Wild Fish Conservancy and The Conservation Angler sue over Columbia River hatcheries

December 3, 2025 — Two conservation groups are suing the federal government over Mitchell Act hatchery operations below the Bonneville Dam on the Columbia River, which they claim are contributing to the decline of wild salmon populations.

“If we want more wild fish returning to their home rivers, we need a broader, ongoing conversation about how hatchery production drives harvest in the ocean,” Wild Fish Conservancy (WFC) Executive Director Emma Helverson said in a release. “Flooding the ocean with hatchery salmon creates the illusion of abundance that increases harvest pressure on our most imperiled salmon populations – the fish we can least afford to lose. Meanwhile, under today’s ocean-harvest frameworks like the Pacific Salmon Treaty, more fish in the ocean simply results in more fish being harvested. We cannot recover these species without breaking this cycle.”

Federal officials approve sea lion kill program along the Columbia River

August 18, 2020 — As expected, federal officials on Friday approved a program to kill up to 716 sea lions along a nearly 200-mile stretch of the Columbia River and its tributaries in an effort to protect salmon at risk of extinction.

The program is a significant step-up in existing efforts, and will be in place for five years.

Targeted are both Steller’s and California sea lions, which will be darted with lethal levels of tranquilizing drugs by authorized teams from states and tribes.

Salmon-eating sea lions targeted at Columbia River dam

May 6, 2019 — More California sea lions preying on imperiled salmon in the Columbia River below a hydroelectric project on the Oregon-Washington border are being killed under a revised policy, federal authorities said Friday.

The National Marine Fisheries Service made public reduced criteria for removing sea lions at Bonneville Dam about 145 miles (235 kilometers) from the Pacific Ocean.

The new guidelines that went into effect April 17 permit any California sea lion seen in the area on five occasions or seen eating a fish to be put on a list for lethal removal.

The former criteria required both those marks to be met. Officials say 10 sea lions have been killed so far this year, most as a result of the policy change.

Robert Anderson, the agency’s marine mammal program manager, said the Pinniped-Fishery Interaction Task Force decided to make the change after dissatisfaction with current efforts. A study found the change could increase the number of sea lions killed by 66 percent.

Officials are authorized to remove 92 California sea lions annually from the area, but have never come close to that number. Meanwhile, billions of dollars have been spent in Idaho, Oregon and Washington to save 13 species of Columbia Basin salmon and steelhead protected under the Endangered Species Act.

Tougher sea lion control law introduced in Congress

April 12, 2017 — The Endangered Salmon and Fisheries Predation Prevention Act, introduced April 8 by U.S. Reps. Jaime Herrera Beutler (R-WA) and Kurt Schrader (D-OR), aims to “clear up inefficiencies and red tape to allow more effective management of alarming predation levels by California sea lions on Columbia River spring Chinook and other species.”

If approved by Congress and the president, the legislation will authorize states and tribes to remove a limited number of predatory sea lions. It allows active management of the growing Columbia River sea lion population and removes a requirement that individual sea lions be identified as preying on salmon before they can be removed.

According to the National Marine Fisheries Service (NMFS) five-year review, sea lion management actions are needed in the Lower Columbia. The service stated, “…predation by pinnipeds [sea lions and seals] on listed stocks of Columbia River Basin salmon and steelhead, as well as eulachon, has increased at an unprecedented rate. So while there are management efforts to reduce pinniped predation in the vicinity of Bonneville Dam, this management effort is insufficient to reduce the severity of the threat, especially pinniped predation in the Columbia River estuary (river miles 1 to 145) and at Willamette Falls.”

A limited removal program has been in effect since 2011 but the NMFS review concluded that the current program doesn’t do enough to protect endangered salmon. Last year, approximately 190 sea lions killed over 9,500 adult spring Chinook within sight of Bonneville Dam. This represents a 5.8 percent loss of the 2016 spring Chinook run a quarter mile of Bonneville Dam alone. NOAA Fisheries Service also estimates that up to 45 percent of the 2014 spring Chinook run was potentially lost to sea lions in the 145 river miles between the estuary and Bonneville Dam.
