$900,000 in Funding Recommended for Atlantic Salmon Habitat Restoration

July 30, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries is recommending nearly $900,000 in funding for four partners to implement projects that restore habitat for Atlantic salmon in the Gulf of Maine watershed. The Gulf of Maine distinct population segment of Atlantic salmon is listed as endangered under the Endangered Species Act. It’s also one of nine NOAA Species in the Spotlight.

Atlantic salmon are an iconic species of the Northeast. They once returned by the hundreds of thousands to most major rivers along the northeastern United States. Now, they only return in small numbers to rivers in central and eastern Maine. These populations comprise the Gulf of Maine distinct population segment.

Proposed projects funded under these partnerships will improve fish passage. They will remove or modify dams, culverts, and other barriers blocking Atlantic salmon from reaching their habitats. They will also restore the structure and function of streams used by Atlantic salmon for spawning and rearing.

We’re recommending nearly $900,000 to fund the first year of four multi-year efforts:

  • The Atlantic Salmon Federation will implement five projects to restore access to Atlantic salmon spawning and rearing habitats in the Kennebec River watershed. They will also conduct a fish passage feasibility study at the Chesterville Wildlife Management Area Dam on Little Norridgewock Stream. ($213,854)
  • Project SHARE will replace undersized culverts at 13 sites, connecting habitat for Atlantic salmon across the Dennys, Machias, Pleasant, Union, and Narraguagus River watersheds. They will also conduct fish passage feasibility studies at the Great Works Dam and at Marion Falls fishway. Funding will also support freshwater habitat restoration work in the Narraguagus River watershed. ($303,225)
  • The Nature Conservancy will complete the final designs to remove Guilford Dam and restore the adjacent floodplain, which will reconnect habitat for Atlantic salmon in the Piscataquis River watershed. They will also restore access to high-quality habitat by improving fish passage at three high-priority road crossings over streams. ($250,000)
  • The Downeast Salmon Federation will support fish passage feasibility studies at the Cherryfield Ice Control Dam on the Narraguagus River and the Gardner Lake Dam on the East Machias River, to support future habitat restoration in these watersheds. Funding will also support fish passage improvements at the Gardner Lake Dam. ($131,000)

Degraded habitat is one of the largest obstacles facing the recovery of threatened and endangered species like Atlantic salmon. Habitat restoration helps repair areas that have been destroyed by development, blocked by dams, or otherwise subjected to habitat destruction. Through funding and technical assistance, NOAA supports projects that restore the habitats that threatened and endangered species need to recover.

MAINE: Groups urge state to protect last wild Atlantic salmon in US

July 26, 2021 — Maine is home to the last wild Atlantic salmon populations in the U.S., but a new push to protect the fish at the state level is unlikely to land them on the endangered list.

Atlantic salmon once teemed in U.S. rivers, but now return from the sea to only a handful of rivers in eastern and central Maine. The fish are protected at the federal level under the U.S. Endangered Species Act, but a coalition of environmental groups and scientists said the fish could be afforded more protections if they were added to Maine’s own list of endangered and threatened species.

State law allows Maine Department of Marine Resources Commissioner Patrick Keliher to make that recommendation, but his office told The Associated Press he does not intend to do it. The department has done extensive work to conserve and restore the fish, and the commissioner “does not believe a listing at the state level would afford additional conservation benefits or protections,” said Jeff Nichols, a department spokesperson.

The environmentalists who want to see the fish on the state list said they’re going to keep pushing for it and other protections. Adding the fish to the state endangered list would mean conservation of salmon would be treated as a bigger concern in state permitting processes, said John Burrows, executive director for U.S. operations for the Atlantic Salmon Federation.

“The state of Maine and a handful of our rivers are the only places in the country that still have wild Atlantic salmon,” Burrows said. “It’s something that should happen, and should have happened.”

Atlantic salmon have disappeared from U.S. rivers because of damming, pollution and others environmental challenges, and they also face the looming threat of climate change. Nevertheless, there have been some positive signs in Maine rivers in recent years.

Salmon Farmers Are Already Transparent About Escapes

September 13, 2019 — The following was released by the Atlantic Canada Fish Farmers Association:

Statements made this week by the Atlantic Salmon Federation (ASF) about the transparency of reporting farmed salmon escapes and the potential risks involved with escapes cannot go unchallenged.

Salmon farmers do not want to lose a single fish. Their fish are their livelihood. When escapes do happen, they are largely a result of extreme weather events. Occasionally escapes are due to equipment malfunction or human error when fish are being handled (i.e. harvesting, fish health inspections). Salmon farmers are already transparent about escapes. When escapes happen, New Brunswick salmon farming companies voluntarily report it to the provincial regulator, who in turn notifies numerous groups, including the ASF, that are members of the NB Aquaculture Containment Liaison Committee. Other members include the Department of Fisheries and Oceans, the NB Department of Agriculture, Aquaculture and Fisheries, salmon producers, the NB Conservation Council and the NB Salmon Council. The NB Aquaculture Containment Liaison Committee communicates regularly. This week, the group discussed adding other groups on a case-by-case basis that may wish to be informed of an escape for a specific reason.

ASF spokesperson Neville Crabbe stated in the media this week that: “When you have spawning that’s occurring between aquaculture escapees and wild fish, you are wiping away potentially 10,000 years of evolution in a single spawning event.”

We reject that hyperbole. ASF knows full well that farmed salmon are very poorly suited to survival in the wild or reproductive success. Fearmongering about potential evolutionary disaster after a small escape does a disservice to the collaborative efforts between salmon farmers and the members of the NB Aquaculture Containment Liaison Committee. Mr. Crabbe’s comments also conveniently ignore any potential impacts of over 100 years of Atlantic salmon enhancement efforts, including ASF’s own sea ranching project in the 1970s and 80s that saw large releases of a variety of salmon strains into rivers and estuaries.

Salmon farming began – with ASF as a partner – as a way to address the decline of the commercial and recreational fishery for Atlantic salmon. Salmon farming is a responsible, sustainable and innovative means to provide adequate food supply to meet the world’s population growth while helping to reduce the pressure on wild fish stocks. Our farming practices and technology continue to evolve. Fish containment will always be a top priority as will our wild salmon conservation and enhancement efforts. Farmers work with a wide variety of partners, including First Nations, as part of the innovative Fundy Salmon Recovery project that is now seeing inner Bay of Fundy salmon return to one river in Fundy National Park in unprecedented numbers. Maine’s Atlantic salmon prognosis remains grim despite all-time low harvest and more adult returns to North American rivers

May 31, 2019 — On Thursday, as national delegations prepare to meet in Norway to discuss Atlantic salmon conservation, there’s a mixed bag of news for those who are passionate about salmon and salmon angling.

The headline on an Atlantic Salmon Federation press release, in fact, sounds downright cheery, as it announces that harvest of the fish in the North Atlantic is at an all-time low, and adult returns to North American rivers increased from 2017 to 2018.

That’s the attitude the ASF is taking heading into the annual meeting of the North Atlantic Salmon Conservation Organization, at least.

In an accompanying report, “State of the North American Atlantic Salmon Populations,” a more sober picture begins to emerge.

According to that report, salmon returns to U.S. rivers in 2018 met only 3 percent of the conservation limit for fish that had spent two winters at sea. And what’s a “conservation limit?” That’s defined as the number of spawning adults below which populations are unable to sustain themselves, and begin to decline.

And that pretty much defines the Atlantic salmon situation here in Maine; the fish is listed under the federal Endangered Species Act. Fishing for Atlantic salmon here is not allowed, and the population that does exist is almost entirely dependent on the annual stocking of hundreds of thousands of hatchery fish.

In 2018, according to the ASF, the Penobscot had 480 large salmon and 289 small salmon return. That run of 769 fish was lower than 2017’s 849 returning salmon.

Greenland Salmon Agreement Touted as Path to Save Fish

June 21, 2018 — Conservation groups say they are optimistic that an agreement with Greenland will help endangered wild Atlantic salmon begin to recover.

The salmon are considered endangered in the Gulf of Maine by the U.S. government. The North Atlantic Salmon Conservation Organization held a meeting in Portland last week to try to broker a deal to keep more of the fish alive.

Greenland fishermen continue to fish for the salmon, while U.S. commercial fishermen do not. The NASCO meeting resulted in a deal in which Greenland will reduce its annual quota for the fish from nearly 100,000 pounds to about 66,000 pounds. It also suspends Greenland’s commercial harvest of the fish.

Conservation groups’ pact will help save Atlantic salmon

May 30, 2018 — PORTLAND, Maine — Two conservation groups said Tuesday a deal has been struck with commercial fishermen in Greenland and the Faroe Islands that will help thousands of vulnerable Atlantic salmon return to rivers in the United States, Canada and Europe.

Commercial fishing for Atlantic salmon is prohibited in the United States, where the fish’s Gulf of Maine population is listed under the Endangered Species Act. But the Atlantic Salmon Federation and North Atlantic Salmon Fund said their new deal with Greenland and Faroe Island fishers is a major step toward recovery because it will dramatically reduce fishing.

Coastal Greenland and the waters off the Faroe Islands are important feeding grounds for salmon. Fishermen who work those waters take fish that originate in both jeopardized populations in Maine and New Brunswick, Canada, and healthy populations elsewhere.

The agreement places new limits on fishing, including ending the Faroe Islands fishery.

No salmon return to Canada river, bringing New England fears

October 30, 2017 — A conservation group’s discovery that no wild Atlantic salmon have returned to a key river in New Brunswick is prompting concern for the fish’s population health in the U.S. and eastern Canada.

The New Brunswick-based Atlantic Salmon Federation has been monitoring the Magaguadavic River for the Canadian government since 1992. The group says this year is the first time since then that no wild salmon have returned to the river to spawn.

Atlantic salmon were once abundant in rivers of New England and eastern Canada, but they’re now endangered or have disappeared in parts of both areas. The U.S.’s National Marine Fisheries Service is in the midst of reviewing the Gulf of Maine’s population, which is listed endangered under the Endangered Species Act.

About 900 wild salmon entered the river to spawn in 1983, and the fact that none returned this year is bad news for the fish’s population in Maine and Canada, said Neville Crabbe, spokesman for the Atlantic Salmon Federation.

“It means for the Magaguadavic River, whatever wild salmon that existed there are now extinct,” Crabbe said. “It affects the good work being done on all the rivers.”

Feds reviewing status of New England’s endangered salmon

July 2, 2017 — The federal government is starting a five-year review of the Gulf of Maine’s population of Atlantic salmon, which are listed as endangered under the Endangered Species Act.

Atlantic salmon were once plentiful off New England, but dams, loss of habitat, pollution and overfishing dramatically reduced the population. The National Marine Fisheries Service says it is reviewing the health of the stock to get more updated information on its current status.

The fisheries service says the review will be based on scientific and commercial data. One group, the New Brunswick, Canada-based Atlantic Salmon Federation, says recent data are troubling. The group says total estimated returns of the fish to North America in 2016 showed a 27 percent decrease from the previous year.

Presumed Dead, Wild Atlantic Salmon Return to the Connecticut River

February 23, 2016 — By the fall of 2015, the salmon of the Connecticut River were supposed to be doomed. The silvery fish that once swam the Northeast’s longest river, 407 miles from the mountains of New Hampshire to Long Island Sound, went extinct because of dams and industrial pollution in the 1700s that turned the river deadly. In the late 1800s a nascent salmon stocking program failed. Then in 2012, despite nearly a half-century of work and an investment of $25 million, the federal government and three New England states pulled the plug on another attempt to resurrect the prized fish.

But five Atlantic salmon didn’t get the memo. In November, fisheries biologists found something in the waters of the Farmington River — which pours into the Connecticut River — that historians say had not appeared since the Revolutionary War: three salmon nests full of eggs.

“It’s a great story,” said John Burrows, of the Atlantic Salmon Federation, a conservation group, “whether it’s the beginning of something great or the beginning of the end.”

The quest to resurrect Atlantic salmon in the Connecticut River began anew in the mid-1960s when the federal government and New Hampshire, Vermont, Massachusetts and Connecticut joined forces. They worked to curb pollution in their shared river and also build passageways around some of the 2,500 dams that plugged the river and its feeder streams in the 11,250-square-mile Connecticut River watershed.

The streamlined wild Atlantic salmon, genetically different from their fattened domesticated counterparts, which are mass-produced for human consumption, are so rare that anglers spend small fortunes chasing them across Canada, Iceland and Russia. Robert J. Behnke, the preeminent salmon biologist of the 20th century, wrote that Salmo salar (Latin for “leaping salmon”) has inspired in people “an emotional, almost mystical attachment to a species they regard as a magnificent creation of nature.”
