Study finds lobster population healthy off Maine, poor in southern New England

October 26, 2020 — The American lobster population is in decent shape off of Maine and Canada, but continues to decline in southern New England, according to an assessment by an interstate regulatory group.

The stock assessment released by the Atlantic States Marine Fisheries Commission’s American Lobster Board lines up with previous analyses of the lobster fishery. Lobster fishermen pulled in record catches of the crustaceans off Maine in the last decade, but the catch collapsed off more southern states such as Connecticut.

Environmental changes have made the more southern waters less hospitable for lobsters, scientists have said. Warming temperatures off southern New England have made it difficult for them to grow and reproduce.

Understanding the Impacts of Climate Change on Economically Important Fish Species

October 26, 2020 — The following was released by NOAA Fisheries:

Researchers at NOAA’s Southeast Fisheries Science Center and Atlantic Oceanographic and Meteorological Laboratory are teaming up. They want to understand how changing ocean conditions might be influencing commercially important fish stocks. The project will identify key physical processes that affect the biology and chemistry of waters used by coastal migratory species. They will pool their modeling capacities to investigate factors influencing fish stocks in the Gulf of Mexico and South Atlantic Bight. These stocks are managed by NOAA Fisheries and the regional Fishery Management Councils.

Building on previous research collaborations, the scientists will continue advancing these modeling efforts to support marine resources management and conservation. “We have configured several high-resolution models for the Gulf of Mexico, Caribbean Sea, and South Atlantic Bight,” said Laboratory scientist Dr. Sang-Ki Lee. “Using these models, we have built close collaborations between our laboratory and the science center addressing key scientific questions, including the impacts of increasing ocean temperatures on coral bleaching and spawning of Atlantic bluefin tuna in the Gulf of Mexico and Caribbean Sea, impacts of El Niño and increased rainfall on plankton patterns in the Texas-Louisiana shelf, and seasonal variability in ocean carbon chemistry in the Gulf of Mexico.”

Coastal migratory species, such as king mackerel, greater amberjack, red porgy, and red grouper, are key commercial and recreational species that support a billion-dollar economy. The most recent stock assessments for these species indicated that the stocks began declining in the late 2000s. This indicates either reduced population reproductivity, migration out of the management area, or both.

A stock assessment is the process of collecting, analyzing, and reporting demographic information to determine changes in the abundance of fishery stocks in response to fishing. They are also used to predict future trends of stock abundance. The stock assessments track the age structure of the adult population to determine how many new fish are expected in the future. When the actual number does not match the expected number, it reflects that something other than stock abundance is affecting the population, such as the environment or a predator species.

U.S. House of Representatives introduces bill with 25-GW by 2030 offshore wind target

October 22, 2020 — House Natural Resources Committee Chair Raúl M. Grijalva unveiled his Ocean-Based Climate Solutions Act at a virtual press conference with his co-lead, House Select Committee on the Climate Crisis Chair Kathy Castor, original cosponsors and a range of bill endorsers. This landmark legislation was introduced by more than a dozen members of the House of Representatives to address the ocean impacts of climate change and reform federal ocean management to better account for climate mitigation.

“The ocean is a powerful ally in the climate fight, and unleashing its potential will help us reach our goal of net-zero emissions by 2050 or earlier,” Castor said. “The Ocean-Based Climate Solutions Act incorporates many of the recommendations in our Climate Crisis Action Plan, which gives Congress a roadmap for creating a healthier, more resilient, and more just America. It will unleash the incredible power of the ocean and address the threat that offshore drilling poses to America’s coastal communities, including my own community in the Tampa Bay.”

The Act includes a national offshore wind target of 12.5 GW by 2025 and 25 GW by 2030.

AWEA CEO Tom Kiernan thanked the committee on including wind energy in the ocean bill.

Ocean climate bill is a grab bag for marine stakeholders

October 21, 2020 — Rep. Raul Grijalva (D-Ariz.), chairman of the House Committee on Natural Resources, today introduced the Oceans-Based Climate Solutions Act of 2020.

We could start with the irony of a representative from Arizona introducing an oceans climate bill, hailing not only from a landlocked state, but one most known for its lack of water.

But let’s instead lead with the fact that the blueprint for this bill was introduced and failed to make it out of committee in California — one of the nation’s most progressive states. Now Gov. Gavin Newsom has made an end run around the legislative process by creating an executive order to effect the changes in the bill that could not pass with votes.

The federal bill is more than a mixed bag. Reading its 324 pages felt like swinging at a piñata packed with a mix of treats and lit fireworks.

Ocean-Based Climate Solutions Act introduced to US House of Representatives

October 20, 2020 — A group of U.S. representatives has introduced the Ocean-Based Climate Solutions Act, a new piece of legislation centered on limiting or reversing damage to the oceans and marine ecosystems caused by climate change.

The new bill, which is 300 pages long, was co-authored by U.S. Rep. Raul M. Grijalva (D-Arizona) and U.S. Rep. Kathy Castor (D-Florida), and involves sweeping rule-making that touches on the energy and fisheries sectors. The bill includes an offshore oil drilling ban, stipulations on new offshore wind energy projects, and pushes for climate-ready fisheries and the promotion of American seafood.

Marine heat wave ‘blobs’ are becoming more severe as oceans warm

October 20, 2020 — Off the coast of California this August a sea monster of record size was spotted: a patch of warm water that grew to the size of Canada, 9.8 million square kilometers simmering up to 4 degrees Celsius warmer than usual. “It’s off the chart,” says Andrew Leising, a fisheries oceanographer at the National Oceanic and Atmospheric Administration who is mapping the marine heatwave on his website, nicknamed the Blobtracker. By Leising’s reckoning, in September, the unglamorously-named “NEP20b” became the biggest-yet-spotted blob of warm water there since satellite records began in the early 1980s.

Researchers are now scrambling to chart or anticipate the impacts of the NEP20b blob on marine life, tracking how the step change in temperature throws ecosystems out of whack.

The phenomenon of a patch of abnormally warm water off the west coast of North America gained notoriety in 2014, when the first such “Blob” was spotted and given that name, after the horror movie creature that devoured everything in its path. That first Blob lasted years, from 2013 to 2016. It has been blamed for slicing some forage fish populations in half; starving seabirds; triggering a collapse in cod; shifting tuna as far north as Alaska; pushing whales into the path of crab fishing lines and ships; and allowing exotics, including glowing tropical sea pickles, to arrive in northern waters.

In 2019, a second blob emerged. With record-warm waters appearing again this year, some scientists believe the 2019 event, known as Blob 2.0, may have just never gone away. If NEP20b is now big enough and hot enough, Leising says, it may do what the 2013-2016 version did, creating its own microclimate that perpetuates the heat, forcing the warm water to stick around for years yet to come.

Heat waves on Cape Cod may be tied to slowing ocean current

October 19, 2020 — We really baked this summer, with the Northeast and the East Coast experiencing intense heat waves.

In August alone, the Blue Hill Observatory in Milton recorded six days with temperatures over 90 degrees, four more than the average for the month. July had five days with temperatures over 90, two more than the monthly average.

While we often seek relief in the ocean, marine heat waves also occur, and those can adversely affect the creatures and plants that live there and have no refuge except deeper, colder water, if they can find it. Marine heat waves can be deadly: Researchers say “The Blob,” a large mass of warm water that extended down nearly 700 feet along 1,800 miles of North Pacific coastline, may have killed off over 62,000 common murre birds.

While most might expect that air temperatures may be driving those higher water temperatures, oceanic currents play a major role.

The Atlantic Ocean right off our doorstep is one of the fastest-warming ocean bodies on the planet, and some researchers say that may be due to a slowdown of what is known as the Atlantic conveyor belt, a massive offshore current that transports cold water from the Arctic south to the equator and returns warm water to the north and to Europe.

GMRI awarded $1.27M to help Maine fisheries overcome climate challenges

October 9, 2020 — The Gulf of Maine Research Institute has been awarded $1.27 million in federal funding to help Maine fisheries and coastal communities in the fight against climate change.

Funding for the Portland-based nonprofit comes from the National Oceanic and Atmospheric Administration’s Climate Program Office. The new project is one of 79 to receive a total of $48.7 million in competitive awards, announced on Oct. 6.

“Every day, communities and businesses grapple with challenges due to climate variability and change,” said Wayne Higgins, director of the Climate Program Office, in a news release.

“From using machine learning to develop critical atmospheric datasets to creating an experimental system for rapidly assessing causes of extreme events, these new awards will expedite climate science discoveries and build the library of resilience solutions needed to protect all sectors of our economy and environment.”

MASSACHUSETTS: Long a lifeblood, South Shore fishing industry faces numerous challenges

October 6, 2020 — Over his more than five decades fishing commercially, Frank Mirarchi has watched the business evolve from thriving and straightforward to complicated and diminished, with skyrocketing costs, foreign competition and changing regulations choking an industry synonymous with the South Shore.

In the late 1960s, when he purchased his first of three successive boats, fish was abundant enough to make a solid living off of.

“You worked hard, you caught a lot of fish, the fish were actually enough to compensate you for their cost,” he said.

In the 70s, he had two other men work on his boat with them, and their catch was enough to support all three families.

But the technologically-advanced equipment and permits have gotten prohibitively expensive for many, while regulations aimed at replenishing overfished populations have not been successful, Mirachi said.

Up until the 1970s, fishing was largely unregulated. In 1976, the US government extended its jurisdiction from 12 miles off coast to 200, eliminating foreign competition and leading to a rush of new US fishermen, creating a fish scarcity from overfishing.

“By 1985 or so, fishing was pretty bad,” Mirachi said. With profits dropping, he switched from having two other crew members to one.

As climate change threatens Maine fisheries, it’s not all bad news for oysters

September 28, 2020 — Despite the threat climate change poses to longstanding Maine fisheries such as lobsters and softshell clams, and the harm it already has inflicted on northern shrimp and groundfish, there is one Maine fishery that has seen rapid growth in the past decade and is expected to continue expanding: oysters.

Eastern oysters are native to Maine, and have long been harvested as food along the coast, as evidenced by piles of ancient shell middens found along the banks of the tidal Damariscotta River. The river is where the current fishery was revived as an aquaculture enterprise in the 1980s, when growers seeded and harvested hundreds of thousands of pounds of both Eastern and European oysters each year.

Since then the industry has expanded along the Maine coast to Wells in York County and Steuben in Washington County to include nearly 100 commercial lease sites (more than two dozen of which are on the Damariscotta River) and millions of dollars in annual revenues. In 2019, oyster growers earned $7.6 million in gross revenues — more than three-and-a-half times what they took in in 2010 — making oysters one of the most valuable marine fisheries in the state.
