Maine fishing industry awaits distribution of federal stimulus money

May 19, 2020 — While Maine is due to receive $20 million in federal funding to help shore up fishing trade losses caused by the COVID-19 economic downturn, industry leaders say more relief is needed to address the full scope of the decline.

“It’s not a lot of money for the size of the problem that we are dealing with in Maine,” Ben Martens, Executive Director of The Maine Coast Fishermen’s Association (MCFA) told The Center Square. “The goal is to get the money out the door as soon as possible, at least that should be the goal, so we can all survive this.”

The $20.3 million going to Maine is part of $300 million allotted to the seafood industry under the CARES (Coronavirus Aid, Relief, and Economic Security) Act. The $300 million will be helping about 30 states, with Alaska receiving the highest amount, roughly $50 million, Martens said. Maine’s amount was the fifth highest in the nation.

Dividing the $20.3 million among Maine’s 18,000 licensed fishermen, seafood processors, charter fishing operators and aquaculture workers will be up to the Atlantic States Marine Fisheries Commission and the Maine Department of Marine Resources.

Seafood industry waiting for $300M from CARES act gets good news

May 8, 2020 — The seafood industry has been hit hard by the closure of restaurants throughout the country but it could be a step closer to getting relief money after the federal government appeared to begin offering a state-by-state breakdown of the funds.

Confusion over who qualifies for CARES Act funding has delayed the money from being distributed to anyone, Ben Martens of the Maine Coast Fishermen’s Association told FOX Business

“It’s great we’re finally seeing some movement getting that money out the door,” Martens said. “It’s not going to go very far in the state of Maine when you start thinking about the needs of the fishermen on the docks, the processors … Everybody needs help.”

Maine’s lobster industry braces for ‘catastrophic’ cuts to bait fish catch

February 21, 2019 — For the second year in a row, federal regulators have dramatically reduced the amount of Atlantic herring fishermen can haul after scientists counted far fewer juvenile Atlantic herring in the waters from Canada to New Jersey.

While determining that Atlantic herring, the chief bait used by lobstermen, is not overfished, the National Oceanic and Atmospheric Administration said “recruitment” — the number of juvenile herring — is so low that last Friday they finalized a rule reducing by more than half the amount of Atlantic herring that fishermen may catch in 2019, from 50,000 metric tons to 21,000 metric tons.

Regulators hope the dramatic cut will prevent or reduce the risk of the fishery becoming depleted, NOAA said in a release.

The new limit has prompted predictions of bait shortages and sky-high prices and has members of Maine’s fishing community describing the situation as “catastrophic” and “devastating.”

“It’s huge,” Ben Martens, executive director of the Maine Coast Fishermen’s Association, said. “Prices are going to go up, and lobstermen are going to be struggling to find as much bait as they are accustomed to.”

Drastic measures considered to arrest plunge in herring population

September 25, 2018 — The small, silver fish that teem in large schools in the waters off New England are vital to the marine ecosystem, providing a crucial source of food to many of the region’s iconic species, including cod, striped bass, humpback whales, and seabirds such as puffins.

But recent surveys have found that the Atlantic herring population in the Gulf of Maine is at risk of collapse, with so few being born that federal officials have slashed fishing quotas and are now considering even more draconian steps to reduce the catch.

The proposed measures, which the New England Fishery Management Council is slated to take up on Tuesday, are so controversial that they have pitted fishermen against each other and have raised concerns about the future of the region’s lucrative lobster fishery, which mainly uses herring as bait.

“The decline of Atlantic herring represents an existential threat to many New England fisheries and the fishing families who depend on them for their livelihoods,” said Ben Martens, executive director of the Maine Coast Fishermen’s Association, an advocacy group that promotes sustainable fishing. “Without food in the ocean, without bait in the traps, the ecosystem and the entire fishing economy of New England begins to crumble.”

The Turning Tides of New England Fisheries

April 5, 2018 — Andrew Applegate’s family has been in the fishing business since his ancestors moved from Cranbury, New Jersey, to the Sandy Hook area around 100 years ago. Along with some commercial fishing, Applegate’s father ran a couple of large party fishing boats out of Atlantic City, and through the decades the family caught whatever was available. But now, Applegate is part of a New England fishing community forced to depend on fast-changing marine species they’ve never seen in the region before, and give up on others that are dying out.

The Gulf of Maine has witnessed its cod stocks collapse but its lobster population explode. To the south, in contrast to their current success north of Cape Cod, lobsters have suffered shell-wasting disease and poor productivity down into the Mid-Atlantic. And black sea bass is being found in northern New England when 20 years ago that would’ve been unheard of, says Michael Pentony, regional head of the National Oceanic and Atmospheric Administration’s Greater Atlantic fisheries division. In the face of such changes, those involved in fisheries management are trying to prepare for a murky future. Reliable and more timely data paired with flexible regulations could, they hope, allow those in the business to adapt as fisheries change in the coming years.

These changes are forcing some to disregard historical knowledge gathered in logbooks by generations of fishermen who recorded where to catch certain fish at certain times of the year, says Ben Martens, the executive director of the Maine Coast Fishermen’s Association.

“Now you just have to throw those out. They don’t work anymore. And every year is completely different from the year before,” Martens says. “Sometimes we have water that’s too warm; this year we had cooler water. We’re seeing a lot more turbulence in what’s happening in our planning and in our business stability.”

US cod catch could soon make a comeback, NOAA says

January 19, 2018 — Atlantic cod catch in the United States was recorded at an all-time historical low in 2016, but a rebound for the fishery may be on the horizon, according to officials from the National Oceanic and Atmospheric Administration (NOAA).

Once a hallmark of New England’s commercial fishing sector, the Atlantic cod fishery has suffered plummeting catch volumes due to overfishing and environmental changes over recent years, The Associated Press reported, via The Bangor Daily News. However, cod stocks are showing some promising signs for the upcoming season, NOAA officials said, and quotas are on track to increase slightly in spring of 2018.

Cod fishermen in the Gulf of Maine and on Georges Bank can expect a bump in their quotas come 1 May. That’s a step in the right direction, Ben Martens, executive director of the Maine Coast Fishermen’s Association, said.

“The quotas are so constraining that there’s not a lot of opportunity and interest in targeting cod,” Martens told the Associated Press. “But we’re headed in the right direction.”

Considered a “choke species” by fishermen, once cod quotas are reached, fishing must cease outright. As such, many fishermen have been avoiding cod altogether, the AP reported.

Recent marine analysis has indicated more abundance of cod in the Gulf of Maine and Georges Bank, Jamie Cournane, groundfish plan coordinator with the New England Fishery Management Council, an arm of NOAA, told the AP. Such figures have prompted the council to propose doubling the commercial cod quota for both New England areas to nearly 3.9 million pounds, a move that’s still awaiting U.S. Department of Commerce approval, Cournane said.

Why New England’s cod catch is at an all-time low

January 15, 2018 — PORTLAND, Maine — America’s catch of cod is at an all-time low, but the fishery might finally experience a rebound in the coming fishing year.

Atlantic cod were once the backbone of New England’s commercial fishing fleet, but catch has plummeted in the wake of overfishing and environmental changes. The 2016 catch, which is the most recent to be fully tabulated, was the lowest in recorded history, according to statistics from the National Oceanic and Atmospheric Administration.

But NOAA officials said there are some positive signs for the cod stock, and quotas are set to increase slightly this spring after years of heavy cutbacks. Fishermen seek cod in the Gulf of Maine and on Georges Bank, and both areas are scheduled for quota bumps on May 1.

“The quotas are so constraining that there’s not a lot of opportunity and interest in targeting cod,” said Ben Martens, executive director of the Maine Coast Fishermen’s Association. “But we’re headed in the right direction.”

The U.S. cod fishery, based mostly in Massachusetts and Maine, brought in more than 100 million pounds (45.4 million kilograms) of fish per year in the early 1980s and bottomed out at 3.2 million pounds (1.45 million kilograms) in 2016. Scientists have blamed factors including years of heavy harvest and warming oceans for the collapse of the stock.

Rafael Scandal Shuts Out Boats From Cod, Flounder Fisheries

November 20, 2017 — Federal regulators are shutting down fishing rights for a significant portion of New England’s stressed groundfish stocks, such as cod and flounder. The National Oceanic and Atmospheric Administration says managers for a New Bedford, Massachusetts-based sector undermined conservation goals while disgraced fishing magnate Carlos Rafael was falsifying catch reports.

There are 19 groundfish sectors in the Northeast, each representing a group of fishermen who manage catch quotas set by NOAA regulators. Sector IX is dominated by boats based in New Bedford and owned by Rafael, also known as “the Codfather,” who started a nearly four-year jail sentence in Fort Devens, Massachusetts, this month after he confessed to falsifying catch information.

Federal regulators say Sector IX officials, including Rafael’s daughter, failed to develop information to show that quotas were no longer being violated, and so its fishermen won’t be allowed to catch more groundfish this fishing year, which ends in April — or the next year, if a valid new management plan isn’t offered.

Maine Coast Fishermen’s Association recognizes the other fish in the sea

Hook, Line & Dinner raised money to support Maine fishermen who catch scallops, shrimp, clams and groundfish.

August 14, 2017 — Imagine the sun setting on a cool summer night with fresh lobsters and steamers and all the fixings, local beer and Maine-grown folk tunes by The Ghost of Paul Revere – and no crowds, because, well, there’s only so much room for vehicles at Cook’s Lobster & Ale House on Bailey Island.

If that wasn’t perfect enough, this July 15 event dubbed Hook, Line & Dinner raised $11,000 to support the Maine Coast Fishermen’s Association (MCFA).

“MCFA is a nonprofit run by commercial fishermen,” said Executive Director Ben Martens, explaining that the organization tries to balance the concerns of the industry and those of the environment.

Two hundred MCFA supporters made the winding drive from as far away as Port Clyde to the north and Kennebunkport to the south and, in a few instances, arrived by boat.

Overfished halibut under scrutiny as catch increases

December 13th, 2016 — Federal fishing regulators say they are looking to change the way they manage Atlantic halibut in the wake of a surge in catch of the fish.

The government lists Atlantic halibut as “overfished” and conservationists want to protect it. But many fishermen say the catch is up because the stock has been rebuilt over recent years.

East Coast fishermen caught more than 215,000 pounds of Atlantic halibut in 2015 in the most productive year of fishing for the flatfish since 1972. Catch of the fish in nearshore Maine waters is helping drive the increase, regulators say.

The regulatory New England Fishery Management Council decided last month to review management of halibut, which is popular with diners and chefs for its thick, meaty steaks. Exactly what form regulation changes could take isn’t yet known.

“We’ve identified that this is an issue, and this will be a priority for 2017,” said Janice Plante, a spokeswoman for the council.

The council has also asked that Maine’s state fishing managers adjust the way they oversee halibut. Part of the issue is that if fishermen exceed their quota for the fish, it can trigger restrictions on fishing that impact fishermen who operate in federal waters. About 40 percent of the halibut catch for the 2015 fishing year was taken in state waters, mostly in Maine.

Ben Martens, executive director of the Maine Coast Fishermen’s Association, said Maine should consider limiting the amount of halibut fishing in state waters. Otherwise, federal fishermen will be negatively affected by the surge in state catch, he said.
