CALIFORNIA: No claws for fishermen this Christmas

December 23, 2015 — Most days at around 7 in the morning you can find local fishermen at Ketch Joanne’s Restaurant and Harbor Bar. They come to catch up over coffee.

The turnout varies from day to day along with the topics: Politics, local events and personal stories are all fair game. There is one conversation the group would prefer to leave alone and it involves a particular crustacean struck with a naturally occurring neurotoxin that is keeping it off Christmas dinner plates.

“We’ve got a group of guys being optimistic, thinking it’s going to open soon,” said longtime salmon and crab fisherman Jim Anderson, in reference to the Dungeness crab season. And then there are others, Anderson explained, who are more involved and believe this could be a much lengthier process.

“People are kind of edgy,” Anderson said. “Conversations have gotten away from crab.”

On a recent morning, a group of fishermen crowded around the table nearest to the restaurant’s front door. Sometimes they can fit 11 or 12 guys into the little booth, they say. Often, another group of the younger fishermen will set up at another table.

Oregon and Washington to Commence Dungeness Fishing January 4; No Word on California Yet

SEAFOODNEWS.COM by Susan Chambers — December 22, 2015 — After a month-long delay, Oregon and Washington fishermen will be able to start harvesting Dungeness crab in January. Crabbers will be able to set their gear on Jan. 1 and start delivering crab to processors on Jan. 4.

Domoic acid testing in early December in southern Oregon showed levels that were safe but trending upward so managers – with industry input – decided to delay the whole Oregon coast and southern Washington coast fishery.

Testing now shows the toxin trend is going down in not only crab but also in other fish and shellfish in both Oregon and Washington.

California crabbers, though, will remain tied to the dock for some time yet. Testing in California tends to be more sporadic and unscheduled. There is no clear date when the central California season or northern California season will open.

Some advisers on Oregon industry call with the Oregon Department of Fish and Wildlife Monday recommended Oregon open before Washington, even if by a few days. But the majority recommended opening at the same time. Earlier in the month, Washington delayed its season in cooperation with Oregon, they said. Others reasoned that if both states opened concurrently, it might provide consumers with added confidence that Dungeness crab are toxin-free.

“Along with the state agencies, the Oregon commercial Dungeness crab industry has taken a very proactive and precautionary approach to the opening of this crab season in the interest of public safety,” ODFW Marine Resources Program Manager Caren Braby said.

Washington’s commercial fishery opening includes the waters from the mouth of the Columbia River north to Destruction Island as well as Grays Harbor and Willapa Bay. Crabbers can set their pots in this area on Jan. 1. The area north of Destruction Island will open later in coordination with tribal co-managers.

As the season gets underway, state agencies will continue to monitor marine biotoxins in shellfish to ensure the concentrations remain below the alert level to ensure the consumer safety.

State-supervised price negotiations between fishermen and processors are set for Dec. 22 and possibly Dec. 23 as well.

Some processors said after the industry conference call that they likely would eviscerate and section most of the crab coming in during the first part of the season and shift to whole-cooked crab later.

A few fishermen were concerned no live buyers were on the Oregon call to add perspective about the live market and what would happen if further testing shows an increase in domoic acid after the season starts.

The West Coast Groundfish Recovery: The Best Fish News You Haven’t Heard Yet

December 16, 2015 — Monterey, California, used to be an epicenter in the West Coast commercial fishing industry. But these days the city’s waterfront is full of restaurants serving shrimp and tilapia imported from China. And it’s not the only place doing so.

Many small ports around the United States have fallen into disrepair as more Americans consume imported, often farmed seafood. But there’s also an evolution taking place in commercial fishing in some small port towns that might just bring them back to life.

Cities up and down the West Coast once relied heavily on local “groundfish,” such as rockfish, sand dabs, and petrale sole. But the groundfish fishery saw a dramatic decline by 2000, and although many of the fish themselves have come back, the industry hasn’t recovered. Now, a public-private partnership is working to bring access to local fish in small port communities. And it’s a change that could benefit fishermen and women and the environment, and help small port towns rebuild more robust, stable, and diversified economies.

The Dark Days

Guiseppe “Joe” Pennisi, a third generation Monterey fisherman, has been running a boat since he was 18. He saw the West Coast ground fishery begin to grow in 1987 and balloon to hit 11,000 vessels by 2000. That was the year the federal government declared the coast of Oregon, Washington, and California an “economic disaster” due to groundfish stocks collapsing.

At the time, the Monterey Bay Aquarium’s Seafood Watch program moved most species of West Coast groundfish on to their red “Avoid” list, and by 2005, the nonprofits Oceana and Natural Resources Defense Council (NRDC) filed a lawsuit against the National Marine Fisheries Service for failing to protect groundfish.

Activists and fishermen team up to address record whale entanglement

December 10, 2015 — Past efforts have pitted the wildlife experts and fishermen against each other and offered little additional protection for whales. This year, the two camps are trying something different: cooperation.

Fishermen have long been at odds with wildlife experts who claim lobster and crab traps are killing whales. And unusually warm waters off the coast of California this year have already caused 60 whales to become entangled in offshore fishing gear.

In response to a 400 percent increase in whale entanglements this year, whale advocates and fishermen teaming up to find solutions that protect both whales and area fishermen whose livelihoods depend on traps in the sea.

Prevention strategies over the last twenty years haven’t done much to help whales and only served to bankrupt the fisherman, says Geoff Shester, California campaign director for Oceana. This time around, wildlife advocates and fishermen are trying a new strategy: cooperation.

“We’ve got pots in the water, we’ve got ropes in the water and we’ve got whales in the water,” crabber Jim Anderson told the Associated Press. “What can we do to make this a safe place for everybody?”

Pacific Seafood sues government calling fishery quota restrictions illegal

December 8, 2015 — California-based groundfish catcher and processor Pacific Seafood Group has sued the US government seeking to overturn what they say are “illegal” regulations that threaten the company’s future.

A company subsidiary, Pacific Choice Seafoods, which operates a processing plant as well as vessels that fish the Pacific Coast groundfish limited-entry trawl fishery, filed suit on Dec. 4 in a northern California federal court against the National Marine Fisheries Service (NMFS) and its ultimate overseer, US commerce secretary Penny Pritzker.

The company wants the court to overturn four NMFS regulations established in 2010 upon recommendation of the Pacific Fishery Management Council that set up an individual fishing quota (IFQ) system for the fishery.

This includes a measure known as the “aggregate control limit” which restricts the amount of quota shares permit holders can possess to 2.7% of all quota shares held by all permit holders in the fishery, according to the lawsuit. The rules stated that quota holders had to divest shares in excess of the limit by Nov. 30, 2015.

Remember the Oceans!

November 25, 2015 — On Nov. 30, more than 140 world leaders, including President Obama, will meet in Paris for the beginning of a historic two-week conference on climate change. There’s already been a flurry of voluntary national pledges, increasing confidence that the meeting will likely result in the first global agreement on emissions reductions. What they won’t be discussing, however (due to diplomatic quirks), is the effect of climate change on the world’s largest and most important ecosystem: the oceans.

That’s a shame. As I wrote this summer in Rolling Stone, there’s increasing evidence that the world’s oceans are nearing the point of no return. They’re getting hit with a double whammy—rising temperatures and acidification—that together are forcing fundamental changes to the basis of the planet’s food chain.

So far, the oceans have absorbed about 93 percent of all the additional heat energy trapped by rising greenhouse gas concentrations. That’s already prompted the loss of about 40 percent of the world’s coral reefs, accelerated by a series of worldwide bleaching events in which exceptionally warm water temperatures prompt normally symbiotic algae to become toxic—the most recent of which was just this year. Since coral reefs—the “rainforests of the sea”—support a quarter of all marine life on just 0.1 percent of the ocean area, a mass extinction may already be underway. If we lose the oceans, we lose everything.

Water temperatures this year in the North Pacific have surged to record highs far beyond any previous measurements. That means krill and anchovies have been forced into a narrow corridor of relatively cooler water close to the shore, and predators like whales are feasting on the dregs of an ecosystem. Along the coast of California, there’ve been sightings of rarely present species such as white pelicans, flying fish, Mexican red crabs, and nearly extinct basking sharks. Last year, a subtropical Humboldt squid was caught in southern Alaska—along with a thresher shark that was also far from its natural range. After a startling number of starving baby California sea lions began washing up on shore a couple of years ago, a colony has taken up residence in the Columbia River in Oregon. Marine life is moving north, adapting in real-time to the warming ocean. But for how much longer?

Members of Congress urge disaster relief for Dungeness crab fishermen

November 25, 2015 — In a bit of good news for California’s beleaguered crab fishermen, four members of Congress announced Tuesday they would call for federal disaster relief in the unlikely event the state’s commercial fishing season for Dungeness crab is canceled altogether.

In a letter to Gov. Jerry Brown, the representatives urged the governor to “stand ready” to ask U.S. Secretary of Commerce Penny Pritzker to provide compensation to fishermen and businesses if the crab season — postponed indefinitely Nov. 6 because of high levels of a biotoxin called domoic acid — is wiped out.

The congressmen and congresswomen who signed the letter — Rep. Lois Capps, D-Santa Barbara; Rep. Sam Farr, D-Carmel; Rep. Jared Huffman, D-San Rafael; and Rep. Jackie Speier, D-Hillsborough — represent coastal communities affected by the closure. Last season fishermen earned nearly $67 million from Dungeness crab in California.

Congress to vote on bill to ban microbead hygiene products in US

November 18, 2015 — US lawmakers are to decide whether to ban personal care products containing microbeads – minuscule pieces of plastic considered harmful to the environment – after proposed legislation was approved by a bipartisan committee.

Microbeads, typically under 5mm in size, are used as abrasive exfoliants in products such as toothpastes and facial cleaners. They often evade water filtration systems and flow into rivers, lakes and streams, where they can be mistaken for food by fish. Pollutants can bind to the plastic, causing toxic material to infect fish and, potentially, the humans that consume them.

The US House energy and commerce committee has unanimously approved the Microbead Free Waters Act of 2015, which was introduced by Frank Pallone, a Democrat, and Fred Upton, a Republican who acts as committee chairman.

The bill would start the phaseout of microbeads from products in the US from 1 July 2017. The federal legislation, if passed, will follow action taken by several states. Last month, California finalised a bill that phases out microbeads from 2020. This follows action taken by Illinois last year, which became the first state to ban the production, manufacture or sale of personal care products containing microbeads.

Concerns over anchovy numbers prompt plan for new stock assessment

November 16, 2015 — SANTA CRUZ, Calif. — Amid concerns that the anchovy population along the West Coast might have “collapsed” due to environmental factors, regulators committed Monday to update a 20-year-old stock assessment for the fish, but not to enact stricter harvest rules as some groups had hoped.

The Pacific Fishery Management Council, a 19-member policy making group consisting of fishery representatives from Western states, laid out a plan to assess the anchovy stock by next fall, which the National Oceanic and Atmospheric Administration hasn’t done since 1995.

At the council meeting, federal scientists reported that while surveys have found very low numbers of anchovy adults and eggs, they’ve also detected high numbers of young anchovy. It is unclear, though, what that means for the population’s sustainability.

Because of a lack of comprehensive information, the anchovy stock has been subject to speculation. Like sardines, anchovy numbers often fluctuate. Conservationists, U.S. Fish and Wildlife and Monterey Bay whale watching tour companies still worry that the current fishing quotas could be too high and affecting other animals, such as whales, birds and sea lions.

“This is a victory because we’ve been asking for an assessment for three years now,” said Geoff Shester, the California program manager for the conservation group Oceana. “That said, the council ignored the warning signs and impacts on wildlife, and they’re still basing their regulations on a 20-year-old population estimate.”

Crab season: Fishermen scrambling to pay bills

November 16, 2015 — This was supposed to be the winter Braeden Breton finally realized his dream of running his own crab fishing boat. After putting down $7,500 in April toward a commercial permit, he was counting on earning enough money as a deckhand this fall to pay off the rest and begin setting his own traps after the new year.

Now the indefinite postponement of the commercial Dungeness crab season has thrown that plan into disarray. Like hundreds of other fishermen in the Bay Area, Breton finds himself scrambling to pay the bills.

Breton, of El Granada, and a partner must make monthly payments on the $20,000 they still owe for the permit. He may head north this month in the hope of finding work on a boat in Oregon, where the Dungeness crab season is tentatively slated to open Dec. 1 on the northern half of the coast.

“It’s hard on everyone around me, and it’s hard on me as well,” Breton, 23, said of the delay. “I have to keep up with my payments or I’ll lose my permit.”

More than a week after the California Department of Fish and Wildlife shut down the commercial season because of high levels of neurotoxins in the crab, the outlook for California fishermen is as murky as the ocean depths where the prized crustaceans scuttle and scavenge.
