen that go out for the first time — no one can believe that someone can actually say that this cod stock is not in good shape.”
