Rep. Huffman Leads Bipartisan Effort to Support Fishermen, Protect Food Supply Chain

May 7, 2020 — The following was released by The Office of Congressman Jared Huffman (D-CA):

Today, Representative Jared Huffman (D-CA), Chair of the House Natural Resources Subcommittee on Water, Oceans, and Wildlife, along with Representatives Garret Graves (R-LA), Steven M. Palazzo (R-MS), and Kurt Schrader (D-OR) led a bipartisan group of 45 Members of Congress in a letter to House Speaker Nancy Pelosi and Minority Leader Kevin McCarthy asking them to include urgently needed federal assistance for the American fishing and seafood industry in the next coronavirus relief measure. The effort to support this industry is bicameral, with Senator Jeff Merkley (D-OR) leading a similar letter in the Senate.

“The seafood industry is critical to local and regional economies across the country […and] is currently facing an unprecedented collapse in demand because of the novel coronavirus. We urge you to facilitate the government purchase of seafood products that would both ensure stability in this key sector and provide healthy, domestically produced food for Americans,” the members wrote. “We request that Congress appropriate and permit the Secretary to make funding available as soon as practicable to all fishery participants, including commercial and recreational fishing and seafood businesses that have been impacted by declines in tourism and the closure of restaurants and other food services industries.”
 
Specifically, Representative Huffman and his colleagues called for at least $2 billion for the U.S. Department of Agriculture to purchase domestically harvested and processed seafood products to be distributed through food assistance programs, as the agency does for agricultural products. They also requested an additional $1.5 billion for the National Oceanic and Atmospheric Administration to provide direct relief to fishery participants impacted by coronavirus.

Dear Speaker Pelosi and Minority Leader McCarthy,
 
We write to urge the inclusion of support for the American seafood industry in the next coronavirus relief measure. Our seafood processors and fishermen have been dealt a significant economic blow as a result of coronavirus and are in desperate need of federal assistance.
 
The seafood industry is critical to local and regional economies across the country. In 2016, the industry supported over one million good-paying jobs and generated more than $144 billion in sales, adding an estimated $61 billion to the nation’s GDP. In addition to the jobs, families, and communities it supports along every part of our country’s coastlines, the seafood industry fuels jobs throughout the country in processing and distribution.
 
Due to efforts to prevent the spread of COVID-19, which has led to a near total shutdown of restaurants and other outlets serving fresh seafood, the supply chain of fishermen and seafood processors has been decimated. Notably, more than 68% of the $102.2 billion that consumers paid for U.S. fishery products in 2017 was spent at food service establishments. It has been reported that many of the nation’s fisheries have suffered sales declines as high as 95 percent. In addition, while many other agricultural sectors have seen a significant increase in grocery sales, seafood has been left out of that economic upside, as stores have cut back on offerings.
 
We strongly urge you to include in the next coronavirus stimulus package at least $2 billion for the U.S. Department of Agriculture to purchase domestically harvested and processed seafood products and distribute them to local, state, and national non-profits providing food to hungry Americans. Given that few seafood producers have historically participated in USDA commodity purchasing programs, we request that $1 billion be set aside to finance the purchase by USDA of seafood products that have not typically been purchased and that have experienced economic impacts as a result of coronavirus.
 
We also ask that you include an additional $1.5 billion for the National Oceanic and Atmospheric Administration under the terms of section 12005 of the CARES Act (P.L. 116-136) in order to provide direct relief to Tribal, subsistence, commercial, and charter fishery participants, impacted by coronavirus. We request that Congress appropriate and permit the Secretary to make funding available as soon as practicable to all fishery participants, including commercial and recreational fishing and seafood businesses that have been impacted by declines in tourism and the closure of restaurants and other food services industries.
 
The seafood industry is currently facing an unprecedented collapse in demand because of the novel coronavirus. We urge you to facilitate the government purchase of seafood products that would both ensure stability in this key sector and provide healthy, domestically produced food for Americans.

Merkley, Murkowski, Reed Lead Bipartisan Push to Support Fishermen and Seafood Processors

May 6, 2020 — The following was released by the office of Sen. Jeff Merkley (D-OR):

Oregon’s U.S. Senator Jeff Merkley, along with Senators Lisa Murkowski (R-AK) and Jack Reed (D-RI), are leading a bipartisan group of 25 lawmakers in pushing to make sure urgently needed federal assistance is delivered to America’s fishermen and seafood processors, who have been hit hard by the coronavirus pandemic.

In their letter to Senate Majority Leader Mitch McConnell and Minority Leader Chuck Schumer, the senators request that upcoming coronavirus relief legislation include funding and provisions to support this critical industry.

“Our seafood processors and fishermen have been dealt a significant economic blow as a result of coronavirus and are in desperate need of federal assistance,” the senators wrote. “It has been reported that many of the nation’s fisheries have suffered sales declines as high as 95 percent. In addition, while many other agricultural sectors have seen a significant increase in grocery sales, seafood has been left out of that economic upside, as stores have cut back on offerings.”

“The seafood industry is currently facing an unprecedented collapse in demand because of the novel coronavirus. We urge you to facilitate the government purchase of seafood products that would both ensure stability in this key sector and provide healthy, domestically produced food for Americans,” the senators continued.

Specifically, the senators recommend the allocation of $2 billion to the U.S. Department of Agriculture to purchase and redistribute seafood products to food banks—just as the agency is currently doing for other agricultural products. In addition, the letter requests that $1 billion be allocated to the Department of Commerce and NOAA to support direct payments to fisheries, seafood producers, and processors.

Not only do fisheries help Americans put food on the table for their families, they have long been the lifeblood of local and regional economies across the country. USDA Agrees to Buy $20M in Atlantic Seafood Under CARES Act

May 6, 2020 — The U.S. Department of Agriculture this week decided to include Atlantic seafood in certain government food assistance purchases, and now federal coronavirus funding will support USDA purchases from the East Coast commercial fisheries.

The Agricultural Marketing Service announced yesterday that it will purchase $20 million in Atlantic haddock, pollock, and redfish under the USDA Section 32 program.

It’s good news for a sector hard hit by the coronavirus pandemic, members of Massachusetts’ congressional delegation said today. U.S. Sens. Edward J. Markey and Elizabeth Warren and U.S. Reps. William Keating and Seth Moulton have been pushing the USDA for weeks to include the fisheries in agricultural purchasing funded by the Coronavirus Assistance, Relief, and Economic Security Act.

The Massachusetts lawmakers wrote to the USDA in April and May to urge the inclusion of domestic and East Coast seafood companies in the $9.5 billion awarded by the CARES Act to help affected agricultural producers, and today they sent a celebratory press release.

Fishermen, seafood businesses call for $1.5 billion federal covid-19 aid

May 5, 2020 — Independent fishermen and small- to medium-sized seafood business are calling on the Trump administration and Congress to come up with an additional $1.5 billion in covid-19 emergency funding, and new investment to build community-based supply chains to feed Americans.

The $300 million allocated for the industry by the CARES Act will help, but “it will not adequately mitigate the unprecedented losses that have been suffered nor the impacts that we anticipate over the coming months,” according to the letter, co-signed by a coalition of 238 including commercial fishing trade associations, seafood businesses, food and agriculture groups, and environmental and social justice advocates.

Much more is needed in “additional support from the federal government to maintain our livelihoods and supply essential food from the ocean to the American public,” the coalition warned in the letter – and with a video released on YouTube.

The letter makes detailed recommendations in five areas, including emergency aid; payroll protection and debt forgiveness for fishing businesses; resources to build up local supply chains; medical care and protective measures for fishermen and seafood workers; and getting more seafood supplied into the Department of Agriculture’s $19 billion Coronavirus Food Assistance Program.

Fishermen, small seafood businesses seek more federal COVID-19 relief

May 5, 2020 — More than 200 independent fishermen, seafood businesses, and their advocates sent a letter on 4 May to members of the Trump administration and key congressional leaders urging them to help the struggling industry, and make them aware of the plight smaller ventures face due to the COVID-19 crisis.

The letter thanks the officials for their efforts so far, including the USD 300 million (EUR 276.8 million) in disaster relief assistance provided in the CARES Act. However, they added that more is needed to offset “the unprecedented losses” suffered recently, and what they expect will happen in the coming months.

Senators Markey and Warren, and Reps. Moulton and Keating Secure Historic USDA Procurement of East Coast Seafood with Coronavirus Recovery Funding

May 5, 2020 — The following was released by The Office of Senator Ed Markey (D-Mass.):

Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.), and Congressmen William Keating (MA-09) and Seth Moulton (MA-06) applauded the U.S. Department of Agriculture’s (USDA) announcement to include Atlantic seafood in additional Section 32 food purchases made available in part by the Coronavirus Assistance, Relief, and Economic Security (CARES) Act. The USDA Section 32 program has historically overlooked East Coast seafood. However, the Agricultural Marketing Service announced yesterday that it will purchase $20,000,000 in Atlantic Haddock, Pollock, and Redfish. These purchases will help East Coast seafood producers that have been devastated by the ongoing effects of the pandemic. The Massachusetts lawmakers have championed the federal government taking this step, writing to the USDA in April and May to urge the inclusion of domestic and East Coast seafood companies in the deployment of the $9.5 billion awarded by the CARES Act for affected agricultural producers.

“Atlantic seafood and our seafood industry have long been overlooked by USDA purchasing and they are finally get the attention and resources they need through these food purchases,” said Senator Markey. “Our fishermen are suffering during this pandemic and these purchases will help them stay afloat.”
 
“I’m glad the USDA will be providing this much-needed relief to Massachusetts fishermen, who were already struggling before this pandemic hit,” said Senator Warren. “The fishing and seafood industry are a key part of the Commonwealth’s history, economy, and future, and we must support our fishing community during this difficult time.”
 
“I am pleased to see that the USDA has finally recognized the important role that North Atlantic seafood plays in maintaining the nation’s food supply,” said Rep. Keating. “These purchases will not only help to support our fishing industry during these trying times, but will also provide highly nutritious, sustainable food for families in need across the nation.”
 
“Fishermen are hurting. Things were already tough because of the trade war and they got a lot tougher when restaurants closed because of the pandemic,” said Rep Moulton. “Government’s strength is measured by its ability to serve the people it represents. I hope this brings new business and peace of mind to America’s fishermen.”

Massachusetts Fishing industry hurting, congress looking to help

May 5, 2020 — Things have been slow at the Port of New Bedford.

The fishing industry is hurting since restaurants have been shut down. Local fisherman estimate nearly 70% of seafood consumed in the country is done so in restaurants.

“We’re probably scaled down at this point about half of where we would be historically from a head-count perspective,” explained Keith Decker, president and CEO of Blue Harvest Fisheries in New Bedford.

Decker says many of New Englands biggest exports — like lobster and scallops— are not being bought, and prices are way down.

Massachusetts congressional delegation secured $300 million for it’s fishing industry through the Cares Act in late March, but that money hasn’t hit the docks yet.

“We’re proud of the money we got put in the Cares Act,” said Representative Seth Moulton, (D) MA.

Carper, Coons ask NOAA to support fishermen, seafood processors in smaller states

May 4, 2020 — Sens. Tom Carper and Chris Coons, D-Delaware, and Richard Blumenthal and Chris Murphy, both D-Connecticut, are asking the National Oceanic and Atmospheric Administration assistant administrator to be transparent, expedient and fair in determining how Fishery Disaster Assistance funding is allocated to fishermen and seafood processors across the country, and urged the agency to consider a minimum allocation for smaller coastal states.

The ongoing COVID-19 pandemic has devastated fisheries, fisheries distributors, and fisheries processors, who are experiencing severe economic losses as domestic purchasing has plunged and exports have slowed. With limited capital, fishing communities — business owners, crews and processing plant workers — are facing unforeseen financial hardships that put their livelihoods at risk.

The Coronavirus Aid, Relief, and Economic Security Act appropriated $300 million to NOAA for fishery disaster assistance. However, NOAA and the Office of Management and Budget are still considering how to distribute these funds among impacted fishing states. Without a minimum allocation, larger operations may receive a disproportionate amount of available funds, leaving struggling small businesses in states like Delaware and Connecticut with little help — and little recourse.

Fishermen getting desperate as $300 million federal bailout stalls

May 4, 2020 — It has been more than a month since President Trump agreed to set aside $300 million in COVID-19 bailout money to help the beleaguered U.S. fishing industry, but regulators have yet to say who is eligible for financial rescue, much less distribute any of the money.

Maine fishermen are growing desperate, and lawmakers impatient, for the U.S. Department of Commerce to announce who qualifies for the bailout, how much money they can get, and how it can be spent. They want the president to release the $300 million immediately.

“With each day that passes absent this assistance, the frustration and economic damage mount,” said U.S. Sen. Susan Collins. “These disruptions have harmed the entire seafood supply chain … and the countless Maine communities whose cultures and economies are anchored by fisheries.”

The Commerce Department’s fisheries division refers reporters asking about the bailout delay to its website, which has remained virtually unchanged since March 27, the date that Trump signed the $2.2 trillion CARES Act that includes the seafood industry bailout into law.

US restaurant chains closing, filing bankruptcy due to COVID-19

May 4, 2020 — Some U.S. restaurant chains have filed for bankruptcy, and many other U.S. restaurant seafood chains have been forced to temporarily close their doors due to the coronavirus pandemic.

West Palm Beach, Florida-based TooJay’s Original Gourmet Deli, which operates 24 restaurants, has filed for chapter 11 bankruptcy protection. The chain, which offers a number of seafood dishes, said that two of its restaurants are closed, while the others remain open for takeout and delivery, Restaurant Business reported.
