Western Pacific council’s science panel makes recommendations for bigeye

June 24, 2019 — The scientific and statistical committee (SSC) for the Western Pacific Regional Fishery Management Council (WPRFMC) has recommended that no catch limits be set for longliners pursuing bigeye tuna near the three US territories in Pacific Ocean — American Samoa, Guam and the Commonwealth of the Northern Mariana Islands — from 2020 until 2023.

The panel also recommended that each of the territories be allowed to allocate up to 2,000 metric tons to federally permitted Hawaii longline vessels.

The SSC’s recommendations came during a three-day meeting concluded in Honolulu, Hawaii, on Thursday, and preceded a meeting by the WPRFMC to be held in the same city, June 25-27, where bigeye tuna catch and allocation limits will be on the agenda.

Small, developing states in the Pacific don’t have longline-caught bigeye quotas, the council explains on its website, but under an amendment to its pelagic fishery ecosystem plan, the US’ National Marine Fisheries Service (NMFS) has the authority to specify annual catch and allocation limits for the three US territories. In recent years, each US territory had a 2,000t limit and authority to allocate up to 1,000t.

Scientists Recommend Removing Catch Limits, Increasing Allocation Limits for US Pacific Territory Longline-Caught Bigeye Tuna

June 21, 2019 — The following was released by the Western Pacific Regional Fishery Management Council:

The Scientific and Statistical Committee (SSC) of the Western Pacific Regional Fishery Management Council concluded a three-day meeting today in Honolulu recommending bigeye tuna catch limits and allocation amounts for the US Participating Territories for the fishing years 2020 to 2023. This and other recommendations by the Council’s SSC will be considered by the Council at its 178th meeting in Honolulu on June 25-27. Under the Magnuson-Stevens Fishery Conservation and Management Act of 1976, the Council has authority over fisheries seaward of state waters in Hawaiʻi and other US Pacific Islands.

Bigeye Tuna: The SSC recommended that no catch limit be set for long-line caught bigeye tuna in the Western and Central Pacific Fisheries Commission (WCPFC) convention area from 2020 to 2023 for any US Pacific territory. It also recommended that each US Pacific territory be allowed to allocate up to 2,000 metric tons (mt) to federally permitted Hawai’i longline vessels.

The WCPFC is an international regional fishery management organization that develops quotas and other management measures for tuna fisheries in the Western and Central Pacific Ocean (WCPO). Under WCPFC, Small Island Developing States and Participating Territories (such as the three US territories in the Pacific) do not have longline-caught bigeye quotas. However, under an amendment to the Council’s Pelagic Fishery Ecosystem Plan, the National Marine Fisheries Service (NMFS) has the authority to specify annual catch and allocation limits for the US Participating Territories of American Samoa, Guam and the Commonwealth of the Northern Mariana Islands (CNMI). In recent years, each US territory had a 2,000 mt limit and authority to allocate up to 1,000 mt.

Prior to making its decision, the SSC reviewed stock projections through 2045, which showed that catch limit and allocation scenarios of up to 3,000 mt per Territory were not significant enough to cause the stock to go over any limit reference points adopted by the WCPFC.

Other outcomes of the SSC meeting include the following, among others:

Hawaiʻi Kona Crab: Based on updated information from a 2018 benchmark stock assessment and other reports, the SSC set the acceptable biological catch (ABC) for the main Hawaiian Islands Kona crab commercial fishery at 30,802 pounds for 2020 to 2023. This decision accounted for the scientific uncertainties with an estimated risk of overfishing of 38 percent. The Council will utilize the ABC to specify the annual catch limit for the stock.

Shifting Distributions and Changing Productivity: A NMFS Office of Science and Technology representative reported on the major challenges and potential solutions in addressing both shifts in stock distributions as well as changing stock and ecosystem productivity. The presentation identified six steps to account for and respond to climate impacts on fisheries and recommended ways to account or prepare for distribution and productivity shifts. These recommendations are intended to serve as a guide for each region in the development of fishery management actions.

Ray Hilborn, SSC member, noted, “… where you close [fisheries] now is not where the species are going to be in 20 years.” He also pointed out that non-governmental organizations strongly push for permanently closed areas rather than considering adaptive spatial management.

Spatial Management: A working group of the SSC reported on its efforts to define benefits and limitations to spatial management actions relative to pertinent regional fishery issues and management objectives. The working group discussed the development of a workshop on “Spatial Management of Blue Water Ecosystems” with a broad spectrum of participants to be held in 2019 or 2020. The SSC recommended that the Council endorse the workshop with the themes of 1) spatial management objectives and performance metrics, 2) alternative approaches to spatial management, 3) evaluation and monitoring, and 4) policy and outreach approaches to spatial management.

The Council will consider these and other SSC recommendations when it meets next week in Honolulu. Action items on the Council agenda include the US Territory bigeye tuna catch and allocation limits, catch limits and options for specifying annual catch limits for main Hawaiian Islands Kona crab, managing loggerhead and leatherback sea turtle interactions in the Hawai’i-based shallow-set longline fishery, and a Hawai’i Archipelago Fishery Ecosystem Plan amendment to precious coral essential fish habitat. The Council will also have a presentation from Global Fishing Watch, an organization that uses technology to visualize, track and share data about global fishing activity.

US western Pacific council to discuss crab, bigeye tuna stocks

June 12, 2019 — The US Western Pacific Regional Fishery Management Council (WPRFMC) will meet next week to discuss setting allowable biological catch (ABC) limits for Kona crab in Hawaii as well as bigeye tuna catch limits for longliners.

According to a release from the council ahead of its three-day meeting in Honolulu, which begins June 22, members of its scientific and statistical committee (SSC) will hear reports in order to help them make recommendations on the ABC for Kona crab. A recently produced stock assessment on the species gives catch projections until 2026 and will help the committee recommend the ABC for the 2020 to 2023 period.

1. Specifying Harvest Limits for the Main Hawaiian Islands Kona Crab

The Council will consider specifying multi-year harvest limits for the main Hawaiian Island Kona crab for fishing years 2020-2023. The best scientific information available is the 2019 benchmark stock assessment with catch projection to 2026[1]. Based on this updated information, the maximum sustainable yield was estimated to be at 73,609 pounds and the overfishing limit at 33,989 pounds. The Council’s P* and SEEM* Working Groups and the Scientific and Statistical Committee (SSC) evaluated the scientific, social, ecological, economic, and management uncertainties and recommended a risk level for the Council to consider. The SEEM* working group used a new standardized process developed by the Social Science Planning Committee (SSPC), in which the social, ecological, and economic dimension is used to determine the risk of overfishing, and the monitoring and compliance/management criteria are used to determine management uncertainty. The risk of overfishing informs the Council’s consideration of annual catch limit (ACL) specification, and the management uncertainty informs the Council’s consideration in setting the annual catch target (ACT).

The Council will evaluate the following options:
1) No Action. No harvest limits will be specified for fishing year 2020-2023.
2) Specify the previous harvest limit at 3,500 pounds using the 2015 assessment (Thomas et al. 2015) for fishing year 2020-2023.
3) Specify the ACL equal to the acceptable biological catch (ABC) at P*=38 percent at 30,802 pounds and set an ACT at P*=30 percent at 28,324 pounds based on the P* and SEEM* Analysis using the 2019 benchmark stock assessment.
4) Specify the ACL equal to the ABC at P*=38 percent at 30,802 pounds and set an ACT 10 percent lower than the SEEM* analysis at P*=20 percent at 25,491 pounds using the 2019 benchmark stock assessment
5) Specify the ACL equal to the ABC at P*=38 percent at 30,802 pounds and set an ACT 20 percent lower than the SEEM* analysis at P*=10 percent at 21,243 pounds using the 2019 benchmark stock assessment

At its 178th meeting, the Council will consider taking final action to specify the harvest limits and the accountability measure that will prevent the fishery from overfishing the stock.

2. Hawai’i Fishery Ecosystem Plan Amendment to Precious Coral Essential Fish Habitat

The Council at its 173rd meeting in June 2018 directed staff to develop options to redefine essential fish habitat (EFH) and any habitat areas of particular concern (HAPC) for precious corals in Hawai’i for Council consideration for a Fishery Ecosystem Plan (FEP) amendment. EFH information was reviewed through the 2015 and 2016 annual Stock Assessment and Fishery Evaluation (SAFE) report cycles and an options paper was developed for the 174th meeting in October 2018.

New observations of precious corals have occurred throughout the region, with research concentrated in the Hawai’i Archipelago. Observations in the territories and of the larval phase of precious corals are rare or nonexistent. However, new information exists to refine the habitat characteristics and geographic extent of deep- and shallow-water precious coral EFH in the Hawai’i Archipelago. Narrative information on which the EFH designations are based and information to fulfill the EFH requirements of fishery management plans may also be used to update the archipelagic FEPs. The redefinition of precious corals EFH is framed in three separate actions: refinement of deep-water species complex EFH; refinement of shallow-water precious coral species complex EFH; and update of the narrative information.

The Council at its 174th meeting reviewed the following options for each of the three actions:
Action 1 – Update EFH for deep-water precious coral species

2) Revise EFH by depth range
3) Refine the geographic boundary of existing precious coral beds
4) Refine the geographic boundary of existing beds and add new beds

The Council took initial action at its 174th meeting directing staff to prepare an amendment to the Hawai’i FEP to revise the Precious Corals EFH and selected the following preliminary preferred options:

Action 1 – Option 4: Refine the geographic boundary of existing beds and add new beds.
Action 2 – Option 2: Update geographic extent and habitat characteristics.
Action 3 – Option 1: Update the FEP narrative information on EFH.
At its 178th meeting, the Council will consider taking final action to amend the Precious Coral EFH section of the Hawai’i FEP.

3. Managing Loggerhead and Leatherback Sea Turtle Interactions in the Hawai’i-Based Shallow-Set Longline Fishery

The Council at its 173rd meeting in June 2018 recommended amending the Pelagic FEP to establish a management framework for the Hawai’i shallow-set longline fishery that consists of 1) annual limits on the number North Pacific loggerhead and leatherback turtle interactions consistent with the anticipated level of annual interactions that is set forth in the current valid biological opinion (BiOp) and 2) individual trip interaction limits for loggerhead and leatherback turtles. The Council also recommended specifications under the framework as follows: 1) annual limits of 37 North Pacific loggerhead turtles and 21 leatherback turtles; and 2) individual trip limit of five North Pacific loggerhead turtles.

The Council’s recommendation for specifying the loggerhead and leatherback turtle annual limits was based on the anticipated level of interactions analyzed in the biological evaluation (BE) initiating reconsultation of the Hawai’i shallow-set longline fishery under the Endangered Species Act (ESA) Section 7 consultation process. As part of its recommendation, the Council noted that it would review its recommendation if the new BiOp from the ongoing consultation results in a jeopardy decision or otherwise results in a different incidental take statement for North Pacific loggerheads or leatherbacks. The new BiOp was originally scheduled to be completed by Oct. 31, 2018, but the draft was not completed in time for the October SSC and Council meeting. Following the October meetings, the National Marine Fisheries Service (NMFS) Pacific Islands Regional Office (PIRO) set a new timeline to deliver the draft BiOp by Jan. 31, 2019, and a final BiOp by Feb. 28, 2019. Due to the federal government shutdown, the draft BiOp timeline was further delayed to March 25, 2019.

At its October 2018 meeting, the SSC received a presentation from the NMFS Pacific Islands Fisheries Science Center (PIFSC) on the population viability analysis (PVA) for loggerhead and leatherback turtles prepared for the ongoing Section 7 consultation. The modeling was conducted in response to a request by the PIRO Protected Resources Division for the purpose of examining the long-term viability of the species. PVA results indicate that the North Pacific loggerhead population has a mean estimated population growth rate of 2.4 precent, while the Western Pacific leatherback turtle population has a mean estimated population growth rate of 5.3 percent. The growth rates reflect long-term population trends based on nesting beach data representing approximately 52 percent of the North Pacific loggerhead turtle population and approximately 85 percent of the Western Pacific leatherback turtle population.

The Council at its 174th meeting in October 2018 reviewed the approach to the assessment for the BiOp and considered the SSC’s report regarding the PVA. The Council recommended convening an interim Council meeting, if needed, to review draft BiOp and consider any revisions to its June 2018 recommendations based on the BiOp and stated that it will reconsider a specification of leatherback individual trip limits if necessary.

The Council convened its 175th Meeting on Dec. 17, 2018, to consider final action on additional mitigation measures for the Western Pacific leatherback turtles in advance of the draft BiOp completion, taking into consideration the results of the PVA model indicating a continuing long-term declining trend of the population. The Council deferred action until the draft BiOp and more complete information on the impacts of the fishery on the Western Pacific leatherback turtles are available to fully inform the Council decision.

The draft BiOp was provided to the Council on March 28, 2019. The Council convened its 177th meeting on April 12, 2019, to review its recommendations on the management framework from the 173rd meeting for consistency with the draft BiOp and to consider taking final action on the management framework. The draft BiOp concluded that the shallow-set longline fishery is not likely to jeopardize the continued existence of ESA-listed species, including loggerhead and leatherback turtles. However, the draft BiOp also contained Reasonable and Prudent Measures (RPMs) that were inconsistent with the Council’s recommended framework. The Council at its 177th meeting maintained its management framework recommendation from the 173rd Council meeting, additionally recommended an individual trip limit of two leatherback turtles and requested that NMFS consider revising the RPMs for consistency with the Council recommended action.

At its 178th meeting, the Council will review the final BiOp for consistency with the 177th meeting recommendations and may consider taking additional final action if any discrepancies remain with the previously recommended action.

4. US Participating Territory Longline Bigeye Catch/Allocation Limits

Bigeye tuna comprises a Pacific-wide population that is internationally managed and assessed as separate stocks in the Western and Central Pacific Ocean (WCPO) and Eastern Pacific Ocean (EPO) by the Western and Central Pacific Fisheries Commission (WCPFC) and the Inter-American Tropical Tuna Association (IATTC), respectively. The best scientific information available indicates that both stocks are not subject to overfishing nor are they overfished, according to the stock status determination reference points in the FEP for Pelagic Fisheries of the Western Pacific Region. The scientific bodies of the WCPFC and IATTC will consider new benchmark stock assessments for both stocks in 2020.

In December 2018, the WCPFC agreed on CMM 2018-01, which limits the US longline bigeye tuna catch in the WCPO to 3,554 metric tons (mt) in 2019 and 2020. CMM 2018-01 does not establish an individual limit on the amount of bigeye tuna that may be harvested annually in the Convention Area by Small Island Developing States (SIDS) and Participating Territories, including American Samoa, Guam and the Commonwealth of the Northern Mariana Islands (CNMI). Limits are not provided to the SIDS and Participating Territories in recognition of their fisheries development aspirations.

In 2014, Amendment 7 to the Council’s Pelagic FEP was approved and implemented (50 CFR 665.819). It established the territorial catch/effort and allocation limit measure that provides NMFS with authority to:
Specify annual catch or effort limits for a US Participating Territory, as recommended by the Council, not to exceed any WCPFC-adopted limits;
Specify a limit recommended by the Council authorizing a US Participating Territory to allocate a portion of that specified catch or effort limit to eligible US vessels through a specified fishing agreement; and
Review and approve specified fishing agreements for consistency with the Pelagic FEP and other applicable laws.

The Council must annually review the conservation status of the fishery resource, the needs of fishing communities dependent on the particular fishery resource and consistency with the Pelagics FEP and other applicable laws in considering its recommendations for territorial catch, effort and allocation limits as well as its review of specified fishing agreements. Amendment 7 also established a territorial longline bigeye tuna catch limit of 2,000 mt for each territory and an allocation limit of 1,000 mt for each territory. At its 173rd meeting in June 2018, the Council took final action to modify the territorial catch/effort and allocation limit measure and implementing regulations. Should NMFS approve the action, it will amend the Pelagic FEP to remove the requirement for establishing separate total catch or effort limits for the US Participating Territories in order to establish an allocation limit and also would allow multi-year limits. The Council would annually review any established limits to determine whether the best available scientific information or the needs of fishing communities warrant modifying or rescinding such limits.

At its 178th meeting, the Council will consider recommending territorial bigeye tuna catch and/or allocation limits to take effect beginning in 2020, given the Council’s recommended modification of the territorial catch, effort and allocation limit measure. The Council will consider the following options:
1. No catch or allocation limits (no action)
2. 2,000 mt catch and 1,000 mt allocation limits
3. No catch limit and up to 2,000 mt allocation limits

The Council will also consider the fishing years in which the limits will take effect or expire, in consideration of the requirement for annual review, availability of new scientific information and potential for multi-year limits.

Liancheng seeks market niche with MSC-certified bigeye tuna

April 12, 2019 — Last month, a Chinese-operated longline fishery in the Federated States of Micronesia became the first fishery to achieve Marine Stewardship Council certification for a bigeye tuna fishery. The fishery, owned by three interconnected Chinese fishing companies, Liancheng Overseas Fishery (Shenzhen) Co. Ltd. (SZLC), China Southern Fishery Shenzhen Co. Ltd. (CSFC) and Liancheng Overseas Fishery (FSM) Co. Ltd. (FZLC), previously achieved MSC certification for its yellowfin fishery in October 2018. 

Liancheng is also responsible for the Cook Islands South Pacific albacore and yellowfin longline fishery, which achieved MSC certification in 2015. Its yellowfin and bigeye tuna fisheries in the Republic of Marshall Islands are also undergoing an MSC assessment, which should conclude by the end of 2019.The largest Chinese fleet to achieve MSC certification, Liancheng has said it is dedicated to achieving MSC certification for all its fisheries.

Liancheng Senior Vice President of Marketing Joe Murphy talked to SeafoodSource about the firm’s aim to market MSC-certified bigeye catch in China, Japan, Asia, the United States, and Europe. 

SeafoodSource: Where does Liancheng sell its products?

Murphy: Liancheng markets our catch globally including the U.S., Canada, Japan, China, other Asian nations, and Europe. Our company has been involved in tuna from the Pacific Islands and other locations for almost three decades.

SeafoodSource: How important is the MSC accreditation for the domestic Chinese market? Are Chinese consumers very familiar with MSC?

Murphy: While MSC is well-recognized and very important to the European market, there is definite increasing interest in the MSC eco-label use from major retail and foodservice operators in China. The Chinese market has many international hotels committed to offering sustainable foods, so the consumer is seeing the MSC blue eco-label. The Chinese buyers seeking MSC are familiar with the eco-label and what it signifies through their parent companies, as they are major high-end hotel chain restaurants and retailers.

The huge and important use of internet marketing in China also provides exposure to products carrying the MSC logo. This same trend is occurring in the U.S. and now in Japan for the [upcoming 2020 Tokyo] Olympics.

86% of Global Tuna Catch Continues to Come from Stocks at Healthy Levels, But Some Stocks Remain Overfished

April 4, 2019 — The following was released by the International Seafood Sustainability Foundation:

Of the total tuna catch, 86% came from stocks at “healthy” levels — an unchanged share since last reported in October 2018 — according to the March 2019 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. Skipjack tuna stocks — which remain at healthy levels in all ocean regions — still comprise over one-half of the total catch.

ISSF publishes its signature Status of the Stocks report at least twice each year using the most current scientific data on major commercial tuna stocks.

The fishing mortality rating was changed for two stocks since the previous report: The Fishing Mortality rating for both Mediterranean albacore and Western Pacific yellowfin was modified from “yellow” to “green.” The ISSF Scientific Advisory Committee (SAC) determined that this change was needed to harmonize those ratings and the report’s ratings methodology.

Though many of the recent broad indicators of overall global tuna stock health are positive, there are several stocks of concern that should be noted:

  • The Indian Ocean yellowfin stock has again been rated both as overfished and as suffering overfishing after a new stock assessment presented by the Indian Ocean Tuna Commission (IOTC) Scientific Committee in late 2018.
  • Similarly, the Pacific Ocean bluefin stock is also considered to be overfished, and overfishing of this stock continues.
  • Eastern Pacific bigeye is experiencing overfishing. Fishing mortality for this species is high.
  • Two consecutive assessments have concluded that Atlantic Ocean bigeye is overfished and that overfishing is still occurring.​

Key Statistics in the Report

  • Total catch: In 2017, as reported in the new report, the total major commercial tuna catch was 4.8 million tonnes. More than half of the total catch (58%) was skipjack tuna, followed by yellowfin (28%), bigeye (8%) and albacore (5%). Bluefin tunas (3 species) accounted for only 1% of the global catch. These percentages changed only slightly from the October 2018 Status of the Stocks report.
  • Abundance or “spawning biomass” levels: Globally, 65% of the 23 stocks are at a healthy level of abundance, 13% are overfished and 22% are at an intermediate level. In terms of total catch, 86% come from healthy stocks, 10% from overfished stocks and 4% from stocks at an intermediate level. Unchanged from the last report, the stocks receiving orange scores — indicating overfished status — were Atlantic Ocean bigeye, Pacific Ocean bluefin and Indian Ocean yellowfin.
  • Fishing mortality levels: 78% of the 23 stocks are experiencing a well-managed fishing mortality rate, 18% are experiencing overfishing, and 4% have a high fishing mortality rate.
  • Largest tuna catches by stock: The five largest catches in tonnes, unchanged since the previous report, are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, Indian Ocean skipjack, Indian Ocean yellowfin and Eastern Pacific Ocean skipjack.
  • Tuna production by ocean region: More than half (52%) of the world’s tuna is harvested from the Western and Central Pacific Ocean, followed by the Indian Ocean (20%), Eastern Pacific Ocean (13%) and Atlantic Ocean (11%). Catch from Pacific-wide stocks accounts for around 3% of the global catch, while catch in the Southern Hemisphere accounts for less than 1%.
  • Tuna production by fishing gear: 65% of the catch is made by purse seining, followed by longline (11%), pole-and-line (8%), gillnets (4%) and miscellaneous gears (12%). These percentages have changed only slightly since the October report.

About the Report

There are 23 stocks of major commercial tuna species worldwide — 6 albacore, 4 bigeye, 4 bluefin, 5 skipjack, and 4 yellowfin stocks. TheStatus of the Stocks summarizes the results of the most recent scientific assessments of these stocks, as well as the current management measures adopted by the RFMOs. Updated several times per year, Status of the Stocks assigns color ratings (green, yellow or orange) using a consistent methodology based on three factors: Abundance, Exploitation/Management (fishing mortality) and Environmental Impact (bycatch).

ISSF produces two reports annually that seek to provide clarity about where we stand — and how much more needs to be done — to ensure the long-term sustainability of tuna stocks: the Status of the Stocks provides a comprehensive analysis of tuna stocks by species, and the Evaluation of the Sustainability of Global Tuna Stocks Relative to Marine Stewardship Council (MSC) Criteria provides scores for the stocks and RFMOs based on MSC assessment criteria. The MSC-certified fisheries list (Appendix 2) in Status of the Stocks complements the Evaluation report.Together, these tools help to define the continuous improvement achieved, as well as the areas and issues that require more attention.

In addition, ISSF maintains a data-visualization tool based on its Status of the Stocks report. ​The “Status of the Stocks Tool” is located on the ISSF website and accessible through the Status of the Stocks overview page; users can easily toggle through tuna stock health indicators and filter by location, species and other key stock health and catch factors.

ISSF Sponsors Global Contest to Reward Marine Science Scholars’ Innovative Ideas for Sustainable Tuna Fishing

Marine-science graduate students and postdoctoral researchers interested in helping to pioneer the next generation of sustainable tuna fishing initiatives — especially to reduce bycatch and protect ocean ecosystems — are invited to submit their ideas to the first-ever International Seafood Sustainability Foundation (ISSF) Seafood Sustainability Contest.

The contest opens today to eligible individuals and teams worldwide, who have until midnight December 31, 2019, to submit online entries. Competition judges will announce one $45,000 Grand Prize winner and one $10,000 Runner-Up Prize winner on February 28, 2020. The Grand Prize includes a trip (airfare and travel expenses paid for) for the winning individual or team representative to attend a major tuna sustainability conference or event selected by ISSF with the potential to present the winning idea to diverse stakeholders. Tuna species provide a critical source of food and nutrition, economic benefits, and employment opportunities throughout the globe. Tuna comprise a massive 5 percent of the total worldwide fish trade and help contribute to a value chain estimated to be worth $42 billion, making it among the world’s most valuable fish. Commercial tuna fishing, regardless of the fishing method, must be practiced and managed as sustainably as possible to prevent overfishing and to protect other marine species and ocean ecosystems that can be impacted by commercial fishing practices.
                                                                                                                                                                                                      Contest Launches 10th Anniversary Celebration
The ISSF Seafood Sustainability Contest inaugurates the commemoration of ISSF’s first “decade of discovery” (2009-2019), which has been marked by productive partnerships with marine scientists, seafood companies, vessels, Regional Fisheries Management Organizations (RFMOs), charitable foundations, retailers, and fellow NGOs.                                                                                                                                                                                                                                                                                                  “Ten years ago, ISSF formed out of a shared vision and commitment that more could be done — and needed to be done — for the protection and long-term sustainable use of tuna stocks,” said ISSF President Susan Jackson. “A great deal has been accomplished over that time period, and we’re proud of the legacy we’ve built as ambassadors for science and as collaborators with the diverse collection of NGOs, foundations, retailers, and fishers working in this space. Our tenth-anniversary Seafood Sustainability Contest will allow us to tap into a talented pool of up-and-coming marine science students. We can’t wait to dive into their ideas, and are eager to support potential solutions that result from it.”                                                                                                                                                                                                                                                                                                                                  To complement and enrich ISSF’s scientific program — which encompasses at-sea research, skippers workshops, and technical reports, for example — the Seafood Sustainability Contest seeks innovative proposals for achieving one or more of these goals in tropical tuna purse-seine fisheries that use Fish Aggregating Devices (FADs), which harvest most of the world’s tuna
  • Reducing the bycatch and fishing mortality of sharks
  • Reducing the bycatch and fishing mortality of marine mammals
  • Maximizing the catch of skipjack tuna in FAD sets while minimizing the catch of yellowfin and bigeye tuna(Skipjack stocks are at healthier levels of abundance than yellowfin and bigeye stocks)
  • Reducing the impacts that lost FADs can have on ocean ecosystems and habitats, such as beaching and pollution
A panel of five judges composed of experts drawn from academia and the fishing industry will determine the winners based on the originality of the idea, conservation impact, impact on skipjack catches, the degree to which idea has been tested, the feasibility of industry-wide implementation, and cost-effectiveness.

In 2009, acclaimed scientists, leaders in the industry, and environmental champions launched the International Seafood Sustainability Foundation (ISSF) based on shared concerns about the future of global tuna fisheries and a desire to do something about it — together.

Bigeye tuna fishery gains MSC certification for first time

March 7, 2019 — A Chinese-operated longline yellowfin and bigeye tuna fishery, located in the Federated States of Micronesia, has become the first bigeye tuna fishery to achieve Marine Stewardship Council certification.

The fishery – owned by Liancheng Overseas Fishery (Shenzhen) Co. Ltd. (SZLC), China Southern Fishery ShenZhen Co. Ltd. (CSFC), and Liancheng Overseas Fishery (FSM) Co. Ltd. (FZLC) – gained the certification after an independent assessment. The fishery earlier earned certification for yellowfin tuna in October 2018.

“We are extremely proud to have the first bigeye tuna fishery to be certified to the MSC Standard,” Sam Chou, president of SZLC, said. “It is a distinct honor. Liancheng is the largest Chinese fleet to achieve MSC certification. We are dedicated to achieving certification for all our fisheries.”

The latest stock assessment for bigeye tuna in the area shows stocks are healthy, and being fished at a sustainable rate. According to the MSC, the certification is conditional upon the adoption of harvest strategies including harvest control rules that include all the member states of the Western Central Pacific Fisheries Commission by 2021.

“We congratulate Liancheng and their partners for becoming the first fishery to be eligible to sell MSC certified bigeye tuna. They are demonstrating true leadership in sustainable fishing,” Bill Holden, senior fisheries outreach manager for the MSC in Oceania and Southeast Asia, said. “To maintain their certification, Liancheng will need to work with other fishing organizations and the WCPFC to agree to important management measures to safeguard bigeye tuna stocks. As a result, this certification could influence the sustainability of bigeye fishing across the entire WCPO.”

Pacific nations resist US push to lift tuna quota

December 11, 2018 — Pacific island nations have vowed to oppose US efforts to increase its catch limit in the world’s largest tuna fishery, saying the proposal does nothing to improve sustainable fishing.

The United States is expected to try to increase its quota for bigeye tuna at a meeting of the Western and Central Pacific Fisheries Commission (WCPFC) taking place in Honolulu this week.

The meeting brings together 26 nations to determine fishing policy in the Pacific, which accounts for almost 60 percent of the global tuna catch, worth about $6.0 billion annually.

It is mostly made up of small island nations but also includes so-called “distant-water nations” that come from as far afield as Europe, China, the United States, South Korea, Japan and Taiwan to fish Pacific tuna.

Island nations regularly accuse them of being reluctant to curb the lucrative industry in the interests of long-term conservation.

President Donald Trump’s administration will push this year to catch more bigeye—one of the most sought after species of tuna for sashimi—as a reward for complying with the commission’s monitoring rules.

All fishing fleets are supposed to carry independent fisheries observers on at least five percent of their boats as means of ensuring quotas are not exceeded and to collect accurate data.

However, most nations aside from the United States ignore the monitoring requirement.

Hawaii Tuna Fishermen Want Higher Quotas

December 4, 2018 — Hawaii’s longliners caught their quota for bigeye tuna early again this year. But that may not be an issue going forward if U.S. officials can negotiate a higher limit next week with an international fisheries commission.

Meanwhile, consumers can expect stable tuna prices for the holidays as the longline fleet continues to haul in a steady stream of fresh ahi to Honolulu’s fish auction.

The season for bigeye tuna, one of two types of fish known as ahi in Hawaii, was uninterrupted thanks in part to a quota-sharing agreement that lets the longliners fish beyond the internationally agreed upon limit for the U.S. in the Western and Central Pacific Ocean.

The Hawaii longline fleet of roughly 145 vessels, based in Honolulu, had a 2018 limit of 3,554 metric tons, which it hit Nov. 1.

But under an agreement with the Northern Mariana Islands, the longliners, as they have for the last few years, paid $250,000 into a fishery development fund and continued fishing for another 1,000 tons. The longliners were about 57 percent of the way through that extra allotment as of last week.
