VIRGINIA: US government halts nearly complete offshore wind farm. Is Virginia’s next?

August 27, 2025 — After the Trump administration has ordered a halt to construction of a nearly complete $4 billion offshore wind farm off the coast of Rhode Island and Connecticut, it’s reasonable to wonder whether Dominion Energy’s $10.9 billion  project off the coast of Virginia Beach could be in similar peril.

On Aug. 22, the federal Bureau of Ocean Energy Management stopped Orsted’s Revolution Wind project, which already has 45 of 65 turbines installed, along with all underwater foundations. Citing a January memorandum by , BOEM told Orsted North America to “halt all ongoing activities related to the Revolution Wind Project” while the federal government reviews potential national security concerns.

Dominion Energy says court challenge not delaying Virginia wind project

May 2, 2024 — A coalition of groups opposing the Coastal Virginia Offshore Wind Project was in a Washington, D.C. federal court this week, seeking a preliminary injunction to stop construction work in May. 

Conservative activist groups the Heartland Institute, the Committee for a Constructive Tomorrow (CFACT), and the National Legal and Policy Center (NLPC) sued Dominion Energy and the Biden administration over federal permits for the planned 2.6 gigawatt project of 176 turbines.

The plaintiffs claim the federal Bureau of Ocean Energy Management and other federal agencies “have not done the legally required research to determine the project won’t harm the critically endangered North Atlantic right whale,” according to a Heartland Institute statement.

U.S. District Court Judge Loren AliKhan called on lawyers for Dominion, the government and plaintiffs to file more papers and responses by May 9, before she rules on the groups’ request for a preliminary injunction.

Wind turbines still on track east of Virginia Beach

April 25, 2022 — Wind turbines are among the technologies driving the development of renewable energy at the large scale, with the goal of reducing greenhouse gas emissions from fossil fuel power plants and slowing down planetary warming. Onshore turbines are already common from Texas to Iowa, as winds are reliable on the Plains throughout most of the year.

That’s generally not the case in Virginia and the Middle Atlantic states, especially during the doldrums of July and August. But several miles offshore, it’s a different story, which makes wind turbines more practical.

Offshore wind has already scaled up quickly in western Europe, and appears to be on the verge of rapid growth on this side of the Atlantic. But for the moment, there’s not much.

$200 million wind turbine facility planned for Virginia

October 26, 2021 — Gov. Ralph Northam (D) and executives from Dominion Energy and Siemens Gamesa Renewable Energy on Monday announced a $200 million project to finish building turbine blades that would harness offshore wind on 80 acres of the Portsmouth Marine Terminal.

A lineup of local, state and federal leaders said the project, the largest in the United States, positioned Virginia at the forefront of developing wind energy. “This puts us a vital step closer to being the leader in offshore wind,” Northam said, adding that in a few short years the state had pivoted from exploring offshore drilling, which would harm the environment, to offshore wind. “Virginia,” he said, “is all in for offshore wind.”

The facility, combined with its operations and maintenance activities, will create 310 new jobs, including 50 service positions to support Dominion’s Coastal Virginia Offshore Wind Project 27 miles off the coast. Dominion says the wind farm will generate enough electricity to power up to 660,000 homes at peak and avoid as much as 5 million tons of carbon dioxide being dumped into the atmosphere annually.

First offshore wind farm in federal waters inches closer

September 24, 2018 — What could be the first offshore wind farm in federal waters took a major step forward last month when Dominion Energy applied to the Virginia State Corporation Commission for approval to build two 6 MW wind turbines and the project’s grid infrastructure.

Called the Coastal Virginia Offshore Wind Project (CVOW), it would located about 27 miles off the coast of Virginia Beach on 2,135 acres of federal waters leased by the Virginia Department of Mines, Minerals and Energy. The two 6 MW turbines will sit in about 80 feet of water and generate wind energy for customers starting in December 2020.

Denmark’s Ørsted has been hired by Dominion Energy to build CVOW. Just this past Sept. 6, Ørsted opened the Walney Extension, the world’s largest offshore wind farm with 87 wind turbines generating potentially 659 MW of power in the Irish Sea.

A demonstration project, CVOW would be the second offshore wind farm in the U.S., following the Block Island Wind Farm in Rhode Island, which began operating in 2015. More importantly perhaps is that CVOW will be the first offshore wind farm to go through the Bureau of Ocean Energy Management’s (BOEM) approval process.
